DNV Scope of work for Gascan
1. Evaluate if the content of the Environmental Impact
Assessment (EIA), performed for the LNG regasificationterminal, covers all aspects required for a project of this typeand dimension.
2. Assessment of best location for the LNG terminal, based on
information given in the EIA

Environmental review of energy sources
Increased demand of energy in thefuture
Today; electricity generated fromheavy oil and diesel fuelled powerplants and 6-7% from wind farms
Wish to convert to moreenvironmental friendly energyresources:
- Coal dismissed by political decision
- Wind energy can contribute to max.
20% of the demand due to regularityrequirements
- Natural gas a logical choice

Evaluation of EIA
Purpose with EIA
- Provide relevant authorities with information enablingthem to evaluate the projects environmental, societaland health impacts
- Ensure that environmental issues provide decisionsupport
- Shall cover direct and indirect effects, short and long
term effects, permanent and temporary, as well aspositive and negative impacts.
- The EIA should fulfil requirements of local Canarian,Spanish and EC regulations and Directives
- EU Directive on Environmental Impact Assessment
(Council Directive 97/11/EC of 3 March 1997) isimplemented in Spanish regulations.
- Requirements of an EIA is dependent on thecharacteristics of the potential impacts

Conclusions of DNVs EIA evaluation
According to common industrial practice
According to both national and EU regulations and requirements
Good description of present conditions (geological, vegetation, fauna, flora, landscape etc.)
- The description is based on existing literature and sensitivity maps
Impacts from both construction and operational phase outlined
Includes a realistic prediction and valuation of impacts

Assessment of alternative locations
Assessment criteria:
- Should not affectenvironmental protectedareas
- Should not affectenvironmental sensitiveareas
- Utilization of establishedinfrastructure
- Distance to power plantshould be minimised
- Physical and visual impacts
General:
- Coastal strip of GranCanaria is plain and largestructures are visual fromgreat parts of the district
-Arguineguin
-Arinaga
- Tirajana(existingpower plant)
-La Isleta
The assessment is based on the EIA report and on a site survey conducted by DNV

Location Arinaga
☺ Advantages:
- Regulated as an industrial estate- New harbour will be developed
independent of location of LNGterminal
- Relatively short distance to power
plant
Disadvantages:
- Marine site of importance for thecommunity (LIC) to the north ofthe planned harbour
- IBA area

Location Tirajana
☺ Advantages: Disadvantages:- Proximity to power plant - IBA area
- Industrial area - No existing harbour

Location La Isleta
Harbour and jetty LNG Terminal
☺ Advantages: Disadvantages:
- None - Protected area
- Long distance to power plant
- No harbour and infrastructure

Location Arguineguin
☺ Advantages:
- Existing harbour, but need tobe expanded
Disadvantages:
- Harbour in the middle of thecity
- Long distance to power plant

Tenerife
Selected location: Granadilla
- Industrial estate- Proximity to power plant
- Not classified as protected orsensitive area
- Impacts outside harbour area
considered insignificant
Alternative locations:
- North of the power plant: fromenvironmental point of view, nochanges in impact
- Other locations on the islandlimited due to:
- Topography
- Protected/sensitive areas
- Longer distance to power plant

Conclusion
Emissions to air will be significantly reduced due to changing to naturalgas in the power plant.
Based on overall evaluation of environmental impacts, the proposedlocation both on Gran Canaria and Tenerife is found to give minorimpacts to natural resources.
