On 24th December, 2014, “Thirteenth CCSA General Assembly” was held in Beijing. Vice
Minister of MIIT Mao Weiming, Chief Engineer of SAC Yin Minghan presented and
delivered speeches. The Chairman of CCSA Board of Directors Wu Hequan, Secretary
General Yang Zemin co-chaired the meeting. Over 240 representatives from relevant
departments and bureaus of MIIT and SAC, head of relevant associations and institutes,
observers and members of CCSA, chairs of technical committees, members of Expert
Consulting and Technical Management Committees joined the meeting
After the establishment of CCSA, it has formulated over 3000 national and industrial
standards, encompassing nearly 200 patent technologies that lead innovation and technology
R&D among enterprises. The associations has standardized numerous aspects in supporting
the government, serving the society and consumers. Meantime, the association dedicates to
foster the formulation of international standards based on the outcome of China’s domestic
standardization, accelerating domestic technical innovation with advanced international
technologies. CCSA organized members to formulate over 380 international standards and
attained a series of key technologies, achieving breakthrough in discourse power of
international standardization.
Last, Vice Minister Mao Weiming raised several hopes and suggestions for better
development of CCSA.
The first is to have clear objectives. Adhere to the requirements of the Technical
Seminar of the National Industrial and Information System, making the
transformation of the industry structure and the mode of growth the key mission of
standardization innovation.
Secondly, support the development of industries and encourage the pioneering role of
information technology; Seize the chance to launch the standardization in the area of
the next generation of internet and telecommunication, cloud computing, big data and
the internet of things; Promote the integration of IT application and industrialization,
the upgrade of traditional industries and the growth of emerging industries;
Emphasize the importance of cyber and information security as well as the protection
of consumer rights.
Thirdly, actively engage in the formulation of international standards and
standardization and seek to lead the formulation of all or part of international
standards in 5G and other fields. Lastly, keep up with the latest trend and strength the
advancement of the association itself; Involve in the reform of standardization system;
Perform well in serving its members; Fulfill every task that is delegated by the
government
Chief Engineer Yin Minghan, on behalf of SAC, congratulated on the success of this
conference. He acknowledged the achievements and progress made by CCSA in
standardization over the past twelve years, especially in 2014, when it established a scientific

and reasonable framework for standardization, concretely promoted the development of key
technical standards, bolstered the information communication service and boosted the
transformation and upgrade of telecommunication industry.
Meantime, he introduced the general picture and mission of national standardization:
First is to establish efficient and professional standardization coordination
mechanism;
Second is to streamline mandatory standards;
Third is to optimize and improve voluntary standards;
Fourth is to cultivate and develop consortium standards;
Fifth is to welcome and activate the development of enterprise standards;
Sixth is to elevate the level of internationalization of standards.
Some specific measures for reform, such as consortium standards, have already listed CCSA
into the first pilot organizations of consortium standards, hoping these pilot organizations
would summarize and develop an operational mode that “the government plays a leading
role, the enterprises are the driving force and associations provide platforms”.
At last, Chief Engineer Yin Minghan expressed his hopes and suggestions for future works.
He hopes that CCSA will enhance reform, innovation and exploration and further practice
“Development Plan for the Standardization of Strategic Emerging Industries”. With the
progress of technology and the development of technical standards, the transformation and
upgrade of information communication industry will be possible. CCSA is also expected to
take advantage of its rich experience and foundation in international standardization process,
promoting the internationalization of China’s independently developed technologies and its
domestic standards, so that it would help Chinese industries gain greater power in leading
international standardization and pave the way for Chinese enterprises to thrive in
international market.
The Deputy Chairman of the CCSA Board Wen Ku announced the winning projects of the
“2014 CCSA Award of Science and Technology”. 2 projects, including the “Terminal
Translation Based on IPv6 Transitory Technology” and its 41 IETF international, industrial
and enterprise standards, won the first prize. 12 projects, including 29 3GPP international
standards under the “CDMA and LTE Hybrid Networking Technology” won the second
prize. 9 projects won the third prize, which include 3 industrial standards of “Technical
Specification for Internet Data Center and Information Security Management System of
Internet Access Service”.
The Deputy Chairman of the CCSA Board and Secretary General Yang Zemin made a report
on 2014 annual works of the association. Representatives deliberated on the “2014 Annual
Work Report” and put forward very good comments and suggestions.
Secretary General Yang Zemin said, CCSA continued to prioritize the support of the work of
the government this year, researching a series of standards that are needed for industry
supervision and public service, such as “Broadband China”, Smart City, Network and

Information Security, Energy-saving and Environment Protection, Non-barrier of
Information, etc.
At the same time, the association revolved around the development of industries and
launched commendable works on 4G, IPV6, OTN, the internet of things as well as energy-
saving and emission reduction.
Supporting innovative development of members and China’s domestic enterprises has always
been the essence of the work of CCSA. A series of PTN standards formulated by the
association were adopted and published by ITU-T, breaking the patent barrier of foreign
companies in video compression and coding.
CCSA also led the formulation of a series of standards in Intelligent ODN and actively
promoted the formulation of its international counterpart.
The association completed the performance specification of LTE Mobile Terminal OTA and
introduced the result to 3GPP.
CCSA pioneered the Testing Method Research on Multi-transmitter Terminal
Electromagnetic Radiation, achieved an industrial standard that is “used to evaluate adult
cerebral model with statistics in near field electromagnetic radiation” with complete
ownership of intellectual property rights.
The association dedicates to foster the formulation international standards based on China’s
domestic standardization and accelerate China’s domestic technical innovation with advanced
international technologies, achieving the transformation from engaging and following to
leading and guiding in international standardization process.
In 2014, members of CCSA had submitted over 7,000 research papers to international
standardization organizations such as ITU, 3GPP, IEEE, IETF, making significant
achievements in promoting the formulation of international standards such as intelligent
pipelines, LTE based broadband cluster communication, cloud computing, LTE-Hi, mobile
network support of Beidou, 5G, IEEE 802.11ax and IEEE 802.11ah.
The Chairman of CCSA Board of Directors Wu Hequan made a wonderful presentation on
“Ushering an Era of Industrialization Internet”, including the direction for future
development of internet applications, opportunities in exploitation of industrial data,
revolution of manufacturing technologies and development strategies of enterprises.
In 2015, the association will continue to expand its activities in international standardization
process and keep close attention to the latest development of competition and cooperation in
international standardization process, ensuring and optimizing involvement in every technical
aspect of international standardization action strategies. Besides, CCSA will make full use of
the China’s status as a great power in telecommunications and rely on the rising force in the
ICT industry to seek for greater influence in the area of international standardization, making
it an active and globalized organization in the time of rapid integration and change of the ICT
industry.
