15.2.2 Short description of progress I have been able to show while serving as the
Chairman/CEO of the National Organizations.
As the Chairman of Gem and Jewellery Authority - (June 2017 – May 2018)
National Gem and Jewellery Authority is also a treasury independend self financing National
Institute establish under the Act No 50 of 1993 the powers and functions to carry out its duties
has delegated to NGJA.
Started many initiatives to develop Gem and Jewellery Industry specially establish and
implementations of Schemes for the promotion and development of the gem industry and the
jewellery industry ,conducted several significant international exhibitions and fairs to explore
international market for Sri Lankan gems, promote and sponsor technical training of personnel on
every aspect relating to the gem industry and the Jewellery industry and especially on heat
treatment and gem cutting, with a view to developing such industries, prevent un- lawful gemming
and unlawful removal of gems from Sri Lanka, provided technical and other advice and the
infrastructure support necessary for the marketing of gems and Jewellery, re-established
mechanized gem mining. Introduced hall mark and cetifications system for Jewellery Industry,
Introduced systematic mechanized gem mining system to Sri Lankan gem industry.Initiated
Kimberley Process Certification Scheme (KPCS) to prevent un-lawful import and export of
diamond in Sri lanka.
As the Chairman of Geological Survry and Mines Bureau (GSMB) – (January 2015 – June
2017)
GSMB is a self Financing Institution increased its annual income significantly while motivating
the employees to accomplish work goals and creating a pleasant work environment and
organizational culture that fosters employee motivation and engagement.
2016 was a year of profound changes in GSMB. However, despite many difficulties, GSMB was
able to achieve its highest recorded turnover since its inception, and it was an increase of almost
Rs. 567,703,967.20 above its revenue compare with previous fiscal year. As such the bureau has
earned more than Rs. 2,283,508,758.00 implementing its functional activities and contributed
Rs.1, 010 million to the General Treasury as well.
In year 2016, Mining and Quarrying sector contributed more than 3% to the national economy and
it indicates more than 12.0% growth rate. Mineral export sector also contributed significant impact
to the national economy. In year 2017 forcasted income were more than 3 billions and it was
exceeded within initial 6months. However, I compelled to regign from GSMB June 2017. I,
initiated singing of MOU with German Government to monitor regional tectonic activities and
tsunami treats to the country.
Initiated expansion of existing laboratory facilities while constructing new laboratory complex
adjoining to the main building with 6 floors align with international standerds. Initiated to obtained
a its own lend to GSMB do its future infrantructure development work. Won the people leader in
engineering national award for 2016 from IPM Sri Lanka for the contribution to the nation while
serving as the Chirman of GSMB.
As the Chairman of SLSI – (July 2013– December 2014)
SLSI is a self finanace Institution. Increased its annual income significantly compare with year
2013 while revising of testing and certificate fees and enhancing the services to the industry for
export and imports. Intiated singing of memorandum of understanding ( MOU ) with Iraq for tea
testing to enhance the tea export. Initiated expanasion of laboratory facilities of SLSI by
constructing of 8th floor of the Main building.Iitiated obtaining a land for constructing new
national laboratory for standards testing export, import and industrial items at Malabe.
As the Chairman of SLSEA- (June 2010– April 2013)
Initiated to set targets to achieve 10% of grid electricity generation through new renewable
energy(NRE) sources resources such as small hydro , wind , solar biomass and waste , etc by 2015
and 20% by 2020 align wih Government National Energy Policy. Established the first ever grid
connected solar energy park in Asia. This is conducted with the grants of the Goernment of Japan
and the Goverbment of Korea. The total capacityof the project is 1200kW and amounts to USD
14.5 million and the Korean component amounts to USD 4.5 million.
Declaration of cost refective, technology baed feeding tariff system for NRE sources. Introduced
a new regulation for On – grid Renewable Energy Projects and publishing a guide the the approval
process for on-grid renewable energy project development. Further , SLSEA ha formulated a
renewable energy portfolio envisaging addition of a total capacity of 460 MW from NRE sources
to the national grid by 2015. During my tenure it has about 85 NRE power plants of a total capacity
of 224MW, owned and operated by the private sector (expect for 3 MW wind power plant in
Hambantota owned by CEB). This includes 181.35 MW small hydro , 30.35 MW wind 11MW
wind biomass and 1.237 MW solar.
