Stawell was established in 1853
during the Victorian gold rush
and is the largest township in
the Northern Grampians Shire.
Situated in close proximity to
the Western Highway, Stawell
is less than 240 kilometres to
Melbourne, a 1.5 hour drive
to Ballarat and close to other
regional centres such as Ararat
and Horsham. The township is
arguably most famed for hosting
the Stawell Gift annually over
the Easter Weekend, which
is known as Australia’s richest
footrace. Stawell is also the
gateway to the Grampians
National Park, as it is situated
approximately 25 kilometres
from Halls Gap. Stawell is home
to the the main offices of the
Northern Grampians Shire
Council, has access to schools,
sporting clubs, a diverse retail
offering, healthcare, and other

St Arnaud was founded in the
1850s as a gold mining town
during the Victorian gold rush.
The town’s name comes from
the French marshal, Jacques
Leroy de St Arnaud, who was
commander-in-chief of the East
during the Crimean war. It is the
second-largest township in the
Northern Grampians Shire and
is approximately 244 kilometres
north-west of Melbourne. St
Arnaud is known for its many
historic buildings and attractive
botanical gardens, often playing
host to travellers passing through
to regional centres such as
Bendigo, Ballarat and Horsham,
with the town ideally situated
between all three. St Arnaud
has Council offices, access to
primary and secondary schooling,
sporting clubs and clubs of other
interest, a hospital, medical
centre and other professional
services.

Halls Gap is a cat free zone. Because Halls Gap is in the middle of Grampians National Park, wildlife abounds. Domestic cats pose a threat to native birds and animals, not to mention the threat of introducing more feral cats into the park.The township is known as the heart of the Grampians, as it sits at the base of the mountains at the northern end of the Grampians National Park. Halls Gap is approximately 25 kilometres west of Stawell, and within an hour’s drive to regional centres such as Ararat and Horsham. With a smaller population
than Stawell and St Arnaud, the town receives a considerable and steady stream of visitors annually. With majestic views of the Grampians no matter which way you turn, the town is known as a tourism hub for the Northern Grampians, and has the ability to accommodate up to 5000 people. Halls Gap has access to primary schooling, a medical centre, pharmacy and close proximity to the Western Highway and the major township of Stawell. Marnoo was settled in 1875, and is in
the heart of Merino and grain country.
Situated at the junction of the Wimmera
Highway and Donald-Stawell Road,
Marnoo has a population of approximately
80 people within the town and 200
in the local district. The township is
approximately 50kms north of Stawell;
40kms west of St. Arnaud; 40kms south
of Donald and 90kms east of Horsham.
Located approximately 25 kilometres
south of St Arnaud, Stuart Mill is
considered the gateway to the St Arnaud
Range National Park, and in close
proximity to the Teddington Reservoir
an campgrounds.
Some impressive names in Australian
history are connected with the village,
including Labor leader and union man
Donald MacDonell who was born and
buried in Stuart Mill, and GJ Coles of
the Coles Stores fame, whose family

Council ServicesRATESNorthern Grampians Shire Council rates and charges are payable in four quarterly instalments. We do not have a lump sum due date for payment. Instalment notices will be issued approximately one month prior to the due date of each instalment.
Councils preference is to issue your rate notices by email. To register to receive your notices electronically please go to ngshire.enotices.com.au or alternatively contact us on 03 5358 8710 and we can assist you to set this up.
Council offers a Direct debit facility to pay each instalment on the due date. To set this up simply complete a direct debit application form and return it to Council. Forms can be obtained on Council’s website or by contacting our office.
Alternatively, payments can be made by fortnightly Direct Debits, BPAY, Australia Post, by mail or in person at one of Councils Customer Service centres.
Please ensure that your contact information is up to date. Changes can be made by completing a form on our website, send an email or send written advice of your new details.

LOCAL LAWSHave you got a furry friend who needs to be registered with Council? All cats and dogs from the age of 12 weeks need to be registered with Council and permanently implanted with a microchip. Registrations renewals are payable annually in April.
Halls Gap is a ‘Cat-Free Zone’The township of Halls Gap was declared a cat-free zone in 1993. No occupier of a property in Halls Gap may keep a cat in their possession. WASTE MANAGEMENTCouncil’s waste management program includes kerbside collections, transfer stations, public place waste and community education.
Over 4,000 tonnes of municipal waste and 1,200 tonnes of recycling are processed from residential, public litter bins and transfer stations across the Shire each year.

The Northern Grampians Shire Council’s Economic Development unit has four staff members and forms part of the Economic Growth department alongside Planning.
The purpose of the Economic Development unit is to attract and support businesses to build economic resilience and diversity of industry in the Northern Grampians Shire.
The core functions of the unit are to deliver investment attraction activities, business and tourism support, strategic economic growth projects, major events and marketing.
Members of the unit are often out and about frequenting businesses to provide one-on-one support and are always available to pay you a visit. The unit also offers a number of services to businesses including but not limited to the online business directory, FocusOnBusiness, Business Assistance Scheme and Business eNews.
