Scope
This section applies to all correctional centres and other facilities administered by or on behalf of Corrective Services NSW (CSNSW).
It also applies to all CSNSW employees, and where relevant to other personnel such as Justice Health and Forensic Mental Health Network (JH&FMHN), contractors, subcontractors, and visitors.

9 Definitions
AA or Category 5
AA or Category 5, being the category of inmates who, in the opinion of the Commissioner, represent a special risk to national security (for example, because of a perceived risk that they may engage in, or incite other persons to engage in, terrorist activities) and should at all times be confined in special facilities within a secure physical barrier that includes towers or electronic surveillance equipment.

CESU Court Escort Security unit
COPP Custodial Operations Policy and Procedures
Costed Escorts Escorts where CSNSW recoups the expenses from inmate or Law enforcement agency.
EHSEU Extreme High Security Escort Unit
Extreme High Risk Restricted Inmate (EHHR)
An inmate who constitutes:
An extreme danger to other people; or An extreme threat to good order and security; and There is a risk that the inmate may engage in, or
incite other persons to engage in, activities that constitute a serious threat to the peace, order or good government of the State or any other place.
Extreme High Security Inmate (EHS)
An inmate who constitutes:
An extreme danger to other people; or An extreme threat to good order and security
Functional Manager (FM)
For the purpose of Custodial Operations Policy and Procedures, all reference to a FM will include a Manager of Security (MOS) and Senior Assistant Superintendent (SAS) for those correctional centres that have not been benchmarked. Appropriate Local Operating Procedures (LOPs) must be developed in those correctional centres to ensure responsibilities have been allocated.
MEU Medical Escorts Unit
Section 24 order
An order under section 24 of the Crimes (Administration of Sentences) Act 1999 requires the transfer of an inmate to a hospital or some other place for medical treatment. The order is made by the Commissioner of Corrective Services.
Section 24 cancellation
A notification to the MEU of the cancellation of an escort.
Section 38 order
An order under section 38 of the Crimes (Administration of Sentences) Act 1999 authorising the same day escort of an inmate between correctional centres on the same correctional complex provided that the:
inmate will be returned to their home correctional centre on the same day;
inmate will not be taken outside the correctional complex.
transfer is necessary and convenient for the management of the correctional centre.
For example a Section 38 Order must be used to escort an inmate from the Metropolitan Special Programs Centre to the
