PREFACE
This Standard was prepared by the Joint Standards Australia/Standards New Zealand
Committee CS-086, Burning Behaviour of Textile Products, Floor Coverings and Furniture,
to supersede AS/NZS 1249:2003.
This Standard incorporates Amendment No. 1 (November 2014). The changes required by
the Amendment are indicated in the text by a marginal bar and amendment number against
the clause, note, table, figure or part thereof affected.
This edition contains a number of significant changes. The flammability tests and trim
requirements have been rationalized and reduced. A new cautionary label has been
introduced. Other changes have been made to improve and clarify some parts of the
Standard that were considered confusing and to provide users with a more workable
document.
Key changes made in this edition include:
(a) The types of garments to which this Standard applies are listed in Clause 0.2 and
there is now no separate definition of nightwear.
(b) Flame spread tests for Category 1 have been streamlined.
(c) A new test for the hazard of molten material has been developed and included in
Category 1.
(d) Several trim types have been deleted from trim requirements.
(e) Trim requirements for Categories 1 and 2 are now the same.
(f) If trim fabric itself passes the flame spread and surface burn requirement, then its use
is not restricted.
(g) All-in-one garments that were the subject of Category 3 have been excluded from the
Standard altogether if they have no nap or pile.
(h) The Low Fire Danger label for Categories 1, 2 and 3 has been replaced with a new
cautionary label that includes the flame symbol.
(i) Cellulosic, acetate and acrylic fibres in Category 4 requirements have been
substantially simplified.
(j) Label specifications are located within each category.
(k) Loose tie shoulder straps may not be used for Category 2.
(l) Blankets and towels that incorporate an arm hole or sleeve can be categorized as
Category 4 garment if they meet the requirements.
(m) Where products are offered for online sale, clear and legible fire hazard information
shall be provided as part of the online image and product description.
(n) Rationales are now provided in the new Appendix C.
Refer to Appendix D for a more expansive list of key changes.
When it is intended to sell children’s nightwear garments in Australia and New Zealand,
national consumer regulations apply in addition to the requirements of this Standard.
Garments that do not meet the requirements of any of the Categories specified in Table 0.1
are considered to be very highly flammable, and therefore do not comply with this
Standard.

Some daywear garments have been included in the Standard because of the difficulty of
distinguishing between daywear and nightwear for these items.
Many flame burns suffered by children involve flammable liquids. Garments complying
with the requirements of this Standard may give little or no protection against burns where
flammable liquids are involved.
The terms ‘normative’ and ‘informative’ have been used in this Standard to define the
application of the appendix to which they apply. A ‘normative’ appendix is an integral part
of a Standard, whereas an ‘informative’ appendix is only for information and guidance.

S E C T I O N 0 S C O P E A N D G E N E R A L
0.1 SCOPE
This Standard specifies design, flammability performance and labelling requirements for
four Categories of children’s nightwear garments, together with some daywear/underwear
items that may be commonly used as nightwear (e.g. boxer shorts and size 00–2 knitted
all-in-ones with pile or nap).
NOTE: There are some garments which will not meet the requirements of any of the categories in
this Standard and therefore cannot comply with this Standard.
0.2 APPLICATION
0.2.1 General
This Standard applies to nightwear and limited daywear garments in sizes ranging from
00 to 14, based on the size number scheme set out in AS 1182.
NOTE: Where a style includes sizes that are partially captured by this Standard, with some sizes
falling outside the scope of this Standard, it may be practical to apply flammability labels to all
sizes of garments to avoid potential labelling errors in production.
0.2.2 Inclusions
This Standard applies to nightwear and limited daywear, including—
(a) pyjamas (whether sold as top and bottom together or as nightwear separates);
(b) size 3–14 knitted nightwear all-in-ones;
(c) size 00–14 woven nightwear all-in-ones;
(d) predominantly knitted all-in-one garments in the size range 00–2 made from fabrics
that have a pile or nap, or include fabrics with a pile or nap;
(e) nightdresses and nighties;
(f) nightshirts;
(g) dressing gowns;
(h) bathrobes;
(i) boxer shorts of a loose style commonly used as nightwear;
(j) infant sleepbags with sleeves or arm openings; and
(k) blankets and towels that incorporate a sleeve or arm opening.
0.2.3 Exclusions
Garments excluded from this Standard are—
(a) knitted all-in-ones up to and including size 2 that are not made from fabrics with a
pile or nap and do not include fabrics with a pile or nap;
(b) woven all-in-ones for daywear;
(c) knitted trunks or boxer shorts in form fitting styles, commonly worn as underwear;

(d) tee-shirts, singlets, track tops and similar where they are not sold as nightwear and
are not a component of a nightwear set;
(e) track pants, leggings (with and without feet), shorts and similar where they are not
sold as nightwear and are not a component of a nightwear set;
(f) towels and blankets that do not incorporate a sleeve or arm opening;
(g) headwear, footwear and handwear;
(h) infant sleepbags without sleeves or arm openings;
(i) sleeping bags in all sizes, as typically used for camping;
(j) baby wraps and swaddles; and
(k) detachable capes, hoods, wings, tutus and similar costume accessories.
0.3 OBJECTIVES
The objectives of this Standard are to—
(a) provide criteria to assess and classify the fire hazard of children’s nightwear and
limited daywear garments; and
(b) provide a system of hazard labelling of garments for the purposes of—
(i) informing consumer choice; and
(ii) communicating the risk associated with different garments.

0.5 DEFINITIONS
For the purpose of this Standard, the definitions below apply.
0.5.1 Acetate fibre
Secondary cellulose acetate or cellulose triacetate.
NOTE: Secondary cellulose acetate has less than 92% but at least 74% of the hydroxyl group
acetylated. Cellulose triacetate has at least 92% of the hydroxyl groups acetylated.

0.5.2 Acrylic fibre
Fibre formed of linear macromolecules comprising at least 85% (by mass) of the
acrylonitrilic pattern in the chain.
0.5.3 All-in-ones
Garments designed to be joined at the crotch or permanently joined at the crotch, which
cover the torso from at least the crotch to the chest and which may include sleeves and legs.
Examples of these garments are known as onesies, shortalls, blanket sleepers, jumpsuits,
coveralls, romper suits, stretch and grows, gro-suits and overalls.
0.5.4 Applique
A decoration made by cutting pieces of one material and applying/stitching them to the
surface of another on all edges.
0.5.5 Basque
A continuous band of knitted ribbing, elasticized fabric or elastic on the neck, waist, or cuff
or hems of garments, designed to fit the body.
0.5.6 Cellulosic fibre
Either—
(a) a natural cellulosic fibre (e.g. cotton, linen); or
(b) a regenerated cellulosic fibre (e.g. bamboo, cupro, viscose or modal or other process
including deacetylation).
0.5.7 Edge trim
A trim (other than self-fabric) with a free-edge that is attached at an opening or side seam
of the garment (other than neck or pants waistband).
0.5.8 Fabric
A woven, knitted or non-woven textile material in the form of single or multicomponent
(coated, quilted and multilayered sandwich construction and similar combinations)
materials.
0.5.9 Flame spread time
The time taken by a flame on a burning material to travel between the first and third marker
threads when tested in accordance with ISO 6941:2003, Procedure A (Surface ignition).
0.5.10 Free-edge trim
A trim (including self-fabric) with at least one edge that is not attached or stitched directly
onto the garment.
0.5.11 Loose attachments
Narrow attachments to garments that are loose from the point of attachment.
For example, a tie or bow (but not a functional draw cord or belt).
0.5.12 Melt/drip test
Test conducted to determine the melt and drip properties of a fabric when exposed to a
flame in accordance with Clause 1.3(b) of this Standard.
0.5.13 Nap
Fabric with a raised or brushed surface. For example flannelette, polar fleece.

0.5.14 Neck attachment
Collar, hood, frill or similar.
0.5.15 Pile
A fabric with a raised surface that may be cut or looped. For example velour, terry
towelling or coral fleece.
0.5.16 Predominantly
50% or more of the total area of the garment.
0.5.17 Placement print
A print that is placed directly onto a finished garment or onto a fabric panel prior to sewing
into a garment.
0.5.18 Self fabric
A fabric of the same fibre content, construction and mass per unit area (g/m2) as the base
fabric of the garment it is attached to but not necessarily the same colour or print design.
0.5.19 Split
An opening from a garment edge, with one end permanently closed.
0.5.20 Surface burning time
The time required for the pile or nap of a fabric to burn to the reference mark when tested in
accordance with ISO 10047:1993. It is expressed as the minimum value of a number of
determinations made during testing of the fabric.
0.5.21 Trims
Attachments to the base fabric or garment such as—
(a) ribbon;
(b) bows;
(c) lace;
(d) edge trim and edge frills (excluding self-fabric and basques);
(e) free-edge trims and free-edge frills (including self-fabrics);
(f) pips, tabs; and
(g) similar ornaments.
0.5.22 Non trims
The following items are NOT considered to be trims:
(a) Basques.
(b) Belt loops.
(c) Functional belts and draw cords at the waist with or without tassels.
NOTE: Functional belts and draw cords can reduce flammability (see Appendix C).
(d) Elastic.
(e) Embroidery.
(f) Buttons, including fabric covered buttons.
(g) Zippers.
(h) Soling material used in garments with integral shoe pads.

(i) Detachable bibs.
(j) Hanger loops/tapes.
(k) Waistbands.
(l) Edge trim and edge frills made from self-fabric.
(m) Appliques, pockets, and inserts without a pile or nap made from any fabric.
NOTE: Fabrics with a pile or nap are covered under the relevant clause of each category.
(n) Placement prints.
(o) Internal fabrics e.g. facings, pocket bags, in self and different fabrications.
0.5.23 Waistband
A band at the waist, for example at the top of pants or on all-in-ones. It may be covered or
uncovered.
0.5.24 Yardage print
Printing that is applied to continuous lengths of fabrics.
0.6 CLASSIFICATION
For the purpose of this Standard, the garment categories shall be as set out in Table 0.1.
Examples of the fire hazard information labels are shown in Table 0.1 for information only.
Labelling requirements for the four categories are set out in Clauses 1.5, 2.8, 3.3 and 4.8.
0.7 PYJAMA CATEGORIZATION
Each piece of a pyjama shall be assessed separately. All pyjama items shall then be labelled
according to the highest category rating of any item.

S E C T I O N 1 C A T E G O R Y 1 G A R M E N T S
1.1 SCOPE OF SECTION
This Section covers requirements for garments made from fabric of a low fire hazard type.
These may include infant sleepbags. These requirements are—
(a) burning behaviour requirements for fabrics (see Clause 1.3);
(b) requirements for trims (see Clause 1.4); and
(c) the label to appear on the garment (see Clause 1.5).
1.2 GENERAL
The following shall apply:
(a) Garments using fabrics that fail to meet Clause 1.3(c) ‘Surface burn’ requirements
will not meet the requirements of any category in this Standard.
(b) Garments using fabrics that meet Clause 1.3(a) ‘Flame spread’ requirements that then
do not comply with Clause 1.3(b) ‘Melt/drip’ requirements or Clause 1.4 ‘Trims’
requirements may be classified as Category 4 compliant and shall be labelled
according to that category.
1.3 BURNING BEHAVIOUR REQUIREMENTS FOR FABRICS
Fabrics for children’s nightwear that are classified as Category 1 shall have the following
burning behaviour:
(a) Flame spread time
When tested in accordance with ISO 6941:2003, Procedure A (using a 10 s surface
ignition time), the mean flame spread time between the first and third marker threads
shall be 12 s or greater and no one determination of the time to burn a test specimen
shall be less than 10 s. These requirements shall be met before and after washing in
accordance with Appendix A.
Three specimens from a fabric shall be tested in warp/length direction, or, three
specimens from a garment shall be tested in the length direction of the garment.
Where specimens are sampled from a garment, they shall be cut to include any trims
therein. Apply the flame to the bottom face of the test specimen with the specimen in
the orientation that would appear in the garment.
Where there is insufficient length of sample to cut test specimens in one piece, not
more than three pieces per specimen, cut in the same direction, may be joined with a
single needle seam. Seams shall be prepared using 25 Tex corespun polyester/cotton
sewing thread, 0.75 mm approximate diameter needle, 1.8 mm length of stitch,
14 stitches/25 mm.
Providing the minimum burn time is 10 s or greater, if two or more specimens do not

(b) Melt/drip testing
When exposed to a heat source, some fibres commonly used in nightwear garments
melt and drip, creating a significant burn hazard.
Fabrics or garments shall be tested to identify their melt/drip properties. The
melt/drip test is conducted in conjunction with the flame spread test [Clause 1.3(a)].

To identify the melt/drip properties of a fabric, a layer of filter paper is placed
150 ±10 mm below the lower edge of the test specimen during the flame spread test.
The filter paper shall comply with the following specification:
Area specific mass: 60 g/m2 to 100 g/m
2
Size: ≥ (150 mm × 100 mm)
Thickness: 0.15 mm to 0.25 mm
Alpha cellulose fibre content: ≥95%
If, during flame spread testing, any specimen exhibits any melt/drip property
sufficient to ignite the filter paper and cause it to burn a length of 20 mm in any
direction from the point of impact, the sample shall be deemed to have failed the test,
and cannot be classified as a Category 1 garment.
(c) Surface burning requirements for fabrics with a pile or nap:
For fabrics with a pile or nap, the following shall apply:
(i) Where fabrics with a pile or nap are used on the outside of a garment, either—
(A) the area of pile or nap shall be within the limitations specified in
Table 1.1; or
(B) the fabric shall meet the surface burning time requirements of
Clause 1.3(c)(iii).
(ii) Where fabrics with a pile or nap are used on the inside of a garment, either—
(A) there shall at least 2.5 cm of fabric on the inside of the garment at sleeve
openings and all openings below the waistline (including leg openings)
that either does not have a pile or nap, or shall have a pile or nap that
meets the surface burning time requirements of Clause 1.3(c)(iii); or
(B) the fabric shall meet the surface burning time requirements of
Clause 1.3(c)(iii).
(iii) The surface burning time requirements are as follows:
When tested in accordance with ISO 10047, fabrics with a pile or nap shall
have a minimum surface burning time of 10 s after washing in accordance with
Appendix A.

Trims that do not meet the requirements of Clause 1.3 shall meet the following
requirements:
(a) Edge trims shall not extend more than 1.5 cm from the point of attachment. An edge
trim is measured from the stitch line to the outermost edge of the trim. Where double
row or zigzag stitching is used to attach the trim, the measurement is taken to the line
of stitching nearest to the edge [see Figure 1.1 (a), (b) and (c)].
(b) Free-edge trim shall not have a cumulated total of free-edges that exceeds limits in
Table 1.2. No trim shall have a free-edge greater than 5 cm. Each free-edge is
measured from the stitch line to the outermost edge of the trim. Where double row or
zigzag stitching is used to attach the trim, the measurement is taken to the line of
stitching nearest to the edge [see Figure 1.1 (a), (b) and (c)]. These limits shall apply
to each individual piece of a set.

1.5 GARMENT LABELLING REQUIREMENTS
1.5.1 Information to be supplied
Garments shall be clearly and permanently labelled with the following information:
(a) The name, trademark or a brand of the manufacturer or supplier.
(b) The numerical garment size (in accordance with AS 1182).
NOTE: An age-related size may also be provided in addition to the numeric size but not as a
substitute for the numeric size.
(c) The fire hazard information in accordance with Category 1. The wording shall be
black on a white background ‘CAUTION KEEP AWAY FROM HEAT AND FLAME’.
The wording shall be clearly legible in upper case, monoline, geometric, lineal
typeface of medium width characters not less than 2.0 mm high. The word
‘CAUTION’ shall be in bold, upper case typeface.
(d) The fire hazard symbol. The symbol shall be a triangle of not less than 10 mm in
height and not less than 20 mm in length at the base.
(e) Where a garment is made from fabrics that have been treated by chemical means to
reduce the risk of burning, the care instructions suitable for preserving the treatment
shall be provided.
(f) Where fire hazard information is directly printed onto the garment it shall meet all of
the requirements in Items (c) and (d) above and Clause 1.5.3.

1.5.2 Location of fire hazard information
The following shall apply:
(a) The label shall be located inside the back neck of a top or one-piece garment. In
pants, the label shall be located at the waist or waistband or at the top of the centre
back seam. The labels shall be as close as possible to the top and centre of each piece
as the design allows.
(b) The fire hazard information shall be clearly visible on the face side of the label and
shall not be obscured by any other label.
NOTE: The fire hazard information for Category 1 may be placed onto a single label
containing other information (such as brand and size) as long as the fire hazard information
remains clearly visible.

(c) Where a garment is offered for retail sale in a package that obscures the label on the
garment, the fire hazard information in accordance with Clause 1.5.1, Items (c) and
(d) shall also be prominently marked on the package.
(d) Pyjamas shall be labelled according to the highest category rating of any item of the
pyjamas. If any pyjama item is assessed as Category 4, then that label shall be the
only one on the garment. If all items are either Categories 1 or 2, then that label shall
be used. All items in a set shall be individually labelled.
(e) Other than for pyjamas covered by Clause 0.7, where a number of garments are sold
together in a set or pack, each individual garment to which the Standard applies shall
be assessed against this Standard and labelled according to the individual garment’s
category.
(f) Where a set or pack contains garments included in this Standard as well as garment
excluded, each included garment shall be assessed against the standard and shall be
labelled accordingly to the individual garment’s category.
There is no requirement to mark or label excluded items. However, sets or packs shall
provide a visible statement ‘Not all items have been assessed for fire hazard’ by sew-
in label, sticker, swing tag or similar.
(g) Where products are offered for online sale, clear and legible fire hazard information
shall be provided as part of the online image and product description.
1.5.3 Durability of the label incorporating the fire hazard information
The following shall apply:
(a) Labels shall be placed on garments so that they are permanently fixed to withstand
the cleaning treatment given for the life of the garment to which they are attached,
and to remain attached to the garment throughout its useful life.
(b) When tested in accordance with Appendix B—
(i) the label and seam construction of each sample shall be intact;
(ii) the wording on each label shall be readable; and
(iii) the numerical rating for colour change of the fire hazard information shall not
be less than grey scale 3-4 in accordance with ISO 105-A02.

2.1 SCOPE OF SECTION
Garments complying with this Section are styled such that they reduce fire hazard.
The garments covered in this Section include pyjamas and some all-in-one styles: closer
fitting garments that because of their style are less likely to come into contact with an
ignition source. Some examples of styles of Category 2 garments are illustrated in
Figures 2.1 and 2.2.
NOTES:
1 Predominantly knitted all-in-ones with a pile or nap sized 00–2 should be assessed as
Category 3.
2 Nightwear all-in-ones sized 3–14 should be assessed as Category 1, 2 or 4.
3 Longer garments, such as nighties and robes, will not meet the dimensional requirements of
this Section and should be assessed as Category 1 or 4.
The requirements of this Section are as follows:
(a) Surface burning requirements for fabrics with a pile or nap (see Clause 2.3).
(b) Dimensional requirements for garments (see Clause 2.4).
(c) Requirements for trims (see Clause 2.5).

2.2 GENERAL
The following apply:
(a) Garments using fabrics that fail to meet Clause 2.3 ‘Surface burn’ requirements will
not meet the requirements of any category in this Standard.
(b) Garments using fabrics which meet Clause 2.3 ‘Surface burn’ requirements and also
meet Clause 2.4 ‘Dimensional requirements’, but do not comply with all the
requirements of Clause 2.5 ‘Trims’, 2.6 ‘Fastenings’ or 2.7 ‘Splits’ shall be classified
as Category 4 compliant and shall be labelled according to that category.
2.3 SURFACE BURNING REQUIREMENTS FOR FABRICS WITH A PILE OR
NAP
For fabrics with a pile or nap, the following shall apply:
(a) Where fabrics with a pile or nap are used on the outside of a garment, either—
(i) the area of pile or nap shall be within the limitations specified in Table 2.1; or
(ii) the fabric shall meet the surface burning time requirements of Clause 2.3(c).
(b) Where fabrics with a pile or nap are used on the inside of a garment, either—
(i) there shall at least 2.5 cm of fabric on the inside of the garment at sleeve
openings and all openings below the waistline (including leg openings) that
either does not have a pile or nap, or shall have a pile or nap that meets the
surface burning time requirements of Clause 2.3(c); or
(ii) the fabric shall meet the surface burning time requirements of Clause 2.3(c).

2.4 DIMENSIONAL REQUIREMENTS
The dimensions of the garment shall conform to the limits set out in Table 2.2 as illustrated
in Figures 2.3 to 2.6, and the following shall also apply:
(a) Where garments are marked with a range of sizes (e.g. 4–6), the garments shall meet
the dimensional requirements of the smaller size.
(b) Tops or pants intended to be sold as separate nightwear pieces shall each comply with
the dimensional requirements of this Section.
(c) All-in-ones do not require a length measurement.
(d) The top width of all-in-ones shall be measured between the underarm and crotch at
the widest point of the garment.

(e) All-in-one garments are required to meet the sleeve width and leg width limits.
(f) The width for entire sleeve or pants leg below the point of measurement shall not
exceed the width taken at the point of measurement.
(g) The pant leg opening below the knee shall not be greater than the width at the knee.
(h) The sleeve width below the elbow shall not exceed the width at the elbow.
(i) For tops with sleeves that finish above the elbow, the top-sleeve width measurement
shall be taken at the opening.
(j) For shorts that finish above the knee, the pants-leg width measurement shall be taken
at the opening.
(k) There are no dimensional requirements for sleeves with no underarm seam
(e.g. small cap sleeves or short armhole frills that extend from the sleeve head but are
not joined by a seam under the arm) refer to Figure 2.5(d).
(l) For sleeves and pants legs which are drawn in by elastic or by a basque, the
measurement shall be taken with the garment in its finished state (i.e. with the elastic
in its relaxed state).
(m) Where the garment has adjustable shoulder straps, the length of the garment,
including the fully extended straps, shall not exceed the allowable top length in
Table 2.2.
(n) Where the point of measurement from Table 2.2 includes a gathered frill or edge trim,
that point with the gathered frill or edge trim laid flat shall be measured in its relaxed
state.

2.5 TRIMS
If the combination of fabric and trim conforms to all of the requirements in Clause 2.3, no
limitations apply to the use of trims.
If the fabric used to create trim conforms to all of the requirements in Clause 2.3, no
limitations apply to the use of trims.
Trims that do not meet the requirements of Clause 2.3 shall meet the following
requirements:
(a) Edge trims shall not extend more than 1.5 cm from the point of attachment. An edge
trim is measured from the stitch line to the outermost edge of the trim. Where double
row or zigzag stitching is used to attach the trim, the measurement is taken to the line
of stitching nearest to the edge [see Figure 2.7 (a), (b) and (c)].
(b) Free-edge trim shall not have a cumulated total of free-edges that exceeds limits in
Table 2.3. No trim shall have a free-edge greater than 5 cm. Each free-edge is
measured from the stitch line to the outermost edge of the trim. Where double row or
zigzag stitching is used to attach the trim, the measurement is taken to the line of
stitching nearest to the edge [see Figure 2.7 (a), (b) and (c)]. These limits shall apply
to each individual piece of a set.

2.7 SPLITS
Splits shall extend no more than 10 cm from the lower hem of tops and bottoms.
There shall be no splits below the elbow on sleeves of tops.
2.8 GARMENT LABELLING REQUIREMENTS
2.8.1 Information to be supplied
Garments shall be clearly and permanently marked with the following information:
(a) The name, trademark or a brand of the manufacturer or supplier.
(b) The numerical garment size in accordance with AS 1182.
NOTE: An age-related size may also be provided in addition to the numeric size but not as a
substitute for the numeric size.
(c) The fire hazard information in accordance with Category 2. The wording shall be
black on a white background ‘CAUTION KEEP AWAY FROM HEAT AND FLAME’.
The wording shall be clearly legible in upper case, monoline, geometric, lineal
typeface of medium width characters not less than 2.0 mm high. The word
‘CAUTION’ shall be in bold, upper case typeface.
(d) The fire hazard symbol. The symbol shall be a triangle of not less than 10 mm in
height and not less than 20 mm in length at the base.
(e) Where a garment is made from fabrics which have been treated by chemical means to
reduce the risk of burning, cleaning instructions suitable for preserving the treatment
applied to the fabric.
(f) Where information is directly printed onto the garment it shall meet all of the
requirements in Items (c) and (d) above and Clause 2.8.3.

2.8.2 Location of fire hazard information
The following shall apply:
(a) The label shall be located inside the back neck of a top or one-piece garment. In
pants, the label shall be located at the waist or waistband or at the top of the centre
back seam. The labels shall be as close as possible to the top and centre of each piece
as the design allows.
(b) The fire hazard information shall be clearly visible on the face side of the label and
shall not be obscured by any other label.
NOTE: The fire hazard information for Category 2 may be placed onto a single label
containing other information (such as brand and size) as long as the fire hazard information
remains clearly visible.
(c) Where a garment is offered for retail sale in a package that obscures the label on the
garment, the fire hazard information in accordance with Clause 2.8.1, Items (c) and
(d) shall also be prominently marked on the package.
(d) Pyjamas shall be labelled according to the highest category rating of any item of the
pyjamas. If any pyjama item is assessed as Category 4, then that label shall be the
only one on the garment. If all items are either Categories 1 or 2, then that label shall
be used. All items in a set shall be individually labelled.
(e) Other than for pyjamas covered by Clause 0.7, where a number of garments are sold
together in a set or pack, each individual garment to which the Standard applies shall
be assessed against the Standard and labelled according to the individual garment’s
category.
(f) Where a set or pack contains garments included in this Standard as well as garment
excluded, each included garment shall be assessed against the standard and shall be
labelled accordingly to the individual garment’s category.
There is no requirement to mark or label excluded items. However, sets or packs shall
provide a visible statement ‘Not all items have been assessed for fire hazard’ by sew-
in label, sticker, swing tag or similar.
(g) Where products are offered for online sale, clear and legible fire hazard information
shall be provided as part of the online image and product description.
2.8.3 Durability of the label incorporating the fire hazard information
The following shall apply:
(a) Labels shall be placed on garments so that they are permanently fixed to withstand
the cleaning treatment given for the life of the garment to which they are attached,
and to remain attached to the garment throughout its useful life.
(b) When tested in accordance with Appendix B—
(i) the label and seam construction of each sample shall be intact;
(ii) the wording on each label shall be readable; and
(iii) the numerical rating for colour change of the fire hazard information shall not
be less than grey scale 3-4 in accordance with ISO 105-A02.

3.1 SCOPE OF SECTION
This Section covers requirements for predominantly knitted all-in-one daywear and
nightwear garments in the size range 00–2 (see Figure 3.1) that—
(a) are made from fabrics with a pile or nap; or
(b) have large area of fabric with a pile or nap attached to the base fabric.
NOTES:
1 Knitted all-in-ones garments in sizes 3–14 which are styled as nightwear are subject to the
requirements of Categories 1, 2 or 4.
2 Woven nightwear all-in-ones are subject to the requirements of Categories 1, 2 or 4.
The requirements are—
(i) surface burning requirements for fabrics with a pile or nap (see Clause 3.2);
(ii) the label to appear on the garment (see Clause 3.4).

3.2 SURFACE BURNING REQUIREMENTS FOR FABRICS WITH A PILE OR
NAP
For fabrics with a pile or nap, the following shall apply:
(a) Where fabrics with a pile or nap are used on the outside of a garment, either—
(i) the area of pile or nap shall be within the limitations specified in Table 3.1; or
(ii) the fabric shall meet the surface burning time requirements of Clause 3.2(c).
(b) Where fabrics with a pile or nap are used on the inside of a garment, either—
(i) there shall at least 2.5 cm of fabric on the inside of the garment at sleeve
openings and all openings below the waistline (including leg openings) that
either does not have a pile or nap, or shall have a pile or nap that meets the
surface burning time requirements of Clause 3.2(c); or
(ii) the fabric shall meet the surface burning time requirements of Clause 3.2(c).
(c) The surface burning time requirements are as follows:
When tested in accordance with ISO 10047, fabrics with a pile or nap shall have a
minimum surface burning time of 10 s after washing in accordance with Appendix A.

3.3.2 Location of fire hazard information
The following shall apply:

4.1 SCOPE OF SECTION
This Section covers nightwear garments with higher flammability risks, including garments
which may not comply with certain requirements of Sections 1 and 2.
There are some garments which will not meet the requirements of any of the categories in
this Standard and therefore cannot comply with this Standard.
The requirements for this category are as follows:
(a) Surface burning time requirements for fabrics with a pile or nap (see Clause 4.3).
(b) Restrictions on the use of fabrics with a significant cellulosic, acetate or acrylic fibre
content (see Clause 4.4).
NOTE: Fabrics with significant cellulosic (such as cotton, bamboo, viscose), acetate or
acrylic fibre content are required to meet extra requirements because of their higher
flammability characteristics.
(c) For infant sleepbags (see Clauses 4.5 and 4.6).
(d) Blankets and towels that incorporate a sleeve or arm opening (see Clause 4.7).
(e) The label to appear on these garments (see Clause 4.8).
4.2 GENERAL
Garments using fabrics that fail to meet Clause 4.3 ‘Surface burn’ requirements will not
meet the requirements of any category in this Standard. Garments shall be deemed to
comply to Category 4 and shall be labelled according to Clause 4.8 if either of the
following applies:
(a) Garments using fabrics that meet Clause 1.3(a) ‘Flame spread’ requirements and
Clause 1.3(c) ‘Surface burn’ requirements, but do not comply with all the
requirements of Clause 1.3(b) ‘Melt/drip’ or Clause 1.4 ‘Trims’.
(b) Garments using fabrics that meet Clause 2.3 ‘Surface burn’ requirements and also
meet Clause 2.4 ‘Dimensional requirements’, that then fail to meet all the
requirements of Clauses 2.5 ‘Trims’.
4.3 SURFACE BURNING TIME FOR FABRICS WITH A PILE OR NAP
For fabrics with a pile or nap, the following shall apply:
(a) Where fabrics with a pile or nap are used on the outside of a garment, either—
(i) the area of pile or nap shall be within the limitations specified in Table 4.1; or

Base fabrics that do not pass the flame spread requirements of Clause 1.3(a) shall have a
cellulosic, acetate or acrylic fibre content or combination of these fibres of less than 50%.
4.5 INFANT SLEEPBAGS DESIGNED TO BE OPENED AT THE BOTTOM OF
THE BAG
This Clause (4.5) does not apply to garments categorized as Category 4 according to
Clause 4.2.
Infant sleepbags that have sleeves or arm openings, and which are designed to be opened
across or around the bottom by means of buttons, a zipper, a drawstring, elastic or any other
recloseable fastening, shall comply with the requirements of this Section (excluding
Clauses 4.6 and 4.7) unless they comply with the requirements of Category 1 garments set
out in Section 1. Refer to Figure 4.1 for examples.
NOTE: It is acceptable to have an opening at the front and/or back of the garment not greater than
10 cm to allow a seatbelt to pass through.
4.6 INFANT SLEEPBAGS PERMANENTLY SEALED AT THE BOTTOM OF THE
BAG
This Clause (4.6) does not apply to garments categorized as Category 4 according to
Clause 4.2, Item (a) or (b).
Infant sleepbags that have sleeves or arm openings, which are permanently closed across or
around the bottom by their inherent design, or by a machine seam, are not required to
comply with Clauses 4.4, 4.5 and 4.7, but shall carry the label of a Category 4 garment
unless they comply with the requirements for Category 1 garments set out in Section 1.

4.8 GARMENT LABELLING REQUIREMENTS
4.8.1 Information to be supplied
Garments shall be clearly and permanently marked with the following information:
(a) The name, trademark or a brand of the manufacturer or supplier.
(b) The numerical garment size, in accordance with AS 1182.
NOTE: An age-related size may also be provided in addition to the numeric size but not as a
substitute for the numeric size.
(c) The fire hazard information in accordance with Category 4. The wording shall be
black on a ‘red’ background ‘WARNING HIGH FIRE DANGER KEEP AWAY FROM
HEAT AND FLAME’. The words may appear on more than one line. The wording shall
be clearly legible in upper case, monoline, geometric, lineal typeface of medium
width characters not less than 2.0 mm high. The word ‘WARNING’ shall be in bold,
upper case typeface.
(d) The fire hazard symbol. The symbol shall be a triangle of not less than 10 mm in
height and not less than 20 mm in length at the base.
(e) The red label shall be Pantone 18-1664 TCX Fiery Red. When visually rated with the
Grey Scale for assessing change in colour, complying with ISO 105-A02, the
numerical rating of colour difference between the actual colour and the specified
colour shall be no less than 3-4.
(f) Where a garment is made from fabrics which have been treated by chemical means to
reduce the risk of burning, cleaning instructions suitable for preserving the treatment
applied to the fabric.
(g) Where information may be directly printed onto the garment it shall meet all of the
requirements in Items (c), (d), and (e) above and Clause 4.8.3.
NOTE: The requirement to place information on separate labels does not apply where the
information is printed directly onto the garment.

4.8.2 Location of fire hazard information
The following shall apply:
(a) The label shall be located inside the back neck of a top or one-piece garment. In
pants, the label shall be located at the waist or waistband or at the top of the centre
back seam. The labels shall be as close as possible to the top and centre of each piece
as the design allows.
(b) The fire hazard information shall be clearly visible on the face side of the label and
shall not be obscured by any other label.
(c) The label for Category 4 garments shall not contain any information other than the
fire hazard information.
(d) If a garment is offered for retail sale in a package that obscures the label on the
garment, the fire hazard information in accordance with Clause 4.8.1, Items (c), (d)
and (e) shall also be prominently marked on the package.
(e) Pyjamas shall be labelled according to the highest category rating of any item of the
pyjamas. If any pyjama item is assessed as Category 4, then that fire warning label
shall be the only one on the garment. All items in a set shall be individually labelled.
(f) Other than for pyjamas covered by Clause 0.7, where a number of garments are sold
together in a set or pack, each individual garment to which the Standard applies shall
be assessed against the Standard and labelled according to the individual garment’s
category.
(g) Where a set or pack contains garments included in this Standard as well as garment
excluded, each included garment shall be assessed against the standard and shall be
labelled accordingly to the individual garment’s category.
There is no requirement to mark or label excluded items. However, sets or packs shall
provide a visible statement ‘Not all items have been assessed for fire hazard’ by sew-
in label, sticker, swing tag or similar.
(h) Where products are offered for online sale, clear and legible fire hazard information
shall be provided as part of the online image and product description.
4.8.3 Durability of the label incorporating the fire hazard information
The following shall apply:
(a) Labels shall be placed on garments so that they are permanently fixed to withstand
the cleaning treatment given for the life of the garment to which they are attached,
and to remain attached to the garment throughout its useful life.
(b) When tested in accordance with Appendix B—
(i) the label and seam construction of each sample shall be intact;
(ii) the wording on each label shall be readable; and
(iii) the numerical rating for colour change of the fire hazard information shall not
be less than Grey Scale 3-4 in accordance with ISO 105-A02.

(Normative)
A1 SCOPE
This Appendix sets out the procedure for the washing of children’s nightwear for
determining the retention of burning behaviour properties of textile fabrics.
A2 TEST SAMPLE
The sample shall be selected and prepared as follows:
(a) The selected sample shall be representative of the material under test.
(b) The sample shall be large enough to provide test specimens required for carrying out
the tests set out in ISO 6941 and ISO 10047.
(c) Samples which have raw edges shall be hemmed to prevent fraying.
A3 PROCEDURE
The sample(s) shall be washed twice in accordance with Table A1. After the second wash,
the sample(s) shall be tumble dried at a temperature which will not damage the fibre.

INCORPORATING FIRE HAZARD INFORMATION

B1 SCOPE
This Appendix sets out a method for testing labels incorporating fire hazard information for
their durability and their attachment to children’s nightwear.
B2 TEST SAMPLES
B2.1 General
Two labels of each type shall be tested. Labels may be tested either in garment form or
supplied loose attached to a standard fabric.
B2.2 Separate labels
Labels that are not attached to a garment shall be attached to a piece of fabric using a
standard stitched seam. Seams shall be prepared using 25 Tex corespun polyester/cotton
sewing thread, 0.75 mm approximate diameter needle, and a stitch length of 1.8 mm.
Each label shall be attached to an unbleached cotton fabric, in accordance with
ISO 105-F02, minimum 5 cm × 10 cm, ensuring there is 1 cm of fabric beyond the outside
edge of the label, 1 cm above the label attachment and 2.5 cm of the base fabric below the
label attachment (see Figure B1).
The cut edges of the fabric and seam shall be sealed or overlocked, to prevent fraying, if
required.
B2.3 Labels attached to a garment
Where the labels are attached to or sewn into a garment, test specimens shall be cut from
the garment so that there is a portion of the garment fabric at the point of attachment,
approximately 1 cm on each side of the label and approximately 2.5 cm of the fabric beyond
the label (see Figure B1).
The cut edges of the fabric and seam shall be sealed or overlocked, to prevent fraying.

RATIONALES
(Informative)
C1 GENERAL
The explanatory notes in this Appendix give some of the reasons for the requirements set
out in this Standard. They are based on information collected as a result of burns data and
on extensive laboratory investigations.
C2 FLAMMABILITY
C2.1 Fabrics with pile or nap surface
Fabrics that have a pile or nap are more prone to surface burning than fabrics that have no
loose fibres on the surface. Surface burning occurs when a flame spreads across a fabric-
surface, without the main fabric necessarily catching alight. In some fabrics, this surface
burning can be very aggressive, resulting in higher risk of injury to the wearer.
All four categories in this Standard have a test to ensure fabrics with a pile or nap pass
surface burn criteria.
C2.2 Garment style
Loose flowing styles of garments, whether in the form of nightdresses, dressing gowns or
nightshirts, are more likely to come in contact with inadequately guarded heat or flame.
Once alight, they can burn strongly due to oxygen available around the fabric. This is
known as the ‘chimney effect’ where, in case of a fire, hot gasses feed the flame rising
between the garment and the wearer.
Garments that meet the design requirements of Category 2 are styled to reduce
flammability. By being close-fitting, they are less likely to be exposed to ignition sources.
The same applies for Category 3.
C2.3 Cellulosic (e.g. cotton), acetate and acrylic fibres
Some fibres are more flammable than other fibre types. The risk may be addressed by
styling garments to fit closer to the body (Category 2 and 3).
Some fabrics made from these types of fibres may pass flame spread tests and thus comply
with Category 1 requirements (e.g. heavier fabrics or treated fabrics).
Fabrics with more than 50% of these fibre types are deemed not acceptable for use in
non-form fitting garments (Category 4).
Garments with less than 50% of these fibre types are eligible for assessment against all the
categories of this Standard.
C2.4 Fabrics made from fibres that melt
Fabrics that melt once in contact with a flame may shrink away before they ignite, or may
catch alight and drip away from the garment. Hazards lie in the risk of the molten material
coming in contact with the skin or igniting another fabric.
C2.5 Heating appliances
While many modern homes are centrally heated, others have sources of radiant heat or
exposed open fires that are sometimes left unguarded with children nearby. Garments are
also known to ignite when a loose part comes in contact with a lighted gas burner or an
electric stove hotplate.

C3 SCOPE AND APPLICATION
C3.1 Garments
Historically, children experienced more burns injuries while dressed in their night attire
than during the day.
Exposure to heat and flame sources is more likely to occur when garments are worn at night
time, so the question of whether a garment is slept in is not the only determinant of it being
regarded as ‘nightwear’.
Boxer shorts of a loose-fitting style are often sold and worn as nightwear, so these have
been included within the scope of the Standard, even if intended as underwear.
Infant sleepbags with sleeves and arm openings are included in the Standard.
Wearable towels, blankets and sheets are also considered likely to be worn at night time
when exposure is typically higher and as such have been included.
Detachable accessories, such as capes, wings and tutus, are excluded from the Standard as
they are considered to be day-wear.
C3.2 Age/size range
The size range begins at size 00 because smaller babies are not mobile and therefore not
likely to be exposed to heat sources.
Children older than 14 are considered to be of an age that understands the dangers of
proximity to fire and heat.
C4 ALL-IN-ONES
Knitted ‘all-in-ones’ sized 00–2 with a nap or pile, whether daywear or nightwear, are
included because of the flammability risk of the pile or nap and it is often difficult to
distinguish between daywear and nightwear in this age group (babies often wear the same
garment day and night).
All-in-ones are considered to have low flammability because they are typically closer fitting
than pyjamas and, as they have no waist hem, present fewer ignition points. For this reason,
knitted all-in-ones sized 00–2 without a nap or pile are excluded from the Standard, even if
they are nightwear.
Woven all-in-ones are not specified in this way because they are considered more easily
distinguishable between day and nightwear (e.g. denim overalls).
C5 TRIMS
Some trims attached to garments are more readily ignited than the bulk of the fabric so can
increase a garment’s flammability. This Standard has requirements for certain types of trim
that have free-edges and loose attachments. Trims without a pile or nap, that are flat against
the base fabric are no longer subject to these requirements.
Functional belts and draw cords at the waist provide increased safety for the wearer by
minimizing the ‘chimney effect’ of hot gasses and flame rising between the garment and the
wearer in case of a fire. Functional belts, draw cords and waistbands are excluded from the
trim requirements for this reason.
C6 SPLITS
Splits (formerly called ‘slits’) are restricted as they can provide additional edges that could
be a point of ignition. This applies especially to sleeves, where, for example, a child
reaches across a flame on a stove, candle, etc.

C7 LABELLING
Garments in Categories 1, 2 and 3 have to carry a white cautionary label because, although
they pass certain flammability requirements, all fabrics can burn and care needs to be taken
that children do not go too close to heat or flame while in those garments.
Category 4 garments have higher flammability properties, so carry a red-coloured warning
label to alert consumers.
Both labels need to be prominent at point of sale so consumers may select from the two
available options.
Some garments fail the Standard altogether as they are considered too highly flammable.
Such garments do not qualify for any flammability label and consumer product regulations
prohibit their sale.
Research was conducted in 2011, 2012 and 2013 to test the most effective wording for the
Standard’s two labels.

The Standards Australia technical committee has recommended a series of changes aimed at
streamlining AS/NZS 1249.
Sections are now more self-contained, which means there is less need to cross-reference
across the Standard.
The following sets out the key changes in the revised Standard.
Garments subject to the Standard—Section 0
The changes include the following:
(a) A more comprehensive list of inclusions and exclusions.
(b) The 2003 edition defined ‘nightwear’ by providing a list of examples. The list is now
incorporated into the Application (Clause 0.2) and the definition has been omitted.
(c) Blankets and towels that incorporate a sleeve or arm opening are now included.
Predominantly knitted all-in-one garments that are rated Category 3
The changes include the following:
(a) All-in-ones in sizes 00–02 have been excluded from the Standard altogether if they
have no nap or pile.
(b) A requirement that all-in-ones with a nap or pile pass the surface burn test and be
labelled accordingly.
Trims
The changes include the following:
(a) Definitions have been simplified.
(b) Some trim types have been defined—edge trim, free-edge, loose attachments, neck
attachments.
(c) Several trim types have been deleted from trim requirements; in particular those that
are flat against the base fabric, such as placement prints, appliqués and pockets. This
removes the need to measure such trims, and makes the former Appendix F
redundant.
(d) Functional belts, draw cords and waistbands are excluded from the trim requirements.
(e) Trim requirements for Categories 1 and 2 are now the same.
(f) Garments that pass Category 1 or 2, except for the trim requirements, can now be
classified as Category 4. (This addresses an anomaly in which some relatively safe
garments with cellulosic content were precluded from meeting the Standard
altogether). See Clauses 1.2, 2.2 and 4.2.
(g) If trim fabric itself passes the flame spread and surface burn requirement, then its use
is not restricted. (Trims can also be tested in combination with the base garment
fabric to avoid the restrictions.) See Clauses 1.4 and 2.5.
(h) A requirement that non-functional ties do not hang below a hem or cuff when untied.
(i) New illustrations have been provided.

Standards Australia
Standards Australia is an independent company, limited by guarantee, which prepares and publishes most of the voluntary technical and commercial standards used in Australia. These standards are developed through an open process of consultation and consensus, in which all interested parties are invited to participate. Through a Memorandum of Understanding with the Commonwealth government, Standards Australia is recognised as Australia’s peak national standards body.
Standards New Zealand
The first national standards organization was created in New Zealand in 1932. The Standards Council of New Zealand is the national authority responsible for the production of standards. Standards New Zealand is the trading arm of the Standards Council established under the Standards Act 1988.
Australian/New Zealand Standards
Under a Memorandum of Understanding between Standards Australia and Standards New Zealand, Australian/New Zealand standards are prepared by committees of experts from industry, governments, consumers, and other sectors. The requirements or recommendations contained in published standards are a consensus of the views of representative interests and also take account of comments received from other sources. They reflect the latest scientific and industry experience. Australian/New Zealand standards are kept under continuous review after publication and are updated regularly to take account of changing technology.
International involvement
Standards Australia and Standards New Zealand are responsible for ensuring that the Australian and New Zealand viewpoints are considered in the formulation of international standards and that the latest international experience is incorporated in national and joint standards. This role is vital in assisting local industry to compete in international markets. Both organisations are the national members of ISO (the International Organization for Standardization) and IEC (the International Electrotechnical Commission).
