• (upstream) some important environmental issues are not well monitored in the statistical system, e.g. mining (figure)

• (downstream) Craft industry development takes place at village level but statistical data is only available at commune level

coordination– Hard – investments, e.g. engineering work

• Do not wait for further research (although this is needed) to target the villages with hard investments, e.g. clean water

• Design appropriate awareness messages that build on shared interests between upstream and downstream
