The First Law Book Fair took place on the premises of the

University of Belgrade’s Law Fac-

ulty from September 28 to October2, 2009. Organized by the Law Fac-ulty’s Publishing and Information

Centre, the fair gathered additional15 renowned publishers of legal andsocial sciences literature. The open-

a delegation from the University of Salzburg Law School (the Dean, Prof. Dr. Kurt Schmoller, Associate Dean Prof. Dr. Marianne Roth, and Prof. Dr. Michael Geistlinger), as well as representatives of law faculties from Slovenia, Macedonia, Croatia, and Bosnia and Herzegovina. It culminat-ed with the conferring of 260 LL.B. degrees, nine LL.M. degrees, and 21 law specialist certificates. �

The Faculty of Law hosted onSeptember 21-27 “The Roma:

Political-Legal Dimensions” SummerSchool, organized in cooperation withthe Ministry for Human and Minor-ity Rights, and the School of Law andthe International Institute for HumanRights and Peace at Caen, Normandy,France. The seven-day programmewas attended by 65 students, includ-ing eight students from France, aswell as 16 students from law facul-ties of Slovenia, Croatia, Macedonia,and Bosnia and Herzegovina. TheSummer School was aimed at form-ing a circle of young legal specialistsequipped with particular knowledgeand sensibility (raised awareness) toprotect the Roma people’s rights andcontribute to the improvement of their position both in Serbia and otherregions. Apart from lecturers comingfrom the Law Faculty of Belgrade, theLaw School of Caen, the Faculties of Philosophy of Belgrade and Novi Sad,the Faculty of Political Sciences of Belgrade, and the Academy of Crimi-nalistic and Police Studies of Belgrade,classes were also held by judges of the

Supreme Court of Serbia, representa-tives of various institutions, such asSerbia’s ministries, ombudsman serv-ices, the Roma National Strategy Of-fice, the Serbian National Council of the Roma National Minority, as wellas by members of the Council of Eu-

rope and UNHCR offices in Serbia. Prof. Dr. Dragica Vujadinovic, Dr. Branko Rakic, Assistant Professor, Dr. Ivana Krstic, Assistant Professor, and Maja Lukic, LL.M., Teaching Assist-ant, were members of the Organizing Board of the Summer School. �

The round table titled “Promoting Legal Protection of Animal Welfare”,

which took place in the Conference Hall of the Law Faculty on September 17, 2009, was organized by the Faculty’s Group for European Law and ORCA, Organization for Respect and Care for Animals. The meeting was opened by Dr. Branko Rakic, Assistant Professor, who remembered the late Professor Mi-lan Paunovic, initiator of the research and study of animal rights at the Fac-ulty of Law. Ms. Tamara Djordjevic, psychologist, spoke about a relation be-tween animal abuse and social violence, while student Milena Mitic presented an initiative for promoting legal protec-tion of animal welfare. On the 10th anniversary of the cessation of NATO aggression

against the Federal Republic of Yugo-slavia (FRY), a gathering was held at the University of Belgrade Law Faculty during which memories were brought back about different endeavours by teachers and students of this faculty to draw attention to violations of in-ternational law during the war against FRY. The gathering followed the pub-lication of the book “Aggression: Cor-respondence of the Faculty of Law of Belgrade during the War against FRY”, edited by Prof. Dr. Oliver Antic, which was published in 2009 by the Faculty’s Publishing and Information Centre. The presentation of the book in the Conference Hall of the Faculty includ-ed speeches by teaching staff members Prof. Dr. Oliver Antic, Prof. Dr. Sima Avramovic, and Dr. Branko Rakic, As-sistant Professor, as well as the Student Vice-Dean Filip Bojic.

Prof. Dr. Oliver Antic pointed out that the book was symbolically pub-lished on the tenth anniversary of

NATO bombing in order to ascertain,now after a decade, that the bombingof FRY represented the infringementof international law, ignoring of justiceand use of most violent force whichhappens only in extreme cases, whenbig political goals are to be achieved,such as the severing of Kosovo, as itwould be revealed later. Prof. Dr. SimaAvramovic spoke about a “small com-puter war” launched by the Faculty of Law in 1999, which was “initiated” by the students gathered around the Or-ganization for the European Universi-ty Tradition (TEU) when they made acall for the end of the bombing of FRY.It was followed by a similar call by theFaculty of Law, which also invited allthe interested persons to participate ina debate. This led to a correspondencewith their colleagues from all over theworld. A special support in their fightfor truth about the aggression againstFRY came to our law professors andstudents from two professors fromthe United States – Bernard Hibbitts,Professor at the University of Pitts-

burg’s Law School and editor of therenowned American legal internet siteJurist, and Prof. Alan Watson, one of the most outstanding world authoritiesin Roman and comparative law and le-gal history, as well as a great friend of our Faculty.�

Dr. Herwig Roggemann, Professorat the Free University of Berlin (FreieUniversität Berlin), visited our faculty on June 22, 2009, and had a meet-ing with Prof. Dr. Mirko Vasiljevic,Dean, Prof. Dr. Ljiljana Radulovic,Vice Dean, Prof. Dr. Momir Mi-lojevic, and Mr. Milutin Milojevic,Project Manager. At the end of themeeting an agreement was signed

on cooperation between the Univer-sity of Belgrade’s Law Faculty and theinteruniversity Centre for German,Croatian, European and ComparativeLaw Split-Berlin (Zentrum für deut-sches, kroatisches, europäisches Recht und Rechtsvergleichung Split-Berlin).The agreement provides for differ-ent forms of cooperation, visits andresearch by professors, fellows andstudents at the concerned faculties,which shall be financed by the Ger-man Fund for Academic Exchange(DAAD).

H.E. Ambassador de Palacio Espaňa accepted the invitation to give a lec-ture to our law students on the consti-tutional order of Spain and promised to help us launch cooperation between our and Spain’s law faculties.

On September 26, 2009, a meeting was held which gathered legal history professors and fellows teaching at law faculties in the countries of former Yugoslavia. The meeting was organ-ized by Prof. Dr. Sima Avramovic (Faculty of Law, University of Bel-grade) and Prof. Dr. Dragan Nikolic (Faculty of Law, University of Nis), and it was attended by representatives of law faculties of Ljubljana, Zagreb, Rijeka, Split, Osijek, Banja Luka, Bel-grade, Novi Sad, and Nis. They in-terchanged information on the posi-tion and contents of subjects related to the history of law area within new curricula at the regional law faculties and gave a series of useful suggestions concerning their future cooperation.

Prof. Dr. Zoran Stojanovic, Head of the Criminal Law Department, and hisdeputy, Prof. Dr. Djordje Ignjatovic,

visited the University of Vienna Law Faculty on July 2, 2009, at the invita-tion of Prof. Frank Höpfel from theInstitute for Criminal Law and Crimi-nology. The visit was motivated by acommon project and a monograph onadjusting criminal legislation to theEuropean Union acquis communau-taire. Their host was Dr. Robert Kert,Teaching Assistant. (la situation en Europe centrale et orientale)», held in Budapest from July 6 to 10, 2009, the University of Belgrade was represented by Dr. Du-san Popovic, Assistant Professor, who was the most prominent participant of the round table dedicated to the relations between the European Un-ion and the Balkans. He delivered lec-tures „L’harmonisation du droit privé des pays des Balkans occidentaux avec le droit communautaire“ and „Le Pro-cessus de stabilisation et d’association: l’aspect politique et juridique“.

The Thirtieth Conference of theInternational Society of Sociologistsof Religion (ISSR) addressing “TheChallenges of Religious Pluralism”took place in Santiago de Compost-ela, Spain, from July 27 to 31, 2009.The first day of the session titled Re-lations between State and Religion inthe Balkan States was presided overby Dr. Vojislav Stanimirovic, AssistantProfessor, who on the second day of the same session presented his paperReligious Pluralism in Serbian State,Politics and Law: An Islamic/MuslimPerspective on Personal Law.

The Council of the University of Bel-grade Law Faculty made a decision

at its XI session held on September 21, 2009, on the appointment of new Vice Deans. Prof. Dr. Milan Skulic was ap-pointed Vice Dean for Science; Prof. Dr. Zika Bujuklic Vice Dean for Curric-ulum, and Dr. Marko Djurdjevic Vice Dean for Financial Matters.

The doctoral thesis of Dr. Dusan Popovic, our Assistant Professor, was published in June 2009 by L.G.D.J., French publishing company. The the-sis titled „Le droit communautaire de la concurrence et les communications électroniques“, was defended with ac-knowledged excellence by Dr. D. Pop-ovic at the University of Paris X Nan-terre in December 2007. �

Honours and Awards

Following a proposal by Mr. Boris Tadic, President of Serbia, Dr.

Radmila Vasic, Full Professor at the Faculty of Law, was appointed mem-ber of the Managing Board of the Anti-Corruption Agency by the As-sembly of the Republic of Serbia, at its session on May 30, 2009.

Prof. Dr. Sima Avramovic wasawarded by the Veselin Lucic HeritagecFoundation for the best scholarly/pro-fessional achievement by the University of Belgrade teaching and research staff in 2009. He was presented the awardfor his book Rhetorike techne – Oratory Skills and Public Speaking at the jointgsession of the Senate and the Council of

the University of Belgrade at the end of the 2008-09 academic year.

At the elective assembly of Serbia’s Fulbright Scholars (Alumni) Associa-tion, held on July 1, 2009, Prof. Dr. SimaAvramovic was elected president of theAssociation for a two-year term. �

Dr. Vuk Radovic, Assistant Pro-fessor, spent last summer at the

Max Planck Institute for Compara-tive and International Private Law at Hamburg, Germany, gathering schol-arly materials and conducting further research on corporate governance.

His two-month visit and research ex-penses were covered by a grant pro-vided by the Max Planck Institute.

Rhetorike techne – Oratory Skills and Public Speaking, by Prof. Dr. Sima Avramovic was a fresh addition to the „Rhetoric“ library (“Retorika”), awhile the „Selected Works“ register embraced The Collected Works of Mi-hailo Djuric in 12 books.

Three new books have joined the“Crimen” library section:n Criminality in Serbia and Legal Means of Reacting – 3rd part, d by Prof. Dr. Djordje Ign-jatovic; Terrorism, by Prof. Dr. DraganSimeunovic; Criminality in America,by Ramsey Clark.

The “Manuals” register (“Priručnici”)was enriched with new manuals forbar examination: Administrative law,by Prof. Dr. Zoran Tomic, and PrivateInternational Law, by Prof. Dr. GasoKnezevic, Dr. Vladimir Pavic, AssistantProfessor.

The Faculty’s Publishing Centrehas also published the journal Annalsof the Faculty of Law, No. 1/2009, aswell as the Bibliography of the Annalsof the Faculty of Law of Belgrade. �

Milan Paunovic(1956-2009)

Dr. Milan Paunovic, Full Professorat the University of Belgrade Faculty of Law, deceased in Belgrade on July 8, 2009. Prof. Dr. Milan Paunovicwas born in Belgrade on February 1, 1956. He finished his primary andhigh school in his hometown, wherehe also graduated from the Faculty of Law. At the same faculty he obtainedhis master’s degree in law in 1982 withthe thesis “On the Consensus withinthe United Nations Organization”.

His doctoral degree, received in 1993, was based on his dissertation titled “Setting International Human Rights Standards through Jurisprudence of the European Court for Human Rights”. His academic carrier started in 1989 when he joined the faculty as a Teaching Assistant for Public In-ternational Law. He became Assistant Professor in 1993, Associate Professor in 1998, and Full Professor six years later. He was our renowned expert in international law and human rights. Together with Prof. Vojin Dimitri-jevic he wrote the first, pioneer text-book on human rights and insisted on including it as a subject into the aca-demic curriculum at the time when it was not taught at any other faculty in Serbia, or region, or even some prestigious faculties abroad. Professor Paunovic published a great number of articles and monographs, and took part in a series of scholarly gatherings at home and abroad. He pursued his professional development at the Insti-tute for Human Rights in Strasbourg, the Obo Academy in Finland, The

Hague Academy of International Law,The European Centre for Public Law in Greece, and at the Institute of Was-senaar. He gave numerous lecturesat faculties of law at Zagreb, Mari-bor and Banjaluka, as well as variouslectures at the ASER Institute at theHague, Amsterdam and Wassenaar.He was secretary general to the Yu-goslav International Law Association,a member of the Managing Board of the International Criminal Law Asso-ciation, a member of the Presidency of the Association of Lawyers of Ser-bia, a member of the Editorial Boardof the “Annals of the Faculty of Law”and the “Archives of Legal and SocialStudies”; he participated in the activi-ties of various Law Faculty bodies; hewas a manager of the Legal Clinic forthe Rights of Refugees and AsylumSeekers, and also served as Deputy Head of the Department for Inter-national Law and International Rela-tions. �

Jelena Susa, fourth-year student at the Faculty of Law, has won the

competition in business law organ-Jized jointly for the second time by the University of Belgrade Law Faculty and Gide Loyrette Nouel, a renowned international law firm.

Dusko Martic, Marta Barbaric, Aleksandra Jovanovic, Bojana Todor-ovic, and Stefan Draskic, students of the Faculty of Law, participated in the Summer European University, co-organized by the University of Szeged and Jean Moulin - Lyon 3 University, yywhich took place in Budapest from July 6 to 12, 2009, within the frame-work of the international conference titled «L’Union Européenne: l’heure de la relance ? (la situation en Europe centrale et orientale)».

Our students, Marina Mladenovic and Vladimir Antonijevic, attended the international summer school on “Users’ Rights and Market Regula-tion” which was held from July 21 to August 1, 2009, under the auspices of the Institute for Business Law of the University of Udine Law School.

It was cosponsored by the EuropeanUnion and the Central European Ini-tiative. Dr. Tatjana Jovanic, AssistantProfessor, member of our faculty, wasamong those who taught the summerschool.

Members of the Debate Club of the Faculty of Law participated in theEuropean university debating com-petition which took place at the Uni-versity of Newcastle from August 1 to5, and gathered around 330 debatersand 150 judges coming from 22 Euro-pean countries.

Students from Serbia who partici-pated in the 2009 Balkan Case Chal-lenge debating contest, held in Viennafrom July 6 to 10, achieved outstand-ing results by winning three out of four competitive debate disciplines.The Law Moot Court was won by atteam comprising Lidija Sovilj, studentof the University of Belgrade Law Faculty, Nikolay Dragov (Bulgaria),David Moscovici (Romania), andErveina Bashuri (Albania).

Thirty Amsterdam University his-tory students visited the University of Belgrade’s Law Faculty on June 7,2009, to attend a lecture on “The Roleof Defence and Court Appointed Ex-perts at the Hague Court”. The lecturewas organized for them and deliveredby Dr. Branko Rakic, Assistant Pro-fessor, and Dr. Slavenko Terzic, his-torian.

The third International StudentWeek in Belgrade (ISWiB – 2009) washeld in Belgrade from August 9 to 16,under the auspices of the Council of Europe. The Faculty of Law of theUniversity of Belgrade hosted twointeresting lectures – “The Rocky Road to Democracy” by Prof. An-drew Mycock from the University of Huddersfield, and the other, on do-mestic violence, which was deliveredby members of the Anti-TraffickingCentre. �
