Sepintas Lalu AELBPENUBUHANPengawalan ke atas penggunaan benda-benda radioaktif telah dijalankan sejak tahun 1968 lagi apabila Parlimen meluluskan Akta Benda-benda Radioaktif 1968. Memandangkan perkembangan aktiviti-aktiviti tenaga atom di Malaysia amatlah pesat dan memerlukan pengawalan yang lebih berkesan. Maka pada April 1984 Parlimen telah meluluskan Akta Perlesenan Tenaga Atom (Akta 304).
Selaras dengan kehendak Seksyen 3, Akta 304, Lembaga Perlesenan Tenaga Atom (AELB) telah ditubuhkan di bawah Jabatan Perdana Menteri pada 1 Februari 1985. AELB bertindak sebagai sebuah badan penguatkuasa ke atas Akta 304 dan perundangan-perundangan subsidiari yang di buat di bawah akta tersebut. Mulai 27 Oktober 1990 AELB telah diletakkan di bawah Kementerian Sains, Teknologi dan Inovasi. AELB dianggotai oleh lima orang ahli yang dilantik oleh menteri. Ahli-ahli ini kesemuanya berkelayakan dalam bidang sains dan teknikal berkaitan tenaga atom.
MISI VISIMenggalakkan budaya inovasi bagi memastikan penggunaan teknologi nuklear dan sinaran dengan aman dan selamat.
Sentiasa relevan sebagai sebuah badan perundangan yang berwibawa dalam keselamatan sinaran dan nuklear, sekuriti dan kawalgunaan untuk kegunaan secara aman bagi pembangunan mampan.

Malaysia telah menjalankan beberapa kursus latihan praktikal berkaitan dengan keselamatan nuklear dan perlindungan dengan Jabatan Tenaga “National Nuclear Security Administration (NNSA)” sejak 2010. Lanjutan daripada aktiviti sebelumnya. Kerjasama berterusan diwujudkan khususnya dalam bidang perlindungan dan keselamatan bagi mengekalkan dan menambahbaik melalui Latihan Percubaan pada akses percuma untuk protokol tambahan yang berlangsung dari 18 hingga 21 Mei 2015. Seramai 20 orang peserta dari badan-badan kerajaan seperti Agensi Nuklear Malaysia, Kementerian Luar Negeri, Polis Diraja Malaysia dan Universiti Kebangsaan Malaysia telah menjalani beberapa sesi bengkel percubaan untuk pemeriksaan kemudahan dengan bimbingan daripada pakar-pakar. Tujuan utama bengkel ini adalah untuk memperkenalkan dan memberi lebih pemahaman mengenai pengurusan dan perlaksanaan akses percuma. Pasukan yang terdiri daripada pakar-pakar dari Argonne 1DWLRQDO�/DERUDWRU\��3DFLÀF�1RUWKZHVW�1DWLRQDO�Laboratory (PNNL) dan Brookhaven National
Lab dilantik bagi mengendalikan program latihan ini. Mereka menyampaikan ceramah dengan berkongsi ilmu pengetahuan dan kemahiran teknikal kepada para peserta.
Bengkel selama 5 hari dengan merangkumi pengenalan kepada Akses Percuma (CA) dan kepelbagaian struktur latihan untuk disesuaikan dengan keperluan semasa negara. Ini akan memudahkan kerajaan yang menggunakan alatan di samping mendapat perkongsian maklumat tentang penggunaan teknik yang sesuai. Bengkel ini telah memperkenalkan tentang pengesahan AP. Ini meliputi pertimbangan rangka kerja parlimen dan siri perbincangan pihak atasan. IAEA CA telah melaksanakan lawatan percubaan selama satu hari dengan kerjasama Agensi Nuklear Malaysia (ANM) yang merangkumi unsur sebenar seperti sebelum penyelarasan, semasa dan selepas pemeriksaan.
Di akhir bengkel, peserta diharapkan dapat menyesuaikan diri serta faham dan yakin dengan perlaksanaan mengenai akses percuma di bawah perjanjian perlindungan, untuk mewujudkan penyelarasan yang baik di antara pihak berwajib. Ini membolehkan Malaysia lebih bersedia dari segi peraturan dan aspek teknikal apabila Protokol Tambahan dilaksanakan nanti.
Pakar-pakar berkongsi dan memberi maklumat penting dan pengalaman kepada para peserta ketika aktiviti dijalankan.

Standard keselamatan Tatacara Penyelidikan Reaktor Keselamatan dan Agensi Tenaga Atom Antarabangsa (IAEA) pengawasan berkala memerlukan polisi yang komprehensif dan sistematik untuk semua peringkat sepanjang jangka hayat sesebuah reaktor penyelidikan.Oleh itu, ianya diperlukan untuk membaiki dan memantapkan keupayaan kawalselia dalam menyelenggarakan sesebuah reaktor penyelidikan. Sehubungan itu, penubuhan dan perlaksanaan program pemeriksaan yang sistematik oleh badan kawalselia adalah penting untuk memastikan keselamatan reaktor, bukan sahaja ketika operasi dijalankan tetapi juga sekiranya berlaku kemalangan. Selaras dengan hasrat dan keperluan, IAEA dibawah rangka kerja oleh “$VLDQ� 1XFOHDU� 6DIHW\� 1HWZRUN� �$161�µ� AELB telah menjadi tuan rumah kepada bengkel serantau dalam Program Pemeriksaan Pengawalanseliaan untuk Penyelidikan Reaktor pada 18-22 Mei 2015.
Matlamat utama bengkel ini adalah untuk menyediakan maklumat praktikal dan membolehkan negara-negara yang mengambil bahagian meningkatkan kebolehan mereka untuk pengawasan pengawalseliaan penyelidikan reaktor, termasuk mewujudkan program pemeriksaan kawalselia yang berkesan. Bengkel tersebut juga telah menyediakan satu forum untuk para peserta berbincang dan berkongsi pengalaman mereka dalam bidang-bidang yang berkaitan termasuk kesan kemalangan Fukushima Daiichi, untuk aktiviti badan-badan kawalselia.
Ini juga untuk mengenal pasti teknik dan kawasan yang memerlukan penambahbaikan dengan mengambil kira kepada penyeliaan kawalselia, perlesenan, pematuhan lesen dan penguatkuasaan. Bengkel ini telah dihadiri oleh pegawai teknikal IAEA, pakar-pakar antarabangsa dan peserta dari Bangladesh, Indonesia, Filipina, Thailand, Vietnam dan juga Malaysia. Siri ceramah diikuti dengan perbincangan bersama para peserta mengenai tanggungjawab pihakberwajib, pemeriksaan dan proses penguatkuasaan untuk penyelidikan reaktor dengan kerjasama IAEA dan pakar-pakar antarabangsa telah merekabentuk dan disesuaikan untuk memenuhi keperluan Negara. Topik utama adalah seperti piawai keselamatan IAEA, kajian dan penilaian dokumen keselamatan, program pemeriksaan kawalselia, penggunaan pendekatan gred dalam aplikasi keperluan keselamatan IAEA. Ini berkaitan dengan pemeriksaan kawalselia untuk penyelidikan reaktor dimana ia disampaikan dan dibincangkan di dalam bengkel yang berlangsung selama 5 hari.
Bengkel tersebut telah mencapai objektifnya. Status dan aktiviti terkini penyelidikan reaktor di setiap Negara telah dibentangkan oleh wakil negara masing-masing. Bengkel ini menjadi platform yang baik kepada para peserta untuk bertukar maklumat dan berkongsi ilmu pengetahuan serta pengalaman demi keselamatan nuklear serantau. Semua peserta menyatakan penghargaan mereka kepada IAEA dan pakar-pakar antarabangsa serta Malaysia yang secara sukarela kerana menjadi tuan rumah.

AELB sekali lagi telah memainkan peranan penting dalam memperkukuhkan infastruktur peraturan negara berkaitan dengan keselamatan bahan radioaktif nuklear. Salah satu agenda utama ialah pembangunan dan penubuhan bersepadu nuklear yang komprehensif dan holistik yang dikenali sebagai “Integrated Nuclear Security Support Plan (INSSP)” bagi tempoh dari 2014 hingga 2017. Di bawah pelan itu, salah satu aktiviti yang terpenting ialah untuk menilai keselamatan negara dengan mengadakan misi “International Physical Protection Advisory Service or (IPPAS)”. Idea misi IPPAS ini diterima untuk mengkaji semula dan menilai situasi semasa Malaysia yang tidak menepati amalan dan piawai antarabangsa. Dalam usaha negara anggota bersedia mencapai misi, AELB dengan kerjasama IAEA telah menjalankan bengkel yang berkaitan dengan IPPAS bagi tujuan berkongsi pengetahuan dan pengalaman bersama pakar-pakar dan peserta dari pelbagai agensi kerajaan termasuk Polis Diraja Malaysia, Kementerian Kesihatan,Universiti Kebangsaan Malaysia dan Agensi Nuklear Malaysia. Sepanjang 3 hari bengkel ini berlangsung beberapa siri ceramah telah disampaikan. Perbincangan yang aktif di kalangan peserta dan pakar-pakar telah merumuskan secara bersama bagi memastikan Malaysia layak menerima misi IPPAS untuk tahun hadapan (2016). Dokumen IAEA Utama, INFCRIC / 225 / Rev.5 telah dikupas secara mendalam. Pada akhir bengkel ini, para peserta menunjukkan keyakinan dan faham tentang objektif dan fungsi IPPAS dalam menyediakan platform bagi menambahbaik keselamatan negara khususnya perlindungan À]LNDO� XQWXN� NHPXGDKDQ� EDKDQ� UDGLRDNWLI� GDQ�nuklear.

Di bawah program belanjawan Tambahan dibiayai IAEA-Norwagean, Malaysia telah dipilih untuk menjadi perintis projek dalam jangka masa 2 tahun. Ini untuk mewujudkan dan membangunkan keupayaan serta kepakaran dalam analisis keselamatan. Ia memberi tumpuan kepada “Probabilistic Safety Assessment (PSA) sebagai sebahagian daripada penyediaan sokongan dan komitmen negara untuk meminta satu janakuasa kawalan loji nuklear yang pertama pada tahun 2020. Projek ini secara amnya dibahagikan kepada 2 fasa dimana fasa 1 iaitu dari 2013 hingga 2014, telah disempurnakan 100%. Fasa 2 dilaksanakan dalam tempoh 2 tahun iaitu dari tahun 2015 hingga 2016. Dalam fasa ini, berdasarkan pencapaian projek PSA Tahap 2 peserta yang mahir Tahap 1 akan dibekalkan dengan kebolehan Tahap 2 sebagai input kepada perlaksanaan PSA Tahap 2.
Bagi mencapai matlamat ini, seramai 25 peserta tempatan dan 15 peserta dari Vietnam telah mengikuti praktikal Pemohonan Bengkel Berkebarangkalian Keselamatan Penilaian Tahap 2 selama 5 hari bertempat di Ibu Pejabat AELB. Bengkel ini memberi tumpuan kepada peningkatan pemahaman teori dan praktikal yang berkaitan dengan kaedah PSA Tahap 2 serta menghasilkan pemohonan penilaian keselamatan loji janakuasa nuklear.

Pada 8 hingga 15 Jun 2015, IAEA dengan kerjasama INTERPOL, FBI, Argonne National Lab (ANL), University of Central Oklahoma (UCO) dan CEA telah berjaya mengendalikan bengkel peringkat kebangsaan iaitu Bengkel Pengurusan Jenayah Radiologi

Peringkat Kebangsaan yang dikendalikan oleh AELB di Dengkil, Malaysia. Bengkel tersebut menyediakan peluang dan maklumat kepada 30 peserta tempatan dari pelbagai agensi kerajaan seperti Polis Diraja Malaysia, Agensi Nuklear Malaysia, Majlis Keselamatan Negara, Jabatan Bomba dan Penyelamat, SMART Team, Angkatan Tentera Malaysia dan Universiti Kebangsaan Malaysia. Matlamat bengkel ini adalah untuk mengukuhkan keupayaan pihak berkuasa yang berkaitan bagi memastikan operasi dan penyiasatan dilakukan dengan lebih berkesan pada tempat disyaki berlakunya jenayah penggunaan bahan radioaktif atau nuklear. Bengkel ini juga memperkenalkan kepada peserta tentang piawaian dan garis panduan antarabangsa yang berkaitan dengan prinsip, teknik dan latihan pengurusan jenayah radiologi dan nuklear. Di samping itu, bengkel ini bertujuan meningkatkan kerjasama pelbagai pihak di antara pegawai-pegawai penguatkuasa undang-undang, pakar forensik dan pakar-pakar radiasi.
Beberapa siri ceramah dan perbincangan khususnya dalam aspek teori seperti rangka kerja kawalselia, dan keselamatan radiasi terutamanya apabila menguruskan bahan nuklear dan sumber radioaktif. Latihan praktikal telah direka dan dijalankan untuk memberi tumpuan kepada kaedah mencari sumber PHODOXL�SURVHGXU�EHUEH]D��SHQJXPSXODQ�EXNWL��teknik dekontaminasi.

ASEANTOM disahkan penubuhannya sebagai sebuah entiti dalam Annex-1 di bawah ASEAN Political-Security Community (APSC) PHQHUXVL�$6($1�6HQLRU�2IÀFLDOV�0HHWLQJ�SDGD�2 September 2013. ASEANTOM berperanan sebagai organisasi bagi jaringan kerjasama di antara pihak berkuasa kawalselia nuklear bagi negara anggota ASEAN untuk perkongsian maklumat, amalan terpuji dan pengalaman serta bertindak sebagai platform untuk membincangkan isu berkepentingan bersama berkaitan keselamatan (safety), sekuriti (security) dan kawalgunaan (safeguards) bagi aktiviti nuklear serantau.
Mesyuarat Tahunan Ke-3 ASEANTOM telah dianjurkan di Alor Setar, Kedah pada 20 Ogos 2015 dan disertai oleh anggota ASEANTOM yang terdiri daripada wakil dari negara Malaysia, Kemboja, Indonesia, Laos, Myanmar, Filipina, Singapura, Thailand and Vietnam. Selain itu, pemerhati daripada ASEAN Secretariat, Joint Research Centre Commission of the European Commission (EC JRC), French Institute for Radiation and Nuclear Safety (IRSN) dan International Atomic Energy Agency (IAEA) juga turut hadir dan berkongsi maklumat

Lembaga Perlesenan Tenaga Atom (AELB) dan Majlis Keselamatan Negara (MKN) dengan kerjasama Jabatan Kastam Diraja Malaysia (JKDM), di bawah payung ASEAN Network of Regulatory Bodies on Atomic Energy (ASEANTOM) telah menganjurkan Program “Malaysia-Thailand Table Top and Field Exercise RQ� &RPEDWLQJ� ,OOLFLW� 7UDIÀFNLQJ� RI� 1XFOHDU� DQG�2WKHU�5DGLRDFWLYH�0DWHULDOV�DW�1DWLRQDO�%RUGHU·��Dengkil, Selangor dan Padang Besar, Perlis pada 17 – 21 Ogos 2015.
Program ini telah dihadiri oleh seramai 5 orang peserta dari Thailand serta pemerhati daripada 7 buah negara ASEAN iaitu Vietnam, Laos, Filipina, Kemboja, Indonesia, Myanmar dan Singapura. Penganjuran program ini membolehkan Malaysia, Thailand serta negara serantau yang lain dapat menilai tahap pelaksanaan kawalan sempadan masing-masing dalam memenuhi kehendak antarabangsa dan seterusnya memperbaiki kelemahan serta membuat perancangan di peringkat serantau.
Program ini telah berjaya mencapai objektif dan matlamat kawalan sempadan dengan mengaplikasi langkah bersesuaian dan praktikal dalam memenuhi keperluan kawalan penyeludupan bahan nuklear dan radioaktif di peringkat serantau dan antarabangsa
terutamanya di sempadan Malaysia dan Thailand.
Semasa majlis penutup, acara penyerahan peralatan pengesanan sinaran yang disumbangkan oleh pihak IAEA kepada kerajaan Malaysia telah diadakan secara rasmi. Malaysia telah menerima 100 unit Personal Radiation Detector (PRD) dan 19 unit Radionuclide ,GHQWLÀFDWLRQ�'HYLFH��5,'��\DQJ�DNDQ�GLDJLKNDQ�untuk kegunaan pasukan keselamatan negara di sempadan dan di pintu-pintu masuk negara bagi tujuan mengesan kemasukkan haram bahan nuklear dan radioaktif ke Malaysia.
Sumbangan IAEA ini adalah selaras dengan program keselamatan nuklear yang diselaraskan oleh AELB di bawah Integrated Nuclear Security Support Plan (INSSP) yang turut dibincangkan semasa Mesyuarat dua hala di antara delegasi Malaysia dan IAEA, Division RI�1XFOHDU�6HFXULW\�2IÀFH� SDGD� ���6HSWHPEHU�2014 semasa Persidangan Agong IAEA ke-58 berlangsung pada 22 hingga 26 September 2014 di Vienna, Austria.

AELB Short OverviewESTABLISHMENTParliament passed the Radioactive Substances Act 1968. Due to rapid development of atomic energy activities in Malaysia which requires more effective control, inspection and enforcement, the Atomic Energy licensing Bill was drafted. This Bill was passed by Parliament in April 1984 as the Atomic Energy Licensing Act (Act 304).
In line with Section 3 of the (Act 304), the Atomic Energy Licensing Board (AELB) was established under the Prime 0LQLVWHU¶V�'HSDUWPHQW�RQ���)HEUXDU\�������7KH�$(/%�DFWV�as an enforcement body for the implementation of the Act. However on 27 October 1990 the Board was place under the Ministry of Science, Technology and Innovation.

AELB is a department under the Ministry of Science, Technology and Innovation (MOSTI).The Board of the AELB as the relevant authority under Act 304 is responsible for advising the Minister of Science, Technology and Innovation who is in charge of the act and the Government of Malaysia on matters relating to the same act, controlling the uses of atomic HQHUJ\�� WKH� ERDUG� RI� $(/%·V� GHFLVLRQV� UHJDUGLQJ� SROLFLHV�� ÀQDQFLDO� PDQDJHPHQW� DQG�strategies are endorsed by the Minister of MOSTI who then guides the Secretary General at the ministerial level.
Led by the Director General, AELB operates through various divisions and branches with VSHFLÀF�UHVSRQVLELOLWLHV�LQ�OLFHQVLQJ��LQVSHFWLRQ�DQG�HQIRUFHPHQW��7KH�'LUHFWRU�*HQHUDO�RI�$(/%�LPSOHPHQWV�WKH�'HSDUWPHQW·V�UHJXODWRU\�SURJUDPPHV�DQG�DFWLYLWLHV�DQG�UHSRUW�WR�WKH�Secretary General of MOSTI.

Malaysia has conducted several practical training course related to nuclear security and safeguards with National Nuclear Security Administration (NNSA), Department of Energy since 2010. In conjuction with previous activity, VWUHQJWKHQLQJ�H[LVWLQJ�FR�RSHUDWLRQ�VSHFLÀFDOO\�LQ�WKH�ÀHOG�RI�VDIHJXDUGV�DQG�VHFXULW\�DUH�NHHS�maintain and enhance through Mock Exercise on Complimentary Access For Additional Protocol from 18 to 21 May 2015. A total of about 20 participant from relevant national authorities such as Malaysian Nuclear Agency, Ministry of Foreign Affair, Royal Malaysian Police and National University of Malaysia were undergo series of lectures hand mock inspection to declared facility with guidance from the experts. Joint team of experts respectively from Argonne 1DWLRQDO�/DERUDWRU\��3DFLÀF�1RUWKZHVW�QDWLRQDO�Laboratory (PNNL) and Brookhaven National Lab promulgated training programme and share their knowledge and technical skills delivered their lectures among participants. The main objectives of this workshop was to
introduce and give better understanding related to complimentary access implementation and management. Besides that, the workshop also facilitated strengthening national preparation towards implementation of Additional Protocol. The 5 days workshop covered introduction to CA and structured exercise custom to suit with national current situation at facility with employ several appropriate tools and techniques. Class room lectures introduced QDWLRQDO� VWDWXV� RI� $3� UDWLÀFDWLRQ� LQFOXGLQJ�3DUOLDPHQW·V� FRQVLGHUDWLRQ� RI� UHJXODWRU\�frameworks and series of table top discussion. A one day IAEA CA mock visit has been performed with co-operation with Malaysia Nuclear Agency (MNA) covering of actual element such coordination before, during and after inspection.
At the end, participant expected to familiar DQG� JDLQ� EHWWHU� XQGHUVWDQGLQJ� DQG� FRQÀGHQW�in relating implementation of complimentary access under the Safeguard Agreement, better coordination between relevant authorities and enable Malaysia to well prepared in term of regulatory, and technical aspect when Additional 3URWRFRO�LV�UDWLÀHG��

The Code of Conduct on the Safety of Research Reactors and the International Atomic Energy Agency (IAEA) safety standards requires comprehensive and systematic regulatory oversight throughout all stages of the lifetime of a research reactor. Therefore, there is a need to improve and enhance regulatory body capabilities in the oversight of research reactor. As a result establishment and implementation of systematic inspection programme by regulatory body is crucial to ensure safety of reactor not only during normal operation but also during accident. Align with intention and need, IAEA under framework of Asian Nuclear Safety Network (ANSN), AELB has hosted a regional workshop on Regulatory Inspection Programmes for Research Reactors from 18-22 May 2015.
The main goal of the workshop is to provide practical information to enable the participating countries to enhance their capabilities for the regulatory supervision of research reactors, including, in particular, establishing effective regulatory inspection programmes. The workshop will also provide a forum for the participants to discuss their national practices and to exchange their experiences related to the subjects covered, including the implications of the Fukushima 'DLLFKL�DFFLGHQW�IRU�UHJXODWRU\�ERGLHV·�DFWLYLWLHV��
as well as to identify good practices and areas that need improvement with regard to regulatory supervision, licensing, license compliance and enforcement.
The workshop was attended by IAEA WHFKQLFDO� RIÀFHU�� LQWHUQDWLRQDO� H[SHUWV� DQG�participants from Bangladesh, Indonesia, Philippine, Thailand, Vietnam and Malaysia as well. Series of lectures followed by discussion ZLWK� SDUWLFLSDQWV� RQ� DXWKRUL]DWLRQ�� LQVSHFWLRQ�and enforcement process for research reactor with joint IAEA and international experts was GHVLJQ� DQG� FXVWRPL]HG� WR� IXOÀOO� PRVW� QDWLRQDO�situation. Major following topics such as IAEA safety standards for research reactor, review and assessment of safety documents for research reactors, regulatory inspection programmes for research reactors and use of a graded approach in application of the IAEA safety requirements pertaining to regulatory inspection of research reactors were delivered and discussed during 5 days workshop.
The workshop sound achieved its objectives. Latest status and activity of reasearch reactor of each countries were presented by respective country representative and and provided a platform to participant to exchange information and sharing knowledge and experiences for the sake of regional nuclear safety. All participant expressed their appreciation to both IAEA and international experts as well as Malaysia due to voluntarily host the event.

AELB again has played its role to strengthen of national regulatory infrastructure related to security of radioactive and nuclear materials. One of the important milestones is on the development and the establishment of comprehensive and holistic Integrated Nuclear Security Supporty Plan (INSSP) for the period until from 2014 till 2017. Under the plan, one of the important activities to assess current security national regime is by conducting International Physical Protection Advisory Service or (IPPAS) mission. The idea to receive IPPAS mission is to review and assess of current national status of security regime in Malaysia incompliance with International practices and standards. In order for the state member to prepare for the mission, AELB with co-operation with IAEA has conducted a national workshop related to IPPAs aiming to share the knowledge and experiences between experts and national participants from various related authorities for instance Royal Malaysian Police, Ministry of Health, National University of Malaysia and Malaysia Nuclear Agency.
During the three-day workshop, series of lectures have been delivered and active participation during the discussion among participants and experts have formulated a collective understanding to ensure Malaysia is able to receive IPPAS mission for next year (2016). The main IAEA document, INFCIRC/225/Rev.5 was deeply referred and explained. At the end of this workshop, national participants VKRZHG� WKHLU� FRQÀGHQFH� DQG� HPERGLHG� WKH��of IPPAS objectives and functions in order to provide a platform to further improve the QDWLRQDO�VHFXULW\�UHJLPH�VSHFLÀFDOO\�RQ�SK\VLFDO�protection of radioactive and nuclear material facilities.
3UDFWLFDO� $SSOLFDWLRQ� :RUNVKRS�3UREDELOLVWLF� 6DIHW\� $VVHVVPHQW�/HYHO����$(/%��������0D\������
Under the IAEA-Norwagean Funded Extra Budgetary Program, Malaysia has been selected to implement 2 years time frame pilot project to establish and develop of national competency and expertise in safety analysis focusing on Probabilistic Safety Assessment (PSA) as apart of supporting national preparation and commitment to have 1st nuclear power plant post 2020. The project generally divided into 2 phases whereas 1 phase was from 2013 to 2014 which 100% accomplished and 2nd phase is implemented within 2 years from 2015 to 2016. In this phase, based on project milestone, 36$�/HYHO���ZLOO�EH�IDPLOLDUL]HG�DQG�SDUWLFLSDQWV�relatively reach certain level of applying PSA Level 1 result as an input in performing of PSA Level 2.
For this purpose about 25 local participants and 15 participants from Vietnam followed the workshop Practical Application Workshop Probabilistic Safety Assessment Level 2 for 5 days at AELB headquarters. The workshop mainly focus to enhance theoritical and practical understanding related to PSA level 2 method and result as well as application in safety assessment of nuclear power plant.

On 8-12 June 2015, IAEA with co-operation from INTERPOL, FBI, Argonne National Lab (ANL), University of Central Oklahoma (UCO) and CEA has successfully conducted a national level workshop known as National Workshop on The Radiological Crime Scene Management hosted by AELB in Dengkil, Malaysia. The workshop provided opportunity DQG� EHQHÀFLDO� WR� ��� ORFDO� SDUWLFLSDQWV� IURP�various authorities such as Royal Malaysian Police, Malaysia Nuclear Agency, National

The aim of the workshop is to strengthen the capability of relevant DXWKRULWLHV� WR� HQVXUH� HIIHFWLYH� DQG� HIÀFLHQW�RSHUDWLRQ� DQG� LQYHVWLJDWLRQ� VSHFLÀFDOO\� DW�crime scene where radioactive or nuclear PDWHULDO� LV� SUHVHQW� RU� VXVSHFWHG�� 7KH� ÀYH�days workshop introduced participants to international standards and guidelines which provide the principles and techniques and training during radiological and nuclear crime scene management. Furthermore, this world has enhanced collaboration and cooperation EHWZHHQ� UHVSHFWLYH� ODZ� HQIRUFHPHQW� RIÀFHUV��forensic experts as well as radiaton experts.
Experts conducted series of lectures and discussion focussing on theoretical aspects e.g regulatory frameworks and radiation safety especially when dealing with nuclear materials and radioactive sources. Further practical exercises has been designed and conducted focussing on methods of seeking sources with different methodology, evidence collection, and decontamination techniques.

ASEANTOM was an established entity in Annex-1 under Asean Political-Security Community (APSC) through ASEAN Senior 2IÀFLDOV� 0HHWLQJ� RQ� �QG� 6HSWHPEHU� �����$6($1720� IXQFWLRQV� DV� DQ� RUJDQL]DWLRQ�for networking cooperation between ASEAN members nuclear authorities for sharing information on good conduct and experiences and also acts as a platform to discuss common issues regarding safety, security and safeguards issues for regional nuclear activities.
The 3rd ASEANTOM meeting was held in Alor Setar, Kedah on 20th August 2015 and attended by members of ASEANTOM from Malaysia, Cambodia, Indonesia, Laos, Myanmar, Philippine, Singapore and Vietnam. This programme was attended by 5 participants from Thailand and 7 ASEAN nation observers namely Vietnam, Laos, Philippines, Cambodia, Indonesia, Myanmar and Singapore.This programme allows Malaysia, Thailand and the rest of the nation to appraise execution level in WKHLU�UHVSHFWLYH�ERXQGDU\�LQ�IXOÀOOLQJ�LQWHUQDWLRQDO�standard and to enhance weaknesses and to make regional planning.
This programme had achieved its objective and respective objective procedure by implementing suitable step and practical in order to meet anti-nuclear and radioactive smuggling activity in the region and and international especially in Malaysia and Thailand.
