WELCOME TO BCA ACADEMY
We are delighted to have you enrolled in BCA Academy. This handbook has been specially
prepared to assist students studying in our programmes.
Please refer to the important and useful information that we have put together in this
handbook. It covers administrative and assessment policies to code of conduct for students
attending courses in BCA Academy (BCAA).
While this handbook aims to provide references for your study in BCAA, please do not hesitate

BCA Academy, the research
and education arm of
Singapore’s Building and Construction Authority, provides skills, technical, supervisory,
professional and management training for building and construction personnel. The Building
and Construction Authority (BCA) is an agency under the Ministry of National Development.
BCA Academy offers a comprehensive range of programmes for the built environment,
including Masters and Bachelor degrees with well-known international universities, executive
development programmes, specialist diploma programmes, diploma programmes and skilled
training for workers.
The Academy serves as a national education centre to showcase new initiatives by BCA and the
industry in improving the built environment of the nation. The Zero-Energy Building was added
to the campus in October 2009 which serves as a live test-bed to green building technologies.
The latest additions, the Construction Productivity Gallery, Centre for Lean and Virtual
Construction and the BCA SkyLab were added in 2015-16 to enhance the learning experience of
our students. These facilities are dedicated towards our commitment in construction research,
process development and innovation which contribute towards improving the safety, quality,
sustainability and friendliness of the built environment.

1.1 FOUNDATION PROGRAMME (FP)
The Foundation Programme (FP) is a one-year programme with a practice-
oriented curriculum to better prepare Diploma bound students for entry into the
relevant BCA Academy Diploma programmes. FP students are given provisional
places in the Diploma programmes, subject to meeting the school’s progression requirements.

To be awarded the diploma, students are required to pass all courses and obtain a Cumulative
Grade Point Average (GPA) of at least 1.00.

2.1 PERIOD OF CANDIDATURE
I. DIPLOMA & ACCELERATED DIPLOMA OPTIONS
The candidature of the Diploma programmes is 3 years with 6 full- semesters.
The Accelerated Diploma Options (ADO) offer students options to complete their diploma
programme in a shorter period of 2 or 2.5 years.
The quality of the Diploma programmes via ADO route remains unchanged. The curriculum,
contact hours, and credit units needed for graduation are the same regardless of the
candidature of the Diploma programmes. The vacation period (or inter-semester) between
the full-semesters will be used to conduct classes/courses for students taking the Accelerated
Diploma Options. All students will take the same number of courses during full-semester.
Accelerated Diploma Options (ADO)
ADO is open to students with reasonable results, especially those who are highly driven and
willing to work hard throughout his/her candidature. The application period is in the middle of
the full semester (full details will be published via the Student Portal).
Please note that application does not guarantee a placement in the Accelerated Diploma Options
class. The School reserves the right not to offer the class.
II. MAXIMUM CANDIDATURE
The duration of the maximum candidature for Foundation & Diploma programmes is as

2.2 STUDENT PROGRESSION
I. FOUNDATION PROGRAMME (FP)
The progression criteria of a Foundation Programme (FP) to the Diploma programme is
as follows:-
PROGRESSION REQUIREMENTS
Progression to a Diploma programme of Student’s choice
Students must pass all five core courses for the specific Diploma programme of their choice AND two additional non-core courses.
Progression to a Diploma programme selected by the BCA Academy
(For students who do not meet the requirements for entry into a programme of their choice.)
Students can be progressed, at the discretion of BCA Academy, to any other Diploma programmes as the Academy deems suitable, with a minimum pass of any nine of the 13 courses.
Students should strive to pass all their courses. Nonetheless, students who fail two or more
courses in their first semester can be permitted to proceed to the next semester of study and to
re-take the failed course(s) at the discretion of the school. Students may re-take the failed
course(s) in the following semester or repeat the entire semester.
Students who fail to meet the progression criteria at the end of the one-year programme may
be allowed to repeat the FP on appeal, and may be imposed such conditions by the Academy as
it deems fit and necessary.
DISMISSAL FROM FOUNDATION PROGRAMME
Students are allowed, at the discretion of the school, up to three (3) re-takes for each course within two
years from date of enrolment into FP. Students will be dismissed from the programme if they fail to pass
the necessary courses to meet the progression criteria after three failed re-takes.

II. FULL TIME DIPLOMA PROGRAMME
Details on progression for diploma programme is as follows:-

*Students are to play a proactive role in checking when the assessment is available. Students
who failed to take the assessment when it is offered could be deemed as failing the course.
DISMISSAL FROM DIPLOMA PROGRAMME
Students are allowed a maximum of 3 attempts to pass each course, failing which the student will
be dismissed from the programme.
Students who achieve cumulative GPA of less than 1.00 in 3 consecutive semesters may be
considered for dismissal from the programme.
Please note that International students, who are dismissed, will have their Student Passes
cancelled.
[ADO] Accelerated Diploma Option Progression
For ADO, where 2 Inter-semesters of Year 2 courses is equivalent to 1 full Year 2 semester,
students who fail two or less courses in one inter-semester will need to take supplementary
assessment for the failed courses. Students who fail three or more courses in both inter-
semesters will have to repeat when the courses are offered during the next full-semester and
revert to 3 year candidature.

2.3 GRADE POINT AVERAGE (GPA)
The Grade Point Average or GPA represents a student’s standing in the diploma programme. It
allows students to keep track of their academic performance throughout the course of study.
Under this system, workloads are expressed in terms of credit units. Generally, every 15 hours
of lesson translates to 1 credit unit. Please note that the course on ‘Industrial Attachment/Final
Year Project’ carries a fixed credit unit and does not follow the usual credit unit computation.
Academic performance is measured by grade points on a 4-point scale
The GPA grading system applies only to students of diploma programmes who are enrolled to
Year One from academic year 2008 onwards. The GPA grading system does not apply to students
in the Foundation Programme.

Please note that some courses are excluded from the calculation of Cumulative GPA. In addition,
students who are exempted from course(s) would not have the exempted course(s) used in the
computation of their Cumulative GPA.
2.5 REMOVAL FROM COURSE OF STUDY
Students will be removed from the programme based on the following:
• Fail to complete their studies within the duration permitted; or
• Fail to pass a course in 3 attempts (for Foundation Programme and Diploma Programme) ;
or
• Obtain a cumulative GPA of less than 1.00 in 3 consecutive semesters (only applicable to
full time diploma programme); or
• Fail to meet the minimum attendance requirement (75% for local students and 90% for
international students); or
• Misconduct or contravention of school rules or statutory laws.
2.6 REPEAT OF ACADEMIC YEAR/SEMESTER
I. FOUNDATION PROGRAMME (FP)
Students who want to take up the BCA Academy Diploma programme but fail to meet the
progression requirements (see Section 2.2), are required to repeat the one year FP
programme.
Students are required to submit their appeal to repeat within the deadline given by the school.
Appeals are at the discretion of the school and may be subject to conditions. Students are only
allowed to repeat the FP programme once.
Students who fail to meet the progression criteria and did not submit an appeal OR who were
not successful in their appeals will be officially dismissed by the school.

II. FULL TIME DIPLOMA PROGRAMME
Students are required to repeat a semester / academic year if they fail more than two courses
in that semester. During the repeat of a semester / academic year, students MUST attend and
pass all courses, failing which they will be removed from the programme.
2.7 COURSE NOTES & ASSESSMENTS
I. COURSE NOTES
The Academy is moving towards e-learning and adopting sustainable practices. All course
notes/materials will be uploaded onto the Student Portal. You are encouraged to have your
own laptop during the course of studies. (See Section 3.9 for info on accessing the Student
Portal)
II. COURSE ASSESSMENT (TESTS, ASSIGNMENTS, EXAMS)
Students will be assessed through course work, tests and/or examinations. The course work
may be in the form of tests, written assignments, or project work (either individual or group
work). Examinations will be conducted at the end of each semester. (See Section 3.8 for
details on Course Results)
Students are to submit their assignments and/or class project to the respective lecturer by the
submission deadline. Any late submission without prior approval by the lecturers may result in
deduction of marks or failure.
A request for an extension of time, detailing the mitigating circumstances and accompanied by
relevant supporting evidence must be submitted to the lecturer ONE WEEK before the
submission date. Any request after the stipulated date will not be accepted.
PLAGIARISM POLICY
Plagiarism refers to a process of presenting other people‘s work as your own without
referencing it. The Academy takes a stern view of plagiarism and students may be subject to
disciplinary action. The following acts will be classified as plagiarism:
• Copying and submitting another person’s work, in part or in whole as your own.
• Allowing someone else to copy your work and submit it as their own.
• Paraphrasing from books or other publications without acknowledging the source.

• Getting someone to produce the work on your behalf and submitting it as though it is your
work.
• Writing and submitting works on behalf of others.
You are expected to properly acknowledge the author or the original source when completing
assignments using the APA Style of Referencing. The penalties for students who commit
plagiarism will be dealt with in accordance to the following guidelines:
First Offence during student’s candidature
Student will be given a first warning and will be allowed to re-submit their project/assignment.
The project/assignment will be marked a grade lower.
Second Offence during student’s candidature
A second warning will be given to the student. Student will be given a zero mark for his/her
project/assignment.
Third Offence during student’s candidature
The student may have to appear before the Disciplinary Board and may face suspension or
expulsion from the programme.
In the event of any such withdrawal, suspension or expulsion, there will be no refund of course
fees.
EXAMINATION RULES
Students who breach any examination rules during assessment (test and examination) will be
penalized. They may be debarred from the examination and deemed to have failed the course
or the entire programme or be terminated from their studies.

2.8 COURSE EXEMPTIONS
All applications for course exemptions are subject to the Academy’s approval. Any request for
course exemption shall be accompanied by the relevant certifications and/or documentary
evidence and shall be submitted via the Student Services Centre within the timeframe
announced by the Academy.
Course exemptions are only valid for ONE (1) Semester and are non-transferable across
Semesters. Transfer or Repeat students are required to reapply for course exemptions.
2.9 COURSE FEEDBACK/EVALUATION
Course evaluation or feedback is conducted during the semester. Students are encouraged to
give constructive feedback on the lecturer, course administration, facilities and course materials
in the evaluation form.
Please note that any comments and suggestions will be treated in the strictest confidence and
is purely to assist us in the continual improvement of the Academy/Programme/Course.

3.1 ATTENDANCE
Local students must achieve an overall attendance of at least 75% in any month of study.
Students who do not meet the minimum attendance may be removed from the programme of
study.
International students must achieve an overall attendance of at least 90% in any month of
study (as per ICA’s requirements). Students who do not meet the minimum attendance may
be removed from the programme of study and have their Student Pass cancelled.
Absence from class must be supported by proper documents. See section 3.2 for requirements
and submission procedures of Medical Certificates and Leave of Absence (LOA).
If a student has accumulated any approved leave equivalent to more than 40% of the entire
programme duration, the student may be liable to repeat the entire programme at the
discretion of the Academy. In such event, no refund can be made for the current semester and
student is liable to pay the full programme fees for the same semester when it is available.
Punctuality is required for every lesson; students arriving 15 minutes after lesson
commencement will be considered late. Students arriving after 50% of lesson time has passed
will be considered absent.
3.2 MEDICAL CERTIFICATES AND LEAVE OF ABSENCE (LOA)
I. MEDICAL LEAVE
Absence from class due to medical reason must be supported by a medical certificate from
medical practitioners registered with Singapore Medical Council. The document must be
submitted to the Academy via Student Services Centre within 5 working days from the first
day of return. Documents submitted after the deadline will not be accepted.
Students who are absent from Continuous Assessment (CA) tests and examinations with
medical reasons must submit the medical certificate within 3 working days after the exam
date. The medical certificate should be issued by government doctors or medical practitioners
registered with the Singapore Medical Council and it should state that the student is unfit to
sit for test/examination.

Students who miss a CA (e.g. test/quiz/presentation) must present their medical certificate to
the lecturer to sign and update their CA records before submitting the medical certificate to
the Student Services Centre.
For CA, a maximum of ONE (1) MC per student per course will be accepted. MCs submitted for
subsequent tests/quizzes for the same course will not be taken into consideration and zero
marks will be awarded for the subsequent missed test/quiz.
Students who miss an examination must submit their valid medical certificate, together with
the examination MC form to the Student Services Centre within 3 days after the examination
date.
Supplementary Examination
A supplementary examination may be arranged for students who have submitted a valid
medical certificate within the stipulated period. The Academy will inform the eligible students
on the details of the supplementary examination. The supplementary examination may be
scheduled within 2 weeks from the last day of the semester examination.
Students who fail to sit for the supplementary examination will be deemed to have failed the
course.
General Health Condition
Students are advised to inform the Academy if he/she has special needs or medical conditions which the Academy should be aware of so as to create a better learning environment for the student. This includes students with chronic heart or lung disease.
II. LEAVE OF ABSENCE (LOA)
Students can apply for leave of absence for the following reasons:
• In-camp training;
• Representing Singapore in competitions; or
• Demise of an immediate family member.
Students are to download the LOA form from the Student Portal and submit the completed
form to Student Services Centre. Completed forms must be attached together with the
relevant original supporting documents.

Granting of LOA is at the sole discretion of the Academy. Students must submit their forms 5
days before the first day of LOA. In the event of unforeseeable absence, students must submit
the document within 5 working days from the day of absence.
Students who are absent from CA tests and examinations without valid reasons will be awarded
zero marks for the respective course.
3.3 IMPORTANT INFO FOR INTERNATIONAL STUDENTS
IMMIGRATION & CHECKPOINT AUTHORITY (ICA) RULES
International students are reminded that the Student’s Pass will be revoked by
ICA unless they adhere to the following rules:
• International Students must not miss classes consecutively for seven days;
• International Students must attend 90% of classes in any month of study. Absence from
class must be supported by proper documents such as medical certificate from a Singapore
registered doctor. The document must be submitted to the Academy within 5 working
days from the first day of return. Documents submitted after the deadline will not be
accepted.
• International Students must not engage in any activity (e.g. employment) that may
contravene the conditions for granting a Student Pass (including those stated in the
Student’s Pass application form, In-principle Approval letter and Student’s Pass card).
For avoidance of doubt:
• International Students are NOT ALLOWED to take up any part-time or full-time
employment while holding a Student Pass.
• An international student is only permitted to attend the programme after approval of his
Student Pass has been given by ICA.
• International Students are only permitted to attend the programme at the Academy as
stated in their Student Pass.
• International Students must surrender their Student Pass for cancellation within seven
days from the date of cessation or termination of their studies.
Please note that cessation or termination of studies will lead to a cancellation of Student
Pass.

To withdraw from a Foundation Programme or Diploma Programme, students have to inform
the Academy officially in writing via the Student Assistance Form. Students can request for a
record of enrolment when the withdrawal has been approved by the school.

To withdraw from ADO, students are required to inform the Academy officially in writing via the Student Assistance Form. The last date for withdrawal is at the end of 3 weeks from ADO inter-semester commencement. Should the student choose to withdraw after the stipulated timeframe, the student’s results for the inter-semester will be recorded as failed.
3.5 DEFERMENT
To defer from the diploma programme, please inform the Academy officially in writing via the
Student Assistance Form. A programme deferment charge will be imposed and the application
for deferment is subjected to the Academy’s approval.
Please note that for the full time diploma programme, the 6-year time frame to complete the
programme will still apply even if the deferment is approved. For foundation programme, a 2-
year time frame to complete the programme will apply even if the deferment is approved.
Upon the student’s return from deferment, the continuation of the programme is also
subjected to the availability of training places. The programme deferment charge is imposed to
minimise last-minute deferment and to ensure that all training places offered are taken up.

3.6 CHANGE OF PROGRAMME
To change programme in the course of studies, students have to inform the Academy officially
in writing via the Student Assistance Form. Students may request for change of programme
within one week before the commencement of the semester or in the period stipulated by the
School. Students are only allowed to change programme after they have completed one
semester of their studies in the programme.

3.7 COURSE RESULTS / STATEMENT OF CERTIFICATION
The dates of the release of course results will be announced in the Student Portal. Students
will need to login to their [email protected] email account to check their result slip.
REVIEW OF COURSE RESULTS
Any request to review course results must be made within 5 working days from the day of
released results or any other dates as stated by the Academy. Request for review made after
the deadline will not be accepted. Request can be made through the review form downloaded

STUDENT PARTICULARS
Do note that the Academy will contact students based on the official email address and contact
details given by students.
Hence, students must inform the Student Services Centre immediately if there is any change in
their particulars. This is to ensure that the Academy can contact you on any matter or contact
your guardian/parents in the event of emergency.
The Academy will try its means to contact student/guardian/parent. However, at times when
contact details provided by student which resides in the Academy’s database is invalid, it would
be deemed that the Academy would have communicated the information to
student/guardian/parent.
STUDENT PORTAL
Students are to familiarize themselves with the Student Portal. Course notes,
lesson schedules, submission of assignments, etc will be through the Student
Portal. If students experience any issues with the portal, they may approach the
Student Services Centre.

STUDENT EMAIL ACCOUNT
All students will be assigned with a Student Portal account and a <combination of name & part
of student id> @bcaa.edu.sg email account for the purpose of communication. Students are
required to check the student portal and email account for updates, announcement, results and
any other communications from the Academy using the assigned account.
Please note your course results will be notified via your BCAA student email account.
Please note that all information would have been deemed communicated and read by student
when the information is sent by the Academy via email to student’s bcaa.edu.sg email.
USAGE OF PERSONAL DATA Please note that by being a student of BCAA, the student would have agreed to allow BCA to disclose to other government agencies and/or the Government or related third party any information relating to the student including but not limited to student’s personal particulars and test results. In addition, the student would have consented to BCA, BCA Academy, BCA’s employees and third parties authorised by BCA to contact student via his/her contacts (including email addresses and mobile numbers) to market future courses, seminars, conduct surveys, circulate publications (i.e. magazines, periodicals etc). If student wish to withdraw his/her consent to any use or disclosure of personal data as set out above, student may contact the SSC. Please note that if student withdraws his/her consent to any or all or disclosure of personal data, depending on the nature of your request, the School may not be in a position to continue to provide services to the student. Such withdrawal may also result in the termination of any agreement the student may have with the School.
3.9 Damage or Loss to Personal Belongings
The Academy will not be responsible for any damages / loss of students’ personal belongings
at all times whether in its premises or anywhere during any of the Academy’s organized
events.

3.10 CODE OF CONDUCT
The Code of Student Conduct is intended to provide a general overview of the behaviour and
standards expected for students of the BCA Academy.
As a student, you are expected to maintain and uphold the standards of integrity, embrace
diversity and mutual respect for one another, both within and outside of the school. You agree
to abide by the Academy’s Code of Conduct and comply with the following:
• All Code of Conduct, rules, regulations, procedures and guidelines or other terms and
conditions as stipulated by the Academy and Singapore Laws;
• To uphold and maintain academic honesty and integrity in your academic work. This
includes, but are not limited, to cheating, conspiring, plagiarising, giving or receiving
any unauthorised assistance in the submission of your academic work, or engaging in
any act that may compromise the integrity of the academic standards;
• Not to conduct in a manner which the school may regard as violating or breaching the
Code of Conduct. Misbehaviour includes any act(s) that may result in threats, harm,
compromise the rights of others and bring disrepute to the school and/or its student,
staff and school. Misbehaviour also refers, without limitation, to physical violence,
verbal or mental abuse, harassment, false allegation, false declaration, slander or
defamation committed against the Academy and/or its student, staff and school.
• To be held fully accountable and liable for your actions and deeds, and to accept
responsibility for consequences which may arise from violation or breach of the Code
of Conduct.

• Any other act, conduct or neglect which is prejudicial to
good order or discipline in the school or is likely to bring
the school into disrepute.
A Disciplinary Board of Enquiry will be
convened to hear and investigate cases of
serious misconduct. The decision of the
Disciplinary Board of Enquiry is final and
appropriate penalties will be meted out.
One or more of the following penalties

CRIMINAL OFFENCES
Student convicted of any criminal offence outside the school that will or is likely to bring
disrepute to the school, the school may consider the investigation report of the Police and/or
any law enforcement authority, record of the court proceedings; and impose any penalties, the
school deems appropriate.

commencement of each Semester / Academic Year (or any other dates as
stated by the Academy).

4.2 BURSARIES, SCHOLARSHIPS/SPONSORSHIP
Besides providing the best education for its students, the Academy also seeks to help them with
their financial needs. The following scholarships and bursaries represent BCA Academy's
commitment to care for its students while at the same time molding them to be the best that
they can be.
BURSARIES
The Academy assists students who are Singaporeans with financial needs by awarding them
bursaries. The tenure for each bursary is one year. A student whose family has a gross monthly
household per capita income of $700 and below is eligible for the bursary. For more information
on the application, students can approach Student Services Centre for assistance.
SCHOLARSHIPS/SPONSORSHIP
The BCA-Industry Built Environment Diploma Scholarship / Sponsorship is a partnership
between BCA and industry firms to offer young people of high calibre an opportunity to take
up full-time diploma courses at the BCA Academy.
The scholarship/sponsorship is open to all Year 1 to Year 3 Singapore Citizen and Singapore PR
students with GCE "O"/"N" Level or ITE qualification. Year 2 foreign students may also apply for
the scholarship based on their Year 1 results.
Successful applicants will receive sponsorship throughout their 1-year foundation
programme/3-year diploma studies at BCA Academy (subjected to fulfilling requirements). For
FP, this sponsorship will continue into their 3-year full time Diploma Studies. Under this
sponsorship, students are given an annual allowance of S$7,000 per person with a 1-year bond
for every year of sponsorship. There is a minimum 2-year bond with the sponsoring firm.

During your course of study, you can make use of the Library located at BCA Academy, Academic
Tower Level 7. The opening hours are as follows:

Our Services
Students can make use of the Library from 9am to 7pm. However, full services of the Library are
available only from 9 am to 6 pm. From 9am to 6pm, the following services are available:
• Borrowing of books, standards and audio-visuals at the loan counter;
• Returning of items in person at the loan counter;
• Loan renewal of items at the loan counter or email [email protected] ;
• Reservation of library items (that are currently on loan to other users) at the loan counter;
• Request for assist from library staff to perform an online catalogue search and retrieval of
library items from the shelves;

5.5 STUDENT GROUP PERSONAL ACCIDENT INSURANCE
All full-time students are covered under the Academy’s Group Personal Accident insurance
which provides coverage for all school-approved activities (indoor and outdoor), including but
not limited to sports CCA, site visits during industrial attachments, learning journeys, community
