    • Youth - the most vibrant section of the society - firedby an unquenchable faith in their mission could alterthe course of history if given a chance.

    • India is the most youthful nation in the world with 563million youth & adolescents (10-35 years)

    CHALLENGES

    1. Convergence of activities of several Ministries &Departments dealing with Youth & Adolescents.

    2. Increased participation of Women in Youth Developmentactivities.

    3. Greater participation of States in National Schemes andProgrammes

    4. Plan expenditure in Youth Affairs & Sports is very low and hasbeen declining as a %age of Education Expenditure

    XI Plan 2%- 7%(Annual Plans)State’s share in YA&S expenditure has been shrinking.

    anvil - replacing the existing NationalYouth Policy 2003

    • Develop qualities of citizenship &

    dedication to community service• Provide educational, training & skill

    development opportunities for youth

    • Sustain and reinforce the spirit ofvolunteerism

    ACTION PLAN• Develop leadership qualities and engage youth

    in nation building activities

    • Making National Service Scheme (NSS) /National Cadet Corps (NCC) as compulsory co-curricular activity in educational institutions

    • Utilizing youth network for implementation ofdevelopment programs, their monitoring,social audit and for awareness campaign forissues relating to girls’ nutrition, dowry, femalefoeticide, drug abuse, alcoholism, substanceabuse etc.

    ACTION PLAN• Consolidating, expanding & energizing the

    youth club movement for engaging the rural

    youth in various community activities and forfostering national unity through Nehru YuvaKendras (NYKs)

    • Utilising the services of NYKs to stem thetide of extremism essentially throughprogrammes like national integration camps,

    inter-state youth exchange, culture & sportsactivities and celebration of days and weeksof national importance

    •  Achieving a greater convergence inimplementation of Youth Development Schemesand pooling of resources to expand the outreach of

    the schemes.• Higher participation of Women in Youth
