EXECUTIVE SUMMARY
1.1. INTRODUCTION OF THE PROJECT / BACKGROUND INFORMATION:
M/s. J.R. Granites (P) Limited, Managing Director, Sri. M. Ramamurthy was
accorded permission for Transfer of Quarry Lease for Black Granite over an extent of
1.620 Ha in Sy.Nos.89/1, 95/1(P), 95/2(P) & 95/3(P) held by M/S. Tirumala Minerals,
Managing Partner, Sri. K. Venkatesh by the Director of Mines and Geology, Hyderabad for
the un-expired portion of lease period i.e., up to 11.03.2032, subject to the condition that the
transferee shall submit Environmental Clearance vide proceedings No. 3970/R4-1/2015,
dated 10.06.2015 of DM&G, Hyderabad under Rule 12 (5) (h) (viii) of Andhra Pradesh Minor
Mineral Rules (APMMC), 1966 (Annexure – 1).
The mining plan has been prepared as per guidelines laid down in the Granite
Conservation and Development Rules (GCDR), 1999 & APMMC, 1966 etc., and got
approval from Department of Mines & Geology vide their letter no. 3826/MP-PLMR/2015
dated: 31.10.2015 over an extent of 1.620 Ha. in Sy.No. 89/1, 95/1(P), 95/2(P) & 95/3(P) of
Kotamakanapalli Village, Gudupalli Mandal, Chittoor District (Annexure – 2).
It is proposed to produce peak capacity of 6216 m3 (ROM) through Semi-mechanized
open cast method from this lease of which 1243 m3 (20%) per annum of Black Granite will
be saleable. Now this feasibility report is prepared towards obtaining Environmental
clearance.
As per MOEF O.M.No.L-11011/47/2011-IA.II (M) dated 18th May, 2012, leases of
minor minerals also requires environmental clearance. For getting environmental
clearance, depending on the nature, magnitude and capacity, the projects are categorized
as “A” Category & “B” Category. ‘A” category projects have to be cleared by MOEF while “B”
category by the State Environmental Impact Assessment Agency (SEIAA). This project
falls under category ‘A’ because of inter-state boundary (Andhra Pradesh – Tamil
Nadu is located at a distance of 0.61 km) which is located within 5 km radius as per
the Amended EIA Notification, 2006, S.O. 1599 (E) dated 25th June, 2014.

production capacity of 6216 m3 of ROM per annum of Black granite towards getting
environmental clearance from MOEF&CC.
In addition to this proposed lease area of 1.620 Ha, M/s. J.R Granites (P) Limited
are also having 3 leases over an extent of 0.850 Ha, 4.846 Ha & 1.818 Ha within the 500m
radius of the lease area. Besides, there are other quarry lease falling within the 500m radius
such as Quarry of Rathna minerals (1.900 Ha.), Quarry of Sunil Kumar (0.608 Ha.), Quarry
of V.M.S. Granites (1.000 Ha.) & Quarry of J. Venkatesh Babu (1.000 Ha.). Thus total extent
of existing operating mines & proposed mines falling within the 500m radius of the lease
area including the present proposed lease is <25 Ha only (13.642 Ha). In this regard,
certificate is obtained from Assistant Director of Mines and Geology, Palamaner, Chittoor
District enclosed as Annexure – 3.

The area applied for quarry lease is located at Sy.No. 89/1, 95/1(P), 95/2(P) &
95/3(P) over an extent of 1.620 Ha of Kotamakanapalli Village, Gudupalli Mandal, Chittoor
District, Andhra Pradesh. The entire area is a Government barren land.

1.3.2 PROJECT DESCRIPTION:
Salient details of the project are as follows:
1. Production Capacity Proposed to produce peak capacity of 6216 m3 (ROM) per annum of
which 1243 m3 (20%) per annum of Black Granite will be saleable.
2.Geological reserves The total Geological reserves including existing pit area in the applied
area are estimated to be 150123 m3 (ROM).
3. Total waste There is no overburden up on the deposit on northern side, but in southern
side there is some soil capping, weathered and bouldered granite. Rock
wastage is expected to be 80% of the ROM. Total Mineral waste available
in the area is 116220 m3. Mining operations are carried out on the slopes
of the rocky terrain. Hence there will not be any water discharge from mine
workings. About 0.8 KLD of domestic sewage will be generated.
4. Method of mining Open cast method of mining is carried out in this mine by semi
mechanization by using compressor operated jack hammer drills,
excavators, and dumper etc., Close spaced drilling of 0.2m was adopted
along a straight line and charged with low explosives to avoid feather
cracks. Transportation will be made by trucks to dispatching point.
5. Waste disposal SOLID WASTE: Total waste generated - 116220 m3 of which about 9595 m3 of waste will be generated in plan period. This material will be dumped on the south western side selected for dump yard. Once sufficient void is created in the eastern side, the entire waste generated subsequently will be simultaneously backfilled into this mined out void. LIQUID WASTE: About 0.8 KLD of domestic sewage to be generated will be discharged
into septic tanks with proper soak pits.

100 persons can derive benefits in allied services like logistics, polishing,
loading / unloading, repair works, trading etc.
11. Water requirement
& source
Total water requirement of the mining operations is about 5.5 KLD.
Source: The source of water will be met from the bore well opened in the
adjacent quarry site & nearby areas.
12. Infrastructure The proposed project site is having good access facilities from roads etc., All
site services like Mines office and other statutory constructions like rest
shelter, first aid, work shed and drinking water etc., are and will be
provided near the quarry lease area.

13. Use of granite The blocks from the quarry is dispatched directly to the important trade
centers and also local factories used in manufacturing of Rough Blocks,
Slabs, Panels, Tiles, Monuments etc.
14. Environmental
status
Being a small mine, impact of mining on environment will be negligible.
The mining operation will provide more employment to the rural people
and environment friendly operations.
1.4 LAND USE PATTERN:
The Pre-mining Land use of the lease area is barren rain fed government land leased
to the proponent. Except some small bushes there are no other major trees in the lease
area. Granite boulders of various sizes are strewn in many places.
The details of land use during mining at the end of plan period and mine closure
stage are given below:

Ultimately, Out of 0.874 Ha of mined out void about 0.428 Ha will be backfilled and
reclaimed with vegetation while the remaining 0.446 Ha will be left as water body. The rain
water falling in the quarry will be harvested up to +700 m AMSL. This pit will act as a settling
pond to prevent solids escaping along with discharge, before outlet etc. Besides, it is also
suggested to construct a settlement pond on the western side so that the water can be
diverted into this pond. Clear supernatant water after settling can be let out of this pond after
passing through settling traps.
1.5 SITE ANALYSIS:
1.5.1 CONNECTIVITY:
The project site is approachable from Kuppam to Vepanapalli road - 17 km milestone
which is located 1.5 km (N) of the lease area. The nearest town is Kuppam located at a
distance of 18 km – NE (by road). The nearest Highway NH-7 (Bangalore to Kanyakumari)

located 15 km - SW & NH-219 (Krishnagiri-Palamaner) at 11 km - E. The nearest railway
station Kuppam is about 18 km - NE (by road). Nearest Airport is Bangalore located 75 km -
NW away (by road).
1.5.2 PROJECT LAYOUT IN RELATION TO PRIME NATURAL FEATURES:
There are no declared bio spheres, wild life sanctuaries or tiger sanctuary or
migrating corridor or Coastal zone in the core zone and in 10 km buffer zone. There are no
monuments or area of public interest is found in the vicinity.
As already mentioned, the entire mine lease area is a Government barren land and is
in lessee’s possession. There is no habitation or other structures like HT electric lines in the
lease area. However Inter State Boundary is within 5 km radius. The lease area is at 7.0 km
South of Andhra Pradesh – Karnataka state border and 0.61 km North from Andhra Pradesh
– Tamil Nadu Interstate boundary.
1.6 PLANNING CONCEPT:
Granite mined from this quarry will meet the domestic and export demands. The
production and method of mining is planned considering the geological factors, availability of
proven technology, demand for the material etc. Safety barriers as per State Government
order is left in the planning stage itself.
The project will bestow employment opportunities to about 34 persons directly.
Indirectly, about 100 persons will find employment prospects in allied service sectors such
as granite processing, logistics, trading, etc. Good site services will be set up in project area
by establishing mine office, rest shelter, first aid room, toilets etc.
1.7 GREEN BELT:
Green belt will be developed along the safety zone and in all possible places. Local
species will be used for plantation. Local trees like Teak, Acacia, etc., will be planted along
the Lease boundary and avenues etc.
1.8 REHABILITATION AND RESETTLEMENT (R&R) PLAN:
The entire quarry lease area of 1.620 Ha is a barren Government land. There are no
human habitations in this area. As such no rehabilitation and resettlement plan is involved.
1.9 PROJECT SCHEDULE AND COST ESTIMATES:
As soon as environmental clearance and other statutory clearances are obtained, the
mining operations will commence. The Project cost would be around Rs. 90.0 lakhs for
deployment of machinery and creation of infrastructural facilities like approach road, Mine
Office / Workers Shed, First Aid Room etc., including electrifications and water supply.

1.10 ANALYSIS OF PROPOSAL (FINAL RECOMMENDATION)
The proposed granite quarry of Sri. M. Ramamurthy will bring prosperity and
improvements in physical and social infrastructures in the area like:
Direct employment to about 34 persons
Indirect employment to more than 100 persons
Financial gains for the state and central governments, through collection of
various taxes like royalty, cess, etc
Increase in General Awareness of the People.
Improvement of the General Living Standard of the People in the vicinity
Overall Improvement in HDI (Human Development Index)
Growth of Allied Industries in the Area.
Reduction in migration of local people and at the same time increase in Inflow
from outside.
Improvement in Per Capita Income.
Providing certain facilties for the local schools and panchyats
In short, the mining project will bring benefit to this region in the fields of potential
employment opportunities, improved per capita income for local people, improved social
welfare facilities like infrastructural build-up, etc.
A meticulously well planned Environmental Management Plan, with various programme
schedules and timely execution objectives will ensure that the future environmental quality
in the area will be maintained within statutory limits.
With proper environmental management strategy, it is possible that industrial growth, if
properly planned with all environmental concerns and appropriate remedial measures can
go a long way to improve life pattern and living conditions of the local community around
the project.
In view of above factors, the proposed project is worthy of approval for improving the
social, physical and financial status of the region, the state and the country as a whole.

The project site is approachable from Kuppam to Vepanapalli road - 17 km milestone

2.3 NEED FOR THE PROJECT & ITS IMPORTANCE TO THE COUNTRY AND
REGION:
The Black Granite has got good demand in the domestic and international market.
The owner has contacted the buyers at Chennai and other important trade centres to export
Black granite from this area. At present Italy, Japan, Germany, China and U.S.A are the
major importing countries of Black Granite.
The Black granite is being marketed since 5 years and can expect good market
demand will continue for years to come with improved technology. So there will be increased
demand in local and international market for the Chittoor Black Granite in the year to come.
Monetary gains also accrue to state and central Governments through receipt of
royalties, Taxes, etc., As the mining operations in the proposed mine will employ about 34
persons directly and about 100 persons on indirect basis through allied opportunities in
logistics, trading, repairing works etc., good employment potential will arise in this internal
rural backward area, which will provide a great fillip for raising income levels and standards
of living in the area. Besides, the proposed CSR activities of the project proponent will also
immensely benefit the locals and improve scores of facilities.

CHAPTER – III
PROJECT DESCRIPTION
3.1 TYPE OF PROJECT:
This project is for mining of Black granite will be adopting Open cast Semi-
mechanized mining system for peak production capacity of 6216 m3 of ROM per year.
3.2 LOCATION OF PROJECT:
Details are provided in para 2.2 in chapter – II earlier.
3.3 PROJECT DESCRIPTION:
3.3.1 GEOLOGY:
REGIONAL GEOLOGY:
The Geological formations in the Chittoor District can broadly be divided in distinct
and well-marked groups and older group of Metamorphic rocks belonging to Archean and
Younger group of Sedimentary rocks belonging to the Proterozoic age the later cover part of
Gudipala block. The remaining parts of District is Occupied by Archean rocks which consist
of Schist, Gneisses, Quartz veins and basic dykes. The Archean rocks have suffered
considerable degree of tectonic disturbances, as a result of which the rocks have been
metamorphosed and recrystallized. Stratigraphic Sequences established in the area as

GEOLOGY OF THE AREA
Topographically the applied lease area is a small mound and plain land in the form of
Dyke extending in EW direction with gently slope towards East with a dip of 4-5 degrees.
The applied area extended in E-W direction, in the form of Dolerite Dyke. It is generally
pediment land in the middle the Dolerite Dyke is intruded. Broadly dendritic to sub dendritic
drainage is observed.
The applied lease area feature is elevated towards N&W and sloping towards S&E
direction. The mound is made up of clusters of boulders of Black Granite out crops. Major
dykes are running with an average width of 70 to 75 m striking EW direction. This dyke is
consisting of medium to big size Dolerite boulders on the top and below the boulders sheet
rock is exposed in the depth. Medium & big size boulders are also suitable for Quarrying.
Surface cum Geological plan is given as Figure no – 4.
PRESENT STATUS OF APPLIED LEASE AREA:
There is one pit in the lease area. Working operation takes place in this pit area
during the past three years. The pit dimensions are 25m of length, 20m of width and 5m of
depth. The marketable block recovered from the pit during lease period is given in below
table:

3.3.2 RESERVES:
3.3.2.1 METHOD OF ESTIMATION OF RESERVES:
The calculation of reserves of prospects, deposit of quarry is done at every stage,
right from preliminary to last stage of exploration and quarrying.
Based on the quarrying work carried out and the present exposure of the boulders &
sheet rock, and the observations made in the existing Quarry, the reserves of the area have
been estimated by the following parameters. The proved zone is 10m and probable and
possible zones are 3m each and the recovery factor is taken up to 20% and it may vary in
depth.

The total Geological reserves including existing pit area in the applied area are
estimated to be = 150123 m3 (ROM).
3.3.2.3 MINEABLE RESERVES:
Out of the total ROM available for mining lease of 150123 m3 about 20 % of the
material (i.e 30025 m3) is expected to be saleable.
The mineable reserves are calculated after leaving the minerals blocked due to
safety zone, formation of benches and depth of mining.

3.3.2.4 WASTE:
There is no overburden up on the deposit on northern side, but in southern side there
is some soil capping, weathered and bouldered granite. Rock wastage is expected to be
80% of the ROM.

3.3.3 MINING DETAILS:
METHOD OF WORKING:
Open cast method of mining is carried out in this mine by semi mechanization by
using compressor operated jack hammer drills, excavators, and dumper etc., Close spaced
drilling of 0.2m was adopted along a straight line and charged with low explosives to avoid
feather cracks. Transportation will be made by trucks to dispatching point.
PRE-SPLITTING (PRIMARY BLOCK):
The mining will be followed in the form of linear cut method. This involves loosing of
the primary block from mother rock. Hence primary cutting will be done by line drilling
method where close spaced parallel holes along straight line will be made. Line drilling
method will be used for cutting the primary blocks which involve drilling and blasting. The
primary cuts are taken up over a maximum length of 10 mts to a width of 3 mts and to a
depth of 6 mts depends upon the joints availability after the free face developed. Low
strength explosives or merely detonating fuse may be used to create a “pre-determined
line of cracks” so as to pull out the blocks from the working faces.
SUB-DIVISION OF LARGE PRIMARY BLOCKS INTO SECONDARY BLOCK:
This will be done drilling close spaced holes (along a line) down to the depth and the
secondary block will be removed easily by just pulling it with the help of proclain. Close
spaced holes will be drilled to the half the length of the block on either side of it by using
wedges blocks can be separated.
PRODUCTION OF COMMERCIAL BLOCKS:
After primary separation the rock mass will be carefully examined to avoid hair line
cracks, mineral segregations and veins etc., the dressing of the rough blocks will be made
by chipping the edges and geometrically equating the edges of the block at the dressing
yard. Thus the commercial blocks are produced.
BLASTING:
The blasting parameters in the mining of granite dimensional stone is entirely
different from that of industrial minerals, since the basic purpose for the use of explosives in
both the cases are entirely different. In the industrial minerals, maximum fragmentation and
crushing of the ore is essential, whereas in the granite mining, the granite stones are to be
extricated intact, without any damage on both the extricated part and the parent rock body.
Wagon drilling and heavy blasting are not used in granite mining.

The portion to be extracted from the parent rock body is freed in all planes by
adopting different methods. In this mine, Low strength explosives or merely detonating fuse
may be used to create a “pre-determined line of cracks “so as to pull out the blocks from
the working faces.
Besides, chemical breaker or wire saw cutter can also be used instead of explosive
blasting. Chemical blasting is also suitable for controlled splitting of concrete, rock, boulders
and quarrying of natural stone that will be accomplished smoothly and efficiently with
superior yield in shorter time. Chemical Breaker is a special blend of cements and additives
to provide a sustained expansion after setting. This Expansion creates the fragmentation.
Nowadays, diamond wire saw cutters are available in the market which cuts the
granite blocks without causing any dust emanation from the cutting operation. Diamond wire-
sawing, largely reduces the use of explosives also. Since water is used during rock cutting
there will not be any dust generation from the cutting operation.
An area is demarcated within the lease area for portable magazine. This site is
located at a safe distance from the quarry, strictly adhering to the rules and regulations laid
down for safe storage and handling of the explosives as per the explosives Act.
DRILLING & BLASTING PARAMETER:
i. Drill holes diameter –74/Pmm.
ii. Depth and inclination of the blast holes. 3 meter in case of separation primary
blocks depending on the block size. Then the drill hole will be vertical.
iii. Spacing and burden: 1.5 x 3m.
iv. Stemming and charging of the blast hole. The Blast hole will be charged with
100 grams of explosives and filled with clan pills subsequently; the shot hole
will be stemmed.
v. Explosive type (1) Slurry based explosives or Gun Powder.
Drill-Hole patterns for primary and secondary smooth blasting. Uniform single line,
equidistant holes (line drilling) will be deployed for separation of blocks from mother rock. In
the case of sheet rock the primary drilling will be in the form of equidistant vertical holes to
take out blocks of Gang Saw.
BENCH DESIGN PARAMETERS:
Granite benches will be formed to a height of 5-6m and width not less than 10m for
movement of machineries and slope shall be vertical for dimensional cutting of granite
blocks.

3.3.5 PRODUCTION RATE AND LIFE OF MINE:
The scheme of development and production for the next two years has been planned
taking into consideration the nature of the deposit within the lease area. It is observed from
existing working pit that the sheet rock is exposed on eastern side of the working pit without
any overburden and therefore the development of the quarry is confined towards eastern
side of applied lease area.
There is a vertical and free face is available on the eastern side of the lease area. So
the eastern side of the lease area is selected to work for balance two years production.
During this next two years operations a total rock mass of 11994 m3 will be
excavated of which about 2399 m3 of granite blocks will be recoverable from this rock mass
and remaining material of about 9595 m3 will go as mineral waste. Production plan at the
end of five year & cross section is given as Figure No – 6. Year wise Granite Production is

3.3.6 CONCEPTUAL PLAN / MINE CLOSURE PLAN:
Conceptual mining plan is prepared with an object of long term systematic
development of benches; lay outs, selection of permanent ultimate pit limit, depth of mining
and ultimate pit, selection of sites for construction of infrastructure, etc.,
The ultimate pit size is designed based on certain practical parameters such as
economical depth of mining, safety zones, permissible area, etc.
Initially it is proposed to quarry on the western side of existing pit up to the planned
depth. The waste generated will be dumped in the south western side area selected for
dump yard. Then the mining operation will be carried further towards the eastern direction till
the eastern mine periphery. Then the quarrying operations will be towards the western part.
Once sufficient void is created in the eastern side, the entire waste generated subsequently
will be simultaneously backfilled into this mined out void. Hence at the end of mine life part of
the mined out area will be backfilled and a portion will be left out as water body. Green belt /
plantation will be carried out all around the lease area in the safety zone.
All efforts will be made to spread top soil and reclaim back the backfilled mined out
area and external dump area with greenery. The conceptual plan/ Mine closure plan &
section are given as Figure No – 7.
3.3.7 LAND USE PATTERN:
The Pre-mining Land use of the lease area is barren rain fed government land leased
to the proponent. Except some small bushes there are no other major trees in the lease
area. Granite boulders of various sizes are strewn in many places.

Ultimately, Out of 0.874 Ha of mined out void about 0.428 Ha will be backfilled and
reclaimed with vegetation while the remaining 0.446 Ha will be left as water body. The rain

water falling in the quarry will be harvested up to +700 m AMSL. This pit will act as a settling
pond to prevent solids escaping along with discharge, before outlet etc. Besides, it is also
suggested to construct a settlement pond on the western side so that the water can be
diverted into this pond. Clear supernatant water after settling can be let out of this pond after
passing through settling traps.
3.3.8 DISPOSAL OF WASTE:
There is no overburden up on the deposit on northern side, but in southern side there
is some soil capping, weathered and bouldered granite. Rock wastage is expected to be
80% of the ROM. Total Mineral waste available in the area is 116220 m3.
During the plan period about 9595 m3 of waste material will be generated. This
material will be dumped on the south western side of the area selected for dump yard as
shown in Figure no - 6. When the dumps reach their optimum height suitable greenery will
be grown on these dumps to stabilize them.
As already mentioned, initially it is proposed to quarry on the western side of existing
pit up to the planned depth. The waste generated will be dumped in the south western side
area selected for dump yard. Then the mining operation will be carried further towards the
eastern direction till the eastern mine periphery. Then the quarrying operations will be
towards the western part. Once sufficient void is created in the eastern side, the entire waste
generated subsequently will be simultaneously backfilled into this mined out void. Hence at
the end of mine life part of the mined out area will be backfilled and a portion will be left out
as water body. Green belt / plantation will be carried out all around the lease area in the
safety zone.
All efforts will be made to spread top soil and reclaim back the backfilled mined out
area and external dump area with greenery.
3.4 USES OF PRODUCTS FROM QUARRY:
The blocks from the quarry is dispatched directly to the important trade centers and
also local factories used in manufacturing of Rough Blocks, Slabs, Panels, Tiles, Monuments
etc.
3.5 REQUIREMENTS:
3.5.1 MANPOWER:
Total manpower required will be 34 on direct basis. Indirectly more than 100 persons
can derive benefits in allied services like logistics, polishing, loading / unloading, repair
works, trading etc.

3.5.2 WATER AVAILABILITY:
The water requirement for the quarry is as follows:
o For domestic sanitary needs - 1.5 KLD
o For dust suppression and green belt development etc., - 4.0 KLD
Total - 5.5 KLD
The source of water will be met from the bore well opened in the adjacent quarry site
& nearby areas.
3.5.3 EFFLUENT SYSTEM:
The only effluent arising from project consists of domestic waste, to the tune of about
0.8 KLD which is discharged into septic tanks with soak pits.
3.5.4 ELECTRICITY REQUIREMENT:
No electricity is needed for quarry operations etc., as only diesel operated mining
machinery are used for quarrying. The mining work is restricted to one general shift during
daytime only. However, the power requirement of the administrative buildings, roads etc.,
are met from state grid. Besides, standby generators can be used to meet the negligible
power requirement of the mines.

CHAPTER - IV
SITE ANALYSIS
4.1 CONNECTIVITY:
The project site is approachable from Kuppam to Vepanapalli road - 17 km milestone
which is located 1.5 km (N) of the lease area. The nearest town is Kuppam located at a
distance of 18 km – NE (by road). The nearest Highway NH-7 (Bangalore to Kanyakumari)
located 15 km - SW & NH-219 (Krishnagiri-Palamaner) at 11 km - E. The nearest railway
station Kuppam is about 18 km - NE (by road). Nearest Airport is Bangalore located 75 km -
NW away (by road).
4.2 LAND FORM, LAND USE AND LAND OWNERSHIP
The area granted lease is covered by rocky out crops and bushy thorny vegetation.
The entire lease area is a Government barren land and it is not being used for any other use.
4.3 TOPOGRAPHY & DRAINAGE:
The topography of the area is gently elevated towards N&W and sloping towards
S&E direction. The highest elevation of the lease area is at +706m AMSL whereas the
lowest elevation is +686m AMSL.
There are no water reservoirs or streams in the mining area. Mining operations are
carried out on the slopes of the rocky terrain. Hence there will not be any water discharge
from mine workings. Hence neither ground water table nor the general surface drainage
pattern is affected.
4.4 PROJECT LAYOUT IN RELATION TO IMPORTANT NATURAL FEATURES:
The lease area does not include any forest lands. No ecologically sensitive features like
national parks, biospheres, sanctuaries, elephant corridors, Tiger reserves, flight paths of
migrating fauna, etc., occur in core areas of the project. There are no monuments or area of
public interest is found in the vicinity. The area does not come under CRZ category.
However Inter State Boundary is within 5 km radius. The lease area is at 7.0 km South
of Andhra Pradesh – Karnataka state border and 0.61 km North from Andhra Pradesh –
Tamil Nadu Interstate boundary.

average annual rainfall of the Chittoor district is 976 mm.

IMPACT DUE TO QUARRYING AND MITIGATION MEASURES:
Mining proposed in this lease is for production of granite dimensional stone without
involving deep hole drilling and heavy blasting. Such limited mining activity is not likely to
cause any impact adversely on environment as far as pollution of air, water and noise is
concerned. However, a general impact assessment and management plan of various
environmental parameters are given below:

AIR ENVIRONMENT
As far as this mining project is concerned, the Open cast Semi-mechanized
mining method is proposed that involves line drilling and smooth blasting along the required
planes for loosing of the primary block from mother rock. The primary blocks will be
removed from its in-situ position with the help of excavator and observed on all sides for
defects/joints/hairline cracks etc. Based on the availability of the joints, the primary block will
be sub divided into number of secondary blocks to required sizes with the help of jack
hammer drilling & wedge cutting. The dressing of the rough blocks will be made by chipping
the edges and geometrically equating the edges of the block at the dressing yard. Finally
the end product will be transported with the help of tippers or dumpers. This quantum of
mining activity will not cause the dust detrimental to the health of the persons employed.
Since the quarry operation involved rock production of just 6216 m3 (ROM) per
annum and rocky waste and other waste, there will not be any major dust generation
resulting into pollution.
From the above, it is evident that in this granite dimensional stone mining
project will not cause any appreciable impact on ambient air quality.
For preservation of environment in this quarry strict enforcement of management
schemes and air quality monitoring will be undertaken for taking corrective actions, as and
when needed.
Mitigative measures to be adopted to control impact on the air quality in the area are:
Regular wetting of transport road using water tanker for Dust suppression.
Maintenance of greenbelt all around the working areas to screen the noise
and also for arresting fugitive dust.
Drilling of blast holes will be always under wet condition to prevent flying of
dust.
Proper maintenance of HEMM which avoids excessive noise and vibration
Proper maintenance of haul road and other roads.
From the above it is clear that due to adoption of various above said mitigative
measures, there will be no major impact on air quality due to this mine.
WATER ENVIRONMENT:
Since this is a mining project, no toxic chemicals are involved. There will be no
process effluent arising from the project. As far as this mine is concerned, the total quantity
of domestic effluent generated from the project will be around 0.8 m3/day. For domestic
effluent, septic tank with soak pits will be provided.

The rain water falling in the quarry will be harvested up to +700 m AMSL. This pit will
act as a settling pond to prevent solids escaping along with discharge, before outlet etc.
Besides, it is also suggested to construct a settlement pond on the western side so that the
water can be diverted into this pond. Clear supernatant water after settling can be let out of
this pond after passing through settling traps.
Since the mining operations are carried out above the general ground water level
there will be no major seepage of water into the quarry or intersection of ground water table.
As such there will be no impact on the ground water regime.
There are no surface water sources within the lease area or nearby.
Vigilant observation of above mitigatory measures will ensure that the area will not be
affected by any adverse impact for water quality.
NOISE ENVIRONMENT:
The main sources of noise in mining activity are drilling, material handling machinery,
loading equipment, etc., prolonged exposure to a high noise level is harmful to the human
auditory system and can create mental fatigue, rebellious attitude, annoyance and
carelessness, which may lead to neglect of work and also result in accidents.
However, the noise will be felt only near the active sources. There will be
considerable reduction in the noise level due to the absorption factor, environmental
surroundings and other attenuation factors. As such at away places from the work zone the
effect of noise will not be felt.
Since there are no major noise generating source from this mine the impact
due to noise is almost nil.
However, following mitigative measures shall be adopted for noise control:
1. Planting of trees whereever possible to act as acoustic barriers.
2. Sound proof operator’s cabin for equipments like shovel, tippers, etc.
3. Proper and regular maintenance of equipments may lead to less noise
generation.
4. Providing in-built mechanism for reducing sound emissions.
5. Providing earplugs, earmuffs to workers exposed to higher noise level.
6. Conducting regular health check-up of workers including Audiometry test for
the workers engaged in noise prone area.

GROUND VIBRATION DUE TO BLASTING EFFECTS:
In the mining of dimensional stone, only mild explosives will be used for the splitting
of granite blocks. Hence there will not be any adverse effect due to blasting and ground
vibrational effects due to operation of this quarry.
LAND ENVIRONMENT:
The entire mine lease area of 1.620 Ha is a Government Land leased to the
proponent. The entire mine lease area is predominantly barren land without any major
vegetation. However, during mining operation, there will be some changes to the pre mining
land status due to mineral extraction, dumping of waste material, etc., within the mining
lease area.
Initially it is proposed to quarry on the western side of existing pit up to the planned
depth. The waste generated will be dumped in the south western side area selected for
dump yard. Then the mining operation will be carried further towards the eastern direction till
the eastern mine periphery. Then the quarrying operations will be towards the western part.
Once sufficient void is created in the eastern side, the entire waste generated subsequently
will be simultaneously backfilled into this mined out void. Hence at the end of mine life part of
the mined out area will be backfilled and a portion will be left out as water body. Green belt /
plantation will be carried out all around the lease area in the safety zone.
Ultimately, Out of 0.874 Ha of mined out void about 0.428 Ha will be backfilled and
reclaimed with vegetation while the remaining 0.446 Ha will be left as water body. Green belt
/ plantation will be carried out all around the lease area in the safety zone.
All efforts will be made to spread top soil and reclaim back the backfilled mined out
area and external dump area with greenery.
BIOLOGICAL ENVIRONMENT:
As already mentioned, the core zone is dry land. Other than few grasses and bushes
it is free from any major vegetation.
There are no Reserve Forest, Protected Forest, National Park and Wildlife Sanctuary
located within the mine lease area. The reserve forests within 10 km radius are
Maharajagadai RF, Mallappakonda Betraya Swami RF, Naralapalli and Kamsandra RF. The
floral species are common plant species like Ficus bengalensis, Feronia elephantum,
Azadirachta indica, Madhuca indica, Tamarindus indica, Tectona grandis, Spondias
mangifera, Pongamia pinnata, Syzygium cumini etc, are found. There is no endemic,
endangered and rare plant in the area.

Domesticated animals are commonly found. Wild animals are not reported. Common
Avian, Reptile, Amphibians faunal species are seen this area. There is no schedule I fauna
in the core/buffer zone.
To reduce the adverse effects on flora / fauna status of the area due to deposition of
dust generated from mining operations, water sprinkling and water spraying systems will be
ensured in all dust prone areas to arrest dust generation.
SOCIO ECONOMIC ENVIRONMENT:
As there are no habitations or hutments in the core zone area, no rehabilitation or
resettlement problems are involved.
By adopting various mitigative measures as explained earlier, the environmental
scenario in respect of ambient air quality, water quality, Noise levels, water aspects,
biological aspects etc. during the operation of the project will be maintained within the
statutorily prescribed levels. As such, impact due to the project will be positive on socio-
economic aspects.
It will be ensured that the buffer zone of the mine lease will be properly preserved
environmentally in all respects within sustainable limits through necessary monitoring. The
project will be operated with due care for minimizing environmental impacts with proper EMP
measures for pollution control which will be continued in future also.
The project proponent is implementing CSR activities to the local community around
the project site. The CSR schemes are identified to meet the specific needs and requirement
of the concerned group / person of any organization / Institutions. M/s. J.R. Granites (P) Ltd.,
has already spent Rs. 5.0 lakhs for various CSR activities such as:
Improvement in infrastructural facility and goods to nearby Schools
Extending Medical aid by monetary contribution to the destitute and poor local
persons, as necessary etc.
Activities concerned with construction of temple etc.
For future CSR activities, need based assessment for the local community is made
and combined budgetary provision of Rs. 5.0 lakhs will be spent such as:
Providing books & uniforms for poor and needy people in nearby villages
such as Veppanapalli, Kuppam
Extending medical aid for Primary Health Centre Hospital and helping for poor
families in Veppanapalli, Kuppam etc.
The quarrying and its associated operations have resulted in direct employment
opportunities for about 34 persons. Besides, indirectly more than 100 persons are benefited
by gainful indirect employment opportunities through various service related activities
connected with the project operations as shown under:

laid down by Environmental Protection Act and various Central and State Pollution Control
Board Limits.

CHAPTER V
PLANNING BRIEF
5.1 PLANNING CONCEPT:
As detailed in earlier chapters, the mine will produce peak annual production of about
1243 m3 (saleable) of Black granite by adopting Open cast Semi-Mechanized Mining
technique. This production and method of mining is planned on considering the geological
factors, availability of proven technology, demand for the material etc. Safety barriers as per
State Government order is left in the planning stage itself.
5.2 POPULATION PROJECTIONS:
The project will bestow employment opportunities to about 34 persons directly.
Indirectly, about 50 persons will find employment prospects in allied service sectors such as
granite processing, logistics, trading, etc.
5.3 LAND USE PLANNING:
The present land use of the entire mine lease area of 1.620 Ha is a Government
barren land and is in lessee possession. The land use plans during mining and in the
ultimate stage of mining are described in para 3.3.7 in chapter III earlier.
5.4 GREEN BELT PROPOSALS:
It is proposed to develop a green belt along the periphery of the Quarry lease area
during the plan period. The species chosen for green belt are fast growing with good canopy
and dense leaf density; the avenue plantation shall have fruit, flower bearing and some
ornamental plants to give good aesthetic look.
The scheme of afforestation is as mentioned below:

This plantation scheme will be continued and at the end of mine life about 0.370 Ha
of land within the lease area will be developed with greenery / plantation. Besides, the
backfilled mined out void of 0.428 Ha, external dump area of 0.251 Ha & undisturbed area to
the maximum possible extent will also be reclaimed with vegetation. Hence in the post
mining stage the lease area will aesthetically look better than the pre-mining condition.

5.5 ASSESSMENT OF INFRASTRUCTURE DEMAND:
The infrastructural facilities like Mines office and other statutory constructions like
rest shelter, first aid, work shed and drinking water etc., are and will be provided near the
quarry lease area as per requirements.
All the quarry workers will be provided with safety equipment’s like helmets, Mine
Goggles, Ear plugs, Ear muffs, Dust mask, reflector jackets and Safety Shoes as personal
protective device as per the specification approved by Director of mines safety. Medical help
on part time basis will also be created to treat injured persons etc. Besides, occupational
health problems will also be minimised through proper pre-entry medical inspections and
regular check-up thereafter during operational phase.

CHAPTER VI
PROPOSED INFRASTRUCTURE
6.1 INFRASTRUCTURAL LAYOUT IN MINING PROJECT AREA:
All necessary infrastructural facilities like Mines office and other statutory
constructions like rest shelter, first aid, work shed and drinking water etc., are and will be
provided near the quarry lease area.
6.2 RESIDENTIAL AREA:
For the present limited scale of Mining operations, no residential areas are
envisaged.
6.3 GREEN BELT:
As mentioned earlier in Chapter-V, Green belt/Plantation will be developed along the
safety zone and in all possible places. Local species will be used for plantation. Local trees
like Teak, Acacia, etc., will be planted along the Lease boundary and avenues etc.
6.4 CONNECTIVITY:
Already explained in Para 4.1
6.5 DRINKING WATER MANAGEMENT:
Drinking water facilities will be arranged from ground water through tankers from
nearby villages or from the bore wells in the adjacent agricultural fields, as the demand will
be meager at about 1.5 KLD.
6.6 SEWERAGE SYSTEM:
As there will be only about 34 persons during operational phase of project, the only
effluent arising from project consists of domestic waste, to the tune of about 0.8 KLD which
will be discharged into septic tanks with soak pits.
6.7 INDUSTRIAL WASTE MANAGEMENT:
No industrial effluents or waste will arise from the project, except for solid waste,
description of which is given in para 3.3.8, Chapter – III
6.8 POWER REQUIREMENT, SUPPLY AND SOURCE:
No electricity is needed for quarry operations etc., as only diesel operated mining
machinery are used for quarrying. The mining work is restricted to one general shift during
daytime only. However, the power requirement of the administrative buildings, roads etc.,
are met from state grid. Besides, standby generators can be used to meet the negligible
power requirement of the mines.

The total project capital cost is expected to be Rs. 90.0 lakhs for deployment of
machinery and creation of infrastructural facilities like approach road, Mine Office / Workers
Shed, First Aid Room etc., including electrifications and water supply.
8.2.2 ECONOMIC VIABILITY:
Looking to the fact that there will be great demand for sized granite products like
monuments, architectural ornamental layouts, ornamental fine tiles, etc., both in domestic
and international markets, in future, economic viability of the project will be greatly
sustainable.

9.1 CONCLUSION:
The proposed granite quarry of Sri. M. Ramamurthy will bring prosperity and
improvements in physical and social infrastructures in the area like:
Direct employment to about 34 persons
Indirect employment to more than 100 persons
Financial gains for the state and central governments, through collection of
various taxes like royalty, cess, etc
Increase in General Awareness of the People.
Improvement of the General Living Standard of the People in the vicinity
Overall Improvement in HDI (Human Development Index)
Growth of Allied Industries in the Area.
Reduction in migration of local people and at the same time increase in Inflow
from outside.
Improvement in Per Capita Income.
Providing certain facilties for the local schools and panchyats
In short, the mining project will bring benefit to this region in the fields of potential
employment opportunities, improved per capita income for local people, improved social
welfare facilities like infrastructural build-up, etc.
A meticulously well planned Environmental Management Plan, with various programme
schedules and timely execution objectives will ensure that the future environmental quality
in the area will be maintained within statutory limits.
With proper environmental management strategy, it is possible that industrial growth, if
properly planned with all environmental concerns and appropriate remedial measures can
go a long way to improve life pattern and living conditions of the local community around
the project.
In view of above factors, the proposed project is worthy of approval for improving the
social, physical and financial status of the region, the state and the country as a whole.
