ACAC Project Overview
What is ACAC?Academy of Culinary Arts Cambodia (ACAC)The core focus of the Academy is the training of Cambodians as Chef and Cookprofessionals for the hospitality sector. Two main objectives of the project:
1.Cambodian hotel and restaurant operators improve the quantity and qualityof their services through improvements in the number and quality of trainedCambodian kitchen staff available in the labor market;
2.The Cambodian Government and Representative Organizations from theHospitality Sector have put in place a governing and financial model thatensures the long term financial and technical sustainability of ACAC,independent of the financial support of Development Partners ACACSchool Board
• Vocational training model – on-the-job training (OTJ) and learning bydoing.
• Up to 100 full time students and 24 part time students per year• ACAC’s diplomas – the Swiss Hotel Management Academy Lucerne
(SHL) – international recognition• The curriculum will be based on the Culinary Arts Academy, Switzerland
and adopted to local requirements• It is implemented as a Public Private Partnership (PPP). This is unique
for Cambodia

• A public–private partnership (PPP) is a government service or privatebusiness venture which is funded and operated through a partnershipof government and one or more private sector companies. Theseschemes are sometimes referred to as PPP or P3
• PPPs enable the public sector to harness the expertise andefficiencies that the private sector has to deliver certain services
• Supports transition of an economy reliant on primary-basedindustries to growth in the service and manufacturing sectors
What is it?
Why is ACAC Important?• Skills shortage difficult to find qualified kitchen staff. Employers
turn to skilled workers from other countries• Tourism is a highly competitive sector worldwide. Need more skilled
workers in the hospitality sector if Cambodia is to compete.• ASEAN Economic Community (AEC) Blueprint free flow of services
and skilled labor across borders. Skilled workers from other ASEANnations to work more freely in Cambodia
• The RGC has identified human resources and skill development as ahigh priority for next phase of the economic and social development.TVET is needed.

Where are we now? MOU’s signed between:

Building• A building has been contributed rent free for 5 years from the private
sector to MoT (who is in turn contributing this building to ACAC)• Demolition of existing internal structures• Architectural design, Kitchen design, Engineering design to be completed in
November• Tenders - Refurbish and renovate the building• Fit out classrooms, offices, kitchen areas, admin areas• Purchase kitchen equipment and install

• Based on the approval from Sida the following positions were recruited for:• Architect• MEP engineer• Kitchen consultant (by SHL as part of its service package)• 2 x Construction Managers• Project Manager • ACAC Dean• Teaching and School Admin Staff
• Management Systems:• Develop curriculum, teaching materials, teaching schedules, etc• Establish school management, recruitment, HR, finance and facilities
management systems

Key Messages• Cambodia will benefit from the success of ACAC
• Although this project is relatively small it does signal a commitment to alternative approaches to development in Cambodia, namely using a Public-Private Partnership
• The success of this PPP will attract interest from donors, investors and possibly funding support for other PPP projects
• It is very important to establish the ACAC Board. The Board will Govern the School and will be responsible to secure finances
