Welcome to Youth for Change!
Who We Are and the Youth for Change Difference YouthforChangeisanon-profit,publicbenefitorganizationlicensedbytheStateofCaliforniatoprovidecomprehensivetreatmentandsupportser-vicesinourcommunity.Established in1991,theYouthforChangeteamhascontinuallydevelopedcommunitypartnershipsforthe purposeofchampioningthewell-beingofchildrenandfamilies.Ourprogramsaredynamicand respondflexiblytocommunityandfamilyneeds.
YouthforChangebelievesthatthebestplaceforachildiswiththeirfamily.Whenafamilyisincrisisandunabletomeetachild’sneedforsafetyandhealth,YouthforChangemakeseveryefforttoprovidesupport,skillsandresourcestohelpreunifythisfamilyinahealthyandnurturingway.YouthforChangehasamissiontosupportchildren,indi-vidualsandfamiliessothattheymaylive
happy,healthyandsafelivesbyproviding servicesthatpromotedignity,self-determination,andwell-being.
Hours of Operation
Hoursofoperationmayvarydependingontheprogram.YouthforChangeoperatesduringregularbusinesshours(8amto5pm)butappointmenttimesmayvaryandareflexible.TheHospitalAlterna-tivesProgram,FullServicePartnership,andWrap-aroundServicesprovideservices24/7,asneeded.Accesstoafterhourservices:

Our Programs YouthforChangebeganitsworkwiththreegrouphometreatmentfacilitiesfor18severelyemotionallydisturbedchildren.Todayourservicesnowinclude:
Differential Response (Yuba County)TheYouthforChangeprovidesaYubaCounty DifferentialResponseServicesPrograminpartnershipwiththeYubaCountyHealthandHumanServicesDepartment,ChildandAdultProtectiveServices(CAPS).Usingacollaborativetriageprocess,Differ-entialResponseisachildwelfaresystemreformthatenablesYubaCountyCAPStodifferentiateitsre-sponsetoreportsofchildabuseandneglectbasedonseveralfactors.YouthforChangeFamilyNavigatorsparticipateinthetriageprocessandengagingfamiliesinsupportservices/activities.
Facilitating All Resources Effectively (FARE)FAREisaprogramthatoffers,familyteamdecisionmakingmeetingstofamiliesinvolvedwiththechildwelfaresystem.Ourgoalistoidentifystrengthsofthefamilyandinsuretheirparticipationinallstagesoftheprocess . Our meetings strengthen partnership and collaborationbetweenfamilymembers,social workers,andotherserviceproviders.Weacknowl-edgethatfamiliesknowwhattheyneedandshouldbeapartoftheplanningoftheircase.Westrivetoensurethatfamiliesparticipateinallaspectsoftheircasefromplacementandcaseplanningtotransitioningchildrenhome.
Foster Care Services/Resource FamiliesTraditionalFosterCareprovidescomprehensivesupportiveservicestofosterparentsaswellasasafe,nurturing,andsupportiverelationshipforyouthinneedofastablehome.IntensiveTreatmentFosterCareisashort-termprogramthatassistsinstabilizingayouth’sbehaviorastheypreparetoreunifywithafamilymemberorotherlongtermplacementoptions.TransitionalHousingPrograms(THP,THPPlus,andTHPplusFC)assistsparticipantswiththefinancialresponsibilitiesofindependence,whilehelpinggainthenecessaryskillstosustainthemselves.
Homeless Emergency Action Response TeamH.E.A.R.T.(HomelessEmergencyActionResponseTeam)offers24hoursservicestohomelessandrun-awayyouth(undertheageof18)andtheircaregiversinButteCounty.Thegoalsofthisprogramare:topro-videphysicalandemotionalsafetytoyouthexperienc-ingahomelessorrunawayepisode;reuniterunawayyouthwiththeirfamiliesandstrengthenfamilybonds;promotestablelivingconditionsforrunawayandhomelessyouth,includingyouththatareatriskfromseparationfromtheirfamilies;anddesign,implement,andmaintainaservicesdeliverysystemthatisrespon-sivetotheuniqueneedsofrunawayandhomelessyouthinButteCounty.Clientscanbeinservicesfora
6th Street Center for Youth6thStreetopenedin2008asaMentalHealthServicesAct(MHSA)fundedcollaborationbetweenYouthforChangeandButteCountyDepartmentofBehavioralHealth.Ourservicesareforyouthages14-24thatarehomeless,marginallyhousedorrunaways.6thStreetCenterprovidesasafeandsupportiveenvironmentwhereyouthexperiencinghomelessnesscanacquiretheskillstheyneedtoregainstabilityintheirlives.Wedothisbymodelinghealthybehaviorandrelation-ships,encouragingproductiveactivities,andprovid-ingaccesstoneededresources.Servicesrangefrombasicneedsincludingfood,laundryandhygienetocounseling,educationalandemploymentadvocacy,intensivecasemanagement,andfamilyreunification.TransitionalandMasterLeaseHousingProgramsareopentohomelesstransitionageyouth(18-23)whoareparticipatingin6thStreetorBehavioralHealthservices.Formoreinformationaboutspecificservicesandevents,pleasevisittheprogramwebsiteat: www.6thstreetcenter.org.

Hospital Alternatives Program (HAP)TheHospitalAlternativesProgram(HAP)speciallytrainedCliniciansandBehavioralHealthCounselorsprovidecomprehensiveresponseandsupportser-vicestoyouthwhoareinneedofintensiveservicesasanalternativetobeinghospitalizedfollowinga5150screening.HAPisacollaborationbetweentheButteCountyBehavioralHealthCrisisStabilizationUnitandYouthforChange.InordertoreceiveHAPser-vices,participantsmusthavefullscopeMedi-CalandareferralmustbemadebytheButteCountyCrisisStabilizationUnit:(530)891-2810or(800)334-6622.
In-Home ParentingIn-HomeParentingisaneducationalprogramofferedtoButteCountyfamiliesreceivingmentalhealthser-vicesinthehome.ParentswhowanttoimprovetheirparentingskillscanworkwithaParentEducatortoimprovetheirrelationshipwiththeirchild(ren)andenhancetheirfamilysupportsystem.InHomeParent-ingoffersparentsupport,parent-childactivitiesandworkswithparentstodevelopparentingtechniquesthatofferpositiveresults.
Medication/Psychiatric Support ServicesMedicationSupport(MedSupport)servicesareofferedtoallchildren,adolescents,andtheirfamilieswhoareenrolledinavarietyofYouthforChangeprograms,uptotheageof18.Theseservicesincludeconsultation,diagnosticassessment,psychotropicmedicationtreatment,andpsychotherapy.
YFC Outdoors ProgramYouth for Change Outdoors Program aims to engage behaviorallychallengedyouthinasafeandstructuredoutdoorenvironment,allowingtheyouthtochoosethedegreetowhichtheyarechallenged.Throughthisprocesstheyouthwilllearnaboutthemselves,theirimmediatesurroundings,environmentalstewardship,teamwork,andtheirownabilitytomakesafe,respon-sibledecisionsindependently,andinagroupsetting.
School Based CounselingTheSchoolBasedCounselingprogramprovidescounselingservicestostudentsandtheirfamilieswhoarereferredbyParadiseUnifiedSchoolDistrict.Theseservicescanbeprovidedateligibleschoolsites,YouthforChangesites,and/orthestudent’shomes.Individ-ual,group,andfamilysessionsmaybeoffered.
Therapistsmayalsoprovidepsycho-educationtoclassroomteacherstohelptheminteractmoreeffec-tivelywiththeirstudents.Thisprogramisacollabora-tionbetweenYouthforChange,theParadiseUnifiedSchoolDistrictandtheButteCountyDepartmentofBehavioralHealth.
The Strategies Center at Youth for Change™TheStrategiesCenteratYouthforChange™isana-tionallyrecognizedgroupofprofessionalsthatpro-videstraining,skillsimplementation,technical assistance,appliedresearch,evaluation,organization-alcapacitybuilding,andleadershipdevelopment services.
Ourclientsareprimarily,butnotexclusively,inthesocialandhumanservicessector.TheStrategies Centerhasprovidedhands-on,realworldprofession-aldevelopmentandtrainingtohelpindividuals, programs,organizations,andnetworksreachtheir professionalandservicegoalsformorethan17years.
Weemploycurrentinformationtocreateservicesthatareresearch-based,people-centered,experiential,andcustomizedtoaddressourclients’needs.
Strengthening Families (Butte)TheStrengtheningFamiliesprogramsupportsfamilieswithchildrenages0-5bybuildingthe5Protective Factors(parentalresilience,socialconnections,knowl-edgeofparentingandchilddevelopment,concretesupportintimesofneed,andsocialandemotionalcompetenceofchildren)withinthehomeandthecommunity.WeprovidefunandinteractiveTot-Time,childcareforparentingclasses,andofferassistancetofamiliesinneedtoensurefamilystability.

Strong Starts – Parent-Child Interaction Therapy (PCIT) (Butte, Sutter, Yuba)PCITisdesignedtoimprovethequalityoftherela-tionshipbetweenyouandyourchild.Thefocusisonteachingyouthenecessaryskillstoreduceunwant-edbehaviorsthataffectyourchild’sfunctioningathome,inpublic,andwithhis/herpeers.StrongStartscounselingisprovidedtoyouthages0to12.PCITisprovidedtoyouthages0to7.
Therapeutic Behavioral Services (TBS) (Butte, Sutter, Yuba)TBSservicesprovideadditionalshorttermsupporttoyouthundertheageof21.TBSstaffwillassistchildren/youthintheirtransitiontolowerlevelsofcare(includinghomeorhomelikesetting)oravoidmovingtoahigherlevelofcare(includingapsychi-atrichospitalorgrouphomeintheRateClassificationLevel(RCL)12orhigher).
Wraparound Services (Wrap)Wrap’sapproachfocusesonwhatisworkingwiththefamily.Itbuildsonindividual’sstrengths,assetsandskills.Itpullspeopleandcommunitytogether.Ateamiscreatedthatstrivesfortrust,cooperation,self-worth,andfamilyunity.Eachfamilyisinchargeoftheirowngoalsandsuccesses.FamilieswithchildrenwhohavebeenplacedinorareatriskofplacementinagrouphomeintheRateClassificationLevel(RCL)10oraboveasidentifiedbytheButteCountyInteragencyPlacementUnit(ISPU)areeligibleforWrap.
Youth Empowerment Services (YES) (Butte)YouthEmpowermentServicesProgramoffersoppor-tunitiesforyouthtoengageinoutdoorandrecreation-alactivitiestothedegreewithwhichtheyarecom-fortable.Weeklyskillsbuildinggroupsarepresentedtoyouthfromages8–24withtheintentofenhancingself-confidence,communicationskills,socialskillsandcommunitydevelopment.ThegoaloftheYESProgramistoequipyouthwiththeskillsabilitytofunctionatahealthylevelintraditionalafterschoolprograms,educationalsettings,andtheirhomeenvi-ronments . In addition, the program aims to strengthen familybonds,provideeducationonaccessingcom-munityresources,andpromotepersonalgrowthandhigherfunctionalitythroughsafeandintentionalchal-lenges,andmasteryofskillspresentedduringgroups.
Full Service Partnership (Sutter-Yuba)ThroughacollaborativepartnershipwithSutterYubaBehavioralHealth,YouthforChangeaddressesthetotalneedsofthefamilywhosechildisexperiencingsignificantemotional,psychological,orbehavioralconcernsinterferingwiththeirwell-being.Children0-15withsevereemotionaldisturbancesmaybeeligibleforservices.
Family Visitation Centers (Butte)Thepurposeofvisitationbetweentheparent,guard-ian,orrelativeandchildistoensurethefollowing:Promoteandmaintaintherelationshipbetween theparentandchildduringthefamily’stimetogetherand during times of separation .Providearespectfulandcompassionateenvironmentthatallowsthechildtohaveanenjoyableexperiencewiththeparent.Ensurethechildisemotionallyandphysicallysafewhenvisitingtheparentbefore,during,andafter thevisit.Enhanceparentingskillsthroughindividualized feedback,parentingsupport,andmodelingduringvisitation.

Foster Care Youth RightsTheCaliforniaCodeofRegulations,Title22requiresthatanychildadmittedtoahome/facilitymustbeadvisedofhis/herpersonalrights.Homes/Facilitiesarealsorequiredtoposttheserightsinareasaccessi-bletothepublic.DuringtheintakeprocessyoushallbeprovidedwithYourRightsasaFosterCareYouthinCalifornia.Thisformdescribesthepersonalrightstobeaffordedeachchildadmittedtoahome/facility.Thisformalsoprovidesthecomplaintproceduresforthechildandauthorizedrepresentative.Thisformistobereviewed,completedandsignedbyeachchildand/oreachauthorizedrepresentativeuponadmissiontothehome/facility.Thechildand/orauthorizedrep-resentativealsohavetherighttoreceiveacompletedcopyoftheoriginallysignedform.Theoriginalsignedcopyshallberetainedinthechild’sfilewhichismain-tainedbythehome/facility.

YouthforChangeencouragesandmayimplementthefollowingtechniquesintheirtreatmentprogramprocesses:TherapeuticCrisisIntervention,Parent-ChildInteractionTherapy,NurturedHeartApproach, NurturingParenting,MotivationalInterviewing,TraumaFocusedCognitiveBehavioralTherapy, AdoptionCompetentPractice,DialecticalBehavioralTherapy,FeedbackInformedTreatment,andTheChildandAdolescentNeedsandStrengthAssessment.
Anin-depthexplanationofeachofthetreatmentpracticesmentionedaboveisavailableupon request.
Scope of Practice: YouthforChangeemployeespossessawiderangeofexperienceandeducationalbackgroundandareselectedfortheirspecificexper-tise,energyandattitudetowardservicedeliveryinaccordancewithourmissiontoenhancethewell-be-ingofothers.Weemploypara-professionalswithBachelor’sDegreesinfieldsrelatedtosocialservice,healthandwellness,andyouthdevelopment;andalsoMaster’slevelprofessionalsworkingtowardlicensureinthefieldofsocialworkandmarriagefamilytherapy.LicensedClinicalSocialWork-ersandLicensedMarriageandFamilyTherapistssupervisealltheclinicalandsocialworkserviceprovidedatYouthforChange.
Grievance Procedure:IfeveryouareunsatisfiedwithourservicesyouareencouragedtocontacttheComplianceOfficerat(530)877-1965tocommuni-cateyourneeds,complaints,orrequests.

Non-Violent Practices: ItisourstrictpolicyatYouthForChangetoNOTusethefollowinginter-ventionsintreatment:Lockedseclusion,mechanicalrestraint,verbalabuseorhumiliation,excessiveforcebeyondtheresourcesneededtosafelyand humanelyintervenewithclientsatriskofgraveharmtoselforothers,withholdfoodorwater,demeaningordegradingactivities,punitiverestric-tionsorassignments,orcorporalpunishment.

Drug, Alcohol, Tobacco & Weapons Policy & Emergency Procedures
YouthforChangeisadrug/alcohol-freeworkplace.EachYFCstaffmemberhasaresponsibilitytode-liverservicesinasafe,conscientiousmannerwhichincludesrefrainingfromtheuseofillegaldrugs, alcohol,andtobaccowhileonYFCpropertyorwhileperformingtheirworkduties.Prescriptionmedicationshouldbetakenasprescribedandispermittedsolongasitdoesnotimpairabilitytoperformjobdutiessafelyandeffectively.Allpre-scriptionmedicationshouldremainunderthe controloftheprescribedindividualatalltimes.
Clientsandtheirfamilymembersareaskedtoassistusinkeepingourworkenvironmentdrug,alcoholandtobaccofreeandparticipateinsessions,visita-tionsandappointmentsinamannerthatcontrib-utestothehealthandwell-beingofthemselvesandothersbybeingalcoholanddrug-free.WeaskthatclientsadheretoCaliforniaandFederallawswithregard to possessing, ingesting, manufacturing, ortransportinganycontrolledsubstancewhileonYFCpropertyorwhileengaginginaYFCservice.Anypersonsuspectedtobeundertheinfluenceofalcoholorillegaldrugsmaybeaskedtoleavethepremises .
Weapons: Weaskthatallclients,familymembers,communitypartners,andpeersactinaccordancewithcity,county,andstatelawsandnotunlawfullypossessweaponsonallYouthforChangepremises,or during Youth for Change functions .
Emergency Procedures and Exits: EachYouthforChangesiteisequippedwithemergencyproce-duresandexitstomaximizeyoursafetyduringyoursessionorstay.Youcanfindtheseexitsclearlymarkedandroutespostedthroughoutthefacili-ties.WearevisitedregularlybytheFireMarshaltoensureourcompliancewithsafetyprocedures.Allstaffparticipateinmonthlysafetytrainingsaswellasemergencyproceduredrills.

• LongitudinalStudy:Wehopetodetermineifweareindeedaccomplishingourmis-sionofenhancingthewell-beingofothersthroughtheuseofalongitudinalstudy.Duringthetreatmentprocessyoumaybeaskedforpermissiontocontactyoutode-termineifyouweresatisfiedandbenefitedfromservicesatYouthForChangeafterexit.
• YouthforChangeemployeesalsoparticipateinaninternalorganizationalclimatesurveyonanannualbasis.
• TreatmentstaffaretrainedinreceivingfeedbackviaFeedbackInformedTreatment(FIT),whichwillhelpyoutocommunicateyourpreferences,levelofsatisfactionandprogressinyourtreatment.
• Duringyourtreatmentyoumaybeaskedtoparticipateinaconsumerperceptionsurveyregardingyoursatisfactionwithourser-vices.
• Wealsoaskourcommunitypartnerstorateusonourprofessionalism,friendliness,andcompetencyinasurveyonanannualbasis.
