Can ICT assist in alleviating Poverty, yes.
3 Success Factors:
1. Penetration - The more people online the better (increase of access to information assisting business etc). 2. Entrepreneurship - Businesses create wealth. Samsung accounts for 20% of South Korea GDP. If Kenya can replicate the same. Nokia works wonders for the Finnish economy. Apple in the US. Embraer in Brazil. 3. Policy - Government services are more efficient. Reduction in corruption. Information allows services to get to those who need them most (e.g. All provinces in Kenya currently get equal distribution of Malaria drugs, yet they are more needed in particular parts of the country at particular time).
I think ICT can fight poverty provided it is deployed in the right manner to solve problems that can actually be addressed through ICT. It also has to be embraced by those who are the intended beneficiaries - otherwise, it will fail. This can mean everything from language, cost and culture are key factors. Ultimately, one would have to ask does it work for me? Does it matter to me? Can I see the value of technology in my day to day life? M-Pesa is a classic case of technology being embraced by the masses when it addressed fundamental issues that mattered enough for widespread adoption

1. ICT can fight poverty by creating new opportunities in the market for labour in the knowledge economy. Lowering the barriers for young people, educated and uneducated to participate in business opportunities. At higher levels it is things such as business process outsourcing (BPO) sector while on the other hand it can be mobile and apps. 2.
