Thebusinessimprovementhub

Dedication to making a difference to his community while turning his own life around earned Nelson’s 18-year-old Ghulam Ullah Young Lancashire’s prestigious young person of the year award.

Afterlosingbothhisparentsat the age of 12, Ghulam found himself on the wrong side of the law and sought to re-evaluate his life following a stint volunteering at Nelson Youth Club as a youth worker.

Since then Ghulam has been actively involved in youth work, raising over £200,000 towards a new community facility in Nelson and has inspired other youngsters to join the campaign and lobby councillors, parents, mosques and schools to sign petitions and support the centre.

In 2008, Ghulam was elected at Nelson Town Hall to serve as Pendle’selectedyouthmemberonLancashire Youth Council. He also successfullycompletedthePoliceCadetSchemeinPenninealongsidetheUniformedPublicServicesCourseatBurnleyCollege.

Ghulam is now representing youths onthePenninePoliceIndependentAdvisoryGroupandundertaking The Duke of Edinburgh’s Gold AwardScheme.

SuptAndyPrattofLancashireConstabulary nominated Ghulam for theEdwardDicksonAwardfortheYoungLancashireYoungPersonofthe Year 2009.

Impactof YoungLancashireYouth groups from across Lancashire have expressed how Young Lancashire’s work has impactedonthem.Agraffitiartsworkshop was held at Intact, Preston,inMarchinvolvingeightyoung people from V-Involved, The LeylandProject,TheBridgeProjectand Intact. The workshop created a large banner describing Young Lancashire as creating hope and building futures.

Three of Young Lancashire’s youth groups from across the county havewontheQueen’sAwardforVoluntary Service. Described as ‘theMBEforvolunteergroups’,the prestigious national honour recognises outstanding contributions made to local communities by groups voluntarily devoting their time for the benefit of others.

SkelmersdaleActionforYouthfromSkelmersdale,FishwickRangersYouth Development Scheme fromPrestonandStreetlifefromBlackpoolreceivedtheawardfromYoungLancashire’sPresidentandHer Majesty’s representative in Lancashire, Lord Lieutenant Lord ShuttleworthJP.Winnersofthisyear’s award were selected from 341 groups nominated by members of the public who have been helped personally or witnessed the benefits of a group’s work in their community.

Speakingoftheirsuccess,AlanLewisfromSkelmersdaleActionforYouthsaid: “It’s a great honour to receive this award. It’s through the hard work and dedication of many people and agencies that have helped towards this. Many thanks also need to go to the young people of the town and community as a whole.”

Champions of the award, Zul HussainfromFishwickRangersYouth Development Scheme said: “We are thrilled to have received this prestigious honour for the work we do with everybody in the local community.”

Celebrating their recognition, Jane Hugo from Streetlife said: “The news has sent a tidal wave of excitement through Streetlife. We are all overjoyed to have had the work recognised by Her Majesty The Queen; it is a total credit to the input Streetlife has from volunteers.”

Young Lancashire’s Chief Officer Graham Whalley said: “Everyone at Young Lancashire is absolutely delighted with the members’ success and it’s only right they are honoured with such a prestigious award. The Queen’s Award for Voluntary Service is a credit to the groups, volunteers and the young people themselves who spend so much time, energy and enthusiasm making a difference to their local communities.”

AmyjoinedYoungLancashireinApril2009 as an administrative assistant, working in the Support Services team until joining the Strategic Engagement and Change Management team in February 2010.

Amy,whowontheawardon21June2010, said: “I was surprised but elated to have won the award!

“It has given me more confidence to progress within the organisation and completing an apprenticeship has given me a great start in my career.”

ZoeCasey,SeniorAdministratorat Young Lancashire said: “It gives me great pleasure to see Amy’s commitment to her apprenticeship recognised with such a prestigious award.

“We really value our apprentices in the organisation and it is fantastic to see them grow into confident members of staff; well done Amy.”

Young people throughout the county are set to benefit from an exciting new partnership between the Lancashire and CumbriaDistrictofRotaryInternationaland Young Lancashire.

The partnership aims to strengthen networks throughout the voluntary, community and faith sector by providing a whole host of opportunities for young people.

The staff team has delivered excellent results over the year and, while this report cannot capture the full extent of all our work, a few highlights and headline figures are provided below.

The Youth Offer Consortium, Lancashire’s first voluntary youth sector providers’ consortium, once again exceeded its targets for the year, enabling at total of 943 young people to gain a recorded outcomeand543anaccreditedaward.Anindependentevaluationoftheconsortium, which has successfully applied for funding for another two years, was commissioned this spring. The results will measure the impact on young people and benefits to partners and be published this summer. Staff and trustees would like to thank all partners in this innovative programme of work, for their commitment to the consortium and their work with young people.

Atotalof15,540youngpeople,supported by 2,086 volunteers through 132 youth organisations, have been provided with access to our support services during the year. Of these, 88 organisations received 1:1 support, to meet their identified development needs around quality, planning and accreditation ofyoungpeople’sachievements;152staff and volunteers participated in accredited youth work training courses; and 12 organisations received support on thenationalPracticalQualityAssuranceScheme for Small Organisations (PQASSO).

Overview

Duringtheyearwecontinuedtoprovideanddevelopourrangeofspecialistinfrastructureservicestovoluntaryyouthgroups,andwidenaccesstoourservicesthroughthedevelopmentofourmembershipandregistrationscheme.WelaunchedournewbrandandwebsiteattheAnnualGeneralMeetinginNovember,andupdatedourcomputersysteminSeptember.Inaddition,fundingwassecuredfortwoprojects(hostedbyYoungLancashireonbehalfofthevoluntarysector),focusedonthemodernisationoforganisationsinterestedinworkingcollaborativelythroughcommissioningandtheengagementofvoluntaryorganisationsinthechildren’strustsarrangements.

Funding was secured to host two new posts on behalf of the voluntary sector: a Strategic Engagement Officer post, funded by Lancashire County Council to March 2011, to provide effective co-working arrangements between Lancashire Children’s Trust and voluntary organisations providing services for children and young people; and a Change Management post, funded by Capacity Builders,toMarch2011,tocreatecollaborative approaches for voluntary organisations to engage in the market of paid-for services, through commissioning.

Bothprojectshavemettheirtargets, since commencement in November 2009, by working together as part of Third Sector Lancashire.Anetworkoflocal VCFS forums has been established to act as a voice for local frontline groups in the 12 District Children’s Trust Boards,linkedtothewiderCountyReferenceGroupforthe VCFS. Established by Young Lancashire in 2008, thisReferenceGroupnow has representation of local uniformed youth organisations, including Scouts, Guides and the GirlsandBoysBrigade,which are estimated to be working with over 20,000 young people across the county.

With regard to the development of more collaborative approaches, a new learning programme of support to enable frontline groups to demonstrate achievement ofalocallyagreed‘PreQualificationQuestionnaire’ is being established through joint work with commissioners and the sector. It’s envisaged that this ‘Stepping up to Change’ programme will allow collaborative bids, on behalf of local voluntary organisations, to be written expeditiously as tendering opportunities arise.

We recruited four new employees to complement the existing team of Graham Whalley,SheraleeTurner-Birchall,SaminaHussain,ZoeCaseyandAmyNicholls:HarveyHamilton-Thorpe,asProgrammeManager,followingRehanaKoser’smovetoapostwiththeCountyCouncil;RozCatlow as Strategic Engagement Officer; RebeccaSteel,asChangeManagementOfficer; and Tania White, who joined the administration team as a new modern apprentice. Youth Work training is provided by a team of self-employed tutors and assessors and our financial service function is seconded from another charity under contract.

Was awarded to Ghulam Ullah aged 18 from Nelson, who helped to raise over £200,000 towards a new community facility in Nelson, by inspiring other young people to join the campaign and lobbied councillors, parents, mosques and schools to sign petitions and support the centre. In addition, the charity provided bursaries for personal development totalling £1,000 to five other young people in the year, see page four for full story.

•Tomonitorpoliticalpartymanifestosforyoungpeople,aheadoftheforthcomingGeneral Election and consider the likely impact on the voluntary sector of the anticipated cuts in public spending in 2011. Following the annual board and staff planning day we have begun the process of writing a new business plan to maximise the potential for earned income and grant funding, to ensure the sustainability of our work is in line with the objects of the charity. We have also provided guidance on policy developments to the sector throughout the year and are planning to hold briefing events in the autumn. Of particular relevance will be theanticipatedlaunchoftheNationalCitizensServiceforyoungpeopleandourroleinBigSociety.

•Tomaintainandencouragegreatercommunicationwithlocalgroupsinthedevelopment of the local Youth Offer. We have co-ordinated the development of a Lancashire Youth Strategy and Youth Offer, in partnership with the local authority, through workshops involving young people and representatives from across the youth sector. The Lancashire Youth Offer is to be launched in autumn 2010, following wider consultation in the summer.

•Toexploremutuallybeneficialopportunitiesforcloseralignmentandjointworkingventures with other infrastructure bodies which provide services to the children and young people’s sector. We have formed a joint action plan with Lancashire AssociationofCVS,thebodythroughwhichtheeightlocalCouncilsforVoluntary Service work together, to provide more effective co-ordinated support for local groups for young people.

Keeping in mind the Charity Commission’s guidance on public benefit, the trustee’s goals for the year ahead are:

The trustees carried out a reviewofthecharity’svision,missionandstrategicobjectivesin2009,settingoutthemajoropportunitiesavailableandtherisks to which the Association isexposed.

Our policy, informed by this review, is to achieve our aims by seeking funding from a wide range of stakeholders for specialist infrastructure services from which to generate sustainable income for our core purposes. The trustees have considered the effects of this course of action and believe that, to maintain a level of services to the young people of Lancashire, reserves of six months’ expenditure need to be retained. This will provide a cushion to enable alternative funding to be obtained or, if considered necessary, a radical restructuring of the charity’s commitments and level of services to be undertaken.

FinancialmattersWhilethecharitysuccessfullymanagedtosecureadditionalfundingfortwonewprojectsandmaintainincomefortheprovisionofongoinginfrastructuresupportservices,incometocoverallthecorecostsofrunningthecharitywasreducedbecauseofasignificantreductioninthelevelsofinterestoninvestments.Assuch,fundingintheregionof£7,000wasusedfromreservestocover these costs.

More than ever it’s clear that ‘impact’ matters; how have we performed and what have we achieved are central to our future sustainability. Through the independent evaluation of the Youth Offer Consortium and our provision of support services to frontline groups,theBoardwillbelookingat ways to demonstrate that we, together with our partners, can tackle the problems that are hard to resolve, that we do offer value for the taxpayer and, more importantly, that we are making a positive difference to young people’s lives.

Withthisapproachinmind,theBoardwill look at all opportunities to gain investment, grant funding and contracts, over the coming years, including the development of earned income from trading, to ensure the sustainability of our work with partners in line with the objects of the charity.
