FAM - SUMMARYFAM - SUMMARY
The CFMU has developed and implemented Flight Activation Monitoring (FAM) – a tool which:
Monitors flights that should have departed (monitors ETOT/CTOT)
Takes action on these flights through an internal to CFMU update of the Take-off time (internal shift) , as to improve the forecast.
Suspends them, after a time parameter unless a message, which confirms that the flight is airborne or delayed, has been received in the meantime.
Informs the AOs and local ATC of the suspension, enabling them to react.

Flight Activation Monitoring (FAM) increases accuracy.
In August 2007: ● 67% flights are monitored.
● 18.5% are updated.
● 533 flights suspended.
● 286 updated by AO after suspension
● 108 never updated Ghosts.
● (139 airborne when suspended)

● FAM leads to improved flight plan data due to a change in flight plan updating behavior:
● More DLA messages 1.5% overall increase in number of DLA messages
6.5% increase for major monitored airports
● Improved EOBT accuracy (for non regulated flights) Slight change for early departures
1.2% overall reduction in number of late departures
2.1% reduction in late departures for major monitored airports
● Less ghost flights due to more CNL messages. Slight increase in number of CNL messages
1% increase in CNL messages for major monitored airports.

CONCLUSIONSCONCLUSIONS
● The main adverse effect of FAM are the approximately 100 flights recorded as departing while being suspended;
It is due to several reasons including late messages, local problems, incorrect taxi-times etc;
The main impact is unnecessary message.
● The main benefit of FAM is the improvement of the short-term prediction of the ATFCM situation (around 4000 flights are updated although the coverage is still below 70%).
● It is also a reminder for flight plan update and a way to reduce the impact of ghost flights.
