At the world’s premier trade fair for the metalworking sector, international manufacturers of production technology will under the keynote theme of “Intelligence in Production” be showcasing their products, solutions and services re- lating to metal as a material. By the end of June, around 2,030 companies had regis- tered. On a net exhibition area of over 177,600 m², they will be showing the international trade visitors how they can best meet and master the challenges they face in the production process. 60 per cent of the exhibitors come not from Germany, but from 39 other countries of the planet. Reflecting its leading status in terms of technology, Europe, with more than 1,500 ex- hibitors, is the most heavily represented region. Around a fifth, more than 430 firms, however, are arriving from Asia alone. “For every machine tool manufacturer who wants to do business on the international scene, participating in the EMO Hannover is an absolute must”, avers EMO General Commissioner Welcker. ronment plays an im-portant role. This year, economic pundits are predicting another risein machine tool con-sumption, of 2%, to a record vol-ume of what will then be around 68 billion euros. Thismeans that following three strong preceding years, weare seeing an incipient temporary slowdown, result-ing primarily from continuing loss of confidence in theprospects of the global economy. Economic pundits an-ticipate, however, that GDP and industrial productionoutput will gain signifi-cantly in momentum duringthe second half of 2013. Machine tool consumption isaccordingly set to grow by one-tenth in 2014. This will benefit the biggest customer groupings of theworld’s machine tool manufacturers: the automotiveindustry and its component suppliers, machin-erymanufacturers, metalworkingcompanies, the electrical engi-neering indus-try, precision engi-neering and optics, includingmedical technology, plus other ve-hicle producers (aviation industry,rail vehicle manufacture and ship-building). They will be investingover 6% more in the current year,a figure that is set to double in2014. The success of the EMO Han-nover, as the world’s premiertrade fair for this sector, is significantly underpinnedby the globalised nature of the machine tool business.More than half of global machine tool production out-put is inter-nationally traded. The volume has risen by80% since the turn of the millennium. This applies evenmore cogently for Europe’s machine tool indus-try,which exports almost 85% of its production output. Ac-cording to an analysis prepared by the European As-sociation of the Machine Tool Industries (CECIMO),moreover, more than 80% of its exports involving met-al-cutting machine tools feature NC technology. In theUSA’s machine tool indus-try, the figure is a mere 61%,

while in China’s corresponding sectorit’s an even more modest 44%.

Germany is a major playerin international machine tool development Germany, the host country of the EMOHannover 2013, ranks among the ma-jor players on the international ma-chine tool scene. Not only will the Ger-mans, who will be providing thelargest number of exhibitors, withmore than 800 companies, be a majorpresence at the fair; as the second-biggest exporter and fourth-largest

market, Germanyis also a heavy-weight when it comes to researchand development work in theglobal machine tool industry. Last year, German manufacturersproduced machines worth 14.2 bil-lion euros. This corresponded togrowth of 10%, the best result a-mong the five biggest producer na-tions. The pre-crisis level of 2008has thus been reached again too. Inthe ongoing year, German manu-

facturers, like their international counterparts, are fo-cusing on consolidation. The forecast is for modestgrowth of one per cent. This trend is once again beingfuelled by exports, which at around 9.6 billion euroswith an export ratio of 73% are already running at arecord level. Here, too, modest growth of one cent isbeing predicted for the current year. So all eyes are focused on what’s going to happen inthe months ahead. Order bookings from abroad areperceptibly stabilising. While export orders for Ger-man machine tools fell by 18% during the year’s firstquarter, the drop had shrunk to a mere 8% in the year’s

first five months up to May. Experience has shown thatthis will be followed by a consolidation in domestic or-ders after a time-lag of several months. The investment plans of Germany’s major customergroupings also give per-suasive grounds for a more op-timistic assessment. Though in the current year growthof only 1.7% is being forecast, the figure predicted for2014 is set to exceed 7% again. Encouraging signals arealso coming from the Ifo business climate index in thecapital goods industry. Expectations for future busi-ness developments have been indicating an uptrenduntil June of this year. Against this background, theVDW (German Machine Tool Builders’ Associa-tion)expects that orders for machine tools will receive fur-ther impetus from the EMO Hannover. According to the results from the latest quarterlyeconomic survey carried out by Assofluid, refer-ring to the first half of 2013 against the same pe-riod of 2012, the Fluid Power in Italy reaches half

of this year with some mixed signals, showing a significant-ly better situation for the pneumatic sector compared withthe hydraulic one.There are in fact obvious difficulties for the hydraulic field,even if the positive trend in orders, both from domestic mar-ket and abroad, gives confidence to the Italian manufactur-ing industries.To be noted that the pneumatic sector records a positive signboth for sales and for the orders, an event that has not hap-pened since the end of 2011.Analyzing the two sectors, in terms of turnover, hydraulicsshows a slowdown both in the domestic market (-7.4%) andproduction (-5.3%), while for pneumatics there are positive

changes both for the domestic market (+3.4%) and nationalproduction (+4.3%), with the Export that marks +3.8% com-pared to the first half of 2012.The outstanding order situation appears rather positive forboth sectors, with significant increases for the national mar-ket (+7.9% for hydraulics and +5.3% for pneumatics) and theproduction (hydraulics + 7.6%, pneumatic +4.9%).Encouraging signals are coming from foreign orders, whichrecorded +7.2% for the hydraulic field and +5.2% for the p-neumatic one.These variations lead to having turnover indices (base year2000 = 100) for the export equal to 192.2 for hydraulics and173.2 for pneumatics, while orders are reporting indices of266.7 and 189.4 respectively.Based on the results presented, it is possible to assume in-creases in sales in the next 3-6 months of the year, thus al-lowing a positive closure of the sector in 2013.

After two years of recovery, whichallowed to partially make up forthe ground lost during the crisis,in 2012 the Italian capital goods

manufacturing industry reached a stand-still, re-echoing the worrying situation af-fecting the whole of the Eurozone. This iswhat emerges from the final data presentedtoday, during the annual meeting - centredon the topic "SME, acting for development”- of FEDERMACCHINE, the federation ofcompanies of the sector, which saw the p-resence of the president of the small enter-prises association (and vice-president) of

Confindustria, Vincenzo Boccia.According to the data processed by the FE-DERMACCHINE Statistics Group, in 2012,production remained basically stationary,dropping by 0.8%, below 29 billion euros.Half of the associations belonging to FED-ERMACCHINE recorded a decrease inturnover. Exports reached 21.8 thousand million eu-ros, a +2.2% increase, a new record. The main outlet markets for the Italian of-fer of the sector were: China (2 thousandmillion euros, -11%), Germany (1.9 thou-sand million euros, +6.5%), United States

(1.9 thousand million euros, +17.2%),France (1.4 thousand million euros, +1%).Deliveries within the domestic market, al-ready not particularly exciting in 2011, de-creased a further 8.9%, to less than 7.2 thou-sand million euros. This isconfirmed by the fact that the percentage ofproduction exported has increased in tenyears by ten points, reaching 75% in 2012.«In light of these results - stated GiancarloLosma, President of FEDERMACCHINE -it is clear that the Italian man-ufacturers of the sector havebeen able to respond to the cri-sis, helped in this task by thefederation, which works tosupport companies in their de-velopment, and to expresstheir requests». «In particular, we must ex-press our satisfaction for theinclusion in the Decree of Do-ing of the measure for the fa-cilitation of investments incapital goods on the model ofthe Sabatini law (1329/1965),enabling buyers to spread pay-ments for a period of up to 5 year at a favourablerate, and which greatly contributed to the devel-opment of the country from 1965 until today».«The introduction of this measure in the decreeis a great success for representation bodies suchas our federation - stated Giancarlo Losma - butall the efforts made until today will be pointlessif the government bodies fail to speed up its im-plementation, so that enterprises may really takeadvantage of the contributions starting from thebeginning of 2014. The uncertainty on the avail-ability of resources, and the time when these willbe distributed, can result in a dangerous stop ofalready planned investments, while waiting forthe measure to become operative».«The other measure that we welcome very muchis the introduction of minibonds. These are ac-tual bonds issued by SME, and undersigned byinstitutional investors. Minibonds give the pos-sibility of strengthening the capital and finan-cial structure of the companies, facilitating ac-

cess to credit, currently particularly difficult.Faced with such an innovative measure, it ishowever necessary for Confindustria to push in-stitutional investors even more in order to makeavailable the funds required for the undersign-ing of the bonds». «The re-launch of the consumption of capitalgoods would find a useful tool in the liberalisa-tion of the depreciation allowances of invest-ments in production machinery. Following ourproposal - stated Losma - it would be possibleto deduct investments in capital goods, as far asincome taxes are concerned, in amounts freelyset by the company itself. This measure will notaffect the Country treasury in the mediumterms, as it would only bring a shift in the col-lections from the revenue office. A minimum

measure to implement, as soonas possible, is the revision ofthe table’s coefficients, adapt-ing the depreciation rates tothe actual useful duration ofthe capital goods, so that com-pany investments may nolonger be penalised».«Aware of the difficulties of thecurrent situation, manufac-turers however ask for a struc-tural system of tax reliefs thatfavours the development activ-ities carried out by companiesautonomously or with the sup-port of external bodies or uni-

versities, as it is through innovation that com-petitiveness can be achieved». «Lastly, the heavy pressure of taxation makeseverything extremely complex. Whilst under-standing the need for this line in order to pro-tect the accounts of the Country, machinerymanufacturers nevertheless request the abate-ment of Irap payments on personnel, for a shareequal to the export/production ratio of the com-pany, with the aim of rewarding the more virtu-ous companies, and to stimulate the internation-alisation process of those who are still stronglyoriented to operate on the domestic market». «On the other hand - concluded GiancarloLosma - the value of these interventions can befound in the fact that the results of their imple-mentations would not only be limited to the cap-ital goods sector. On the contrary, their positiveimpact would cascade down to all levels of theproduction chain, with advantages for the man-ufacturing system on the whole».

There was a positive balance in theglobal industry for machine tools,that has registered a growth in pro-

duction (+7.1%) and consumption (5.3%).In the sector, Italy, has maintained its thirdposition in the ranking of exporting coun-tries but has dropped a position among theproducers, falling to fifth place. In 2012, the Italian production of machinetools, robots and automation stood at Euro4,826 million, an increase of 1.3% comparedto 2011.Consumption has fallen by 18.1%, to 2,089million, due to the effect in the contractionof both imports (-15,7% to 884 million) andof deliveries to the domestic market (-19,7%to 1,205 million). The share of the marketcovered by foreign machinery was equal to42.3%. There was a positive result in the per-formance of exports, which grew by 11.1%to 3,621 million. Export production rose from 68.5% in 2011,

to 75%. Balance of trade grew by 23.8%, to2,737 million. The complexity of the contextwas reflected on the evolution of the Italianindustry in the sector, as evidenced by thereduction of the production capacity from79.6% in 2011, to 77%.There was a slight drop even in the carnetof orders, which reached 5.6 months of guar-anteed production, against the 5.7 monthsof 2011. The prices of the machines have in-creased by 0.8%.

Exports After the market increase recorded in 2011(+24.7%), Italian exports of (only) machinestools, in 2012, slowed the pace of expansion,marking, however, a growth of 12.1%, thatbrought a new record value of Euro 3,440million.The growth in the third quarter shows atrend that, while remaining positivethroughout the year, has gradually slowed

down, from +19,2% in the first quarter, to+7.2% in the fourth.The main outlet market for the Italian pro-duction has confirmed to be China (13.3%of the total), ahead of the USA (11.9%), Ger-many (10.8%), Russia (5.6%) and France(5.2%).There was growth in the share of sales on I-talian consumption of the main countries. Also in 2012, in China, sales of Italian ma-chine tools accounted for 1.5% of the totallocal consumption. In India, Italian presencehas grown slightly, to 6.6%. In the German market, the most importantamong those in the EU, Italian manufactur-ers have increased the share from 7.2% to7.5%; in the same way, there was grown ofItalian share in Russia from 11.5% to 11.9%,and in the USA from 5.4% to 6%, which hasregistered its second consecutive year of in-crease.In 2012, exports in European Union haveincreased moderately (+4.1%), exceeding1,200 million euros. The first communitymarket was confirmed, once again, Ger-many (373 million, +2.8%), followed byFrance (178 million, -0.4%) and Poland (117million, +11%). Sales in the UK (+55 %) andRomania (+27 %) were very brilliant. Very satisfactory results from the made byItalians in the rest Europe, where sales rose,by 15.3%, to Euro 441 million. There was anexcellent performance of sales in Russia (192million, +33.7%) and Turkey (136 million,+15.5%), with modest sales in Switzerland(59.5 million, +2%).Declining exports in Africa, which has lost2.4%, to 88.5 million euros. Positive sales inSouth Africa (+13.9%) and Egypt (+17%); indecline those in Algeria (-4.9%) and Moroc-co (-46.4%).Exports in North America, grew by 53.7 %,stood at 554 million euros, in virtue of thepositive results obtained in the main mar-kets of NAFTA: the United States (410 mil-lion, +45.3%), Mexico (102 million, +94 %)and Canada (42 million +64.1%).Positive, even if less brilliant, the results ob-tained in South America (244 million Euro,+2.8%). Sales down in Brazil, which has ac-quired Italian machine tools amounting to154 million (-13 %).Export in Asia grew by 8.4%, to Euro 880million. Once again it was Eastern Asia thatabsorbed the greater share of the made byItalians destined for the continent (Euro 535million) as a result of an increase eventhough moderate (+6.7%). Positive sales inChina (Euro 457 million, +8.5%) and SouthKorea (53.2 million, +15.7%), and in declinethose to Japan (10.4 million, -43%).Exports in the southern area of the continenthave grown only slightly (+3.9%), increas-ing to 150 million euros. There was a muchbetter performance of sales in India thathave registered an increase of 8.2%, to 147million.It was the ASEAN region, with an increaseof 57% to Euro 81.7 million, the result ofstrong growth in almost all countries that

constitute the region, to mostly reward Ital-ian exports.Sales in the Middle East have marked a s-light withdrawal, -0.5 %, to 114 million. Thegood trend in deliveries in Saudi Arabia (+36.4%, 34 million) was not enough to offsetthe decline in the United Arab Emirates (-25.6%), in Israel (-19.6%) and Iran (-29.6%).Sales were in decline even in Oceania (-10%,23.8 million).The ratio between exports and productionhas further increased, rising to 78.9%, sincethe disappointing performance of the do-mestic demand has led companies to movetheir attention to the more dynamic foreigncountries.On the other hand, the analysis of Italian ex-ports cannot take into account that the salesto the Euro area countries should be consid-ered as a medial figure between real exportsand sales on the domestic market.In this sense, Italian production in 2012 haslet to 21% for internal deliveries, to 19.0% insales to the Euro countries, to 60% in directexports outside the Eurozone.

The structural characteristics The structural characteristics of the Italianof machine tools, robots and automationmanufacturing industry are similar to thoseof the national production system: compa-nies of reduced size, strong propensity toexport, high quality of the offer.

The machine toolAccording to the survey conducted byUCIMU-SISTEMI PER PRODURRE, in 2011(to which the most recent data are referred),59% of machine tools manufacturers havesold less than Euro 12.5 million, 66.3% hasoccupied less than 100 employees.The more structured companies providedthe most copious contribution in productionand exports: those with more than 100 em-ployees, which accounted for only 33.7% ofthe units operating in Italy and have pro-duced 82%, and exported 84.2% of the total.Enterprises that had a turnover of more than25 million (18.9% of the total number) havecontributed to 67.2% of production and cov-ered 69.6% of Italian machine tools exports.Turnover per employee was between Euro109,200 for small companies (less than 50employees) and 158,600 for larger ones(more than 100 employees), that, obviously,have chosen to outsource a wider numberof processing steps, focusing on more s-trategic activities (design, assembly, salesand after-sales service).Geographical distribution in the field wasconsistent with that of the Italian produc-tive system, confirmation of the fact that forthe manufacturers of machine tools it is nec-essary to be close to customers and suppli-ers: most of the production units in the fieldis located in Lombardia (40%), Triveneto(24.2%), Emilia Romagna (15.8%) andPiemonte (13.7%).Lombardia has contributed to 37.6% for thecomposition of total turnover, Triveneto for25.8% and Piemonte 23.3%, and companiesfrom Lombardia boast the highest propen-sity to export, 74.2%, compared with the in-dustry average of 72.2%.

Main user of machines tools (28.4% of the total) is the met-al products industry (production and preliminary process-ing of metals, contractors, construction elements, otherproducts other than machinery), followed by the automo-tive industry (27.2%).

RoboticsThe positive trend that has characterised the field of robot-ics for the past two years has resulted in the increase in thenumber of large firms (turnover between Euro 2.5 and 5million), which today represent 70% of the production u-nits of the sector, to the detriment of those of medium andsmall size (annual turnover of less than 2.5 million) The average turnover per employee has increased, from Eu-ro 221,800 in 2010, to 316,400 in 2011.The region with the highest density of manufacturers of ro-bots results in Lombardia, with approximately 38.9% ofcompanies. Piemonte however has registered the highestpercentage in turnover (67%) and employees (57.8%).

The worldwide machine tool industryIn order to analyse the evolution of the worldwide machinetool industry, UCIMU-SISTEMI PER PRODURRE refers toinformation that is made available by national associations,including the American AMT that has radically revised thehistorical series of the data in its own jurisdiction.In 2012 the world production of machine tools increased toover Euro 71,400 million (+7.1%).To the composition of the total value contributed to 61.2%Asia, 31.5% Europe, 7.1% the Americas. In 2003, the Asianproduction was worth 40%, the European 51%, the Ameri-can 9%. Consumption grew by 5.3%, rising to around Euro 64,800million.The Asian market has absorbed 63.7% of the world total,the European 22.3%, that of the Americas 13.8%. Comparedto 2002, the share of Asian consumption has doubled, to thedetriment of European consumption (was 45.9%) andAmerican (was 21.1%).In 2012, world trade has grown at a fast pace, resulting from+16.5% in exports and +14.2% in imports of twenty-eight

countries for which data are available.

The leading countriesChina, whose production has grown by 5.5%, to more thanEuro 21,400 million, has kept the world record among man-ufacturers.The Asian giant has affirmed its leadership also in terms ofconsumption, in virtue of the increase in demand to almost30,000 million (+6.7%).36% of machine tools required by the market was purchasedabroad: 10,700 million (12.3%) of imports have confirmedChina in the first place in world rankings.An increase in exports, +23.1%, to over 2,100 million, hasallowed the Chinese industry to maintain the sixth positionin international ranking.Japan has seen an increase in production (+9.1%) exceed-ing Euro 13,100 million, the second place in the world.Sales abroad (+18.8%) neared 10,800 million (82% of pro-duction), result that reinforced the leadership of the coun-try of the Rising Sun among the exporters. Of opposite signthe domestic deliveries (-20,7% ), which fell to just over2,300 million due to a reduction in consumptions that hasremained below 3,000 million (-14% ). In spite of this Japanese demand, met for 21% by foreignproduction, confirmed at fifth place in the world rankings. It was a new positive year for German industry, which haveincreased its production by 9.3%, to Euro 10,600 million.By virtue of the growth (19.1%) in export sales, standing at8,100 million, Germany has confirmed to be in second placeamong the exporters; the propensity to export was equal to76%.Met for 50% by imports, domestic demand was stagnant (-0.4%), standing at 4,980 million. South Korea, where production has grown, by 7.4%, to Eu-ro 4,360 million, has taken fourth place among the manu-facturers in the world, edging out Italy. Exports have increased, by 20.1%, to reach the 2,000 mil-lion. 45% of the production was destined to foreign mar-kets. Domestic demand fell by 4% to 3,600 million, 32% of whichgenerated by imports.

Italy was the fifth world economy for production (Euro4,360 million) and third for exports (3,440 million). In terms of consumption, the Italian market, where demandhas dropped to 1,600 million, was ranked in eighth posi-tion.By virtue of the increase in the production (+14%) whichreached Euro 4,200 million, Taiwan has consolidated sixthplace in the world rankings. With sales abroad equal to 3,300 million (+14.7%), the coun-try has maintained its fourth position among exporters. Do-mestic demand, was stationary, and has grown by +0.4%,just exceeding 1,400 million.The United States industry has kept seventh place in themanufacturers ranking, thanks to the increase (+15.4%) inthe production, just under Euro 3,900 million. The strong growth in demand, which has reached 6,800million (29.1%), has allowed the US to reach the secondplace on the list of consumers. Imports (over 4,500 million), that have satisfied 67% of con-sumption, have gained 39.5%, ensuring the USA the secondplace in international rankings.Swiss production, although in decline by 3.9%, to Euro 2,500million, has also been again classified eighth in the world. Exports which absorbed 87% of the total production, de-creased by 2.5%, below the 2,200 million; despite this, Swissmanufacturers have confirmed fifth place in internationalrankings.

Other countriesIn Spain production of machine tools has grown, by 7.1%,to Euro 825 million, originated, for 93%, from exports(+10.2% ).India has been proven to be the sixth largest market con-sumer (over Euro 2,200 million, 5.7%); 79% of the demandhas been satisfied by imports (+12.3 %, 1,750 million). Pro-duction stood at 561 million. The seventh place among con-sumers has resulted in Russia, whose demand (+ 28.6%, formore than 1,600 million), was meet for 90% by imports.Mexico was tenth in the list of consumers, by virtue of anincrease in demand of 35.8%, to Euro 1,400 million, gener-ated by 99% of imports.

Interview with Luigi Galdabini

The Association of the Italian manufacturers of ma-chine tools, robots and automation represents a tur-nover that amounts about 5 billion Euros, which

conveys the idea of how important it is for the economyof our Country. President is Luigi Galdabini, owner ofGaldabini S.p.A, company that produces instruments formaterial tests, straightening machines and hydraulicpresses for the steel and aluminium forming.A captain of industry but also an Italian citizen like ma-ny others, worried for the situation that we are living inItaly «I have the feeling that there is a climate of distrust de-termined by the attitude of our governors. Being Italian evenbefore that an entrepreneur, I would expect a behaviour deno-ting that a definite position regarding the problems that affectthe Country has been adopted. It would be sufficient to demon-strate to citizens that they are following a precise direction, nomatter whether right or wrong, but consistent and rational».

But is not the Government in charge operating like that?«I hear only lots of words, several proclamations, speeches bypeople who little or nothing have to do with the real themes tobe faced but who, in spite of that, receive answers and atten-tions by some Ministers.When, on the contrary, we go deeply into the most importantissues, we have to deal with a series of statements and denials.Actually, the State is an immense company to be managedand, as such, it needs a team of people able to decide for the go-od of all in a cohesive manner, otherwise you fail in attainingyour goals. The signals that reach us are completely contra-dictory and this is beyond the capability of individuals but de-rives from the misinformation of a population like ours, whe-re the winners are those who want to get noticed at all costswith statements for effect or simply raising their voice».

But we are famous for our creativity and imaginationthat give the feeling of being a bit confused, are theyqualities that are no more sufficient in themselves?«Now that times are really difficult, we realize that we havelived years of notable growth, I mainly refer to companies thatoperate in the machine tool sector. And without having be-hind a solid country-system that has helped us in being com-petitive towards the main foreign competitors. This meansthat we have working capability, determination and creativi-ty that are really unique in the world. They are extraordinaryvalues that might have been much more profitable without theincredible junks that we have carried with us. It should nei-ther be neglected the fact that at present we are in a Europeancontext that puts everyone on equal footing and imposes wellprecise binds that in some way limit our capability of reactingagainst difficult situations, even if in too individual manner,since we historically have a certain difficulty to do groupamong the enterprises .It is true that Europe, as it is concei-ved today, has given us also some regulations, a stable cur-rency exchange and so on, but it is as true that it has weake-ned our skills. Besides, there is the real problem of the marketglobalization that is destroying our continent in its totality,but it is not certainly an only Italian problem».

Concerning this, you are also President of the CecimoTechnical Committee and you will be often in touchwith your foreign colleagues: is it also their belief?«The attitude of our European colleagues is very differentfrom ours, and I am referring to machine tool manufactu-rers. Their sense of the State, certainly more developed than

ours, leads them to be less explicit in showing their troublesat work and the criticalities towards those who govern them.Exactly the contrary of what Italians do. We have the per-ception, supported by years of disappointments, that we nei-ther succeed in expressing a Government and we express thatwith blatant complaints.Irrespective of this, I would like to underline that many Eu-ropean Countries have a strong manufacturing orientationthat resembles the Italian one and in the long term this mightcause also notable social problems».

In lots of your interventions it has been highlighted acertain appreciation of the work that the present Gover-nment is doing, made real in the “Decree of Doing”.What is more convincing for you?«First of all the reintroduction of the Sabatini Law stronglypursued inside Ucimu. Unfortunately it will come into forcestarting from January 2014, further curbing the investmentsin capital goods for the next six months, just waiting that thelaw in question unlocks funding. They are the usual bureau-cratic delays of politics that seems notto realize the urgency affecting theCountry. I believe, on the contrary,that just the current situation requi-res that support interventions forcompanies can be enjoyed at once.This means to be incisive while at pre-sent the Decree of Doing has only an-nounced some positive initiatives».

Neither the facilitations for theyouth employment seem to becompletely convincing …«You cannot create the labour by de-cree. The State should take care of ma-king companies competitive by allo-wing them to grow and then to hire,thus creating welfare and develop-ment. Because only the development brings resources to theCountry. These facilitations are welcome, they are better thanimmobility but without a real recovery of consumptions, com-panies will sell less and less, with heavier and heavier reper-cussions on the labour market».

But if companies were freed from that burden of taxesand binds that oppress them, would it be possible toenvisage a return of the production to Italy?«Machine tool manufacturers operate in a free market thatis subjected to International competition but that at the sa-me time has allowed exporting Italian products beyond theborder. I personally do not think that it is possible to carryout an exchange mechanism of any type because this wouldgo against the strategies of some entrepreneurs on which itis not right that the State intervenes. A coercitive system ca-n’t work. Economics and enterprises naturally develop whe-re there are favourable conditions. If we want that labour co-mes back to Italy, companies must be supported to be compe-titive again at all levels, with a favourable energy policy, fairbut not oppressing tax burdens, reducing the tax wedge tofull advantage of workers, too. Today lots of employees areclose to their entrepreneur because they perfectly know thatif he surrenders the work ends. President, next November 26th there will be a great event

organized by UCIMU – Production Systems, which isthe Assizes of the Machine Tool in Italy. What do youexpect from this day of proceedings?«The aim is to gather all the players that turn around thesector of the machine tool in Italy, which certainly includesItalian machine tool manufacturers but also tool and acces-sory makers, distributors, representatives and so on, exclu-ding anyway users. The day will be organized in four sessions, a plenary one andthree parallel ones subdivided by as many themes: econo-mics, internationalization and technological innovation.Each session will be coordinated by a vice-President of Uci-mu, who will have also the delicate task of summarizing par-ticipants’ speeches in a conclusive document that, togetherwith the others of the other sessions, will compose a Manife-sto of the machine tool in Italy that will be a guideline for thenext years. The new aspect of this Assizes is that all are ri-gorously invited to express their impressions, their needs,their proposals and criticisms. Not only, we also want to send a strong message to institu-tions: ours is still a strong, lively and competitive field, plea-se, operate in such a way as to make it remain like that!».

In few days EMO in Hannover will start. How do youevaluate the Italian presence?«Figures say that both Italian exhi-bitors and square metres have rea-ched the levels of the 2011 edition,which was a growth year after a di-sastrous 2009. At that time pro-spects were more than optimistic, onthe contrary, two years later, we arehere again taking note of a situationin decline. In spite of that, as figu-res show, our sector has not loststrength but on the contrary itwants to lay the bases so that the edi-tion of EMO 2015 that will be heldin Milan in conjunction with Exposees us as absolute protagonists».

How has the entrepreneur LuigiGaldabini faced these years of crisis with his company?«We went on working in the same way. There are essential-ly three cornerstones around which the activity by Galda-bini rotates. And all of them contribute in making the com-pany a constant Italian excellence in the world.The first is an attentive management of costs that aims ateliminating wastes without skimping in investments whenthey are necessary. More than a strategy, in this case, it is areal business culture. The other foundation is connected with the innovation ofproduct, process and with the study of new applications.This reasoning includes the research and the developmentof innovative solutions, but also the technological evolu-tion of machines already present on the market for a longtime, as well as the attention to customers’ requirements,even if unexpressed. This way of working has allowed us to be in the past abso-lute pioneers of some applications like when, twenty yearsago, we introduced the first machines with electro-mecha-nical drive. We are presently developing, still for our ma-chines, optical sensors.And let’s talk now about our third strategic activity, whichis the constant search of new customers and markets, es-sentially to keep constant, and if possible to increase, thepresence in the world».

cent is not to be putat risk» com-ments Schäfer.Expectations he-re are once againfocused on theexpanding mar-kets of Asia. InChina, particu-larly, by far the

biggest market for the German ma-chine tool industry, faster economicgrowth is again being forecast. NorthAmerica, most recently a vital sup-port for the sector, will remain a sta-ble market this year as well. Russia,

finally, thanks to its substantial needfor modernisation in its domestic in-dustrial sector, likewise continues tobe an attractive customer. There are also rays of hope from theinternational automotive industry,which is deploying strategic inve-stments in the battle for market sha-res, and from the aircraft industry andthe mechanical engineering sector.All of them intend to be making abo-ve-average capital investments in2013. There will be a good opportuni-ty for this at the EMO Hannover 2013,where the international world of me-talworking will be meeting up from16 to 21 September, showcasing to theplanet’s users of machine tools the la-test innovations in the field of pro-duction technology, providing themwith the best possible basis for theirongoing investment decisions.

Demand for machine toolslacks momentum In the first quarter of 2013, order bookings in Germany’s machine tool industry fell by 19% compared to the equivalent quarter of 2012. Domesticorders were down by 21%, while orders from abroad dropped by 18%.

Background

The German machine tool industry ranks amongthe five largest sectors in the country’s mechanicalengineering segment. It supplies production tech-nologies for metalworking applications to all cate-gories of manufacturer, and makes a crucialcontribution towards progressing innovation andproductivity in the industrial sector overall. Due toits absolutely key position for industrial produc-tion output, its development is also an importantindicator for the economic vigour of the country’sindustrial sector as a whole. In 2012, the Germanmachine tool industry produced machines andservices worth around 13 billion euros, and wasemploying 70,900 people (status: December 2012,firms with more than 20 staff). This correspondedto growth of 10 per cent.

For the second time now,the Institute of Produc-tion Engineering and

Machine Tools (IFW) at theLeibniz Universität Hannover,Germany, is joining forces withthe Machining InnovationNetwork to host an internatio-nal event called “New Manu-facturing Technologies in theAerospace Industry”, underthe aegis of the EMO Hanno-ver. International experts fromthe industrial sector and theacademic community will on18 and 19 September 2013 bediscussing on the exhibitiongrounds how the stringent re-quirements of the aerospaceindustry can be met even mo-re effectively with new machi-nery concepts, automation so-lutions and the use of theCAD-CAM chain.«The aerospace industry is one ofEurope’s most successful sectors,but also one of the most deman-ding», says Cord Siefken,Chairperson of the MachiningInnovation Network and PlantManager at Premium Aerotecin Nordenham, Germany. «An important contribution to itsleading role is made not least bythe innovative vigour of its pro-duction technology vendors andthe concomitant research activi-ties», adds Siefken. Despitelong planning timeframes forindividual projects, he conti-nues, innovations are conti-nually being premiered. There is a particular demand at

present for resource-efficiencycoupled with high levels ofquality and productivity, bothin the products concerned andthe relevant production pro-cesses. Placing heavy workpieces automatically andaccurately on a machine presents a few chal-lenges. Small batch sizes and mixed workpie-ce sizes, as well as different machining techni-ques, require flexible manufacturing facilities.Setting-up times reduce productivity. Settingup while the machines are running and auto-matic machine loading are the order to the day.Erowa’s Robot Dynamic 500 solves this pro-

For facing the crisis in a perspective of manufacturingand commercial optimization, Gerardi stepped for-ward on several fronts: efficiency, innovation and re-search. First of all, the Gerardi company increased thecommitment of holding down the prices through animprovement of internal productivity and, in the sa-me time, investing in new products and creating a newtooling department for design, pro-duction, mounting and assistanceof angular heads (a top selling pro-duct even during hard times). Thecompany also introduced thenew “Tooling 01” catalogue thatincludes all products auxiliariesto the “machining of workpieces”separating them from the specificrange of “clamping and positio-ning” products. With CrazyMill Cool, Mikron Tool SA Agno achie-ved a solid carbide endmill with through coolant ca-pability in the diameters from 0.3 to 4 mm doing ju-stice to the product’s somewhat wild name. Develo-ped especially for tough materials such as stainlesssteel, titanium, superalloys or chromium-cobalt al-loys, its strengths are slot or pocket milling into so-lid material and contour milling. This tool combinesroughing and finishing promising high efficiency,long tool life and a much better surface quality.Why is this milling tool called “crazy”? First factoris the new micro granulate carbide at the same time

hard and tough. The particular geometry for stain-less steels (but not only) with a robust cutting body,a radial relief and the specific cutting edge prepara-tion afford a very high cutting edge quality and sta-bility. Another contribution is the new type of coa-ting, conceived for hard to cut metals. ol” part of its name. Dry machining is notpossible with stainless steel. Due to thebad heat conductivity the tool would be-come extremely hot, the cutting edgeswould burn out. The new milling cutterhas coolant channels through the shaftbringing the coolant stream along the tooldiameter to the cutting edges. The resultis a targeted and massive cooling effect inevery machining position. Chips are flu-shed away from the milling area wherethey could disrupt the milling operationand influence the surface quality negati-vely. Up to date a feed of 0.1 to 0.2 x D wasindicated to mill a channel into solid ma-terial. CrazyMill Cool is able to achievedepths of 1 to 1.3 x D directly. This diffe-rence combined with up to five times fa-ster cutting speed and a comparable feedthe efficiency of the new tool is improvedby a factor of 10 to 20!. It is interesting thatexpressly the “difficult” materials are the

The Sitema Locking Unit KFPA clampsa shaft in any position. It is commonlyused to clamp the rod of standard cy-linders according to ISO 15552 (corre-sponds to withdrawn standards ISO6431, DIN ISO 6431, VDMA 24 562) or

other shafts independent from the cy-linder. It holds axial forces in both di-rections. The Locking Unit KFPA is prepared tobe mounted on a cylinder according toISO 15552 or on a separate rod. The Locking Unit KFPA itself is to bemounted on the cylinder head. In applications without cylinder, withcentering ring the Locking Unit KFPAshall be used on a separate rod.This type of mounting is onlyadmissible in combinationwith the centering ringwhich has to be ordered to-gether with the unit. The support surface on the machineelement must face thecentering ring si-de of the Locking Unit KFPA. The possible axial displacement in bothdirections is 0,1 mm. The Locking Unit KFPA will operate

correctly only if the rod has a suitablesurface: • ISO tolerance field f7 or h6 • Surface roughness: Rz = 1 to 4 µm • Rod surface hardened (min. The actual holding force of the LockingUnit KFPA is higher than the nominalholding force indicated in the data she-ets and drawings, but will not be hi-gher than twice this value. Therefore,all fixation elements carrying the load(rod, its attachment, etc.) have tobe dimensioned for 2 x F.Please note that at dyna-mic loads (e.g. whenbraking), the full

holding force (2 x F) can oc-cur. Only if it is certain that the

Diamond-like carbon, another topic at O&S 2014 Chemically the same, but very different physically: Onone hand, soft black graphite, used as a lubricant or asthe “lead” in pencils, and on the other hand transparentdiamond, the hardest material in the world. The gap be-tween these extremes is filled by so-called diamond-likecarbon or DLC, which, in the form of thin layers, is be-coming increasingly significant by comparison with tra-ditional hard coatings of titanium nitride (TiN), titani-um-aluminum nitride (TiAlN) or chrome-carbon nitride(CrCN). One reason for this is its mul-tiplicity of different properties,which can be applied using vacuumcoating procedures (PVD or CVD).This creates layers of carbon atomsthat combine the properties of dia-mond bonds and graphite bonds. Thetopic of DLC will also play a key rolein the next international trade fair forSurfaces and Layers (Oberflächenund Schichten, O&S) from 24 to 26June 2014 in Stuttgart.The relationship between these types of bonds, as wellas their properties, can be varied almost at will in the coat-ing process. Moreover, the properties of the layers can beinfluenced by incorporating other chemical elements.These can include not only non-metals such as oxygen,nitrogen, fluorine or silicon, but also the entire spectrumof metals. Of particular advantage in this context are themetals of the 4 to the 6 subgroup of the Periodic Table,such as tungsten, titanium or chrome, which form ex-tremely hard carbides. In overall terms there are differ-ent types of layers that differ in their morphology (amor-phous or crystalline state), their hydrogen content and

their doping. The amazing variability of the layers hasled to a huge range of DLC options with widely differ-ing components. One important field of application is in reducing frictionand wear. These two surface phenomena cost tens of bil-lions every year in Germany alone, although hugeamounts of organic lubricants such as oils and grease areused. Moreover, many of these lubricants are ecological-ly questionable, require high construction costs for suchitems as encapsulated systems, are also temperature de-pendent, and have limited lifetimes. This is where DLCcoatings can lead to significant improvements – so theyare now used in many everyday products. They protectcomputer hard drives, the blades of wet razors, or thecomponents of modern diesel injection systems. Theseexamples show that economic mass-production of DLC

coatings is possible despite the ex-pense of the vacuum processingtechnology. Newly developed DLCcoatings also help automobile man-ufacturers to meet the requirementsof the EU6 exhaust gas standard. Re-duced friction combined with excel-lent wear-protection and ultra-highcomponent reliability are ensured byinnovative coating solutions. Be-cause of their amorphous structure

and the resulting high hardness, this type of coating isparticularly suitable for high performance engine com-ponents. Typical applications include pistons, pistonrings, gudgeon pins, rocker arms, tappets and injectioncomponents. Incidentally: the high pressures of morethan 2,000 bar these days in modern diesel injection sys-tems can only be achieved at all with coatings of this type. Innovative coatings are a central component of O&S,which will appear for the first time in 2014 along withthe leading international trade fair for cleaning of indus-trial components and surfaces (parts2clean). Thus, theentire spectrum of surface technologies will be represent-ed – from pre-treatment to cleaning to coating, and this

will draw even more exhibitors and visitors to Stuttgart.On the last occasion, O&S 2012 attracted almost 7,000 vis-itors, to view offers from 330 exhibitors over an area ofabout 7,500 square meters.
