KEYNOTE: DR. ROBERT E. KAHN
DR. ROBERT E. KAHN /
“Father of the Internet”
Dr. Robert (Bob) E. Kahn is Chairman, CEO and President
of the Corporation for National Research Initiatives (CNRI),
which he founded in 1986 after a thirteen-year term at
the U.S. Defense Advanced Research Projects Agency
(DARPA). He is known as the “Father of the Internet,”
and in 1974 co-authored a paper titled, “A Protocol for
Packet Network Intercommunication,” which described the
working protocol for sharing resources and later became
the foundation for the World Wide Web, email, file sharing
and remote transfer. Dr. Kahn coined the term National
Information Infrastructure (NII) in the mid-1980s—also
known more popularly as the Information Super Highway.
In his most recent work, Dr. Kahn is developing the concept
of digital object architecture, a key component of the NII.
This notion is providing a framework for interoperability of
heterogeneous information systems and is being used in
many applications such as the Digital Object Identifier (DOI).

KEYNOTE: ALEX TAPSCOTTRE-THINKING DEMOCRACY FOR THE BLOCKCHAIN ERA
ALEX TAPSCOTT /
Co-author of Blockchain Revolution
Founder & CEO of Northwest Passage Ventures
Join Alex Tapscott, co-author of Blockchain Revolution, as
he dissects what blockchain could mean for democracy and
the future of government. In a world of “Fake News” and
the fight for a free press, the public is faced with everyday
challenges on what is legitimate and what is not. According
to Alex, blockchain technology holds immense potential to
solve the crisis of legitimacy in our democratic institutions
— to tackle anything from online voting to real-time fact
checking. A blockchain-powered democracy could create a
new era of politics based on transparency, accountability
and a culture of public deliberation — where politicians are
beholden to their constituents rather than the big money
that funded their campaigns.
THURSDAY 8:45 AM
FIRESIDE CHATCONGRESSIONAL BLOCKCHAIN CAUCUS
The bipartisan Congressional Blockchain Caucus is dedicated to the advancement of
sound public policy toward blockchain-based technologies and digital currencies. The
co-chairs of the caucus share their entrepreneurial vision for breaking down barriers
to innovation and building new opportunities to help pave the way for the Internet of
Value. The caucus holds regular briefings and educational events on Capitol Hill and
serves as an educational resource for members of Congress and their staffs.

PANEL 2: INSURANCEINSURANCE REIMAGINED WITH BLOCKCHAIN
The insurance industry manages risk for a living. One of the key existential risks on
the horizon for insurers is how blockchain technology disrupts existing business
models and service offerings. Or, does blockchain actually represent a rare
opportunity to embrace and leverage a new technology frontier to reimagine the
way in which the insurance industry operates and evolves?

PANEL 3: BLOCKCHAIN IPTO PROTECT OR NOT TO PROTECT?
It has been estimated that 84 percent of the market value of the S&P 500 is based
on intangible assets, such as patents, and many of the key players in the distributed-
ledger technology (DLT) ecosystem are aggressively pursuing patents. While much
of DLT is embodied in open source software, international patent assets related to
DLT have increased at an accelerating rate since 2010. This panel will discuss the
dichotomy between protecting intellectual property assets and fostering innovation
in an open source and decentralized world.

PANEL 6: THOUGHT LEADERSTHE ECONOMICS OF BLOCKCHAIN NETWORKS
Beyond the technology, once a blockchain network is deployed, how does the
flywheel start turning? Network effects matter and are approached very differently
amongst public, private and consortium blockchains. Furthermore, digital currencies
are creating an entirely-new asset class and developing a new discipline of study
called cryptoeconomics. This is all being exercised with the surge of initial coin
offerings (ICOs) — not only creating a significant amount of regulatory debate,
but also fundamentally changing the way in which open source projects are
financed and how incentives are created amongst network participants.
