You are aware that Quarles & Brady serves as legal counsel for Walmart with respect to alcohol beverage licensing for itsWisconsin stores. As follow-up to our telephone conversation a few weeks ago, this email is to provide you with detailsregarding an online grocery pickup service that Walmart is launching in select Wisconsin stores. Customers using this service willbe able to place an order online and provide a credit card to hold the order. The customer will then come to their local Walmartstore to complete the payment and pick up the order at either a pickup canopy or a dedicated parking space.
Walmart would like to offer their customers in your community the opportunity to include alcohol beverages in an onlineorder. We have contacted the Department of Revenue, which has confirmed that this is permitted under Wisconsin lawprovided payment is made at the time of pickup and the customer's age is verified by an employee licensed to sell alcoholbeverages in a face- to-face transaction that occurs within the licensed premises. Walmart, therefore, is seeking to amend thepremises description in its current license to include the pickup location ( canopy or dedicated parking spaces), as follows:
1 room 1 story, approximately 186, 703 sq. ft. including stalls and/ or canopy locations in parking lotspecifically designated for online grocery pickup.
Attached to this email are the following documents which provide more detailed information about the online grocery program:
A copy of Walmart' s Online Grocery Pickup Procedure Guide.A site map of the local Walmart store showing the location in the parking lot of the canopy or dedicated parking spacesdesignated for online grocery pickup.

Customer Pickup: Order Review
Online Grocery Pickup is currently offered between 8am —8pm, 7 days a week (except holidays or other store closures) vL,.When the customer arrives, they notify our personal shoppersof their arrival by calling, using mobile check- in, or check- in viathe pickup kiosk (options vary by location)The personal shopper assigned to dispense the order uses
the handheld device to identify the order number and pull theappropriate totes from the staging areas
Prior to putting the customer's order in their vehicle, the personalshopper uses their handheld device to review the order with the
customer
The personal shopper will also review any substituted items,fragile items, out of stock items, and verify customer'sidentification if the customer purchased any age restricted itemsThis review allows the customer to ensure they are getting what they want and provides thecustomer an opportunity to return or reject any item

The Alcohol License Advisory Committee will hold a public hearing for the " Expansion of
Premise to include curbside pick-up of alcohol" application on May 1, 2018, at 8: 00 a.m., in thePolice Department Conference Room, located at 100 N Jackson St. At that time, the ALAC mayforward a positive or negative recommendation to the City Council. The City Council willconsider this application on May 14, 2018, at 7: 00 p.m., in the Fire Station # 1, Multi-Purpose
Room at 303 Milton Ave.
Public input is welcomed and will be taken under consideration at both the ALAC meeting andthe City Council meeting.
