D ue to operational issues within the Postal Service that have resulted in

contract delivery trucks not being able to get the mail to offices at the previously scheduled time, carrier’s start times have been moved to a later point in the morning. Some carriers are being expected to get

back to the office, the same time as before and complete their routes the same. We are rural carriers, working under an evaluat-ed system. When one point of time in our schedule changes, they all must be adjusted accordingly. There have been several acci-dents involving rural carriers. Having your health and physical well-being and being able to return home safely to your loved ones everyday should be a given for every carrier. In the case of motor vehicle accidents management is all too swift to try and remove carriers. Taking these points into consideration I implore every carrier to work and drive safely, first and foremost. Work conscientiously, but do not allow pressure from management to cause you to lose focus of your surroundings and possibly jeop-ardize safety or your career. I had hoped to be able to say by now, winter is behind us. As I write this the weather forecast is for mixed precipitation for the capital district area. March came in like a lion and is going out the same way. I recently attended the Eastern States Conference in Atlantic City, N.J... This is always a very informative meeting. Sunny and 63 degrees going down, 5 inches of snow the next day! The lesson to take from that is expect the unexpected!

Devon Cassidy the National Office Rep. for OWCP gave an easy to understand detailed presentation. If you are in need of assistance with these matters please contact him. You will need to be a mem-ber and fill out a Form 30 Release. Larry Walligora provided updates to the Rural Carrier Health Ben-efits Plan; a few examples are; they are working on a Self plus 1 option to be available in 2016, prescription money spent now counts toward out-of-pocket catastrophic cost, MRI, CAT/PET SCANS for people under age 65 may be covered with pre-approval, Ambulance response with or without transport will be paid, no deductible, and airlifts are covered-typically$40,000.00. The engineered study continues to move forward. When complete this will be the basis for how our evaluations are determined. The reputations of the three engineers participating are at stake and as such all are committed to the thorough results we await. National General Insurance wants your business! They offer excel-lent rates while providing ample coverage for our members. They are once again doing a special promotion. Look for our National General Representative, John Fancher’s article elsewhere in this issue. The Amazon Prime Sunday delivery program continues to evolve. It will be expanding to 2,000 Hub Offices by July 2014, everyone by next year. If your office is participating and having issues with it your DR needs to know about it. Like everything, there is a right way and a wrong way. Toward the end of May your Vice-President; John Delles, Legisla-

tive Director; Jeff Gilman, and myself will be going to Congress to

lobby on behalf of the Rural Carrier Craft regarding legislation that

may have a profound impact on our future careers. We may once

again be asking you to contact your Senators and Representatives

letting them know how they should vote. Please respond to the

call. Your future is at stake!

J ust a couple of very quick points this month:

First, for those in the Albany Dis-trict, I would like to welcome Frank Opper as an Assis-tant District Repre-sentative. Frank will be covering predominantly the Southern Tier Ar-ea, having much experience as a union steward, and I am happy to have Frank onboard. You can reach Frank at 607-744-9122. Second, for all, this is the time when the Postal Service starts to issue their 2080hr estimated projec-tion listings. These are only projected

estimations based on the actual carrier work hours since last Oc-tober. Please remember these are only projections. Mail volume, especially the parcels, were up considerably this past Christmas season. We also have had quite the weather this past winter. An-other prominent issue that aggravates these hours is the lack of leave coverage in our offices, so very often the regular carrier ends up working his/her relief day. By filing a ‘120-day’ letter with management, you can put man-agement on notice that you want a relief carrier specifically as-signed to your route. Also, management is in charge of schedul-

ing. If they repeatedly cannot find coverage for your relief day, please contact your local or district stew-ard. The contract states of your right to a relief carrier. We need to hold man-agement accountable to this. Aside from the above, we all usu-ally stay under the 2080, so we need to remember it is only a projection. Finally, as a follow-

John Fancher - I will be running for the position of Executive Committee Person. I have been a rural car r ier for sixteen years. I have served as a county officer for the past nine years. I have attended the state convention for the past eight conventions serving on vari-ous committees. I would appreciate your support at this year’s convention. Thank you. Elizabeth A. (Betty) Lester – I wish to announce my intent to seek re-election to the office of NYRLCA Treasurer. I would appreciate your support and vote at the 2014 State Convention. Garry D. Smith – This year I am seeking your support for re-election to the position of NYRLCA President. During the last year the focus has been on recruiting new members to strengthen our Union and addressing legislative issues that our craft faces going forward. Please allow me to continue to be your voice to Congress and also to the National office so they might have a better understanding of what direction the dues paying members believe we should be going. LEGISLATIVE UPDATE &

Legislative Update The Senate subcommittee has passed S1486 out of committee. As written this bill would end six day delivery and end door delivery in favor of cluster boxes. Five day delivery could take ef-fect as soon as 2017. If adopted this bill would create a postal only health plan within the Fed-

eral Employees Health Benefit Plan and require Medicare eli-gible employees to enroll in Medicare. This bill could also lim-it new employees from participating in the Federal Employees Retirement System (FERS). The committee also passed an amendment that would keep the latest postal increase that was to be temporary, in effect and allow continued adjustments based on the CPI. What this bill does not fully address is the prefunding mandate that congress has imposed on the postal service. This bill does not have the support of any of the postal unions in its present form. Next action would be by the entire Senate. Check the National website NRLCA.org for updates. The House has not taken any action on the Issa bill HR 2748. In other news the House Budget Committee approved a budget resolution that would cut postal pay, increase your contribu-tions to health and life insurance, and gives the postal service the flexibility to respond to changing mar-ket conditions. Do I read this as allowing five day deliv-ery? As you can see the employees continue to be attacked as the way to save the postal ser-vice. If Con-gress would address the Pre Funding of the future retiree

health benefits that it mandated in 2006, the postal service could make a profit delivering mail and parcels.

PAC Report Political Action Committee needs your continued support. These contributions allow your legislative team in Washington to edu-cate members of Congress about the need to make the correct decisions about how to vote on postal matters the affect your job. These decisions affect your paycheck. This is not only your cur-rent take home pay but these decisions could affect your retire-ment also. Current bills are trying to take new hires out of the Federal Employees Retirement System (FERS), increase your percentage of contributions for health and life insurance, and increase your percentage you contribute toward your pension. As I wrote in my last article new hires are paying 4.4% of their pay into the pension verses older hires paying .8%. On a $40,000 salary 4.4% equals $1760 and .8% equals $320 for an increase of $1440 per year times a 20 year career equals $28,800 for the same pension. A small contribution to PAC could make a lifetime of differ-

H ello. Hello. Spring has arrived! We will see rain falling, new grass growing,

leaves on the trees and customers waiting for their parcels that may contain garden seeds that need to be planted. Handle all mail, parcels included, so as to prevent its damage or unau-thorized delay.

If a parcel is too large for the mail box, make a reasonable effort to attract the customer to the mail box to receive the package. Do this by sounding the horn or by hailing the customer. Y ou are required to dismount to effect delivery if there is no response to your efforts to have the customer come to the vehicle, or if the customer requests that you do so. Parcels MUST NOT, I repeat MUST NOT, be left outside the mail box unless the customer has given written directions for an alternate delivery location or the mailer participates in the carrier release program by endors-ing the package Carrier – Leave If No Response.

If a customer has filed a written order stating that parcels too large for the box may be left outside the box or in another desig-nated location, you may do so provided the weather is not in-clement. When a parcel is endorsed, Carrier – Leave If No Re-sponse, an no one is available to receive it, you may leave it in a location that is concealed and protected from the weather, e.g., behind a storm door. Form 3849, Delivery/Notice/Reminder/Receipt, with the It Is Located: ______ block completed must be left in the mail receptacle notifying the addressee of the mail left in the authorized alternate locations. If the is not a suitable loca-tion to leave a carrier release parcel, leave Form 3849. Endorse the parcel with your initials and the date. Upon returning to the office, deposit the parcel in the designated place for undelivered parcels. Also, if the package was returned to the office for non-delivery, the addressee may request to have the package be rede-livered on a specific day and/or in a specific place. ballot, and PLEASE follow the instructions enclosed within it and do not mark out your name or address, they are used to verify that the vote came from a member. Your ballot should be inside the black ‘Ballot” envelope inside, that way your vote remains anonymous. Your vote matters so please mark your ballot carefully. Has your office been effected by an RMDO? Article III Section 3A of the NYRLCA State Constitution spells out that any carriers that are RMDO to another office that is in another county has to do if they wish to remain in their original county. RMDO falls under the ‘involuntary reassignment’; if this has caused your membership to be moved to another county/area and you want to stay in the county that you were originally in write to the State Board, via the State Secretary, and it will then be brought before the board at the next board meeting. You will be notified of the results.

Attend your Local County/Area Meeting A change to the county rebates and the amount the local/area unit receives was passed at last years convention. It allows all delegates, from small or large counties to be paid equally. Mileage will be paid to Delegate at Large and all regular delegates and they will receive $150.00 per diem for 3 days ($450.00). I am hoping this will help remove any financial barriers for you to attend this years state conven-tion. We need you to attend and give your input and you need to learn what has happened with legislative issues, contract issues, there will be a NRLCA Officer there to talk with and get answers on issues that are important to you. See Article VI Section 3 in NYRLCA constitution. State Membership Referral Continues thru June 30th 2014; The State Board has extended the Membership Referral thru June 30th 2014, at the same rates—Regular & PTF’s would receive $50.00, RCA’s $25.00. Anyone referring a new member must have their name listed on the referral line of application to receive the referral cred-it. Any County or Area Secretary that wants to do a membership drive for their area can contact me and I will be happy to help you with it. Remember your county rebate is tied to your county’s membership strength. New Membership Referral from NRLCA thru June 30th 2014 National is offering a similar rebate, the new member gets three free months of membership. The member that refers them gets rebate of $50.00 for Regular or PTF carrier; $25.00 for RCA’s; only if the new member stays on the USPS rolls for at least 3 months.

County Secretary—Annual Reports Please send me your county’s Annual Report ASAP. I need your reports so that I can do mine. Our President needs to know who is go-ing to be attending the convention, so that he can pick people for committees. Please include delegates phone numbers too if possible, but send info in ASAP. County Rebate Checks By now you should have received your county/area rebate checks; if not contact Betty Lester or myself immediately. State Convention: Will be at The Holiday Valley Resort, in Ellicottville NY. Ice Breaker Sunday evening June 29th is a great place to meet with other car-riers from across the state. Business session start June 30th thru July 2nd, 2014. You will find room reservation info in this newsletter, and on the state website. National Convention: National Convention will be held August 12-15, 2014. If you have planned on being a delegate or alternate be sure to make your room reservations now! You will also need to be making room reservations at the National Convention Hotel as early as possible. They sell out rather early as other states have had their conventions already.

Duties of Delegate-at-Large · Attend all convention business sessions unless on committee assignment · Respond to roll call indicating number of delegates presently on the floor and in committee (ex: 4 on floor and 2 in committee) – Each county delegate-at-large is responsible for reporting delegate attendance at the state convention. If a delegate is not physically present on the floor this doesn‘t mean that they are not eligible to vote. Each county delegate-at-large is responsible for knowing the status of the county delegates and to respond accurately at the roll call. · Responsible for voter cards: Fifteen minutes prior to the opening of each business session report to the teller's table A. Tellers will distribute Yea/Nay (Y/N) cards to the delegates-at-large prior to each morning business. B. The delegate-at-large signs the ‘V’ cards indicating the number of Y/N cards received C. At the conclusion of each business session the delegate-at-large turns in the Y/N cards that were received in the morning and the teller verifies that the total of Y/N cards equals the number signed for in the morning and then signs the ‘V’ card D. At the direction of the President, on the final day at the end of the business session, tellers assigned to the committee will collect all the Y/N cards · Responsible to pickup and return paper ballots equal to their county‘s full delegate strength to the tellers · Whenever necessary, pickup additional reports or handouts for all county members present · Immediately notify the state secretary if any elected delegate has to leave the convention

Duties of State Paid Delegate · Attend all convention business sessions unless on committee assignment · Notify the delegate-at-large of convention committee assignment · In the absence of the delegate-at-large assume the responsibility of the delegate-at-large. The ranking shall be in accordance with the county election report · Notify the delegate-at-large if unable to attend the convention business sessions

BIOGRAPHICAL SKETCH OF SUSAN T. KNAPP, EXECUTIVE COMMITTEEMAN

NATIONAL RURAL LETTER CARRIERS’ ASSOCIATION

S usan Knapp was born in Syracuse New York. One of 7 children, she is the only girl. Susan has been married to Gerald Knapp since 1976; they have three children and 8 grandchildren. Susan and Gerald

live in Middletown NY. Originally hired by the USPS as an RCR, Susan was appointed to the position of regular rural letter carrier at the Middletown NY Post Office in 1985 where she served as the local steward. She transferred to the New Hampton Post Office in 1988. Susan has served in the steward system for almost 30 years and was State Steward for the New York RLCA for 11 of those years. In 2003, Susan was appointed by the National Rural Letter Carriers' Association as a Grievance Specialist, handling Step 3 appeals for the Northeast and New York Metro Areas as well as portions of the Eastern and

Great Lake Areas. In that position, Susan handled grievances at the Step 3 level of the grievance process and participated in arbitrations as a technical assistant under the direction of the National Director of Labor Relations. Susan was first elected to the position of Execu-tive Committeeman for the National Rural Letter Carriers’ Association on August 8, 2008 in Lexington Kentucky and was re-elected in Spokane WA to a four year term on August 20, 2010. Susan currently oversees the National Steward System in the Cap-Metro and Northeast Areas. She is assigned as the Executive Committeeman to the Northeast Area States as well as Maryland, North Carolina, South Carolina and Virginia.

What Makes a Good Resolution? You want the association to do something, and you know what your idea is, but how do you get the association to do what you want done? That‘s when you present a Resolution at the State Convention! What is a resolution? It is a formal and concise motion, in writing, introduced by the word “Resolved”, that presents NEW BUSINESS for decision. Why do I need a resolution? All new business is introduced at the NYRLCA State Annual Convention in writing in the form of a resolution. The resolution should be presented in advance of the Annual Convention so it can be screened by the Resolutions Com-mittee. What is required in a resolution? The following items are required for submitting a resolution to the Annual Convention: 1. MUST be submitted in the proper format and on the proper form. (Forms are available on the NYRLCA website). There are two forms – one for a resolution presented by a County/Area and one for a resolution presented by an individual member. 2. MUST include the County/Area name or name of individual submitting the resolution. a. Resolutions without this information will be rejected by the Resolutions committee and will NOT be presented to the Convention. b. Resolutions submitted by a County must bear the signature of the County Secretary, the name of the County, and the date submitted. c. Resolutions submitted by an individual must bear the signature and PRINTED NAME of the individual and the date submitted. d. Should be presented in advance of the Convention. 3. If there is a financial impact caused by the Resolution, a statement of financial impact MUST be included. Resolutions lacking this information will NOT be presented to the Convention. What kinds of resolutions exist? There are two type of resolutions which may be presented to the Annual Convention: 1. Binding – presents something that the assembly has the authority to mandate and the State or National Board has the authority to enact without involvement of other parties. (e.g. The State newsletter will be published six times per year instead of four times per year.) 2. Non-Binding – presents something that the assembly desires to be done but the State or National Board does not, on its own, have the authority to enact but must consult/work with other entities. (e.g. A change in the health benefits.) What makes a good resolution? 1. Well thought out. a. Do not use a resolution for an unrealistic wish list. 2. Researched. a. Invest the time to get all of your facts straight, and your ― ducks in a row. b. Check the information the Association has available on items already addressed or under consideration – particularly at the National level. c. Ask questions about the idea/concept you want to present. 3. Presents a realistic and ― doable concept. a. Don‘t present something you know cannot or will not be done. 4. Input is sought from others who have experience with the topic being presented in the resolution. a. For example, if you want to make changes to the duties of the Treasurer, seek input form the current and past Treasurers. 5. Well written. a. If writing is not your ―thing, ask for help. Write it out and review it before you just submit it. 6. Concise. a. Don‘t be ― wordy. More does NOT necessarily mean better. b. It should be easily understood, even by an outsider. c. Remember the KISS rule – Keep it Short and Simple. Tips for resolution writing. 1. Only information REQUIRED for under standing is included in the WHEREAS clauses. 2. Keep WHEREAS clauses to an absolute minimum. If the RESOLVED clause can be understood on its own, then eliminate the WHEREAS clause (s). 3. One RESOLVED clause stating the action desired. 4. Reviewed by others prior to submission. 5. NOT presented merely for the purposes of saying you have presented a resolution. If you follow the information presented above, the business of our State Annual Convention will flow smoothly and be effective and effi-cient. JUNE 29 – JULY 2, 2014 If you haven’t made plans to attend the 2014 State Convention, don’t delay any longer. Before you know it, it will be time to make your way to Cattaraugus County. For anyone that has never been to our County before, Cattaraugus County is great country setting with a slower way of life. There are plenty of things to do and see. (If you’re looking to get away from the hustle and bustle of big city life.) Our County has great fishing, beautiful bike or horse riding trails. We also have the Amish Trail, a group of Amish families and businesses that show their way of life and offer their services/products. Our local Win-eries are award winning and are always glad to show off their harvest. Ellicottville is a great place to spend a day eating, shopping or just walking and enjoying the sights. The members from Cattaraugus County RLCA are please to host our 2014 State Convention. We have been busy putting together the program and feel certain that you will have an enjoyable stay. Holiday Valley Mountain Resort has made many changes and additions since our 2010 Convention. They have added the Sky High Climbing Forest, the Mountain Coaster and the Sky High Aerial Adventure Park. Of course they have one of the finest Golf Courses around. Our Ice Breaker will be the evening of the 29th, it will be a buffet style with Beef on Wick, Buffalo Wing, Pizza and Salad plus 1st drink, cost $15. Meal plans are available and will cost $85 for 3 breakfasts and 2 lunches (children 3-10 are $42.50). After the meeting on the 30th we are planning a trip to the Seneca Allegany Casino for the adults and a mixer for the Juniors, plans are still being finalized. No Convention would be complete without a Banquet. Ours will be on the 1st. The price for the banquet will be about $30.

NEW YORK RURAL LETTER CARRIER ASSOCIATION Parliamentary Procedure

Definitions

Amend A motion to modify the wording – and within certain limits the meaning – of a pending motion BEFORE the pending motion is acted upon by the assembly. Call for the Orders of the Day A privileged motion by which a member can require the assembly to conform to its agenda, program, or order of business. If a member feels the order of business has been inadvertently overlooked, she/he can ‘Call for the Orders of the Day.’ Commit/Refer A motion used to send a pending question to a committee so the question may be carefully investigated prior to further action by the assembly. The motion to Commit/Refer is the ONLY means by which a question can be carried over from one convention to the next convention. Division of the Assembly When a member doubts the results of a voice vote or a vote by show of hands – either because the result appears close or because he doubts that a representative number of the members present have voted – she/he can call for a Division of the Assembly thereby requir-ing the vote to be taken again by rising. Division of a Question When a motion relating to a single subject contains several parts, each of which is capable of standing as a complete proposition if the others are removed, the parts can be separated to be considered and voted on as if they were distinct questions. Extend Debate A subsidiary motion by which an assembly can exercise control over debate on a pending question or on a series of pending questions. The motion to Extend debate can extend debate by allowing more and longer speeches than allowed under the rules. Lay on the Table A motion that enables the assembly to lay the pending question aside temporarily WHEN SOMETHING ELSE OF IMMEDIATE UR-GENCY has arisen in such a way that:

There is NO SET TIME for taking up the matter again; But its consideration can be resumed at the will of a majority and in preference to any new questions that may then be com-

peting with it for consideration. Limit Debate A subsidiary motion by which an assembly can exercise special control over debate on a pending question or on a series of pending questions. The motion to Limit Debate can limit debate by: 1. reducing the number or length of speeches permitted, but without including a specific provision for closing debate; or 2. requiring that, at a certain later hour or after debate for a specific length of time, debate shall be closed and the question be put to a vote. Main Motion/Resolution A main motion or resolution is a motion whose introduction brings business before the assembly. It can be made only while no other motion is pending. Parliamentary Inquiry A question directed to the presiding officer to obtain information on a matter of parliamentary law/procedure or the rules of the organi-zation bearing on the business at hand. Point of Information A request directed to the presiding officer, or through the presiding officer to another officer or member, for information relevant to the business at hand, but NOT related to parliamentary procedure. Point of Order When a member thinks the rules of the assembly are being violated, she/he can raise a point of order, thereby calling upon the chair for a ruling and enforcement of regular/proper rules. Postpone to a Certain Time The motion by which action on a pending question can be put off, within limits, to a definite day, meeting, or hour, or until after a cer-tain event. Previous Question The motion used to bring the assembly to an immediate vote on one or more pending questions. This adoption of the motion immediate-ly closes debate on, and stops amendment of, the immediately pending question and such other pending questions as the motion may specify and prevents the making of any other subsidiary motion except the higher ranking ‘Lay on the Table.’ Take from the Table The object of the motion is to make pending again before the assembly a motion or a series of adhering motions that previously have been laid on the table.

These duties and responsibilities include but are not limited to the following:

·Attend the NYRLCA State Convention and as many county and other meetings as possible to report information about PAC,

political issues, and solicit donations.

·Will attend PAC seminar at the NRLCA National Convention if they are an elected delegate.

·Will Attend Legislative Seminar in Washington D.C contingent on president request.

·Within thirty days of attending any National Convention/Legislative Seminar in Washington D.C. send written synopsis to all

state board members for inclusion on the NYRLCA website, after review by the approving official.

·Will send pins and receipts to board members for their spring and fall meets

·Shall make EFT forms available at all meetings attended

·Provide information about PAC, political issues, & solicit donations in a variety of forums including the “Empire State Rural

Letter Carrier Newsletter”

·Organize fund raising activities within the state (solicit PAC items)

Duties and responsibilities are:

·Verify submissions of LETTERS TO THE EDITOR (criteria Appendix page 10)

·Edit/review accuracy of newsletter articles

·Make sure all articles are reviewed by the President, Vice-president and State Steward

·Work with Co-Editor (Co-Editor is a Board member)

·Write articles as necessary

·Attend national Editor’s Seminar at National Convention

·Within thirty days of attending National Convention send written synopsis to all state board members

·Send all advertising checks to the Secretary

·Shall submit an annual report WEBMASTER

Compensation is as defined in the NYRLCA Constitution. Duties and responsibilities are:

Will have access to the password in order to manipulate site

The webmaster has the authority to remove items that are no longer relevant without prior authorization of the President, Newsletter Co-Editor and State Steward (example would be county meeting dates that have passed, etc.)

Any other changes to content of the site are subject to the President and State Steward’s approval

The site will be updated at least once a week—hours spent are estimated at 1-2 hours per week

Must be a member in good standing of the NYRLCA

Must have knowledge of website creation

Is appointed annually by the President

Expenses should include a monthly High Speed internet charge and any phone bills related to the website

Name, address, phone, and email should be available to the membership

Items for the website should be sent to the President, and State Steward for approval and then sent to the webmaster. If not accepta ble, the President, or State Steward replies to the sender. County meeting information does not need this approval.

Whenever meetings and/or count schools are posted on the website, the following disclaimer will be added: “The following are the only authorized meetings and/or count schools recognized by the NYRLCA Board.”

Will work closely with the Newsletter editor so that information that is in the newsletter will also be on the website. Shall submit an annual report

(2) The selection committee will also consider as a secondary matter, other service which the candidate may have rendered such as civic and community activities which reflect favorably upon the Rural Carrier Craft and the Postal Service

(3) Consideration shall be given for service rendered in the immediate preceding twelve month period. Such policy will en-

REQUIREMENTS: Must be postmarked no later than June 1st. 2. Provide for three (3) letters of references. References can be mailed directly to the Chair of the Scholarship Committee by the person making the reference OR can be gathered by the applicant and mailed along with the application. 3. If scholarship recipient fails to complete a semester, the scholarship shall be terminated. 4. A statement from the school showing that the student is enrolled as a full time or part time, Graduate or undergraduate student for each semester is required by October 1st and February 1st respectively. 5. Applicant must be a spouse, child, or grandchild of a Rural Carrier and Parent or spouse MUST be a member of the Family Dues Plan for one (1) full year prior to application and Maintain membership for a minimum of three (3) years following the award. ( Do not request an Auxiliary dues refund for this period of time.) The only exceptions are: A. Parent or carrier is deceased; surviving parent or spouse must maintain membership In the applicable organization. B. Single parent must also maintain membership. 6. Payments will be made directly to the scholarship recipient in the amount of $250 at the start of each semesters for two (2) semesters for the school year awarded. This amount may be adjusted based on the available funds and the number of scholarships awarded. 7. Applicant must submit a new scholarship application for each subsequent year they wish to be considered for this award.. 8. Prior references on file are accepted. The applicant must verify with the current Chairman of the Scholarship Committee that prior references are in fact on file. If they are not on file for any reason, the applicant must provide new references as determined By the Chairman of the Scholarship Committee. 9. 2014 NY STATE CONVENTION: ELLICOTTVILLE Our convention this year is at Holiday Valley Ellicottville, NY. We are preparing a fun time for all! Besides swimming there will be a field trip. Please bring your Junior T-shirts from last year. Also, please know that we have a proper dress code that the Juniors have to observe. We will be doing our posters that we will take to the National Convention this summer in Grapevine, Texas. Our safety program will be presented. Two (2) ways to pay your dues; To become a Dues Withholding Member, simply prepare P.S. Form 1187 (or Form 1187R if re-tired), and submit with this form to State Secretary.
