Washington, July 17: The US and EU have slapped fresh sanctions on Russia, hitting its finance, mili-tary and energy sectors, with President Barack Obama saying the action was taken as Moscow con-tinued its provocative and destabilising actions in Ukraine. The US Department of the Treasury imposed a broad-based package of sanctions on Wednesday on entities in the finan-cial services, energy and arms or related materiel sectors of Russia as well as on those undermin-ing Ukraine's sovereign-ty or misappropriating Ukrainian property. "Russia has continued to destabilise Ukraine and provide support for the sep-aratists, despite its state-ments to the contrary," Un-der Secretary of Treasury for Terrorism and Finan-cial Intelligence David S Cohen said."Because Russia has failed to meet the basic standards of international conduct, we are acting today to open Russia's financial services and energy sectors to sanc-tions and limit the access of

MANILA (Reuters) – The Philippines set to work clearing debris, recon-necting power and re-building flattened houses on Thursday after a ty-phoon swept across the country killing 38 people, with at least eight miss-ing, rescue officials said.Typhoon Rammasun, the strongest storm to hit the Philippines this year, was heading north-west towards China after cutting a path across the main island of Luzon, shutting down the capital and knocking down trees and power lines, causing widespread blackouts.The storm destroyed about 7,000 houses and damaged 19,000, the exec-utive director of the Na-tional Disaster Agency, Alexander Pama, said. More than 530,000 people had taken refuge in evac-uation centres, according to official figures.Pama put the damage to crops, mostly rice and corn, from the Bicol re-gion, southeast of Manila and the first to be hit by the storm, at around 668 million pesos, or about $15 million (8.76 million pounds).Most schools remained closed in the capital and southern Luzon, the most densely populated part of the country with about 17 million people. Employees of Jammu and Kashmir State Road Trans-port Corporation (JKSRTC) will get 15% Dearness Allow-ances (DA) from this month and the decision was taken at the 71st Board of Direc-tor Meeting of Corporation held here today under the Chairmanship of Minister for Transport and CA&PD, Ch. Mohammad Ramzan, who is also chairman of the Board.

Minister of State for Transport, Dr. Manohar Lal Sharma was also present in the meeting.

Reviewing the perfor-mance of the Corporation, it was informed that the Cor-poration has earned a rev-

enue of Rs. 99.84 crore dur-ing 2013-14 which was Rs. 89.96 crore during the pre-vious financial year thereby registering a growth of 11%. In view of the better per-formance and encourag-ing revenue generation, the Board released 15 percent DA instalment in favour of the employees from this month.

The meeting also ad-opted the constitution of Establishment and Finance Committee for regulariza-tion of establishment and finance matters of the Cor-poration, Constitution of Sub-Committee of Board under the Chairmanship of Economic Advisor, J&K Gov-ernment to examine release of COLA/6th Pay arrears in favour of SRTC/erstwhile GTU employees and Consti-tution of Committee to ex-amine proposed revision of

delegation of powers. The Board also ap-

proved the Budget estimate of the Corporation for the year 2014-15 while the re-vised estimate for the year 2013-14 were also approved besides adoption of ac-counts for the year 2010-11 and 2011-12 for further sub-mission of CAG for auditing.

AGARTALA: Editor-cum-proprietor of a local Bengali daily, Sushil Chowdhury, who was pronounced guilty in a triple murder case by a local court, was on Thursday sentenced to life im-prisonment till the last day of his life with the judge noting that it was a ‘rarest of the rare case’.

The 76-year-old editor of ‘Dainik Gandoot’ was present in court when the order was read out.

Special public prosecutor Dilip Sarkar, while initiating the hear-ing, sought capital punishment for Chowdhury for his direct in-volvement in the crime.

“Being an editor and owner of the newspaper, he was sup-posed to protect his employees but instead he killed three of his employees, Ranjit Chowdhury, Balaram Ghosh and Sujit Bhat-tacharjee,” he told the packed court.

Hearing the charges against him, Chowdhury said, “I am inno-

cent, I don’t know who has killed them. Please pardon me consider-ing my age.”

Additional district and ses-sions judge West Tripura Kripan-kar Chakraborty replied, “It has been proved that you have killed three persons.

Valsad town was lashed by 197 mm rainfall, leaving several roads heavily waterlogged and forcing many schools to alter their timings or announcing holi-day. In just three hours on Wednesday morning, Valsad was pounded by 85 mm rainfall.All three exit points of Valsad town witnessed traffic jams. Rain was reported from Umargaon (206mm), Vapi (170mm), Pardi and Navsari (101 mm each), and Gandevi, which received 150 mm rainfall.Surtis, however, had to stay content with occasional rain as the city received just 36 mm rainfall on Tuesday night. The Committee stressed for ensur-ing cleanliness in and around the MLA Hostels both at Jammu and Srinagar. It also asked for ensuing proper medicare and drinking water facilities in these hostels.

and Kashmir State Cable Car Corpo-ration (JKSCCC) has earned Rs 27. 06 crore from April to June ending, 2014 on Gulmarg Gandola riding which was Rs. 19.27 crore during the corresponding pe-riod of last fiscal.

This information was given at a meeting convened under the Chair-manship of Minister for Tourism, Mr. Ghulam Ahmad Mir, to review the func-tioning of JKSCCC, Gulmarg Develop-ment Authority (GDA) and tourism re-lated activities being carried out in the

Addressing the meeting, the Minis-ters called for proper utilization of avail-able resources for the comfortable stay of the tourists at tourist destinations, saying that it would go a long way in conveying the hospitable nature of the people of the State and help in increasing the influx of tourists to the State. They sought detailed project report of mea-sures taken for maintenance of Gulmarg Golf Course.They stressed the need for maintaining sanitation and hygienic en-viron at Gulmarg. They said that clean-liness should be focussed area and the hoteliers should also be taken on aboard in this regard so that the pristine glory of the destination is preserved.

Reviewing the physical and financial targets of the Corporation set for current fiscal, the meeting was informed that Rs. 40.13 crore have been realized while over 6 lakh persons enjoyed Gandola ride

during 2013-14. As many as 11,133 pas-sengers were ferried at Makhdoom Sa-hib Ropeway earning Rs. 8.42 lakh from April to June, 2014 and hoped for good response from the visitors in future, the meeting was informed.

The issues relating to maintenance of sanitation, provision of financial, tech-nical assistance and issuance of snow-bike and excursion vehicles licences to new beneficiaries at Gulmarg tour-ist spot, parking of vehicles at proper places, safety and security of tourists at different tourist destinations were also came up for discussion during the meet-ing.The meeting also reviewed the pace of progress on various ongoing develop-mental works being carried out at vari-ous other tourist destinations including at Veerinag, Cheshmashahi, Kishtwar, Bhaderwah and Jammu.

NEW DELHI: In the wake of rising debate over role of country’s apex policy making body Planning Com-mission, government on Thursday said there are no plans presently to abolish it.

“No Sir. There is at present no proposal un-der consideration of the government for abol-ishing the Planning Commission,” Minister of state for planning Rao Inderjit Singh said in a written reply in Ra-jya Sabha to a question

if there was any such proposal. Earlier this week, the Minister in his Facebook

post said there was a need for streamlining the role of the commission. He had also said that it should not be seen as a hindrance by states. The Narendra Modi gov-ernment is yet to reconstitute the Planning Commis-sion, the term of which is co-terminus with the gov-ernment. The Prime Minister is the chairman of the commission. Prime Minister is expected to make an announcement regarding the role of the commission.

NEW DELHI: A week after Union finance minister Arun Jaitley pitched for inter-linking of rivers during his budget presen-tation saying the move can yield “rich dividend”, the water resourc-es and Ganga rejuvenation minis-ter Uma Bharti on Thursday said rivers across the country can be linked in 10 years time if concerned states give their consent.

Replying to a supplementary question in Lok Sabha, Bharti said the inter-linking of rivers would strengthen the Prime Minister ru-ral irrigation scheme.

Allaying concerns of members, she, however, insisted that the in-ter-linking of rivers (ILRs) would be implemented in such a way that it would ensure their uninterrupted flow and purity.

Her remarks assume signifi-cance in the light of the Prime Min-ister Narendra Modi’s government push for the move.

Calling for a serious effort in the direction of river inter-linking, Jait-ley has in the budget for the period 2014-15 allocated Rs 100 crore to ex-pedite preparation of detailed proj-ect reports. In his maiden budget

speech in Lok Sabha on July 10, Jaitley said that rivers were the lifeline of the country as they pro-vide water not only for producing food but also for drinking.

“Unfortunately, the country is not uniformly blessed with peren-nial rivers. Therefore, an effort to link the rivers can give rich divi-dends... It is time we made a serious effort in this direction. To expedite the preparation of the Detailed Proj-ect Reports, I propose to set aside a sum of Rs 100 crore,” he had said.

It is learnt that the Centre in its effort to link the rivers would first take consent of state govern-ments while cautiously selecting the specific project for imple-mentation.

Though the Ken-Betwa river link would be the first to be im-plemented under the Modi gov-ernment as both the concerned states - Madhya Pradesh and Ut-tar Pradesh - had already given their consents for this purpose, the focus will primarily be on linking rivers of sub-basins within a basin or nearby basins instead of going on for distant inter-basin river linkages.

SRINAGAR, JULY 17: The High Powered Committee headed by Chief Secretary, Mohammad Iqbal Khandey, Thursday, discussed and finalized the Annual Plan 2014-15 of Rs 104.68 crore under the Rajiv Gan-dhi Panchayat Sashaktikaran Abhi-yan (RGPSA) and Backward Region Grant Fund (BRGF).

To strengthen the Panchayat Raj System and address critical gaps, the plan envisages various activities in-cluding administrative and technical support, construction and repair of Panchayat Ghars, capacity building and training of Elected Representa-tives (ERs) at various levels, Informa-tion, Education and Communication activities, E-enablement of Panchay-ats and strengthening of the institu-tional structure.

Secretary Rural Development, Sheikh Mushtaq presented a detailed overview of the status of panchayats in the State. He said the state has 4128 Halqa Panchayats out of which 2185 have Panchayat Ghar buildings. He said as many as 1678 Panchayat Ghars have been taken under the 13th Finance Commission and the remain-ing 265 Panchayat Ghars for which

funds to the tune of Rs 795 crore are required will be taken once the pro-posal is approved.

He said Rs 21 crore have been pro-posed during the current financial year for repair and renovation of 700 existing Panchayat Ghars at an av-erage unit cost of Rs 3 lakh per Pan-chayat Ghar.

He said that Rs 13.19 crore has been proposed under the Capac-ity Building and Training component during the current year’s annual plan. It includes various training and orientation courses for ERs, exposure visits besides computer courses for ERs and official functionaries.

He said for providing administra-tive and technical support as many as 1032 Accountant-cum-Data Entry Operators, which were sanctioned by the cabinet yesterday will be engaged to maintain accounts of the Pan-chayats, area profiling, up-loading of plans, software etc. He said besides these during the current financial year an additional 1032 operators have also been proposed. In addition, he said with the establishment of ad-ditional 177 blocks in the State, there is a requirement of as many as 354

JEs/Technical Assistants which have been booked under the current year’s plan with a fund requirement of Rs 6.37 crore for their recruitment.

For strengthening the institution-al structure for training, funds to the tune of Rs 50 lakh have been approved for establishing State Panchayat Re-sources Centre (SPRC) within J&K IMPARD in Srinagar besides the Union Ministry has also approved two District Panchayat Resources Centres (DPRCs) during 2013-14. He said two additional DPRCs have been proposed in the current plan with to-tal fund requirement of Rs 6.55 crore for their establishment.

Dr. S. N. Alam, Head Academics and Trainings J&K IMPARD said that the institute has already pre-pared brief modules/Calendar for the year 2014-15 for various training, refresher and orientation courses un-der the Capacity Building and Train-ing component of RGPSA.

The meeting was attended by Commissioner Secretary H&UD Mr. Satish Nehru, District Development Commissioners of Doda, Ramban, Kishtwar, Poonch, ADDC Kupwara and other officers.

It supports rebellions in Libya, kills its ruler, exhibits its mili-tary might, but it has a different stand in Israel where the offi-cial terrorism of Israeli govt. is being totally ignored and if the matter comes up in United Na-tions Security Council, Amer-ica totally vetoes any action against Israel.USA has no prob-lem in supporting uprising in Libya and Iraq and can go to the extent of killing the Pres-idents of those countries as it can not see its interests being harmed. It sponsored armed re-volts and openly supported ter-ror in these countries though it knew that Al-Quada is behind the violence. It intervenes in Af-ganistan, Egypt, Syria, Somalia and any other Muslim country for that matter, but cannot utter a word against Israel who is di-rectly involved in open genocide of the people of Palestine. Israel and its unbridled armed forces are massacring even the small children in Gaza but so called civilized Europe and Ameri-ca are not only watching it but openly supporting it. What a mockery of human rights rhet-oric by these so called champi-ons of human values. If the state sponsored terror of Israel con-tinues, it will definitely kill some Palestinians but the re-pression will give rise to such a tsunami which will endanger the very existence of Israel. Ter-ror creates terror. It does not in any way help in bringing peace to any volatile place. It is only peace which brings peace and solves all out-standing issues. Therefore, it is for the interna-tional community to get togeth-er and bring lasting peace in Palestine.
