donor, J.P.Morgan—who helped to launch the original
Financial Services Fellowship Program which was later
renamed the Robert Toigo Foundation.
• SueToigo was born and raised in Manhattan and
considers NYC her second home—she visits her 97 year
old grandmother whenever she’s in town!
• We honor our flagship academic partner—Columbia
BusinessSchool—who readily embraced our vision to
build the Financial Services Fellowship Program in 1990
with our first class of 7 fellows.
• New York was the home of our annual Toigo Fellow
Orientation—hosted by top firms like GoldmanSachs
and J.P.Morgan for more than three years before the
program expanded to include several other prominent
Wall Street firms.
• Our largest constituency of Toigo Alumni reside or work

first pension funds to hire Toigo Alumni within their

Robert A. Toigo
“Diversifying the ranks of the investment profession is just as important as diversifying an investment portfolio.”
Statement of Vision
Bob Toigo was born and raised outside of Chicago. His family
relocated to Los Angeles where Bob received his BA in
Political Science from UCLA and his Law Degree from USC.
He also completed summer internships at the Department of
Justice in Washington, D.C.
Although he appreciated studying and practicing law, he became more interested
public policy and financial markets. Bob worked for State Senator Tony Beilensen and
spent a distinguished 12-year career in the California State Legislature, culminating
with his appointment as the Chief-of-Staff for Speaker of the Assembly, Leo
McCarthy. In 1984, Bob conceptualized and wrote a ballot initiative to amend the State
Constitution by creating a Prudent Person Rule for pension fund investing. Following
the success of this initiative, Bob organized and filed the Articles of Incorporation
for the establishment of the California Association of Public Employees Retirement
Systems (CALPERS).
Following their marriage, Bob and Sue Toigo proceeded to establish the Institute
for Fiduciary Education (IFE) to provide educational and informational services to
institutional investors. In 1989, they started the Financial Services Fellowship with the
belief that diversifying the financial industry would, in turn, bring capital into under-
served communities and foster economic enrichment. The fellowship increases
opportunities for minorities in the financial services industry.
Following his untimely death in 1993, the Robert Toigo Foundation was renamed in
his honor.
For 25 years, Toigo’s attention has been concentrated on
preparing and connecting great talent to forward-thinking
organizations that believe in the power diverse teams can
deliver for companies, for communities and for our country.
I have always believed that there is immense diverse talent which should be tapped
and mentored for financial leadership—otherwise a generation of wasted leaders will
not be shareholders in finance. To suggest this talent doesn’t exist is a misguided
obstacle to a more inclusive work environment and share of wealth in this country.
Leadership today should reflect our communities —otherwise our communities will
not be shareholders in our future. The competitive business advantage is derived
from inclusion—otherwise Americans will not be equal shareholders in our future
global economy.
The late Bob Toigo and I began this effort with a keen focus on one solution—
grooming and presenting minority talent to the finance industry—one leader at a
time through the Toigo Foundation. While 1,000 individuals have been selected as
Toigo Fellows over this 25 year period that number could be threefold if we were not
operating within financial constraints limiting our ability to award a greater number
of scholarships and support their mentoring needs. The talent exists.
This has been my unwavering vision—the fuel behind the work of the organization
today and for years to come.
My appeal to this industry is to recognize the resolute dedication Toigo has displayed
through the years to individuals and firms and its strength to survive the most
profound economic downturn in our industry’s history. We have demonstrated
thoughtful strategies to protect our mission while remaining aligned to the needs of
our talent. We welcome and need your continued partnership to help build our future
as our work is far from done.

1989 Robert and Sue Toigo see the need and have the vision—the Financial
Services Fellowship Program (FSF) is launched. First class of Toigo Fellows—seven
in all—start at Columbia Business School.
1993 Organization renamed in honor of the late Robert Toigo.
1995 Angel Stewart named second Executive Director for the fellowship program.
1998 Toigo’s board creates new strategic leadership role—Nancy Sims joins as
President & CEO.
2001 Toigo hosts its first annual Gala in New York.
2006 Toigo Alumni launch an endowment fund with initial $500,000 in pledges.
2007 Toigo’s Retention Returns thought leadership report on diversity practices
draws national attention. The Honorable William Jefferson Clinton serves as Gala

2008 By 2008, Toigo has self-funded nearly $11 million to support fellowships
and academic stipends to Toigo MBAs attending the nation’s top business schools.

Thomas P. DiNapoli is the 54th Comptroller of the State of New York who’s known for
his integrity, independence and steadfast leadership.
Since taking office in 2007, Tom DiNapoli has aggressively fought misuse of public
resources, strengthened one of the nation’s top public pension funds, and consistently
spoken out against fiscal gimmicks, imprudent actions and government inefficiency.
His life of public service started when he was elected as a trustee of the Mineola
Board of Education, becoming the first 18-year old in New York State to hold public
office. He’s been making government more accountable and transparent to the
people for more than 35 years.
Under the Comptroller’s leadership, the pension fund has increased opportunities
for women and minority firms throughout its portfolio of investments by expanding
the pension fund’s Emerging Manager program into each of the fund’s main asset
classes; and accelerating capital to new programs within these asset classes.
Prior to becoming Comptroller, Tom DiNapoli represented the 16th Assembly District
in northwestern Nassau County for two decades. Prior to his election to the Assembly,
he was a manager in the telecommunications industry. He holds a master’s degree
from The New School University’s Graduate School of Management and Urban
Professions. A lifelong resident of Nassau County, he graduated with a bachelor’s
degree in history magna cum laude from Hofstra University in Hempstead.

Thomas P. DiNapoli
Denise L. Nappier is the first African-American woman elected to serve as a State
Treasurer in the United States and the first African-American woman elected to a
statewide office in Connecticut. Elected in 1998 and re-elected in 2002, 2006 and
2010, Treasurer Nappier is also the only woman to be elected Treasurer in Connecticut
history.
As Connecticut’s chief elected financial officer, Nappier oversees $52 billion in state
funds, including the $28.6 billion Connecticut Retirement Plans and Trust Funds. Her
high standards and financial expertise have brought integrity back to the Treasurer’s
office and professionalism to the management of state resources. The Treasury’s
Short-Term Investment Fund has been rated as one of the nation’s best government
investment pools, and the Fund’s superior performance has earned the state and
local governments and their taxpayers an additional $184 million during the Nappier
Administration.
Treasurer Nappier is one of the nation’s leading institutional investors working for
corporate reform on issues including executive compensation, conflicts of interest in
accounting practices, independence and diversity of board members, and disclosure
of financial risks of climate change. She proposed and co-chaired the Institutional
Investor Summit on Climate Risk, held at the United Nations in 2003, 2005, 2008,
2010, 2012 and 2014.
Widely respected by her peers, Treasurer Nappier served five terms as Treasurer of
the National Association of State Treasurers and is a board member of the National
Association of Corporate Directors, Connecticut Chapter; the first public fund investor
to serve in that capacity, and the International Foundation for Electoral Systems. She
is the Vice Chair of the Toigo Foundation’s Board of Directors.
The Hartford native previously served as Hartford City Treasurer for nearly ten years,
and as Executive Director of Hartford’s Riverfront Recapture. She holds a B.A. from
Virginia State University and a master’s degree from the University of Cincinnati.
She holds honorary degrees from Teikyo Post University, Trinity College, Briarwood
College, University of Hartford and Saint Joseph College.

The Honorable Denise L. Nappier
Ash Williams is the Executive Director & CIO of the Florida State Board of
Administration (SBA). Among the over $175 billion in assets under management are
those of the Florida Retirement System (FRS) Trust Fund. The FRS is the fifth largest
public pension fund in the United States.
Prior to joining the SBA, Ash was a Managing Director at Fir Tree Partners and
previously was President and CEO of Schroder Capital Management, both
headquartered in New York City.
He has extensive experience with both the SBA and Florida government, having
previously served as Executive Director of the SBA from 1991 to 1996 and in senior
management positions in Florida’s executive and legislative branches.
He serves as a Trustee of the Florida State University Foundation, an advisory board
member of the Robert Toigo Foundation, and a board member of the Economic Club
of Florida. He is an Episcopal lay minister.
Ash holds both BS and MBA degrees from Florida State University (FSU) and
completed post graduate programs at the University of Pennsylvania’s Wharton
School and Harvard’s John F. Kennedy School of Government.

Mr. Jones retired from the Los Angeles Unified School District in 1998 as Chief
Financial Officer overseeing the $7 billion annual budget. He also headed the Annuity
Reserve Fund Board overseeing the pension fund for 7,000 schoolteachers and
administrators.
Mr. Jones serves as a personnel commissioner for the Los Angeles Community College
District. Mr. Jones is a CalPERS representative of the Advisory Council of California
All, a nonprofit organization focused on closing the achievement gap from preschool
to professional careers in law, financial services and technology. He has also served as
state finance chair for the Association of California Schools Administrators; treasurer
for the National Council of Institutional Investors; and chairman of the Schools
Federal Credit Union.
Mr. Jones is a member of the Governing Board of the Robert Toigo Foundation, a
nonprofit organization that encourages minorities to pursue careers in finance.
Mr. Jones is a member of the Board of Directors of Community Partners, a nonprofit
organization that works with social entrepreneurs, grant makers and civic leaders to
design solutions, foster, launch and sustain powerful initiatives for change.
Mr. Jones serves on the board of the Pacific Pension Institute, an educational
organization that assists pension funds, corporations, financial institutions and
endowments worldwide with carrying out their fiduciary responsibilities, especially
with respect to Asia and the Pacific region.
Mr. Jones served as a business development executive for IBM Business Consulting
Services and principal consultant for Pricewaterhouse Coopers. Mr. Jones has also
served as an adjunct professor at California State University, Los Angeles.
Mr. Jones has a bachelor’s degree from California State University, Los Angeles, in

Henry Jones
Jarrod R. Fong is a Managing Director and Portfolio Manager in the Private Equity
Group at JP Morgan Asset Management. He has been at JP Morgan for 17 years
and was one of the founding members of the Private Equity Group, which oversees
approximately $27 billion in private equity assets. Mr. Fong focuses on commitments
to funds, as well as secondary opportunities and direct investments. He serves on 11
advisory boards, including Accel Partners, Mayfield Fund, M/C Partners and Venrock
and is a board observer of Tapjoy. Previously, Mr. Fong was a member of AT&T
Investment Management Corp.’s private equity group and worked at Dillon Read. He
is a graduate of the University of California, Los Angeles and earned an MBA from
the University of Chicago. Mr. Fong is active in the New York community and serves
on the boards of the Council of Urban Professionals and Coalition of Asian American
Children and Families and is a Trustee at First Presbyterian Church. He also serves

John W. Rogers, Jr. is Founder, Chairman, Chief Executive Officer and Chief
Investment Officer of Ariel Investments. Headquartered in Chicago, the firm offers
six no-load mutual funds for individual investors and defined contribution plans as
well as separately managed accounts for institutions and high net worth individuals.
After working for two and a half years as a stockbroker at William Blair & Company,
LLC, John founded Ariel Investments in 1983 to focus on undervalued small and
medium-sized companies. Patience served as the cornerstone of a disciplined
approach that still drives the firm today.
Early in his career, John’s investment expertise brought him to the forefront of media
attention, including being selected as Co-Mutual Fund Manager of the Year by Sylvia
Porter’s Personal Finance magazine as well as an All-Star Mutual Fund Manager by
USA TODAY. Furthermore, he has been highlighted alongside legendary investors
Warren Buffett, Sir John Templeton and Ben Graham in the distinguished book: The
World’s 99 Greatest Investors by Magnus Angenfelt. Today, he is regularly featured
and quoted in a wide variety of broadcast and print publications and is a contributing
columnist to Forbes.
Beyond Ariel, John currently serves as a board member of Exelon Corporation and
McDonald’s Corporation. Additionally, he is a trustee of both the Nathan Cummings
Foundation and the University of Chicago, where he chairs the board of the University
of Chicago Laboratory School. John is also a director of the Robert F. Kennedy Center
for Justice and Human Rights.
In 2008, John was awarded Princeton University’s highest honor, the Woodrow Wilson
Award, presented each year to the alumni whose career embodies a commitment to
national service. Following the election of President Barack Obama, he served as
co-chair for the Presidential Inaugural Committee 2009. From 2010 to 2013, he was
Chair of the President’s Advisory Council on Financial Capability. Today, he chairs the
President’s Advisory Council on Financial Capability for Young Americans.

2013 BRIDGE TO BUSINESS AWARD RECIPIENTSThe Toigo Institute for Leadership Excellence Advancement and Diversity (I-LEAD) is pleased
to announce two $100,000 award recipients of the non-profit’s Bridge to Business Initiative,
a program aimed at supporting the successful launch and growth of Toigo Alumni-owned
finance businesses. The Bridge to Business award recipients—AllanBoomer of MomentumAdvisors and RalphTaylor-Smith of TechStrategicCapitalPartners—were chosen for their
distinctive business model, team cohesion and growth potential.
Allan Boomer, Toigo Alumnus from NYU Stern School of Business
(2004) is the founder and Managing Partner of Momentum Advisors, an
independent Wealth Management firm—founded in February 2012—which
currently manages $35 million in assets. The firm focuses on integrating
financial planning (life insurance, estate planning, charitable planning,
budgeting and lending) with discretionary investment management.
RalphTaylor-Smith, Toigo Alumnus from MIT Sloan School of Management
(2002), with his newly launched venture, TechStrategic Capital Partners,
was named the other Toigo 2014 Bridge to Business recipient. Taylor-
Smith is the co-Founder and Managing General Partner of this new
Venture Capital firm along with his Partner Dr. Mort Collins—with whom
he has already partnered with over the past 10 years at Battelle Ventures.
Tech Strategic Capital Partners’ investment strategy is structured around
startups from so-called “Dual-Use” technologies.
The Toigo Foundation gratefully acknowledges the incredible generosity
of Earvin“Magic”Johnson, who spontaneously pledged $1M to support
the work and mission of the Toigo Foundation. Mr. Johnson made this
surprise announcement while serving as the Master of Ceremonies at
the Los Angeles celebration of our 25th Anniversary in May. A legendary
entrepreneur, Mr. Johnson is an employer of Toigo talent and a role model
to the many Toigo Alumni—like Allan Boomer and Ralph Taylor-Smith—
who are pursuing their own entrepreneurial aspirations.
Toigo will benefit from the success of Bridge to Business entrepreneurs as each grant recipient has incorporated a give-back component tied to their firm’s success, ensuring the long-term viability of the program and future funding for next-generation entrepreneurs.
