EXECUTIVE SUMMARY 

This chapterof theDraftEnvironmental ImpactReport (DraftEIR) ispreparedpursuant to theCaliforniaEnvironmental Quality Act (CEQA) for the proposed Harbor‐UCLA Medical Center Campus Master PlanProject(ProjectorproposedProject).InaccordancewithStateCEQAGuidelinesSection15123,thischapterprovides a brief description of the Project; identifies significant environmental impacts and proposedmitigation measures or alternatives that would reduce or avoid those impacts; describes areas ofcontroversyknowntotheleadagency;andpresentsissuestoberesolved.

A.  PROJECT LOCATION 

The Project is located on a County‐owned 72‐acre property at 1000 West Carson Street in Torrance,CaliforniacalledtheMedicalCenterCampus.TheProjectSiteislocatedintheunincorporatedCountyofLosAngeles community of West Carson, which roughly encompasses the 2.3‐square‐mile area between theHarbor Freeway (I‐110) on the east andNormandie Avenue on thewest, andDel AmoBoulevard on thenorthandLomitaBoulevardonthesouth.TheMedicalCenterCampusisborderedbyCarsonStreetonthenorth, 220th Street on the south, Vermont Avenue on the east, andNormandie Avenue on thewest. TheHarborFreeway (I‐110) is locatedoneblock (approximately800 feet)eastof theMedicalCenterCampusand the San Diego Freeway (I‐405) is located approximately twomiles to the north and northeast. TheHarborFreewayisaccessedviaCarsonStreetandtheSanDiegoFreewayisaccessedviaCarsonStreettotheeastandVermontandNormandieAvenuestothenorth.Harbor‐UCLAMedicalCenterwasfoundedin1943as the U.S. Army’s Port of Embarkation Station Hospital, a receiving point and hospital for servicemenreturningfromthePacificduringWorldWarII(WWII).HarborGeneralHospitalbeganitsaffiliationwiththeUniversityofCaliforniaLosAngeles(UCLA)SchoolofMedicinein1948andbecamethesoutherncampusoftheUCLASchoolofMedicinein1951.Constructionoftheexistingeight‐story,450,000‐square‐foothospitalcalled the Existing Hospital Tower was completed in 1962 in the eastern portion of the Medical CenterCampusandreplacedanumberof theoriginalArmy facility’swoodenbarracksandcottages. In1978, thename of the hospital was changed to Los Angeles County Harbor‐UCLA Medical Center to highlight itsworkingrelationshipwiththeDavidGeffenSchoolofMedicineatUCLA.

B.  PROPOSED PROJECT 

Proposed Project components include the following: 1) a New Hospital Tower; 2) new and renovatedoutpatientcarefacilitiestobeprovidedinnewoutpatientbuildingsandinportionsoftherenovatedExistingHospitalTower;3)otherservicesand facilities, includingadministrativeoffices,warehouse/storageareas,daycare,limitedcommercialservices(e.g.,coffeestand,sundryshop,etc.);4)long‐termbuildoutoftheLABioMedCampus;5)anewBioscienceTechPark;and6)MedicalCenterCampussupportfacilities,includingnew and renovated infrastructure, utilities, parking, roadways, and pedestrian and bicycle circulationimprovements.TheProjectwouldaddanadditional1,178,071squarefeettotheexisting1,279,284squarefeetofexistingdevelopedfloorarea,foratotalatbuildoutofupto2,457,355squarefeetofdevelopedfloorarea on the Harbor‐UCLA Campus. The average campus‐wide floor‐area ratio (FAR)would increase from0.40:1to0.78:1.Thenumberof licensedin‐patienthospitalbedswoulddecreaseslightlyfrom453to446.NewbuildingheightsacrossmuchoftheProjectSitewouldgenerallybefourstories,withthetallestexistingon‐sitebuilding(theexistingeight‐storyHospitalTower)toberetainedandasecondbuilding(NewHospitalTower) up to eight stories to be developed. Campus‐wide parking would increase from 3,186 spaces

(including281spacesinanoff‐siteparkinglot)toupto4,240spaces(includingthespacesintheBioscienceTechParkandintheoff‐siteparkinglot),duelargelytothereplacementofseveralon‐sitesurfaceparkinglots with three‐ to five‐floor parking structures. The number of Campus‐wide employees would increasefromapproximately5,464to7,494.

TheProjectproposestolocaterelatedusesinproximitytooneanother,connectedbyanetworkofwalkwaysand landscapedareas. Themostpubliclyaccessiblezones, includingcommercialandcommunity‐orientedservices,wouldbelocatedalongthenorthernedgeoftheMedicalCenterCampusfrontingonCarsonStreet,withstaffandsupportserviceslocatedinthesouthernhalfoftheMedicalCenterCampus.TheNewHospitalTowerwouldbecentrallylocatedwithintheProjectsiteandisintendedtobethemostvisiblebuildingonthe Medical Center Campus, and therefore its primary focal point, signaling its location to visitors andidentifying the Harbor‐UCLAMedical Center Campus to the community. The LA BioMed Campus wouldcontinue tooccupy thesouthern‐centralpartof theMedicalCenterCampus, frontingon220thStreet. TheChildren’s Institute, Inc.’s (CII) Burton E. Green Campuswould remain in the northwestern corner of theMedicalCenterCampusattheintersectionofCarsonStreetandNormandieAvenue,butthebalanceof thewesternendoftheMedicalCenterCampusistheproposedsiteforanewBioscienceTechPark.

MasterPlanProject implementationwouldcreatecleardistinctionsbetweenHarbor‐UCLAMedicalCenterCampusaccessandon‐sitecirculationandparkingfacilitiesforthegeneralpublicandstaff.Staffentriesandparkingwould be located in the southeastern corner of theMedical Center Campus,while access for thepublic would be provided on Carson Street along the northern perimeter. Vehicular access would beimproved by the addition of a new signalized public entrance on Carson Street and one additionalunsignalizedstaff entranceonVermontAvenue. Sidewalkconnections to thepublic transit systemwouldcontinue to be provided, and on‐site sidewalkswould be added along the primary routes on theMedicalCenter Campus between the main parking areas and the New Hospital Tower and Outpatient buildings.Circular pick‐up/drop‐off loading zones would be provided at the main entrances to each of the NewHospitalTowerandOutpatientbuildings.TheMasterPlanProjectwouldprovidesufficientparkingtomeetorexceedtheCounty’sminimumcodeparkingrequirement.BuildoutoftheProjectisanticipatedtooccurineightmainphases,culminatingin2030.

AsfurtherdescribedinChapter1.0, Introduction,theCountycirculatedaNoticeofPreparation(NOP)andInitialStudytoState,regional,andlocalagencies,andmembersofthepublicfora30‐dayscopingandearlyconsultationperiod,commencingNovember3,2014andendingDecember2,2014toreceiveinputontheissuestobeaddressedinanDraftEIR.FollowingthesubsequentlyproposedinclusionofaBioscienceTechParkwithin theMaster PlanProject, a revisedNOPand Initial Studywere circulated for a second30‐day

scopingperiodcommencingJune29,2015andendingJuly29,2015.BothNOPswerebasedonInitialStudydeterminationsthattheProjecthadthepotentialtoresultinsignificantimpactstotheenvironment.

Inaddition,bothNOPs includednotificationthatpublicscopingmeetingswouldbeheld inanopenhouseformat to further inform public agencies and other interested parties of the Project and to solicit inputregardingtheDraftEIR.ThemeetingswereheldNovember12,2014between5:30P.M.and7:30P.M.andonJuly15,2015,from5:30p.m.to7:30p.m.atParlowLibraryontheHarborUCLACampus.Inaddition,earlyinputwassought fromCountydepartmentsprior topubliccirculationof theNOPs. BothNOPsandInitialStudies,scopingmaterialsfrombothmeetings,andlettersandcommentsreceivedbytheCountyduringthetwoNOPcommentperiodsareprovidedinAppendixAofthisDraftEIR.ThisDraftEIRwillbereleasedforaminimum45‐daypubliccommentperiod,whichwillincludeacommunitymeetingontheDraftEIR.

TheDraftEIRissubjecttoaminimum45‐daypublicreviewperiodinwhichthedocumentismadeavailabletoresponsibleandtrusteeagencies, interestedpartiesandmembersofthepublic. Incompliancewiththeprovision of Sections 15085(a) and 15087(a)(1) of the State CEQAGuidelines, the County, serving as theLead Agency: (1) published a Notice of Completion and Availability (NOCA) of a Draft EIR in two (2)newspapersof general circulation, including theDailyBreeze (English language)andLaOpinión (Spanishlanguage),whichindicatedthattheDraftEIRwasavailableforreviewattheHarbor‐UCLAMedicalCenter,(2) provided copies of theNOCA andDraft EIR to seven (7) local libraries, including the Carson Library,HarborGatewayCityLibrary,SoutheastBranchLibrary,LomitaLibrary,Dr.MartinLutherKing,Jr.Library,theKatyGeissertCivicCenterLibrary,andtheWilmingtonLibrary,(3)postedtheNOCAandtheDraftEIRontheCountywebsite(http://dpw.lacounty.gov/landing/publicBuildings.cfm),(4)preparedandtransmittedaNOCAtotheStateClearinghouse;(5)mailedaNOCAtoallpropertyownerswithin500feetof theProjectSite; and (6) sent a NOCA to the last‐known name and address of all organizations and individuals whopreviouslyrequestedsuchnoticeinwritingorattendedoneorbothofthepublicscopingmeetingsabouttheProject. Proof ofmailing is available at theCounty. Thepublic reviewperiod commencedonAugust17,2016,andwillendonOctober3,2016,foratotalof48days.

Followingthepubliccommentperiod,aFinalEIRwillbepreparedthatincludesresponsestothecommentsontheDraftEIR.

D.  AREAS OF CONTROVERSY/ISSUES TO BE RESOLVED 

ThefollowingsummarizestheareasofenvironmentalconcernknowntotheCountyincludingthoseraisedduring the NOP circulation period. The public and agency scoping period comments are included inAppendix A‐4. The County decision makers will need to resolve choices between the project andalternativesandwhetherorhowsignificanteffectsmightbemitigated:

E.  SIGNIFICANT AND UNAVOIDABLE ENVIRONMENTAL IMPACTS 

Significantunavoidable impactsevenwithmitigationmeasures couldoccurasa resultofProject impacts.BasedontheanalysiscontainedinChapter4.0,EnvironmentalImpactAnalysis,theProjectwouldresultinsignificant and unavoidable impacts. The proposed findings for the project will include a Statement ofOverridingConsiderationsfortheBoardofSupervisorstoconsidertoaddresstheseimpacts, whichareasfollows:

F.  PROJECT OBJECTIVES 

Section15124(b)oftheStateCEQAGuidelinesrequiresthatanEIRProjectDescriptioncontainastatementof objectives for the proposed project and recommends that the statement of objectives include theunderlyingpurposeoftheproject.

TheoverallgoaloftheMasterPlanProjectistoredeveloptheCounty‐ownedHarbor‐UCLAMedicalCenterCampustosupportamodern,integratedhealthcaredeliverysystem.ItwillprovideaNewHospitalTowertoreplacetheacutecarefunctionsintheExistingHospitalTowerbeforethestatelawdeadlinetomeetseismicstandardsforcriticaltrauma/tertiaryacutecareservicessothattheSouthBayserviceregionandtheCountyseamlessly retain this key link in the County‐wide trauma hospital safety net which features biomedicalresearch and development facilities and integrates inpatient and outpatient services in a renovated andexpandedsetting.

ThegoalissupportedbythefollowingMasterPlanProjectobjectives:

1. SecuretimelycompliancewiththeAlquistHospitalFacilitiesSeismicSafetyAct(alsoknownasSenateBill[SB]1953)tomaintaincriticaltraumaservicesintheSouthBayserviceregionoftheCounty of Los Angeles,which requires replacement of the current tertiary acute care ExistingHospital Tower and other essential supporting facilities with upgrades/replacement beforeJanuary1,2030.

2. Support the renovation of existing healthcare facilities to implement the County’s strategy torespondtotheAffordableCareActof2010andmodernizeandintegratehealthcaredeliveryandupdate facilities to modern standards by constructing new buildings andrepurposing/remodeling existing buildings on the campus to improve operational efficiencies,resolveexistingdeferredmaintenanceissues,andconsolidate inpatientandoutpatientservicesin dedicated buildings, to optimize the quality of care and operational effectiveness whilereducingadministrative,operationalandmaintenancecosts.

3. Provideforafundamentalreorganization,expansion,andintegrationofoutpatientserviceswiththespecificgoalsofbeinga)morecommunity‐basedandpatient‐centered,b)moreefficient,andc)configuredtoincludeclearwayfindingandpedestrianwalkways;

4. Plan renovation and appropriate new medical campus construction for a mix of inpatient,outpatient, and supporting facilities to respond to healthcare needs in the South Bay serviceregion, based on the Harbor‐UCLA Medical Center Master Plan Project’s current services andmarketprojectionsfortheplanninghorizon.

5. Provideopportunities fordevelopmentup to250,000square feetofnewBioscienceTechParkusesandsupportfacilities,aswellasupto225,000squarefeetofexpandedLABioMedfacilities.

6. Encourage a vibrant, mixed‐use setting that supports the continuing Harbor‐UCLAmission ofclinicalcare,education,andresearchaswellastheprovisionofmodernizedfacilitiesforexistingandfuturetenantsoftheMedicalCenterCampus.

7. AchieveoptimumpublicutilizationoflandandbuildingsundertheownershipandcontroloftheCountyandmaintainflexibilitytorespondtofutureshiftsinmedicalcareandtechnology.

8. Develop the campus in ways that do not compromise environmental quality, social equity, oreconomic opportunity for future generations by: a) creating durable, adaptable greeninfrastructureandbuildings,promotingresource‐efficienttransportationsolutions,andseekingclimate‐positive outcomes, b) establishing goals to reduce net greenhouse gas emissions,including: energy, buildings and land use, transportation, water and waste, and c)accommodatingchangingsustainabledesignpractices,fromcurrentstandardstoafuturevisionfora“RegenerativeCampus.”

G.  ALTERNATIVES TO REDUCE SIGNIFICANT IMPACTS 

The State CEQA Guidelines, Section 15126.6(a) require an EIR to “describe the range of reasonablealternatives to theproject, or to the locationof theproject,whichwould feasibly attainmostof thebasicobjectivesoftheprojectbutwillavoidorsubstantiallylessenanyofthesignificanteffectsoftheproject,andevaluate the comparative merits of the alternatives.” The State CEQA Guidelines emphasize that theselectionofprojectalternativesbebasedprimarilyontheabilitytoreducesignificantimpactsrelativetotheproposed project, “even if these alternativeswould impede to some degree the attainment of the projectobjectives,orwouldbemorecostly.”1TheStateCEQAGuidelinesfurtherdirectthattherangeofalternatives

beguidedbya“ruleofreason,”suchthatonlythosealternativesnecessarytopermitareasonedchoiceareanalyzed.2

AsdescribedinChapter5.0,Alternatives,ofthisDraftEIR,sevenalternativestotheProposedProjectwereanalyzed. Four alternatives to the Project were analyzed in detail: the No Project/No Build Alternative,Reduced Density Alternative A: Acute Bed and Other Plan Reductions, Reduced Intensity Alternative B:FurtherAcuteBedandOtherPlanReductions,andReducedIntensityAlternativeC:NewAcuteBedHospitalTower Only. Theotherthreealternativesthatwereconsideredbutrejectedafter initialanalysis includedAlternativeOff‐SiteLocations,AlternativeOn‐SiteUses,andaNoBioscienceTechParkAlternative. Theseconsideredbutrejectedalternatives failedtomeetbasicprojectobjectives,were infeasibleand/ordidnotavoid significant project impacts. Based on an analysis of these alternatives, the No Project/No BuildAlternativewas identifiedas theenvironmentally superioralternative. Inaccordancewith theStateCEQAGuidelines requirement to identify an environmentally superior alternative other than theNo Project/NoBuild Alternative, a comparative evaluation of the remaining alternatives indicates that the ReducedIntensityAlternativeCwouldbetheenvironmentallysuperioralternative.

H.  SUMMARY OF ENVIRONMENTAL IMPACTS 

This section provides a summary of impacts, Project Design Features, Mitigation Measures, and level ofimpactafter implementationofmitigationmeasuresassociatedwithProject.Thesummary isprovidedbyenvironmental issue area below inTableES‐1, Summary ofProject Impacts,ProjectDesign Features, andMitigationMeasures.
