I. INVITATION The Confederation of Chess for America (CCA) and the Uruguayan Chess Federation (FUA), are
pleased to invite all National Chess Federations of the Americas to the XXVII Pan-American Youth
Chess Festival both Open and Girls, from July 24 to 31, 2016 in Montevideo, Uruguay.

II. GENERAL CONDITIONS This event will be following the rules and regulations written in this invitation. In case of any
omissions, the “Regulations for the Pan-American Youth Chess Championship will be in effect.
These regulations can be found at: www.fideamerica.com
CATEGORIES: Absolute and Girls:
Under 8: Born on or after January 1, 2008
Under 10: Born on or after January 1, 2006
Under 12: Born on or after January 1, 2004
Under 14: Born on or after January 1, 2002
Under 16: Born on or after January 1, 2000
Under 18: Born on or after January 1, 1998
TOURNAMENT FORMAT: 9 Rounds, Swiss System..
TIME CONTROL: The time control shall be 90 minutes for the first 40 moves followed by 30
minutes for the rest of the game with an additional 30 seconds per move from move one.
CHARACTERISTICS: Each National Federation may register as many players as it wishes. All
participants must be endorsed by their FIDE recognized national federations.
TIE BREAK SYSTEM: 1. The result of their particular game, if applicable.

RIGHTS FOR CATEGORIES UNDER 8, 10, 12, 14, 16 AND 18: - Each Federation will be provided with accommodation and full board for one player
per category and gender, as well as for one trainer. These participants will be called Official Players. The remaining participants will have to cover their own

accommodation and meals in the official hotels. These players will be called Additional Players.
- Players who qualified in 1st, 2nd, or 3rd place in the last edition, will be considered as Official Players for all intents and purposes.
- Players who qualified in 1st, 2nd, or 3rd place in the Regional Festivals CAC, South and North America, will be considered as Official Players for all intents and purposes.
- Players who qualify in 1st, 2nd, or 3rd place in this edition, will be considered Official Players in the next edition, XXVIII Pan-American Youth Chess Championship.
- Players who qualify in 1st place, will be considered Official Players in the next World Youth Chess Festival.
NOTE: Official Players will be provided with all meals between (and including) the 24 of July’s
dinner and the 31 of July’s lunch. Accommodations will be in the official hotels of the
organization’s choice.

PRIZES: - Trophies for 1st, 2nd and 3rd place in each tournament. - Certificates for top three countries. - Countries will be assigned 1st, 2nd and 3rd place by accumulating points as
follows, for each category and gender. 1st. - 10 points 2nd. - 9 points

APPEALS COMMITTEE: The appeals committee members will be announced before the first round. Appeals must be
submitted, in a written form, to the Chairman of the Appeals Committee within two hours after
the round finishes. The appeal must be accompanied with the sum of 50USD. If the appeal
succeeds, the sum will be returned to the player who appealed.
PHOTOGRAPHS: Photographs are allowed within the first ten minutes of the beginning of Round 1, and within 5
minutes of the others rounds, as long as FIDE regulations are followed.

III. REGISTRATION AND FEES Registration fee to the Pan-American Youth Chess Festival Montevideo 2016
All players without exception must pay:
TO THE CCA: Official players: USD$ 75 (seventy five US dollars)
Additional players: USD$100 (one hundred US dollars).
TO THE ORGANIZATION: Official and Additional players: USD $35 (thirty five US dollars).
TRANSPORT FROM AIRPORT (optional):
People who would like transportation from the International Airport of Carrasco to the official
hotels and from the official hotels to the Airport must confirm at the moment of the registration.
It costs USD $35 (thirty five US dollars).
REGISTRATION DEADLINES Official players: Before Tuesday 31st of May, 2016 inclusive. Otherwise, they would be
considered Additional players for which they should pay as such.
Additional Players and Accompanying persons: Before Tuesday 21st of June, 2016 inclusive;
Guaranteeing official accommodation and meals
Each Federation is responsible for registering their players.
For the registration to be completed, they will have to send an e-mail to:
[email protected] together with the bank transfer information (ticket) and
also the following information:
- Full Name - FIDE ID - Tournament (Open/Girls) - (Official, Additional, Acompanying person, Delegate, Arbiter, Trainer) - Document - Country - Transportation from airport - Arrival and departure times. - Number of fligth - Extra days - Roomate/s - Other observations.
Federations will be provided a form to be completed.

The registration and accommodation can be paid in cash or with bank transfer to the accounts
described later on.
Players, who do not complete these requirements, will not be allowed to participate.
Each delegate must show the original Passport of their representatives. Only group registrations
will be accepted for each Federation as long as they are sent by its President, Secretary or any
individual properly authorized.
Any Uruguayan player may participate and must register through their club.

Registration for the Blitz will be EXCLUSIVELY on Tuesday 26 of July in the Tournament Hall.
Late registrations will be subject to the Organizer´s approval, and will cost USD $25 (Twenty five
Dollars)

IMPORTANT: All Players must bring an authorization from their parents stating who will be the
person responsible for them in Uruguay.
We recommend everyone to get travel insurance for any eventuality.
