Capital Works Improvements 2018

Welcome to the summary of the Capital Works delivered by the Division of Facilities Management during 2018 across Charles Sturt University Campuses. This year the summary continues to report on the trend established in 2017 where we saw an increased number of smaller projects.
Whilst smaller in terms of financial expenditure, the complexity of these jobs is often higher and as a result our staff, consultants and builders have been continually challenged. Overall we completed in excess of 100 jobs for a total Capital expenditure of approximately $50 million for the year which was less than initially planned.
The current Capital Program involves an extensive number of refurbishments of existing buildings. With the average age of the majority of CSU buildings now pushing towards the third quarter of their useful lives, issues on compliance and functionality come to the fore. One of our major projects; The CSU Riverina Playhouse - was a particularly complex and challenging task. Built in the 1980’s on a shoestring budget, it had a range of compliance and functional issues that were not truly understood until the works had commenced. Design standards have changed significantly in recent years and extensive refurbishments trigger many complex issues. The end product is exceptional and has transformed the facility into a modern theatre, which now has resumed its role as a key teaching facility and important part of the City of Wagga Wagga’s cultural assets.
As we push to improve our space efficiency and operating costs, it is encouraging that we have been able to demolish some residential buildings, with more planned for early 2019. The significant Doman building has been demolished and the site repatriated.
Part of this process not only involved removal of hazardous materials, large excavators dust and noise, but preserve the history of the building prior to demolition works commencing.

We engaged with a historian to record the construction and history of the building and its role in CSU’s history together with the impact Bernard (Dick) Doman had on the institution. Daughter of Bernard Doman (whom the building was named after) attended a presentation prior to the buildings demolition.
Our push to improve our overall energy efficiency and use of Clean Energy continues with the commencement of stage 2 photovoltaic roll out. Dubbo’s roofs have been populated with solar panels and this will continue across all major campuses throughout 2019 as part of one of the largest single entity rooftop solar installations in the country.
Student spaces are steadily improving including installing a new lift in Albury-Wodonga and upgrading walkways and pathways. Several office areas have undergone major makeovers which has not only improved the outlook for staff, but has increased building capacity as we transition towards a more hybrid activity based workspace model.
Research has benefitted from a state of the art glasshouse and controlled environment equipment. This will allow increased research opportunities for our staff and partners into the future.

ScopeGordon Bevan revitalisation project comprised of an extensive installation of a new passenger lift to service five floor levels of building 673. This project required improved accessibility to all levels.
Design featuresThe previous lift only provided access to levels 1, 3 and 5. The new design provides better access for staff and students.
The newly installed lift has the Australian Standard disability access requirements, new handrails, emergency lighting and a safety phone. Other improvements include lighting, air ventilation, acoustics management and new carpet. The lift is adjacent to the stairs located at the main entrance to the building.

ScopeThis project comprises the refurbishment of two existing Faculty of Science storage containers, with the installation of a new roof and improvements to its external surrounds such as site fencing.
Design featuresThe works are intended to reduce the high temperatures and condensation that build up within the storage containers during warm and cool periods of the year.
The high temperatures and condensation can adversely effect the condition and the useful life span of the various chemicals and specimens, stored in the containers. The containers provide a safe storage facility for the flammable chemicals utilised by the Faculty of Science in the adjacent Peter Till laboratories.

ScopeThis project comprises the construction of a new research facility for The Institute for Land, Water and Society (ILWS) combined with storage areas for Division of Facilities Management and the Faculty of Science (School of Environmental Science).
Design featuresThe building is constructed from a 30m x 15m steel frame fitted with energy efficient lighting, electricity, waste water, drainage, water and utility services.
Its new design is well equipped for research activities, including the provision of two internal rooms for administration and research and a conditioned space to be utilised as a fish hatchery for the ILWS research projects.

ScopeDivision of Student Administration offices underwent extensive upgrades. This included offices on the ground floor providing a modern, collaborative, and functional working environment.
Design featuresThe design featured an open plan layout of office partitions and work stations, new carpet tiles, paint, ceiling and LED lighting fitted throughout. An upgrade to the air conditioning and a new modern kitchenette were also installed. The glass windows provides natural lighting and ensures better utilisation of space for staff to collaborate.

Design featuresIn addition to providing the accessible ramp and pathway from Village Drive to the Building 1292 entrance door, design features include external lighting,landscaping and irrigation, handrails, tactile indicators, concrete pathway, stairs and ramp, clearer signage,close circuit cameras and a pedestrian crossing.

ScopeThe main lecture theatre in building 1292 underwent extensive upgrades to modernise its teaching space with major improvements to technology and amenities for academic staff and students.
Design featuresThe refurbishment includes upgrade of lighting and AV sound equipment, new carpet, furniture and seating capacity. It also comprises the installation of compliant disability access. The design features provides staff and students better utilisation and collaboration for learning and teaching.

ScopeBuilding on from the 1700kW of Solar Photovoltaic Stage 1 (PV Stage 1) project, Solar PV Stage 2 will add 2594 kW to some 54 buildings in a staged deployment on Dubbo, Albury, Orange and Bathurst campuses.
Design featuresThe installation will add to the existing 1700kW solar energy generation at CSU in Wagga Wagga.The 7100 high efficiency solar panels will generate power equivalent to 580 NSW family homes saving university nearly $6 million in power bills over the first 10 years. The Dubbo installation includes a 99kW of solar panels added to the rooftops of buildings 901, 905 and 910.

ScopeUpgrade of the Learning Commons space involving the relocation of library staff and the creation of additional quite study areas for students in building 1005. This included transforming the learning common space into a modern and vibrant area.
Design featuresUpgrades were made to rooms 221, 222, 223 providing quite study areas for staff and students.
Additional design features included the removal of walls to create collaborative and open space learning in room 206, glass partitions, extension to the service desk area, improved internal access for students and staff accessing tutorial rooms in rooms 104 and 105 and the installation of security card access.

Minor refreshes were made to selected areas for new carpet and paint with a new staff kitchenette on level 1. The use of glass through out the refurbishment provides a more open and collaborative area for staff.

ScopeAtkins Hall underwent a major refurbishment of the Dining Hall, Vice-Chancellor’s room, lobby and the Ag Tavern providing a much more contemporary space for staff and students.
Design featuresThe upgrade of the dining hall included a vast change in the existing hall such as new flooring, furniture, audio, and a large screen projector. The contemporary design also boasts a new ceiling creating a modernised and vibrant dining space. The Vice Chancellor’s dining room “The Deck” was converted and upgraded to a deck bar for staff and students, allowing eventsand functions to utilise the area.

ScopeA purpose built seed storage facility was constructed to house and protect the seed library collected by the Faculty of Science over the last three decades.
Design featuresThe construction of a new seed storage facility comprised of a pre-fabricated freezer room and work preparation area. Special features include one sliding personnel door with card access, and security alarm. The refrigerant plant maintains temperature to minus 15 degrees and the dry room holds equipment storage and relevant shelving.

ScopeCharles Sturt University received a grant as part of the GRDC Infrastructure Grants 2016 – 2017 to facilitate grains research and development in Australia.
Design featuresThe glasshouse design is a new 400m2 facility, supported by specifically designed mechanical and essential services. It includes new growth rooms alongside the existing units in the previously purpose built room within the Phytotron Building. Other specifications include areas of PC2 certification for GMO plants and GMO micro-organisms research,specialist mechanical and lighting systems and awide range humidity system.

ScopeThe playhouse facility is used by students and staff for teaching purposes. The facility gives the opportunity for students to perform in a professional capacity to peers, staff and the general community.
Design featuresThe original playhouse was constructed in 1986, and since then has had limited improvements. This extensive refurbishment includes replacement of all auditorium seating and carpet, refurbished entry and refreshment facilities, installation of new stage, lighting grid and props management facilities, new sound and lighting systems, emergency and exit lighting system, fire detection and evacuation system, disability access (including lift), amenities upgrade and mechanical services upgrade.
