February 24, 2010 To: Interested Parties From: Robert Cermak, PE SAFCA Assessment District Engineer Subject: Final Engineer’s Report for SAFCA Operation and Maintenance Assessment for Assessment District No. 1, June 20, 1991 This memorandum, combined with the Engineer’s Report for SAFCA, Operation and Maintenance Assessment for Assessment District No. 1, dated June 20, 1991 (Engineer’s Report) constitutes the Final Engineer’s Report for Assessment District No. 1. On June 13, 1991 the SAFCA Board passed Resolution 91-009, which declared the Board’s intent to create Assessment District 1, provided that certain revisions are made in the boundaries and assessment structure of the new district. Resolution 91-009 is included as Attachment 5 and incorporated into this Final Engineer’s Report by this reference. SAFCA staff reports for Resolution 91-009 are included as Attachments 3 and 4. On June 20, 1991 the SAFCA Board passed Resolution 91-010, which authorized the formation of Assessment District 1. Resolution 91-010 is included as Attachment 2 and incorporated into this Engineer’s Report by this reference. SAFCA staff report for Resolution 91-010 is included as Attachment 1. The new district boundaries and assessments were established in accordance with the Engineer’s Report, as modified by Resolution 91-009. The final Assessment District No. 1 boundaries and assessment zones are shown in Figure 1, included with this memorandum.
