Your rates notice explained – 2019 – 2020

DATE OF ISSUE: The date Council issued your rates.

VALUATION BASE DATE: The date the land was valued. For information visit www.valuergeneral.nsw.gov.au or to discuss your land value, call 1800 110 038.

RATING CATEGORY: Land within the Tweed is categorised as either ‘Residential’, ‘Business’, ‘Farmland’ or ‘Mining’. This determines what rate you are charged.

Property Identifier: A unique property number to identify your rates account. Please quote when making enquiries about your rates or water account.

Total Amount Due: Amount due, if paying in full.

Due Date: This applies to either the full rate amount or the first instalment amount (see 4 ).

Instalment dates and amounts: The dates and amounts due if paying by quarterly instalments. Council will send reminder Instalment Notices for the 2nd, 3rd and 4th instalments 30 days before they fall due.

This lists rates and service charges payable on your property.

General Rate: Calculated by multiplying your land value by the rate set by Council. If your rate calculation is less than the minimum rate you will be charged the minimum rate.

Deduct payments since: The date on which information for your rate notice was extracted from Council’s database, any transaction after that date will not show on this notice.

Summary of rates and charges

Water Access Charge:

Applies to all land within 225 metres of a water main and able to be connected (whether connected or not). These fees help maintain dams and weirs, reservoirs, pumping stations, mains, water treatment plants and consumer services (meters, boxes, valves).

Sewerage Access Charge:

Applies to all land that is within 75 metres of a sewerage main and able to be connected (whether connected or not). These fees help maintain sewer mains, pumping stations and treatment plants.

On-Site Sewerage Management Fee:

Applies to properties with an On-Site Sewage Management System. Council regularly inspects and monitors the health and environmental risks of these systems.

Domestic Waste Management Charges:

Domestic Waste Management Charges apply to residential land within the service area, and farmland with a waste management service. The funds are committed to garbage collection, land for future garbage depots, financial assurance, landfill environmental management, waste disposal technology and environmental impact studies.

Residential waste and recyclables are collected using the following bin system.

• A 3 Bin System for urban houses and duplexes, being a green bin (organics), yellow bin (recycling) and red bin (landfill) service.

• A collection system for multi-unit developments (with more than two units) and rural residences.

Red Bin – Landfill

80L, 140L or 240L red lid bin for the collection of items that cannot be reused, recycled or composted. These items go to landfill. Different charges apply dependent on service such as changing bin size or the frequency of collection.

Yellow Bin – Recycling

140L, 240L and 360L yellow lid bin for the collection of recyclables (glass bottles/jars, firm plastic bottles and containers, metal/aluminium cans, paper products, newspaper and long-life cartons). Different charges apply dependent on service such as changing bin size or the frequency of collection.

Green Bin – Organics (food and garden waste)

140L and 240L green lid bin for the collection of organics (all food scraps, garden waste, tissues, food-soiled paper products, newspaper and raw paper products) from residential and commercial properties within the current urban service area. Different charges apply dependent on service such as changing bin size or the frequency of collection.

Landfill Management Charge:

The Landfill Management Charge helps cover the cost of current landfill operations and the remediation of past, current and future landfills to minimise their environmental impact.

Special Rate – Koala Beach estate:

The Local Environmental Study for Koala Beach identified numerous environmental values, including areas of significant koala habitat. There is an ongoing financial requirement for Koala Beach residents to preserve the natural environment.

Special Rate – Cobaki:

This rate supports long term environmental management and ongoing minor restoration works within a development at Cobaki Lakes. It includes pest control, animal control and fencing.

Council has a firm debt recovery system when an account is not paid and no contact has been made with Council.

If you would like to discuss a payment plan please contact Council to implement an arrangement that supports your financial situation. It is important that we hear from you to ensure the automatic debt recovery process is not initiated where no payment or contact has been made.

Ratepayers can enter into a payment arrangement online by accessing Council’s website www.tweed.nsw.gov.au/ratesarrangement

Council can provide weekly, fortnightly or monthly payments for ratepayers who may have difficulty meeting payment deadlines for rates, water or sundry debtors.

The responsibility remains with the ratepayer to contact Council if their payments are not made in full by the due date with the view to entering into a suitable arrangement to clear the outstanding debt.

Having difficulty making payments? The waste industry is undergoing significant change and has been subject to major shocks in the international market for recyclables, which unfortunately means waste fees as part of Council rates will increase by an average of $68.50 per year due to:

• an increase in state government waste levies

• large quantities of incorrect items placed in the yellow and green bins

In accordance with the Local Government Act 1993, councils must recover all costs associated with waste management services. There may be options for you to reduce your costs. The Emergency Dashboard:

• connects you to information from local emergency services, Tweed Shire Council, ABC radio and the Bureau of Meteorology

• provides updates about weather warnings, power outages, road closures, water and wastewater interruptions

• can live stream the emergency broadcaster ABC North Coast radio

• provides a helpful A-Z service listing for updates to Council services

• connects you to the latest social media updates from a range of facebook pages and the latest media releases from Council’s newsroom.

EMERGENCY DASHBOARD

As one of the fastest growing council areas in New South Wales, Tweed Shire Council is investing in multiple major infrastructure projects to deliver services and facilities to meet the needs of a rising population.

Some of the many projects to be delivered during the coming financial year include:

• $450,000 invested in the protection of coastal resources, including the protection of threatened species

• $1.2 million for redevelopment of the Tweed Heads Civic Centre, which will create a cultural plaza and social enterprise café for this precinct

• $1.3 million for an upgrade to the Murwillumbah Auditorium

• protecting the Bray Park Weir from saltwater inundation

• improving the performance of the Hastings Point Wastewater Treatment Plant

• upgrading the Uki Water Treatment Plant

• investigation and design for replacement of the roundabout at Kennedy Drive, Tweed Heads with traffic lights

• investigation and design for extending Kirkwood Road to Fraser Drive and Broadwater Parkway connecting Mahers Lane to Fraser Drive

• $1.2 million for Renewable Energy Action Plan solar projects.

Council is also continuing projects such as the Industrial Land Swap, which will enable eligible local businesses directly impacted by the 2017 flood to swap their flood prone land with Council-owned flood-free land in Murwillumbah; and planning for raising Clarrie Hall Dam to ensure Tweed’s water supply meets future demand.

Ongoing sustainability initiatives include a Zero Waste Strategy, a Koala Holding Facility at Pottsville and Upper Tweed River Estuary Riverbank Restoration projects.

These projects are in addition to delivering 52 essential services to residents such as parks, roads, water, sports fields, aquatic centres, libraries, the Tweed Regional Museum and Tweed Regional Gallery & Margaret Olley Art Centre.

Recycling and green bin tipsUnwanted items continue to be added to the green and yellow bins. Let’s keep the green bins for food and garden waste and ensure our recycling is sorted right to reduce our environmental impact and costs. Here are some tips!

Green Bin• Place meat/seafood in newspaper, in a cereal

box, or in a compostable bag/liner – put in the freezer, adding to it until collection day.

• Compostable liners only.

• Please do not put biodegradable, degradable or plastic bags in the green bin.

Recycling• No soft plastics.

• No plastic smaller than a credit card.

• Only recycle hard plastic bottles and containers, glass bottles and jars, cans, paper and cardboard.

• No wires, hose, building materials, broken glass, or hazardous materials.

• Rinse or wipe excess food and drink from containers, tins and bottles (remove lids).

• Don’t bag or box recyclable items.

• You may be eligible for a pension rebate on your rates and charges (as applicable) if:

• You are the owner, part owner or life tenant of the property (proof of life tenancy is required)

• You hold a current Centrelink or Department of Veterans Affairs (DVA) Pensioner Concession Card (Seniors Cards and Health Care Cards are not eligible)

OR• You hold a current Department of Veterans Affairs Gold

Card (It must be stamped with TPI or EDA)

AND• You reside at the property and it is your principal place

of residence as shown on your concession card.

To apply for a pension rebate you must complete a pension rebate application in person at Council Offices. Council staff will need to take a copy of your original concession card when you apply. There is no need to reapply each year. The pension rebate is generally applied automatically unless your circumstances change. A new application is required if you move because the pension rebate does not transfer to a new property.

Should you no longer be eligible for a concession card or your place of residence changes you must notify Council immediately.
