The Institute of Public Enterprise (IPE) was established in 1964, as an autonomous non-profit society at the initiative of Mr SS Khera, ICS (the then Cabinet Secretary, Government of India) and Dr DS Reddy (the then Vice-Chancellor, Osmania University) with the objective of furthering studies, research and consultancy in Management Sciences.
Dr VV Ramanadham, the then Professor and Head, Department of Commerce, Osmania University, with the active support and guidance provided by Dr DS Reddy, translated Mr Khera’s concept into a reality.
Dr P Rama Rao, a distinguished scientist, is the President of the Institute. He was formerly Secretary, Department of Science and Technology, Government of India; Secretary, Department of Ocean Development, Government of India; Chairman, Atomic Energy Regulatory Board and former Vice Chancellor, University of Hyderabad. He has recently been appointed a Member of the Atomic Energy Commission, Government of India. He brings with him varied and rich experience to guide the destination of IPE committed to excellence, be it in management education, consultancy, research and training.
IPE is devoted to systematic and sustained study of issues relevant to the formulation, implementation, review, monitoring and assessment of policies and programs concerning public enterprises.
Over the last four-and-a-half decades, IPE has transformed itself into an institution that is engaged in a multi-faceted activity comprising management education, research, management training and research in management and social sciences.
The GenesisIPE is partly funded by Indian Council of Social Science Research (ICSSR), Ministry of Human Resource Development, Government of India, and the Government of Andhra Pradesh.
IPE’s endeavours in research have enabled it to get recognized by Indian Council of Social Science Research (ICSSR) as a Center of Excellence. Also, with the MBA (PE) program for executives launched in 1983, the first Post Graduate Diploma in Management (PGDM) course was launched in 1995. With quick additions of specialist PGDM programs in (i) Retail & Marketing, (ii) Banking, Insurance & Financial Services (iii) International Business and (iv) Biotechnology, IPE is indeed a premier B-school in India which has been ranked in a B-school survey as 2nd in Andhra Pradesh, 4th in South India, and 4th among the ‘Top 20 Emerging B-Schools of Super Excellence’ (Source: CSR-GHRDC B-school Rating 2011).

The Outlook Survey 2010 places IPE as the 10th best B-school amongst India’s government-aided B-schools after the IIMs and a few other foremost B-schools of India. IPE has also bagged the Dewang Mehta awards in categories such as Best Government B-school, Leadership, Innovation and Industry Interface.
Not being content with the ranking so far accomplished, IPE has, in the last three years added to its strength of intellectual capital and now has a total faculty strength of nearly 50, with a majority having doctoral degrees from IIMs or reputed universities in India. IPE has also won three DNA B-school Awards for Innovative Leadership, etc.
IPE’s accomplishments have earned it the status of an affiliate member of the world-renowned EFMD (Brussels), which has less than 500 members worldwide and barely any from India. This EFMD recognition places IPE in a Privy League amongst India’s premier B-schools.

Objectives• Promote research in economics, commerce,
administrative and management sciences, energy, urban management, health sciences, biotechnology, IT, trade, intellectual property rights and behavioral sciences.
• Conduct training courses, conferences, seminars, management development programs and undertake consultancy.
• Provide for publication of research papers, books, journals and other material concerning social sciences.
• Establish and maintain libraries and information services to facilitate the study of public / private enterprises.
• Cooperate with approved institutions and interested bodies in furtherance of studies on public / private enterprises.
• Constitute, or cause to be constituted, regional centers at convenient places in India to promote the objectives of the society.
To achieve these objectives, the Institute is expanding the infrastructure by building an academic block with 15 ultra modern classrooms and digital labs. The institute while renovating the existing hostels also plans to build a new hostel with 500 rooms covering an area of 100000 sq ft. The Institute is also restructuring its staff by adding more members in order to be one of the first 15 top management institutes in the country with integrated approach of research, training, consulting and teaching providing inputs to industry, government, NGOs and international organizations.
Over the last 46 years, the Institute has widened the area of its work. Beginning with Research, it is a pioneer in Consultancy, Executive Training and Management Education.

ConsultancyThe knowledge and insights gained in research enabled IPE to undertake consultancy assignments for national and international organizations like the United Nations Development Program(UNDP), United Nations Industrial Development Organization (UNIDO), World Bank, Asian Development Bank (ADB), Commonwealth Secretariat, Department for International Development (DFID), Government of UK, International Center for Promotion of Enterprises (ICPE), Asian and Pacific Development Center (APDC), International Labour Organization (ILO), Central and State governments, public and private sector enterprises.
A number of consultancy projects were assigned by multifarious organizations in India, under the central and state sectors. Recently, a large project covering thirteen corporate undertakings was assigned to IPE, while the government of Karnataka had engaged in the performance evaluation studies of ten different enterprises in the previous two years.
TrainingAs a part of its developmental activities and as a logical extension of its activities, IPE has been organizing Management Development Programs (MDPs) for the past 45 years for officers of state and central government and practicing managers of public and private sector organizations. The Institute has conducted nearly 100 programs for IAS and IFS cadre covering more than1600 civil servants. In addition, over 1,000 MDPs and in-company programs were organized for more than 40000 practicing managers of the corporate sector.
These programs fall under the categories of General Management, Project Planning and Appraisal, Human Resources Development, Finance, Marketing, Corporate Planning, Information Technology and Restructuring of Enterprises. The Institute has also conducted several seminars, conferences and other programs sponsored by various National / International agencies.

A Center of Excellence in Research and Consultancy
In 1976, IPE was recognized as a ‘Center of Excellence’ in social science research by Indian Council of Social Science Research (ICSSR). It has completed nearly 150 research and consultancy projects so far.
The knowledge and insights that IPE has gained in research have enabled it to undertake consultancy assignments for national and international organizations.
The Institute makes available its special expertise and knowledge in improving the functioning of several government-run enterprises, thereby making them more efficient, profitable and cost-effective.
Consultancy is offered in disciplines such as enterprise restructuring,
industrial relations, power, biotechnology, poverty alleviation, privatization, quality management, manpower planning, work culture, etc.
The quality of its academics, research, consultancy and training has enabled IPE to forge MOUs / academic links with quite a few world renowned institutions / universities (including London Business School under the auspices of the British Council), which facilitate student / faculty exchanges and collaborative research and training projects.
In June 2007, IPE was invited by the United Nations to make a presentation at the 7th Global Forum held at Vienna by the International Association of Schools and Institutes in Administration.
IPE was also recently invited by the National University of Singapore to make a presentation on service delivery in the context of reforms and privatization of the power sector in India. The Confederation of Indian Industry (Southern Regional Council) has co-opted IPE faculty in several of its committees.
The Institute is also on the Steering Committees of Professional Risk Managers’ International Association, the Network of Asia-Pacific Schools, and the Institute of Public Administration and Governance.

New InitiativesONGC Subir Raha Chair on Corporate Governance
The CCG has been set up by IPE to build and disseminate knowledge of corporate governance through research publications, seminars, conferences and workshops. The NFCG has granted ad-hoc accreditation status to IPE. ONGC Limited has instituted a ‘Subir Raha Chair on Corporate Governance’ to: • Identify and formulate criteria
and indicators of good corporate governance.
• Integrate and standardize the existing body of knowledge, systems, structures, models and mechanisms associated with different forms of corporate governance.
• Derive mutually agreed-upon corporate governance practices beneficial to all stakeholders.
Entrepreneurship Development Cell
The EDC prepares students as Leaders to take on global challenges and opt for self-employment. It provides services to budding entrepreneurs by conducting awareness, programs both in-house and in other institutes; enhancing Industry – Institute interaction through guest lectures and industry visits, conducting programs on idea generation, business plan preparation and skill development.
Center of Excellence
The Institute has set up this Center to foster industry-academic interface and imparting necessary skills to IPE students to increase their employability and making them job-ready. The Center nurtures the students for higher proficiency in Finance and HR Modules.
Wage and Salary Studies Cell
The ‘Wage and Salary Studies’ (WSS) Cell has been constituted in IPE with the aim of working on the lines of Hewitt Associates, Hay Group and Mercer, to develop a compensation database pertaining to public, private and multinational corporations and to bring out occasional papers on various connected issues and carry out research and consultancy studies.
MoU with Central University of Rajasthan, Ajmer
The MoU promotes faculty research and improves the educational environment through development of study program teaching methods, student and staff exchange, industry research and consultancy.
MoU with Malaysian Directors Academy
The MoU was signed in July 2011 to collaborate for organizing Board Level Training in India & Malaysia to professionalize the working of public sector enterprise. The MoU was signed by Dato’ Abdul Aziz Abu Bakar, CEO/Executive Director, Malaysian Directors Academy and by Prof RK Mishra, Director, IPE at Kuala Lumpur.
MoU with Universiti Tun Abdul Razak (UNITAR), Kuala Lumpur
IPE and UNITAR will undertake collaborative research / training, have student / staff exchange programs, exchange academic papers / publications, and assist each other in organizing seminars / conferences / workshops.
MoU with U21 Global
IPE and U21 Global have signed an MoU to launch an on-line, 15-week Joint Executive Education Program, which will be conducted in the e-Learning mode. The joint certificate program will result in the award of an Executive Certificate in the relevant course chosen.
Consultancy Projects
The Government of Assam has awarded a management consultancy project to IPE, after going through a meticulous selection process in which eight bidders had participated which comprised prime management institutions and a few reputed consultancy organizations. The Service Agreement was signed on behalf of Director, IPE by Dr SK Mathur (Project Leader from IPE) and the Hon’ble Minister for Power, Public Enterprises, Industry and Commerce, Mr Pradyut Bardoloi for the Government of Assam on 20 July 2011. As many as 13 corporate undertakings / public enterprises are to be studied.
CCSR
The Institute of Public Enterprise (IPE) has been part of the Department of Public Enterprises (DPE), Government of India initiative on introducing Corporate Social Responsibility (CSR) as an element of the performance matrix in Central Public Sector Enterprises (CPSEs). IPE was invited to attend the meetings of the Working Group on CSR in 2007-08 and 2009.
Entrepreneurial Innovation Module by RSM /Erasmus University Professors
For all the IPE students, Prof Felix Janszen (Erasmus University, The Netherlands) and Prof Murthy Halemane (Rotterdam School of Management Studies, The Netherlands) conducted a 10-day course titled ‘Entrepreneurial Innovation’ at the IPE campus in August 2011. The module aimed at making the students ‘innovation-ready’, so that they contribute to the competitive advantage of the companies post placements. The students were also assigned projects centered around innovative products / services as a business proposition and were made to submit a Project Report which was evaluated for their grading.
MoU with University of Primorska, Slovenia
The MoU enables formulation of new study programs and joint research projects; joint publications / books; seminars / discussions on topics of common interest; mobility of academic / research staff and students; and sharing of library facilities.
MoU with Center for Management Education & Research (CMER)
Under the MoU, Center for Management Education and Research (CMER) will organize consultancy / training sessions for various functional departments of IPE.
MoU with National Stock Exchange
IPE and NSE have jointly launched the NSE-Certified Capital Market Professional (NCCMP) Course of 4-6 months duration to upgrade the knowledge of youth in Securities Market-related subjects.

On 5 July 2010, Mr BM Bansal (Chairman & Director – Planning & Business Development, IOC Limited) delivered a Distinguished Lecture on ‘21st Century Challenges to the Public Sector: A Case Study of Public Sector Oil and Natural Gas Companies’. The Presidential Address was delivered by Padma Bhushan Mr TL Sankar (former Principal, ASCI and Chairman, Gas Price Revision Committee).
On 27 August 2010, IPE sponsored a Distinguished Lecture by Prof Srikant Datar (Harvard Business School) on ‘Case-Based Approach in Management Education’. Fine Learning Ambience
Location and FacilitiesThe Institute is situated in the sylvan surroundings of the picturesque Osmania University campus in Hyderabad, which provides serene academic environment and promotes learning.
The Institute has well furnished conference halls, air-conditioned classrooms and an auditorium for hosting conferences, workshops and seminars.
Digital Gateway for Information NeedsKnowledge of IT is essential for effective management in today’s environment. To ensure access to real-time information, IPE has set up an IT laboratory that is equipped with 60 Dell computers and a wide array of licensed software in many fields. The IT lab and the academic block are connected through an optical fiber. The Institute has a 4 MB Internet leased-line facility that is freely available to the faculty, students and research scholars. The entire campus is Wi-Fi enabled as well.

Library and Documentation CenterThe Institute’s library has a rich collection of 50,000 documents (including books, journals and pamphlets) on topics such as management, public enterprises, IT, economics, psychology, biographies, annual reports of central / state-level public enterprises, project reports submitted by students / faculty / research scholars, etc.
It has a valuable collection of over 3,500 publications / theses, and subscribes to over 200 national / international journals annually. It works in close collaboration with libraries of several universities, ISB, ASCI, CESS, State Bank Staff College, the English & Foreign Languages University, etc. Benchmarking itself with global B-schools, the library supplements the course content of IPE’s management education programs and automatically purchases all books that are recommended reading.
The IPE library receives reports and working papers of institutions such as World Bank, Asian Development Bank, International Labour Organization - Asian Regional Team for Employment Promotion, Organization for Economic Cooperation and Development, Indian Institutes of Management, Madras Institute of Development Studies, central / state government enterprises and private sector organizations. It also
receives reports of the Comptroller and Auditor General of India, debates in the Lok Sabha and Rajya Sabha, Estimates Committee, Committee on Public Undertakings, etc.
The library has 20 computer systems and an exclusive server. Its Online Public Access Catalogue can be browsed (by author / title / subject) from IPE’s website. It has a collection of over 400 CDs / DVDs on various subjects, and also provides research scholars with internet-based information, as well as a rich collection of PhD theses submitted by research scholars from various Indian universities including Osmania University, Jawaharlal Nehru Technological University, University of Hyderabad, Andhra University, SK University, Sri Venkateswara University and Utkal University.

Masters in Business Administration (Public Enterprise) To cater to the need for professionally trained managers in the industry, IPE started a unique, part-time Masters in Public Administration - Public Enterprise (MBA-PE) program in 1981. Affiliated to Osmania University and approved by the All India Council for Technical Education (AICTE), this three-year program meets the specific needs of practicing managers. Candidates for the course are selected through the Integrated Common Entrance Test (ICET) of the Government of Andhra Pradesh.
PG Diploma in Management In 1995, IPE launched a two-year (four semesters), fulltime Post Graduate Diploma in Management (PGDM) program to provide skilled human resources to meet the requirements of the industry. The program provides rigorous and stimulating case studies in Management with a blend of training and in-depth exposure to core and elective courses in Finance, Marketing, MIS, HR, Advance Management, Banking & Insurance, Operations Management, Financial Planning and Wealth Management. The Institute’s strong backup from research and consultancy helps the curriculum to be periodically revised to meet the changing requirements of the corporate world. The course is approved by AICTE, and candidates are selected through the Common Admission Test (CAT) conducted by the Indian Institutes of Management (IIMs).

IPE / U21Global Joint Executive Education ProgramThe IPE and U21Global (the world’s premier online graduate school that offers globally recognized postgraduate programs) have signed an MoU to launch a new on-line, 15-week Joint Executive Education Program in the e-learning mode. The joint certificate program is being launched in three courses, viz., Project Management, Supply Chain Management and Corporate Social Responsibility, which have been collaboratively designed by IPE and U21G. It would be delivered in a blended format comprising both online sections and face-to-face classes. While the online content is provided by U21G, IPE provides face-to-face interactions. The course will result in the award of an Executive Certificate in the relevant course chosen.
Advanced Management Program in Banking and Finance (AMP-BF)
IPE in collaboration with the Indian Institute of Banking & Finance (IIBF), Mumbai launched its first batch of Advanced Management Program in Banking and Finance (AMP-BF) in September 2010 as a capacity-building Initiative for Banking and Finance professionals. To join this 11-month part-time course, the candidates should be officers in MMG Scale II and above in banks and financial institutions. On completion of the course the participants will receive a certificate in AMP-BF jointly issued by IPE and IIBF.
NSE-Certified Capital Market Professional Course (NCCMP)National Stock Exchange (NSE), a premier stock exchange in India and IPE jointly offer an NSE-certified Capital Market Professional certificate course as a capacity building tool for capital market participants. The course is of 4-5 months duration. On completion of the course and after passing an examination conducted by NSE, the participants will receive an NCCMP certificate jointly issued by IPE and NSE.

Industry InterfaceLearning becomes fruitful when it is reinforced with practice and experience. IPE has a strong tradition of nurturing budding professionals who after the completion of the course will be ready to face the challenges of the corporate world. This is facilitated through the industry exposure gained by the students during their summer internship and long-term project. Apart from these, there is a constant flow of inputs from practicing professionals who visit the Institute regularly to attend seminars and conferences, which adds considerable value to the students’ all-round education.
Summer Internship At the end of the second semester, the students undergo summer internship in their chosen functional area, which helps them relate theory to practice and also confidently apply their knowledge in future. This is done through interactive work in their summer internships, where they work in a specific department in the organization, such as Production, Marketing, Finance, Human Resources, Operations, Management Information Systems, Banking, Insurance, etc. At the end of the internship, their projects are evaluated by a panel of experts and a viva voce is held to examine the learning from the project.
Long-Term Project This is of an interactive nature and is carried out for a period of four months starting from November in the third semester. Under this project, the students are required to demonstrate their knowledge and capacity for practical applications. They are allowed to select a problem for in-depth analysis and make recommendations for managerial action. This also helps the organizations to secure objective
suggestions and solutions from the students for evaluation.
Program HighlightsThe Environment of the Institute is a catalyst for the self- development of the students in realms beyond academics. Persons of eminence are regularly invited to address the students to bridge the gap between classroom theory and shopfloor / industry practices. BiotechnologyBiotechnology is a rapidly developing multidisciplinary science with useful applications in several fields. In view of the growing importance of biotechnology-related issues like Intellectual Property Rights, agri-biotech markets, bio-safety and other socio-economic considerations, there is an imperative need to enhance the capacities of all the stakeholders in this field, including students, scientists, teachers, researchers, policy makers and entrepreneurs. Keeping this in view, IPE is engaged in education, research, consultancy and training in biotechnology. With its experience in implementing a major biotechnology program funded by the Government of Netherlands for over a decade, IPE has established a wide network with academic and industry experts in this sector.
IPE has become well known for its quality of Management Development Programs (MDPs), workshops, training programs and Organization-Based Programs (OBPs). Several managerial cadres personal ranging from junior management executives to CEOs / MDs as well as Chairpersons and Directors of corporates have been conducted from time to time and very well received. IPE is patronized by large public enterprises comprising both ‘Navaratna’ and ‘Mini-Ratna’ enterprises such as NTPC, NMDC, BHEL, GAIL, BEML, ISRO, Power Grid Corporation,
Midhani, ECIL, HPCL, BP, FCI, FACT, Oil India, etc. Apart from this, several companies depute their executives / managers for MDPs. Faculty from numerous institutions are also deputed to IPE by their managements.
As a part of its developmental activities, IPE regularly conducts Management Development Programs (MDPs) in General Management, Project Planning and Appraisal, Human Resources Development, Finance, Marketing, Corporate Planning, Information Technology and Restructuring. It has
so far conducted over 100 MDPs for nearly 2000 IFS / IAS / IPS officers and other government officials, as well as 650 MDPs (including in-company programs) for over 32,000 practicing managers of the corporate sector. The Institute has also conducted several seminars, conferences and other programs sponsored by various international agencies and All India Council for Technical Education (AICTE).

IPE’s PhD programs – offered in the fields of in Commerce, Economics, Management and Public Administration – are recognized by Andhra University, Jawaharlal Nehru Technological University, Osmania University, Sri Krishna Devaraya University, Sri Venkateswara University, University of Hyderabad, University of Mysore and Utkal University.
Under ICSSR-funded research, IPE’s Occasional Research Paper series started in 2002, with the objective of disseminating research output in the form of Working Papers brought out by IPE faculty and PhD scholars to discuss their research ideas and findings. These research papers – 70 of which have come out so far – have been
well received by eminent researchers, government policy makers and public enterprise executives.
The Institute offers three doctoral research fellowship programs in Economics, Commerce, Education, Management, Business Administration, Psychology, Political Science, International Relations, Public Administration, Sociology, Social Work and Environment Energy.

Apart from the aforesaid journals, a number of books are written and published by several of IPE faculty, from the Director to the junior-most faculty. Till date, as many as 87 books have been authored and published by IPE’s faculty members. Also, impetus is given for contributing articles to standard and referred journals and these have been getting published too. IPE on Planning Commission’s ‘Experts Panel on Reform in CPSEs’
The Planning Commission, Government of India has constituted a ‘Panel of Experts on Reforms in Central Public Sector Enterprises’ (CPSEs) for suggesting a road map for further development of these enterprises. The Panel will recommend a policy framework for restructuring these enterprises including diversification, mergers and consolidation, strategic partnerships and rehabilitation.

On 3-4 September 2010, the Asia-Pacific HRM Congress Advisory Council conferred a special award on IPE for its ‘outstanding contribution to higher education’ under the able leadership of its Director, Prof RK Mishra and the Board of Governors.
