BHUBANESWAR BEHERA CENTRAL LIBRARY
Established in the year 1968, Prof.Bhubaneswar Behera Central Library aims at selecting,
acquiring, storing, retrieving and disseminating information for the benefit of academic
community of Sambalpur University. The library has in its stock books, national and
international periodicals, reports and theses etc . It caters to the academic needs of the students,
researchers and teachers.
The Central Library has a Circulation Unit, Computer Centre, Internet-based Information
Facility, E-Journals‟ Unit, General Reference Books & PhD Theses Unit, Photocopying Unit,
and separate Reading Rooms for books, journals and back volumes Photocopying
The library has a holding of about 136811 books and access to over 5500 e-journals
through UGC - INFONET E-Journal Consortium . It has a stock of 16000 bound volumes and
2543 PhD dissertations besides about 200 CDs. It subscribes to 13 newspapers.
The Library has partially computerized its resources with the help of user-friendly library
software called SOUL. Bibliographic data for about 53000 books have already been entered into
the computerized database, and SOUL 2.0, the upgraded version of SOUL , has been installed.
The Library coordinates production of books and journals published by Sambalpur
University. Twenty volumes on local literature and culture in Odia,Sambalpuri-Kosali and
English have been brought out with the help of the library. It also helps the University in
bringing out Saptarshi an Odia literary quarterly .

HUMAN RESOURCE DEVELOPMENT CENTRE (HRDC)
The National Policy on Education (NPE) 1986 recognized the need for improving quality
of teaching at higher education through enhancing the motivation skills and knowledge of
teachers. In order to meet these objectives, the University Grants Commission (UGC) established
Academic Staff Colleges (ASCs) in various state and central universities of the country.
Accordingly, the Academic Staff College of Sambalpur University was established in the
year 2000. The UGC- Academic Staff College, Sambalpur University has been renamed as UGC
Human Resource Development Centre (UGC- HRDC), Sambalpur University, with effect from
1st April, 2015. It has successfully organized Refresher Courses, Orientation Programmes,
Short-term courses, Principals‟ conferences, etc.
The UGC- HRDC, Sambalpur University is run by the Director, with the assistance of a
Deputy Director and four secretarial staff. The HRDC, Sambalpur University, has well
developed infrastructure and a HRDC hostel with a capacity of 60 furnished rooms.
During the period 2010-11 to 2014-15, the UGC- HRDC, Sambalpur University has
conducted 50 Refresher Courses, 08 Orientation Programme, 02 Summer and Winter Special
Courses, 08 Short Term Programmes and one principal conference.
The UGC- HRDC,Sambalpur University also has introduced various innovative modules
in its programmes, such as classes on Yoga, pedagogy on improvement of undergraduate
teaching, value education, academic administration, research methodology, SPSS workshops,
environment management, restructure of course curriculum at under graduate level, ICT
components, seminar presentation, project work and evaluating best three participants, etc.

DIRECTORATE OF DISTANCE AND CONTINUING EDUCATION
(DDCE)
Sambalpur University has established a Directorate of Distance and Continuing
Education (DDCE), headed by a Professor as Director, 4 Course Coordinators and an office with
17 ministerial staff. Established in 1998, the DDCE has a provision of 13 on- campus and 06 off-
campus courses, the details of which are given below.

PRIVATE EXAMINATION CELL
Only a small fraction of our population has the privilege of getting formal higher
education. Young people belonging to economically weaker section of the society are often
deprived of the opportunities of formal education. The University has established the private
examination Cell for such people and conducts for them examinations. The courses offered
through the Private cell are B.A. (Pass), B.Com (Pass), M.A. and M.Com.

E-GOVERNANCE CELL
The e-Governance Cell of Sambalpur University has been running successfully since
2007. It comprises hardware, networking, software and internet provisions under the NMEICT
project. The University has networking of Star topology which involves networking of academic
buildings, administration block, hostels and residences The Hostels have Wi-Fi facilities as well.
Internet Connectivity has been provided to the academic and administrative areas,
including the hostels through 1gbps lease line connectivity through NMEICT project. .It uses a
University Management Software(UMS) having 6 modules , namely (i) FAS/ERP-Financial
Accounting System module , (ii) Payroll module, (iii) FAMS-Fixed Assets Management System
module, (iv) Admission Module , (v) Hostel module and (vi) The Module HRMS (Human
Resource Management System). All these modules are run by CYBEROAM.

NSS BEAUREAU
The NSS Bureau, Sambalpur University, operates in 143 affiliated colleges. It has 12300
volunteers in 246 units. It runs Regular Camping Programmes and Special Camping
Programmes, especially during vacation time.
The mission of National Service Scheme is to add a dimension of extension services to
the higher education system by orienting the students towards community service. The objectives
of the NSS Bureau are:
understand the community in which they work
understand themselves in relation to their community
identify the needs and problems of the communities and involve them in problem-solving
develop a sense of social and civic responsibility
find practical solution to individual and community problems
develop competence and learning to share responsibilities
gain skills in mobilizing community participation

Dr. N.K. SAHU MUSEUM
The Department of History, which specializes in ancient history of Odisha, has a
Museum named after Dr Nabin Kumar Sahu,the then Professor of History in Sambalpur
University and famous historian. This Museum was founded by Dr N.K. Sahu in 1970, and since
then it has steadily increased its stock of invaluable ancient palm-leaf manuscripts, coins,
terracotta and brass artifacts, potteries, 19th
century armory , musical instruments, prehistoric
tools etc. Archeological specimens excavated from different parts of Odisha and Assam is also
part of its collection.The objectives of the museum are to (i)preserve and display the antiquities
representing the history and culture of Orissa, especially of Western Odisha,(ii) facilitate
research on History and Culture of Odisha (iii) provide teaching aid to the students and
researchers at the Department of History.
The University Museum comprises galleries for Archaeology (100nos), Epigraphy (23
nos.), Numismatics (678 nos.), Icons and Sculpture (245 nos.), Armory(43 nos.), Art &
craft(259 nos.), Portrait(64 nos.),. Tribal musical instruments (18 nos.), Palm leaf Manuscripts
(2500 nos.), Archival records (650 nos.)

UNIVERSITY SCIENTIFIC INSTRUMENTATION CENTER
Sambalpur University has a University Scientific Instrumentation Centre (USIC), headed
by a Professor –in- Charge and run by technical staff. It provides effective and economical
services in the repair and maintenance of scientific/ electronic instruments of various laboratories
and electrical appliances of academic as well as administrative units.
SPORTS COUNCIL
Sambalpur University has a Sports Council to promote sporting culture among students
and help them stay physically healthy and fit. All hostels on Jyoti Vihar campus have various
recreational facilities of indoor games, and games like badminton and volley-ball etc. The Gents‟
hostels have a common ground for football and cricket. The Sports Council of the University
organizes sporting events among various colleges affiliated to the University. Under the aegis of
the Sports Council, the University conducts every year Inter-College and Intra-University
Tournaments of Athletics (Track and Field), Football Voleyball, Hockey, Judo,
Cricket, Badminton, Boxing, Kabaddi, Chess, Khokho, Archery, Swimming.

INTERNAL QUALITY ASSURANCE CELL
Sambalpur University has an Internal Quality Assurance Cell ( IQAC) in accordance with
the UGC guidelines for National Assessment and Accreditation Council (NAAC). This Cell
ensures sustenance and enhancement of the quality of academic and administrative functioning
of the University. The primary objectives of IQAC are to conduct audit of the academic and
administrative performances at the micro and macro levels with a view to catalyzing reforms and
implementing various directives by the regulative educational agencies at the national and State
levels for proper academic growth of the University. The IQAC reviews the teaching and
research of individual teachers as well as the functioning of the Departments. It also takes into
account the students‟ feedback as to the performance of the teachers and functioning of the
Departments and the University as a whole while conducting the annual audits.
The IQAC has three external members on its committees. They have made valuable suggestions
from time to time. A few important are:
Emphasizing contacts to be made with some distinguished alumni and involving them in
the decision-making process of the University in various fields.
Encouraging young faculty members to apply for more number of Research Projects, to
apply for foreign fellowships/scholarships and improve their academic profiles.
Exploring new areas of university-industries interface
Intensifying efforts to preserve the bio-diversity of the region and promoting vigorously
its cultural heritage.
STUDENTS GRIEVANCE CELL
Sambalpur University has a Students‟ Grievance Redressal Cell ( SGC), which has been
constituted of six members ( 4 faculty members + Registrar, Sambalpur University and Advisor,
Students‟ Union. The SGC meets at least once in a month. Its functions are:
Listen to genuine grievances of the students / scholars and and transmit the same
to the respective university authority/ section for redressal.
Monitor action taken by the concerned authority/department on the
complaints/grievances
The University is planning to develop a web link of the SGC containing all
relevant information about its objectives and functioning.
SC/ST SPECIAL CELL
The University has a SC/ST Cell to facilitate disbursal of scholarships, free studentship to
various students of the socially and economically disadvantaged categories. The Cell keeps
liaison with the various departments of the University and also with the P.G. Council to ensure
that these special categories of students do not face any academic problem.

ANTI-RAGGING CELL
The University has an Anti-Ragging Cell, which is constituted every year at the
beginning of the academic session. It comprises teachers from various Departments, officials
from the University Administration, Students‟ Representatives from all Departments as well as
all Hostels. This cell has its squad to prevent as well as examine cases of ragging in the
Departments and Hostels, and recommend appropriate disciplinary action against students guilty
of ragging.
RTI CELL
The University has formed a RTI Cell to deal queries and complaints about non-
compliance of queries under the Right to Information Act. The Cell has the Appellate Authority,
which is vested in a senior professor. The Cell has also a Public Information Officer (PIO) and
office staff. The RTI cell has dealt with as many as 1754 queries under Right to Information in
the last 5 years.
COMPLAINT COMMITTEE FOR VIOLENCE AND SEXUAL
HARASSMENT AGAINST WOMEN
The University has formed a Complaint Committee for Violence and Sexual Harassment
Against Women to stop gender-related oppression, and has created a special provision for the
victims of sexual oppression to lodge complaints electronically. The Committee as well as the
Departments sensitize the students towards gender discrimination and raise consciousness of the
students regarding sexual harassment at workplace. The Cell follows the students the Vishakha
guidelines in disposing of complaints relating to sexual harassment.
PLACEMENT CELL
The Department of Business Administration and Sambalpur University Institute of
Information Technology (SUIIT) have their Placement Cells. Both cells are run by the teachers-
in-charge and some students doing the liaison work between the departments and the recruiting
agencies. These cells take steps to conduct campus interviews of students of their and other
disciplines from time to time. SUIIT conducts Pre-placement training programmes. The Cells
have helped students get jobs in many companies/firms/banks etc. Some of them are, namely
Tech Mahindra, Infosys, IBM India, Wipro, India Infoline, L & T Ltd., ICICI Prudential, ING
Kotak, Yes Bank, HDFC Bank, other Nationalized Banks, Genpact, L&T Finance, Orissa
Mining Corporation, Action Iron & Steel, Jindal Steel, Arati Steel, ACC Cement, etc.
STUDENTS ADVISORY CELL
The Chairman, PG Council of Sambalpur University, constitutes the Students‟ Advisory
Cell by nominating a Professor as Advisor and an Assistant Advisor of the Students‟ Union. The
various students‟ bodies like Dramatic Society, Athletic Society, Students‟ Magazine, Debating
Society etc. are the constituents of the Cell, and each of these is headed Vice Presidents and
Associate Vice Presidents. The Students‟ Advisory Cell and its constituent units coordinate and
supervise the extra-curricular activities of the students.

NET /GATE COACHING CELL
Sambalpur University helps the students acquire competitive edge in examinations
relating to professional and career pursuits. It has formed a NET/GATE Cell to offer coaching to
students preparing for the NET/GATE tests. 243 students have qualified for NET/GATE
examinations in the last four years.
IAS COACHING CELL
The University has also formed a Cell formed for IAS coaching. During the past five
years around 80 students have qualified UPSC, OPSC and other competitive examinations.
UGC COACHING CENTER FOR SC, ST & MINORITIES STUDENTS
Sambalpur university has a UGC Coaching Center for SC, ST & Minorities Students
headed by one Coordinator. The centre offers coaching to the students concerned in respect of
competitive examinations. Over 130 sessions of coaching have been conducted in 11 disciplines,
with participation level of students to the tune of 75%. Some sessions have been devoted to
Remedial Teaching in various subjects on case-to-case basis.
IT INFRASTRUCTURE FACILITY (SUIIT)
Sambalpur University Institute of Information Technology (SUIIT) is the platform of IT
infrastructure of the University.
It has Computing and Networking Labs with CISCO equipment, Oracle programming
with SUN JAVA system.
The Labs are run by SUNFIRE X2250 servers, high configured systems, dedicated 24X7
broad band connection and many open source as well as commercial softwares.
SUIIT has virtual laboratories like MATLAB, SCI-LAB and LABVIEW are used in
SUIIT.

CULTURAL SOCIETY
Sambalpur University has a Cultural Society that plays a major role in promoting the
cultural activities of the students by organizing events and competitions of dance, song and
drama at the inter-department, inter-college and inter-university levels every year. The Cultural
Society organizes the „Natya Jyoti Mahotsav‟ ( One-act play completion among the Postgraduate
Departments of Sambalpur university and also the affiliated colleges ) every year on the Jyoti
Vihar Campus. It has sent troupes to participate in the East Zone Theatre Festivals held in
Kolkata and to participate in Glory Fest at Puri.

ODISHA ENVIRONMENTAL CONSCIOUSNESS SOCIETY (OECS)
A voluntary organization called Odisha Environmental Consciousness Society (OECS)
has been in existence in Sambalpur University since 1982 with its headquarters at the School of
Life Sciences and Society Registration Number SBL,174-10581-82. It has a broad-based
membership cutting across disciplinary boundaries. This Society has been actively engaged in
plantation, environment conservation, solid waste management, climate change, biodiversity and
eco-development related activities in schools, colleges and villages of the region.
The Society has published a good number of articles and books on different aspects of
environment such as air, water, soil, forest, flood and drought etc. It is worth mentioning that a
book titled Selected Topics on Environment, written in simple and lucid English for intermediate
level, has been published by this society. In addition, a book in Odia titled Pakshi Nirikshana
Pustak (The Bird-watching Handbook) has also been brought out. Two more volumes on
“Biodiversity” and Climate change are also in the pipeline.
