2018-19 Skill Development Programme, NUSSD, TISS
NUSSD – INTRODUCTION
“The Government of India, through various initiatives such as Make in India, Digital India, Smart cities, Start-up India is
working to make India a Global economic powerhouse. Skill Development is an essential catalyst for the success of each of
these initiatives.” – CII
The employability of India’s university graduates continues to remain weak even while there is an
acute shortage of skilled human power in an increasing number of high demand sectors.
Unfortunately, though the youth have educational degrees, they lack the skills and the experience to
get employed. The TISS believes the employability gap between the country’s graduates and the
demand by industry needed to be urgently addressed and thus, in 2013 its flagship skill
enhancement programme, the National University Students’ Skill Development (NUSSD) Programme
was launched along with the Ministry of Youth Affairs and Sports, Government of India (GoI), and
the National Skill Development Agency (NSDA).
The NUSSD is aligned to the SDGs set by the United Nations and finds its mandate particularly
interlinked to the fulfilment of SDG 4 (Quality Education) and SDG 8 (Decent Work and Economic
Growth) directly, and many other goals indirectly as well. The NUSSD embeds itself within colleges,
especially those that service low-income communities, and provides job readiness and domain skill
training to the students, thereby allowing them to graduate with a degree and a diploma in a job-
relevant course. In recognition of the efforts and impact, the United Nations (UN) Steering
Committee on Children and Youth recognised the NUSSD Programme as a “Skill Development Best
Practice” in the country.
After a successful Pilot, the Programme has rapidly expanded to being implemented in 5 states and
more than 120 colleges today. The Programme currently covers over 20,000 students and has been
successful in providing them with the right skills required for gainful employment.
The HDFC Bank has been supporting the NUSSD programme in the State of Chhattisgarh since
September 2015. This round of implementation which commenced in December 2017 has been
received very well by the students, colleges and other stakeholders. There has been a marked
improvement in the programme outcomes as may be seen in the report below. The programme
stands on a solid foundation for further expansion in the State of Chhattisgarh and to other states
including the neighbouring Madhya Pradesh.
