1. INTRODUCTION
As per regulations framed under the Indian Medical Council Act, 1956 and the Dentists Act-1948,
admissions to all the seats (i.e., 100%) in M.B.B.S. / B.D.S. will be done through NATIONAL
ELIGIBILITY CUM ENTRANCE TEST - NEET in all the Medical / Dental Colleges run with
the approval of the Medical Council of India / Dental Council of India.
Medical Counselling Committee in the Directorate General of Health Services does the
Counselling for admission to the M.B.B.S. / B.D.S. seats under the following quotas:
i. All India Quota Seats (Filled by DGHS): 15% seats surrendered by State/UT Government
Medical / Dental Colleges run as per the approval of MCI / DCI are filled through the
counselling conducted by DGHS and are known as All India Quota seats.
ii. Central Institutions / Universities (Filled by DGHS)
iii. Seats in Deemed Universities (Filled by DGHS)
State Counselling Authority, CENTAC, does counselling for all the M.B.B.S. / B.D.S./ B.A.M.S.
seats in the U.T. Government Colleges and unaided Private Medical / Dental Colleges.
The seats allotted under different categories are as below:
i. Seats in Government Colleges including surrendered seats from All India Quota Pool. ii. Self-Sponsored Seats in Government Colleges. iii. Government Quota Seats in Private Colleges.
iv. Management Quota Seats in Private Colleges. v. Minority (Management) Quota Seats in Private Minority Colleges. vi. NRI Quota Seats in Government / Private Colleges.
The Selection through Counselling for M.B.B.S., B.D.S. and B.A.M.S. courses is done based on
the NEET Score of the current year.
Admission to the “Government Quota Seats” in Private Medical/Dental colleges including the
Minority Medical/Dental Colleges will be as per the law / regulations / orders of Government of
India and that of the Government of Puducherry, on the subject. The details regarding the Colleges
and the number of seats will be published in the website.
Candidates need to apply Online.
Application Fee (in Rupees) (Non Refundable)
In view of COVID the application fee is waived for the current year for all the students who apply for
Government Quota seats.
The application fee for students applying for Management Quota and NRI quota will be as follows:

4. (A) – ELIGIBILITY CONDITIONS
For admission to any course, the candidate should fulfill the necessary admission requirements
for the respective degree courses, as prescribed by the Pondicherry University:

Candidates seeking admission to the M.B.B.S. / B.D.S.., Degree courses must
have passed H.Sc. (Academic) examination conducted by the Board of
Higher Secondary Examination of Tamil Nadu or any other equivalent
thereto, with a minimum of 50% marks (40% of marks for OBC / BCM /
MBC / EBC / BT / SC / ST candidates) in aggregate, in the prescribed
subjects of Physics, Chemistry and Biology or Bio-technology, Botany and
Zoology. Further they should have studied English as one of the subjects and
they must have passed the above four subjects individually.
B.A.M.S.
(a) Candidates seeking admission for B.A.M.S. course must
have passed in the subjects of Physics, Chemistry, Biology & English
individually and must have obtained a minimum marks taken together in
Physics, Chemistry and Biology at the qualifying examination with a
minimum of 50% marks for General and 45% of marks for OBC / BCM /
MBC / EBC / OPH (General &OBC) and 40% of marks for SC / ST / BT
& OPH.

(b) The Higher Secondary Examination or the Indian School
Certificate Examination which is equivalent to10 +2 Higher Secondary
Examination after a period of 12 years study, the last two years of study
comprising of Physics, Chemistry, Biology and Mathematics or any other
elective subjects with English at a level not less than core course of
English as prescribed by the National Council of Educational Research
and Training after the introduction of 10+2+3 years educational structure
as recommended by the National Committee on Education.
4. (B) – RESERVATION
(i) As per U.T. Govt. norms for all Government quota seats , only Candidates who are resident
of the U.T. of Puducherry are eligible.
Minority Quota Seats (Management Quota) in Private Medical / Dental Colleges
(ii) For Minority Quota seats in Minority Medical / Dental Colleges, candidates who are
residents of the U.T. of Puducherry and belonging to respective minorities are only eligible,
i.e., for the minority quota seats in PIMS, candidates who are resident of U.T. of Puducherry and
belonging to Christian religious minority alone are eligible. For the minority quota seats in
SVMCH & RI candidates who are resident of the U.T. of Puducherry and belonging to Telugu
linguistic minority alone are eligible.
(iii) U.T. of Puducherry candidates claiming seats under Christian Minority Quota should
produce any valid documentary proof like Transfer Certificate or similar document to prove that
his / her religion is CHRISTIANITY.
(iv) U.T. of Puducherry candidates claiming seats under Telugu Minority Quota should produce
any valid documentary proof like Transfer Certificate or School admission certificate to prove
that his / her mother tongue is TELUGU.
(v) Conversion of Minority Quota seats into General Management Quota seats : In case
these minority quota seats are not filled in the TWO rounds of Counselling, then these unfilled
seats will be converted to general management quota seats and filled on All India basis.
In the computerised module of allocation, the unfilled seats will be converted after exhausting
the minority candidates and allotted as General Management Quota seats in the second round
itself.
(vi) For Management Quota seats in Private Colleges candidates are eligible on All India
basis without any restriction to residence in the U.T. of Puducherry.

5. SELECTION PROCEDURE
Admission to the M.B.B.S., B.D.S. & B.A.M.S. courses is based on the current year NEET Rank
of the candidates.
Merit List will be based on NEET Rank. Allotment will be based on the eligibility, reservation
applicable, category of seats and NEET Rank.
6. SEAT MATRIX
Note: Seat Matrix will be published separately on the CENTAC website.
7. IMPORTANT INSTRUCTIONS REGARDING M.B.B.S. / B.D.S.
The schedule of allotment will be in accordance with the schedule notified by the MCI / DCI. For
M.B.B.S., B.D.S. typically TWO rounds of allotment will be done. After this, one Mop Up
Counselling will be done.
Tuition Fee
Candidates are advised to go through the details of tuition fee notified by the Health Department
and published on the website. Candidates are also advised to go through the notification carefully
and verify details of the components not covered in the tuition fee (e.g., Hostel fee, etc.).
The restrictions regarding participation in further rounds of counselling for M.B.B.S. / B.D.S. are as
follows:

Note: As per the guidelines for participation in 2nd round, the candidate has to pay the
Registration fee to CENTAC.

Forfeiture of Registration Fee / Tuition Fee (i) After publication of Final allotment list in 2nd round if any candidate fails to join the
college then the registration fee will be forfeited.
(ii) During mop up counselling, seats will be allotted only after the entire tuition fee is paid,
preferably by way of DD (Demand Draft) or through RTGS / NEFT.
If the student fails to join the allotted college after mop up counselling and if the college is
not able to fill the seat from the 1:10 list sponsored by CENTAC, then the entire
tuition fee will be forfeited.
(iii) The tuition fee deposited will be refunded after deducting 1 lakh where the college is able
to fill the seat. The amount after deduction will be refunded after 6 months so that this acts
as a deterrent for blocking of seat. Therefore, it is advised that the candidates make a
considerate decision before taking the seat in mop up counselling. CENTAC reserves the
right to modify these guidelines relating to mop up counselling, depending upon
necessity.
Refund of Registration Fee / Tuition Fee.
(i) In case the candidate is not allotted any seat during the 2nd Round and Mop Up Round, the
Registration Fees / Tuition Fees will be refunded to the same account of the candidate from which payment had been made.
(ii) The candidates should keep their card / bank account active till refund process is completed. The candidates are advised not to use unrelated card / bank accounts for
remitting Registration Fee / Tuition fee amount. CENTAC will not entertain such requests. (iii) As per Reserve Bank of India (RBI) Rules, refund cannot be done to NRI Accounts. If the
candidate wants to use the funds available in his / her NRI Account to register for counselling, he / she has to first transfer funds from the NRI Account to an NRO Account
and from the NRO Account to the CENTAC Account. The refund from CENTAC will be credited to the NRO Account only.
Special Note to Students who have been allotted seats in JIPMER
It is observed that students who have got seats allotted in M.B.B.S. in JIPMER do not opt out and
unnecessarily block the seat allotted in CENTAC thereby causing unwarranted sliding. CENTAC
will obtain the list of candidates who are allotted seats in JIPMER and these candidates will not be
allotted any seats despite their eligibility. If any candidate who has been selected in JIPMER wants
his / her name to be considered, then the candidate has to deposit Rs.1,00,000/- (Rs. One Lakh
only) as Cautionary Deposit. This Cautionary Deposit will be forfeited if the candidate is allotted a
seat by CENTAC and fails to join within the prescribed date.

Special Note to NRI / PIO / OCI Students
All candidates should submit their application in online mode through CENTAC only.
NRI quota includes Overseas Citizens of India (OCI) and Persons of Indian Origin (PIO). Eligibility for NRI Quota: a) At least one of the parents of the student should be an NRI and shall ordinarily be residing abroad as an NRI.
OR
b) The person who sponsors the student for admission should be a first degree relation of the student and should be ordinarily residing abroad as an NRI. The first degree relation should be any of these:
i) Real brother and sister of father i.e. real uncle and real aunt.
ii) Real brother and sister of mother i.e. real maternal uncle and maternal aunt.
iii) Father and mother of father i.e. grand father and grand mother.
iv) Father and mother of mother i.e. maternal grand father and maternal grand mother.
v) First degree-paternal and maternal cousins.
c) If the student has no parents or near relatives or taken as a ward by some other nearest relative such students also may be considered for admission provided the guardian has bonafide treated the student as a ward and such guardian shall file an affidavit indicating the interest shown in the affairs of the student and also his relationship with the student and such person also should be an NRI, and ordinarily residing abroad.
The list of documents to be submitted for NRI Quota are as below:
a) Documents claiming that the sponsorer is an NRI (Copy of the Passport, VISA of the sponsorer should be attached)
b) Relationship of NRI with the candidate as per the definition above should be indicated. c) Notarised Affidavit from the sponsorer that he/she will sponsor the entire course fee of the
candidate d) Embassy Certificate of the Sponsorer (Certificate from the Consulate)
e) NEET Scorecard.
8. List of 1:10 Candidates:
After mop up counselling, if any stray vacancies remain, the list of candidates in the ratio of 1:10
(i.e., ten times the number of vacancies ), in order of merit will be sponsored to the colleges. In
order to sponsor only those candidates who are interested, CENTAC asks specifically for the
willingness of candidates for sponsoring and also may open fresh registration as well, in
addition to the existing candidates.

If a student vacates the hostel during the academic year, rent will be deducted on pro-rata
monthly basis. (Even if the occupancy is in fraction of a month)
If a candidate discontinues the course on or before the last date of counseling of the respective
academic year of admission he / she shall have to forego the caution deposit of Rs.50,000/- and
in case the candidate leaves the course on or after 31st August or during any other subsequent
academic years he / she shall have to pay a sum of Rs.4,00,000/- as penalty (separate agreement
bond should be signed by the candidates and parent / guardian along with two sureties for the
aforesaid, which is available with the Institute)
Fees mentioned in parenthesis as ‘Refundable’ shall be refunded after the candidate gets relieved
from the institute, upon satisfactory completion of the course.
Registration Fee, Matriculation Fee, Recognition Fee, University Development Fee, Sports Fee,
Examination Fee and any other fee that may be levied by the University shall be payable, at the
rate as prescribed by the Pondicherry University, within the stipulated time. The above fee
structure is subject to revision.
8.1.2. Fee structure for NRI Candidates in IGMCRI (Fees equivalent in INR without bank
deduction)
(A) College fees:
1. Admission & other fees - US$ 1,00,000 (or equivalent in INR on the day of admission) 2. Caution Deposit (Refundable) - US$ 15,000*(or equivalent in INR on the day of
admission)
(B)Hostel Fees:

4. Mess Fees - Prevailing rate (*the actual deposit amount remitted by the applicant in INR at the time of joining will be refunded in INR by cheque or NEFT/RTGS after completion of the course)
(** depending upon availability) Fees (except caution deposit) once paid shall not be refunded. The University fees, examination
fees and other fees levied are to be paid separately. The above fee structure is subject to revision. If a student vacates the hostel during the academic year, rent will be deducted on pro-rata monthly basis.

AGREEMENT BOND FORM FOR CANDIDATES ADMITTED FOR
M.B.B.S. COURSE FOR THE ACADEMIC YEAR 2020-2021
(CENTAC / AIQ / NRI )
This agreement made on this ------------------day of ----------------------------2020 between the
Director, IGMC&RI (hereinafter called the Director which expression shall, where the context
so admits include his successor in Office) of the one part and ----------------------------------------
-----son / daughter of-----------------------------------------resident of------------------------------------
---------------------------------------------in the Taluk of district (hereinafter called the candidate)
which expression shall, where the context so admits include his / her heirs, executors,
administrators and representatives of the other party.
WHEREAS the candidate has, on his / her application been selected for admission to the
MBBS course in the IGMC&RI (herein after referred to as the said College).
AND WHEREAS the candidate has, agreed to complete his / her studies for the said course, at
the said College, subject to the condition herein after appearing.
Now THEREFORE, this agreement witnesses and it is hereby agreed as follows:
1. The candidate shall diligently complete his / her study for the said course at the said
College, shall abide by the rules of the said College for the time being in force regulating the
conduct of students at the said College and shall pass all the examinations prescribed for the
said Course by the affiliated University.
2. Upon passing the final MBBS Examination the candidate shall serve as ‘Intern’ for the
prescribed period as laid down by Medical Council Act, 1956 (Central Act 102 of1956).
3. During the period of Internship under clause (2) the candidate shall faithfully, diligently
and with skill and ability perform his / her duties and observe the rules in force.
4. Candidates who discontinue the course between 25th August and 30th August are bound
by the bond and thereby they shall have to forego the caution deposit Rs. 50,000/- (Rupees
Fifty thousand only) as penalty for having breached the contract in the bond and the
candidates who discontinue the course on or after 31st August and in any date of the
subsequent years shall have to pay a sum of Rs.4, 00,000/- (Rupees Four lakhs only) as
penalty.
5. Any other sum falling due from the candidate under this agreement apart from any other
dues including that of the Hostel, as the case may be, shall be recovered from him / her as an
arrear of land revenue.

6. The witness shall bear the stamp duty payable in respect of this agreement if required. In
witness whereof the parties hereto have appended their signature here unto on the dates
respectively mentioned against the signature.
7. The Institute has got the right to revise any or all the fee structure at any time or
periodically. In such a case the student is expected to comply with the same failing which they
may be barred from attending classes or appearing in examinations including University
examination.

University Development Fee and Sports Fee shall be payable at the rate as prescribed by the
Pondicherry University.
d) Examination fee shall be payable as prescribed by the University.
e) Hostel Fees and Deposits are as follows:

If any NRI candidate fails to join the course or discontinues the course at any time after the
last date of admission prescribed by the Dental Council of India/ Hon’ble Court, the fees
once paid shall not be refunded in any case and they will get their certificates back only after
paying the tuition fees for the remaining part of the course.

Fees payable to the University: Registration fee, Matriculation fee, Recognition fee and
Sports Fee shall be paid as prescribed by the Pondicherry University.
Examination fee: University / College Examination fee shall be paid as prescribed by the
University / College.
Hostel fees and Deposits: Separate hostel for boys and girls are available. Regarding Hostel
Accommodation “Admission to hostels shall be permissible if rooms are available”.
