2.3 Basic Cell Ranking and Network Feature Adjustment

In handover II, the Basic cell ranking and network feature adjustment is
divided. After the Basic cell ranking(bit1~bit4), the emergency handover
will trigger, then the network feature adjustment(bit5~bit16) will start.
Finally, the Forced handover and normal handover will triggered based on
the network feature adjustment result.
Note: the emergency handover just consider the level, so after basic
ranking, it will trigger.

The [Min Power Level For Direct Try] effect is replaced by the judgment::

level range - 64)
The [Directed Retry Load Access Threshold] effect is replaced by the 11 bits. That means the Direct retry and load
handover conception is integrated.
Note: Suggest the Direct retry and load handover are enabled together.
