1.Introduction Presentation made by the lecturer in double position of:
-Deputy Director General at OSIM -RO Patent Office;
-coordinator of the National Action Plan NAP for Co-operation between OSIM and EPO; project is part of NAP
University Politehnica Bucharest- 13 faculties, 4 depts., 2 university colleges,19.500 students, 1570 academic staff;

2. Background of the project NAP for Cooperation between OSIM and EPO 2007-2010,
signed in August 2008 at the level of top-management;

3.Major issues3.1 Objectives
Fostering the knowledge transfer from University “Politehnica –PUB to industry by strengthening the role of OSIM and its improved patent-expertise in this process;
Setting up a professional TTO, offering a full set of services to ensure effective technology transfer;
Stimulation of creativity and the patent protection of the technical creations in the Romanian university environment;

3.2 Goals and tasks of the TTO Creating and implementing a statute and rules of
procedure for technology transfer implementation process;
Disclosure facilities-OSIM professionals work with researchers and University to provide advice on potential TT and to assist in the invention disclosure process;
Patent-related services: drafting applications, patent valuation, guidance in planning an effective patent strategy,etc
Start-up and Spin-Off Assistance;
Licensing-assisting in technical and market assesment and promotion of the developed technologies to industry partners;
Decision support and providing information and guidance;

3.3 Project planning
Setting up internal procedures for TT in PUB and participation conditions for researchers from PUB in TT process
Selection of program beneficiaries;
Visits of the top management of PUB-TTO in some model countries;
Carrying out logistic assistance;
Implementing IP teaching modules;
Training PUB-TTO staff;
Awareness activities within PUB about TTO services offered by OSIM experts in the TT structure;

3.4 Actions for 2008-2009 Participation in the seminar “Technological transfer from
Universities to industry”, München, Apr. 2008;
Workshop – at the PUB-Faculty of Control Engineering and Computers “Protection of computer-implemented inventions created in the University environment” , Bucharest, June 2008
Training in the IP field for TTO staff, at the headquarter of OSIM (duration: 2 months)
Workshop at the PUB “ The roll of patents in the research activity from universities and the tehnologic transfer based on patens”, Nov. 2008;
Seminar “EPO overview on the importance, need and activities within TTO project, awareness for the TTO staff;

3.5 Related actions Endowment of the TTO with one workstation;
Technical assistance from OSIM staff for training of the TTO staff for carrying the searches in patent data-bases;
Technical assistance from OSIM for prediagnosis activities;
Technical assistance for sub-licensing the IP-SCORE tool to facilitate patent valuation;
Endowment with awareness materials;
Training for the future own patent attorney;
Assistance in Drafting model TT Agreements to be used by PUB;

4. Conclusions
Expected and important step forward in the knowledge and the use of industrial property at the University level;
Important OSIM involvement and support for the training of the UPB- TTO staff;
Upgrading the project to other big university centers in Romania;
Expanding the aquired experience to other TTO’s allready established near Universities from Iassi, Brasov and Craiova, where are located three from 14 regional centers coordinated by OSIM.
