1.0 INTRODUCTION
1.1 Scope of Integrated UKUUPL
This document is a summary of UKUUPLs prepared for the USDRP sub-projects. It containshighlights of the project description from the UKUUPL documents, and identifies main impactsof concern and how they are to be managed and monitored. The document also containssupplementary environmental information requested by the World Bank. The purpose of thedocument is to help World Bank Safeguard Team review the environmental issues relevant tothe proposed sub-projects, and eventually provide environmental clearance for the proposedsub-projects.
1.2 Indonesian Legal Basis
In the Indonesian system, UKUUPL Documents are intended to describe the potential impact ofa proposed project, and the efforts planned to management and monitoring the impacts.UKUUPL is required for projects or activities that are not expected to have significantenvironmental impacts, and whose impacts can be easily mitigated by known methods. Projectsthat are expected to have significant impacts require an AMDAL (Environmental ImpactAssessment), which is a more in-depth analysis of impacts. The World Bank is classifiesprojects with significant environmental impacts as 'Category A projects' and treat themdifferently. The sub-projects discussed in the report are Category B projects.

With regional autonomy, Kota/Kabupaten governments have the authority to issue localregulations regarding UKUUPL, and may develop procedures or guidelines of their own.
UKUUPL documents are to be prepared by project proponents and reviewed by the localenvironment agency for recommendation to the Mayor/Bupati for decision-making on thefeasibility of the proposed project. In the case of USDRP, the documents will be reviewed by theKota-level environment agency.

a. Environment:
1 The following cycle is typical for UKL/UPL and Abbreviated LARAP. The time frame for AMDAL and ComprehensiveLARAP needs to be addressed and established from case to case depending on the nature of the proposedsubprojects2Within the context of this cycle the term AMDAL Committee refers to the institutional arrangement which is engagedin the review and approval of AMDAL. This Committee might be also be consulted in general environmental issues.According to prevailing regulation, AMDAL Committees, which are responsible to review AMDAL documents, areeither: Central AMDAL Committee, or Provincial AMDAL Committee, or ULG AMDAL Committee. Those Committeesare not hierarchical; each has a separate jurisdiction depending upon several factors. Article 11 (1) of GovernmentRegulation (PP) No. 27/1999 concerning AMDAL states: Central AMDAL Committee is responsible to review AMDALwhich has elements of national strategic and/or is related to state defense, with impacts that covers more than 1Province, located in conflict areas with (an)other state/s, located in the sea, and/or its location also covers jurisdictionof (an)other state/s. Article 11 (2) states that local (Provincial or Municipality/District) AMDAL Committee isresponsible to review AMDAL which has elements not included in the above criteria.3See screening criteria and requirements for environmental aspects at Annex 3, and for land acquisition andresettlement at Annex 5.

2.1. Category of Sub-projects
Each subproject is categorized based on the type of activity and size of city, and the regulatoryrequirements of Indonesia regarding environmental assessment and management. The need toprepare AMDAL or UKUUPL for USDRP subprojects is triggered mainly by the followingprevailing Indonesian regulations:
1. Decree of the State Minister of the Environment No. 17/2001, dated 22 May 2001; and
2. Decree of the Minister of Settlements and Regional Infrastructure No. 17/KPTS/2003,dated 3 February 2003.
The table below describes which document is required for acitivities of certain scales, based onthe above regulations.

BACKGROUND Way Kuala river is one of flood control drainage systems for the city of Bandar Lampung. Accumulation ofsediments and garbage at the riverbed have reduced the flowing capacity of the river, especially in the downstreanarea. Consequently, floodings occur in some areas surrounding the downstream area.
OBJECTIVES 1. Restoring river capacity in the downstream area.2. Reducing potential accumulation of garbage and sediments in the river downstream area.
MAIN PROJECT Project Components DescriptionCOMPONENTS 1 Riverbed dredging A total of 2.6 km length of riverbed will be dredged. Dredged garbage will
be disposed to a solid waste final disposal area (TPA), while dredgedsediments will be used for the beach reclamation (Ecocity).

Treatment of effluent from the septic tanks before emitted into open water:The BOD of the effluent will be checked twice a year. Practical experience shows that the existingtreatment system "dewats" (decentralized wastewater treatment system) reduced BOD and COD loadbelow national standards. According to national standards chlorination is not required.

OBJECTIVES Control floods in the area.
MAIN PROJECT The flood control activity will be for 4 (four) rivers in the Kota Palu area, including the construction ofCOMPONENTS levee and gabion for the watersheds of the rivers Sungai Palu, Sungai Kawatuna, Sungai Paboya and

ADDITIONAL * Land acquisitionENVIRONMENTAL The status of land for the Student Dormitory is land owned by the Kelurahan Condongcatur Kecamatan DepokINFORMATION Sleman or known as the Village Treasury Land/ Tanah Kas Desa (TKD). Village Treasury Land cannot be sold or
bought because it is the asset of the village. Village Treasury Land can only be rented out for a specific time period(maximum 20 years). Therefore, the status of the Student Dormitory land is rental. The rental process involves theVillage Head Desa/Lurah, BPD (Badan Perwakilan Desa), Camat, Bupati and Governor.
* Wastewater treatment - shallow groundwater contamination.O The possibility of contamination occurs when the wastewater treatment plant (WWTP) construction is
poor and thus allows bacteriological or chemical contamination of the groundwater. The performance ofthe WWTP will be monitored, at minimum every 3 months, by conducting groundwater testing ofsurrounding water sources, or follow-up should there be any complaints about contamination. Themitigation efforts taken if there is contamination is to chlorinate affected wells while repairing the dormWWTP.
o The WWTP will use a tested design, which is the DeWatts - Borda design or innovative system fromMalang. Sludge removal will be done once a year or more frequently, by using the regional wastewatertreatment facility at Pendowoharjo, Bantul.
