Your pack contains all the information required to help you set up a No Cold Calling Zone.
The electronic files have been supplied on a CD and are in two folders ‘OrganisersPack’ and ‘ResidentsPack’. Some of these files will need to be updated before printing to include the name of your zone and your contact details.

No Cold Calling Zones
I understand that you have agreed to be the organiser for the proposed XXXX No Cold Calling Zone. I think it would be useful to set out the legal position of such zones, and explain the practical support available to you from Croydon trading standards.
Legal status of zones The Council has been advised that it is lawful to support local residents who wish to set up zones so long as they are a proportionate means of achieving crime reduction / prevention. Thus the issue of proportionality is key to determining whether your proposed zone can be supported.
The following matters are considered critical: 1. The core objective of the zone is crime prevention or reduction (including
reducing the fear of crime) 2. There is a real prospect that setting up the zone will reduce crime 3. There is evidence of high levels of doorstep crime in the proposed zone 4. The size of the zone is geographically limited and relates to the identified
crime problems 5. Consideration has been given to what cold calling activities should be
permitted within the zone 6. There is a high concentration of particularly vulnerable consumers within the
zone 7. There has been consultation with householders and traders who already
cold call within the zone 8. The need for the zone should be regularly reviewed
Support available Croydon trading standards has produced the enclosed Organisers Pack to help you undertake the required consultation and lists the practical steps for the zone to

be formally established. The pack includes all the documentation you will need to make up resident’s help and advice packs, undertake consultation, get street signs put up and identify local partners.
Steps to establishing the zone The following steps will need to be undertaken for the zone to be successfully established:
1. Identify local partners – e.g. Neighbourhood Watch, Police - Safer Neighbourhood Team
2. Establish the levels of doorstep and other crimes (for example distraction burglary) in the zone
3. Map the proposed geographical area to be covered by the zone and the number of households covered
4. Find out the number of vulnerable consumers within the zone (e.g. the elderly and people with disabilities)
5. Confirm there is support from Police that there is a real prospect that setting up the zone will reduce crime
6. Consult with local residents 7. Consult with any existing traders known to cold call within the zone 8. Produce and distribute the Residents Pack and arrange zone signage 9. Undertake a regular (annual) survey of households
Whilst the above list may seem extensive it quite straightforward and is essential to ensure the establishment of the zone cannot be challenged.
Whilst we have produced guidance notes (attached as Appendix A) for each of the above stages we are not ourselves able to undertake the detailed work.

Appendix A
Steps to be taken to establish a No Cold Calling Zone
1, Identify local partners
This is a straightforward task and local knowledge will provide the key contacts for such organisations as:
Neighbourhood Watch, Police - Safer Neighbourhood Team (SNT),
Resident’s association.
Record this using the ‘92-Partners.doc’ form and update the booklet Know your rights in the Residents Pack see ‘02-KnowYourRights-V3.doc’.
2, Establish the levels of doorstep and other crimes (for example distraction burglary) in the zone
This information may be available from the Police SNT or the local representative who attends Police consultation meetings. Alternatively there may be local knowledge of instances and newspaper reports.
Collate this evidence using the ‘93-CrimeList.doc’ form.
3, Map the proposed geographical area to be covered by the zone and the number of households covered
Walk around the perimeter of the zone and mark up a photocopy of a local map to show the zone boundary. List the roads to be included and calculate the number of households included. Use the form ‘95-RoadList.doc’ to list this information
Use the form ‘94-ZoneMap.doc’ to request Croydon trading standards to produce a map. Include this map in the Residents Pack. The map will also be useful during the period of consultation.
4, Find out the number of vulnerable consumers within the zone
This information may be obtained with local knowledge, for example the location of retirement homes and accommodation for people with disabilities. Checking the National Statistics census information about your ward may also be helpful.

5, Confirm there is support from Police that there is a real prospect that setting up the zone will reduce crime
It is suggested that Police are consulted at an early stage and their support obtained. Past experience has revealed that Police generally are supportive of zones.
6, Consult with local residents
There are a number of ways this can be undertaken. Inviting residents to an open meeting at a local venue, library, or church hall was the method used to establish the Shirley zone.
A letter of invitation ‘99-Invite.doc’ has been prepared. This needs to be updated with the venue, date and time of consultation(s). Croydon trading standards can also attend, if required, to give an overview about zones.
Publicity for the consultation meeting(s) can be obtain by putting up posters at local venues, shops, surgeries and public notice boards, as well as delivering the invitations to all households.
An initial resident’s survey form and analysis spreadsheet has been provided see ‘97-InitialSurvey.doc’ and ‘98A-SurveyAnalysis.xls’.
7, Consult with any existing traders known to cold call within the zone
Traders who cold call in the area should see any notices displayed on public notice boards within the zone. In addition, local newspapers may include coverage about the creation of the zone and this is an opportunity to include an invitation for traders and residents to comment.
Any traders known to cold call locally should be individually approached to comment on the impact of the zone on their business.
Consultation may reveal the details of those traders cold calling within the zone and whose activities are considered acceptable and useful to residents. If such traders are identified then update the Know your rights booklet.
8, Produce and distribute the Residents Pack and arrange zone signage
Detailed information is included about the content of the Residents Pack has been include in the Organisers Pack. Some of the leaflets are available free if ordered through Croydon trading standards.
The cost of producing, printing, collation and delivery of the Residents Pack must be arranged and paid for by the zone organiser. An estimate of the cost has been made see ‘100-Costing.doc’.

Standard No Cold Calling Zone signage can be provided, at cost, and arranged through Croydon trading standards please complete and return form ‘99-NCCZ-Signs.doc’.
We can also provide information about how to obtain sponsorship to cover the zone set up costs.
9, Undertake a regular (annual) survey of households
Finding out if the zone has been effective and identifying new issues is important. It is suggested that an annual survey of residents is undertaken and the results compared with the initial survey. This will determine if the zone should sustained.
A resident’s survey form and analysis spreadsheet has been provided see ‘98-FollowupSurvey.doc’ and ‘98A-SurveyAnalysis.xls’.
Help and advice from Croydon trading standards
Whilst we have produced these guidance notes, the Organisers Pack and Residents Pack we are not ourselves able to undertake the detailed work to establish the zone.
However, we can help as follows:
• Advising and clarifying issues with the zone organiser • Attending consultation meetings • Providing information about zone sponsorship • Obtaining a map of the zone • Obtaining leaflets from TrustMark, Home Office, and BT • Arranging to put up zone signage • Responding to incident reports

Local crime Use this form to record instances of local crime relevant to the establishment of the NCCZ.
The Police Safer Neighbourhood Team (SNT) may be able to supply more detailed information. Also include newspaper reports and local knowledge.
Relevant crimes include: Distraction burglary, bogus callers (water, gas, electricity, home repairs etc), unsuccessful attempts leading to fear of crime.

How to obtain a map of your zone.
Croydon Trading Standards will arrange to produce a map of the zone but requires the following information:
1, the list of roads covered by the zone (please use the MS Word document ’95-Roads.doc’ provided.
2, a photocopy of a local map clearly marked to show the outside boundary of the zone in black.

No Cold Calling Zone – signage
Signs alerting traders that they are entering a No Cold Calling Zone can be fixed to Croydon Council lighting columns (lamp posts) in the zone.
The signs, the format of which have been agreed with Police and are shown below, they are attached with special fittings to lighting columns by the council’s contractors. They are A4 in size about 210mm x 295mm (WxH) in size.
The signs are put 2.2 metres above the ground and are normally turned to face oncoming traffic unless requested otherwise.
The signs are normally only fixed to the first lighting column on the nearside of the road as encountered by a driver as they enter a zone.
To reduce signage clutter, only one sign per lighting column is allowed. For example, if a lighting column already has a Neighbourhood Watch sign affixed then a NCCZ sign would not be permitted. Please take this into account when requesting signage.
The cost of fitting signs within a zone is £25.00 each
The cost will have to be paid in advance and borne by the residents within the zone.

Dear Householder
It has long been established that rogue trading and distraction burglary are linked crimes and that criminals generally target the elderly and vulnerable.
Following an initial meeting between local householders, Croydon trading standards and Police I (NAME) have agreed to help establish and organise a No Cold Calling Zone for our area.
Most people who call at your door are genuine. Some however will arrive unannounced and try and trick their way into your home. Rogue traders may turn up as builders or gardeners and try and charge you large amounts of money for unnecessary or non-existent work.
I and your fellow householders would like to help stop this happening. The aim of the No Cold Calling Zone is to give you the confidence to say ‘No’ to unwanted and uninvited callers. Police and trading standards staff have also agreed to assist where possible when a resident feels they are unable to deal with unwanted callers.
The overall aim of the zone is to reduce the amount of distraction burglaries, rogue traders and unwanted salespeople in the area and I would very much welcome your support to establish it.
Experience in other parts of the country has shown that smaller zones are the most effective. We would like to include your road in the XXXX No Cold Calling Zone.
The zone itself consists of the area, shown on the map below. This will be identified to traders by signs on lampposts at the entrance to the zone.
All households within the zone will be provided with an advice pack to help deal with unwanted callers.
Obviously we cannot introduce the zone without listening to the views of local householders and traders. A consultation period is to take place from XXX to ZZZ when we would like to hear your views on the proposal.The dates and times of our ‘open house’ sessions are given below.

The introduction of the zone already has the support of representatives of the local neighbourhood watch and the ???? Safer Neighbourhood Team but as this zone directly affects every household within it we would also like to know if you support the scheme. If the majority do then I propose to introduce the scheme.
