1. Organization / Functions & Duties.
The Sub-Division office headed by the Assistant Engineer has
branches Technical Section, Establishment, Account Section, Billing
Section, MRT Section. The Junior Engineers are assigned field Areas
to maintain un-interrupted power supply and development works.
Organization chart is displayed.
Function and Duties
1) The main duty of Electricity Department, Diu is Providing
uninterrupted power supply to entire Diu District by receiving
power and distribution though out the Diu Distinct with operation
& maintenance of 66/11 KV substation at Malala and HT/LT
distribution network for round the clock basis. The field staff are
deployed at various complain centers i.e. Diu, Ghoghla
Vanakbara, Malala, Bucharwada, Nagoa and Fudam.
2) The Electricity Department, Diu is following I.E. rules , 1956,
Electricity act 2003 and JERC (Distribution codes) regulation ,
JERC Electricity supply code regulation and other relevant rules
& Acts.
3) Electricity Department Diu carryout survey for new Electrical
network, routine and break down maintenance of existing
electrical network. Electricity Department's duty is to maintain
existing distribution network and construction of new additional
lines/network considering future load growth. Preparation of
estimates for HT/LT lines over head and underground lines,
Assistant Engineer grants technical sanction to the estimate
within power of him. If estimates exceeds then the same is
being sent to Division office for technical sanction by Executive
Engineer for further process i.e. tendering etc.
4) Supervision, Construction/erection of new LT and HT
lines/transformer center, HT & LT underground cable laying,
replacements/ repairing of faulty equipment/parts, strengthening
and of Electrical network & renovation of network by adopting
new advance technologies.
5) Meter reading, preparation and distribution of energy bills
(monthly basis) to all consumers of the Diu District. Collection of
revenue through this bills are done at various collection centers
at Ghoghla, Diu, Vanakbara, Malala, Gandhipara, Bucharwada.
6) Receiving applications for new Electrical connection of all
categories & releasing of the same. Upto applied load of 10KW
the connection are processed at Sub-Division level. Whereas
beyond 10KW applications are sent to Division office for further
process. The Sub-Division carryout Testing of meters &
replacement of faulty meters.
7) As per request of higher authorities at present Sub-Division has
been carrying out maintenance of tourist spots illumination &
street lights. Erection of solar street lights / on Grid solar pannel
at various places in Diu District is done as per latest
technological trend. As per request of the other department Sub-
Division carries out electrical works like street lights, erection of
HT/LT lines on deposit basis.

The Divisional officer, Daman as the primarydisbursing officer of the Division is responsible notonly for the financial regularity of the transaction ofthe whole division but also for the maintenance o f theaccounts of the transactions correctly. He is, thereforerequired to take the necessary steps for obtaining cashfor the works under his control to keep accounts and tosubmit them punctually to the Audit officer under therules for the time being in force. He is responsible forarrangements for account keeping, in which matter hewill be assisted by his Divisional Accountant, and hemust see that his accounts are posted from day to dayand that the Accountant carries out his duties regularlyand punctually. The responsibility for the correctnessin all respects, of the original records of cash andstores receipts and expenditure as all for seeing thatcomplete vouchers are obtained rests with theDivisional officer, who will before submitting themonthly accounts carefully examine the books, returnsand papers from which the same are complied.
3) THE PROCEDURE FOLLOWED IN THE ^c-cE
DECISION MAKING PROCESS , INCLUDINGCHANNELS OF SUPERVISION ANDACCOUNTABILITY
The execution of the work order is being carried out basically through
the sub-divisions which is a basic unit at field responsible for faithful
execution of the said work order. The execution works are being supervise
throughout its duration by its supervisors under the instructions of the
concerned Junior Engineers. The Junior Engineers and the Assistant
Engineer, who also, visit the site of work for checking and inspection as and
when required for efficient and economical execution of the quality work.
This quantity of work done is measured, recorded by the Junior Engineer
and checked from time to time at different stages by the Assistant Engineer
as stipulated under the CPWD Manual Vol. II
Soon after the Physical completion of the woks/schemes, the works or
schemes are being handed over to the concerned department for their use in
case of Electricity Department, works/schemes; the same are commissioned
to put for public use.
The expenditures on account of aforesaid execution of works/schemes
are dully being accounted and the accounts are being maintained and up-kept
in the Accounts Branch of the Division office and the same are also being
submitted to the Assistant Accounts Officer. These Accounts are also being
audited by the Auditors from C.A.O./R.A.O., Mumbai.
4) THE NORMS SET BY IT FOR THEDISCHARGE OF ITS FUNCTIONS.
The Electricity Department, Diu is adhering and following the CPWDManual Vol. I in respect of Establishment related matters, CPWD ManualVol. II in respect of works related matters, CPWD Manual Vol. III in respectof work-charged establishment and CPWD Technical Specification inrespect of Execution of works, CPWD Departmental code in case of dutiesand functions of the Department and CPWD Accounts Code in relation tothe maintenance and up-keepment of the work Accounts.
