Phase 1: Planning & preparatory phase

1. Activity planning:

• Develop an activity chart (Gantt chart).

2. Human Resource planning:

• Do a proper planning of the manpower requirements of the project.

• Recruit and select the members of the project team at the implementing centre.

• Develop detailed job responsibilities for members at each levels of the project.

• Prepare training curriculum

3. Development of cash flow and accounts reports:

• Develop cash flow statements for the project period.

• Prepare monthly, quarterly, financial reporting formats

Phase 2: Implementation

1. Infrastructure development:

• Infrastructure development for the project (Project office, training centre)

• Purchase of equipment and consumables as per the budget.

• Label the project equipment and maintain a stock inventory.

Phase 3: Monitoring and reporting (可以照抄,加一点字,Graph)Monitoring:

• Advance Tour Programme (ATP) schedule should be submitted by the field staff to the project manager on a weekly basis (for community based projects)

• Periodic visits should be carried out by the project manager to monitor the field activities

• The Project manager should conduct regular meetings with the project staff/field staff to review the project performances. The project head/HOD will review the project performance versus project targets. The policy level decision or issues (selection/replacement of staff, salaries, purchase of equipment, protocol) regarding the project will be sorted out during this meeting.

Budget preparation

• Identify the core areas for budgeting (Recurring and non-recurring)

• All equipment / infrastructure should be grouped under non-recurring cost or one time investments.

• The recurring costs would include manpower cost, consumables, travel, and contingencies etc.

• Give separate columns for the following:

- Workings / explanations / justification for all individual line items in the budget

- Quantity required for all the line items and unit cost

- Project duration (Example: Year 1, Year 2, and Year 3)

- Add 10% as an increment with the salary cost of the personnel from the 2nd year of the project.

- For funding agencies within the country, use Indian Rupees in the column under unit cost and total costs. While for other foreign funding, use the local currency of the

respective country (Example: USD, Pounds, Euro etc.) and follow the current conversion rate with reference date

• 10 to 15% of the total cost can be budgeted as institutional overheads (expenses which are incurred over and above the budgeted amount) of the project
