Scholarship Committee- Jacquie Auwater Kudos to YCRW! Because of your generous donations, our scholarship committee will present six sets of Rush Limbaugh's history books for children to the Dewey Humboldt Elementary School Libraries. The presentation will be Friday, April 21, 2017 at 9:00 a.m. at the Glassford Hills Elementary School during a meeting of the librarians, interested teachers and personnel. All are invited to join us. There are five books in each set and each one is full of information on United States history. Children love them and these books encourage children to read. The books are historically accurate. The books main characters feature the magic travelling horse named Liberty whose tongue is witty and his companion Rush Revere. These two travel back in time, taking the young reader with them to experience and learn America's history. Your Scholarship Committee thanks all our members for your most generous support. These dedicated ladies will devote the upcoming months to the scholarship project for 2018.

This is just one of the many ways YCRW supports our community. Thank you to each member for all you do!

Thanks to our conservative legislators, Senator Karen Fann, and Representatives Noel Campbell and David Stringer, S.B. 1431 / H.B. 2394, Expansion of Empowerment Scholarship Accounts ESA) passed last week. Brief overview of these two bills: Limitations: - expands education opportunities to all Arizona public school students through a 4-year phase in period - permanently caps enrollment in the program after the year 2022. - limits the growth of the ESA program to approximately 5,500 students per year

Accountability: - requires recipients in grades 3 - 12 to take reading and mathematics examinations Transparency: - creates an ESA oversight council to provide feedback to the legislature - Arizona Department of Education (ADE) to provide financial data so the public can track ESA expenditures

Fraud Prevention: - Requires ADE to request additional documentation from parents regarding eligible ESA expenses - ESA monies deposited monthly rather than quarterly so there is less opportunity for abuse. The most recent Joint Legislative Oversight Committee (JLBC) analysis shows the ESA expansion would actually save the state $3.4M by the end of the program (2022), thereby allowing more revenue from the General Fund to be used for public schools.

Legislation - Mary Beth Hrin
