FOREWORDWeastheLearning,SkillsandInnovationPartnership(LSkIP)andSouthEastWalesEmploymentandSkillsBoardarecommittedtoavision,todevelopthesocialandeconomicpotentialofSouthEastWales,drivingclear priorities for skills investment and delivery that support people and businesses to deliver a highperformingprosperousregionthatstimulatesandcanrespondtoinwardinvestment.Recognisingthecommondriveofallitsstakeholders,LSkIPwishestoclearlyestablishanemploymentandskillsstrategythatdeliversrecommendationsfortheshort,mediumandlongterm,toimprovegrowthandperformance intheSouthEastWalesregion. ThischimeswiththeFederationofSmallBusinesses (FSB),Institute of Directors (IoD) and Confederation of British Industry (CBI)1 calling for a skills system thatgenuinely responds toemployersneeds2and askillsagendawhich is responsive to thesuccessofoureconomyandbusinessneed,whichanticipatesandhelpsdrivegrowthwithalongtermvisionoffutureskillsrequirementstomoveourskillsinfrastructuretorespondtotherealdemandofenterprise,equippingandempoweringthepeopleofWalestoplaytheirpart.3LSkIPremainscommittedtoworkinginpartnershipwithexistingandemergingregionaleconomicstructures,to create a strategic and collaborative approach to skills investment and delivery that is allied to theaspirationsoftheCardiffCapitalRegion,CityDeal,EnterpriseZones,WelshGovernment,localauthorities,educatorsandthebusinesscommunity.StakeholderengagementhasalwaysbeencentraltothedevelopmentoftheLearning,SkillsandInnovationPartnershipandwewillcontinuetostrengthenandstreamlinetheregionalEmploymentandSkillsBoardpillarsandchampionsapproach. Buildingstakeholderrelationships through industrynetworks,workingwithpartnersacrosstheCardiffCapitalRegion,throughCityDealstructuresandwith localauthoritiestocreateanagile, flexiblepartnership, supportedbyadedicated LSkIP team, focusedon thedeliveryofaregional strategy that promotes improved employment, skills, growth and prosperity across South EastWales.TransformationalchangeisthereforeattheheartofthisEmploymentandSkillsPlanforSouthEastWalestocreateademand ledemploymentand skills systemdrivenby theeconomy, supporting sectorpriorities,regionalambitionsandmajorinfrastructureinvestment,tomakeadramaticimprovementintheSouthEastWaleseconomy.There isacommitment tostimulatingchange incultureandbehaviour, throughsharedintelligenceandunderstandingtodriveaspiration,skillsgrowthandopportunityamongstallpartners,whosesupportisessentialforsuccessandeffectivechange.LeighHughes,BusinessDevelopment&CSRDirector,BouyguesUKChairoftheSouthEastWalesEmploymentandSkillsBoardLearning,SkillsandInnovationPartnership(LSkIP)
