The Public Investment Approval Process
The Approval Process
• The line Agencies/Departments of the Ministries formulates the projects, based on sectoral plans, national plans, Ministry’s directives and the ADP guidelines issued by Planning Commission.
• Ministry’s scrutinizes the project proposals at the DPEC (Departmental Project evaluation Committee)
• Planning Commission receives the proposals and reviews them at PEC (Project Evaluation Committee).
• PEC recommends projects for approval either to Minister of Planning or ECNEC (Executive Council of National Economic Council).
• Final approval of the project by Planning Minister/ECNEC
Role of PECM PROJECT
• Mainstreaming Poverty-Environment-Climate-Disaster
nexus into national level planning and budgeting processes.

Case Project Analysis
Objective: To find out the scope of PEC mainstreaming in ongoing and new projects.
• 4 Case Study Teams (multi-agency) for four sectors:Agriculture Rural Development and Rural InstitutionsWater Transport
• Sixteen (17) case projects have been analyzed
• Feedback given to the implementing agencies

PEC Nexus incorporation in the Annual Development Programme (ADP)
The Annual Development Programme (ADP) Guideline 2012-13 has incorporated the PEC Nexus

PECD Smart DPP/TPP GuidelineRevision of DPP/TPP
Objective: To To revise Development Project Proforma (DPP) revise Development Project Proforma (DPP) integrating disaster and climate change risks in feasibility and integrating disaster and climate change risks in feasibility and
design stagesdesign stages.. Revised DPP/TPP (Draft) prepared in 2011 to incorporate
PEC issues. The newly revised DPP/TPP includes poverty analysis, environmental impact analysis, and risk analysis
4 separate consultative workshops organized with stakeholders in the 4 Sector Division of Planning Commission in Feb-March 2012 and feedback from workshops incorporated in the revision
The Final Revision of DPP/TPP (including the Guideline, May 2008) is ready for validation through a high level consultation
• In clause 23, we have emphasized on environmental management, bio-diversity conservation, natural resource management, and gender and diversity issues
• In clause 28, we have included disaster risk reduction and climate risk management under “risk management”.
• In feasibility and pre-appraisal stages, we have emphasized on poverty-environment-climate-disaster interrelationship analysis as a priority.

Indicator FrameworkObjective: To provide a framework of Indicators to be
used in development project design, approval, implementation, monitoring and evaluation process
• A draft concept paper on “”Proposal for a Framework of Pro-poor, environment friendly, low emission, climate resilient development
• The draft IF sent to Solution Exchange for gathering comments
• The approved IF will be tagged to the DPP/TPP• A manual will be prepared to support Planning
Professionals in formulating PEC sensitive projects according to revised DPP/TPP and the IF
