OF THE WORLD HEALTH ORGANIZATION,

The XIV Pan American Sanitary Conference was held in Santiago,Chile, pursuant to Resolution XXV, approved at the VII Meeting ofthe Directing Council, which accepted the invitation extended by theGovernment of Chile. The Government of Chile and the Director ofthe Pan American Sanitary Bureau, by common accord, set 7 - 22 Oc-tober 1954 as the dates of the Conference.· The Director of the Bureau sent the letters of convocation, in com-

pliance with Article 7 of the Constitution of the Pan American Sani-tary Organization, and the Government of Chile transmitted Invita-tions to the Member Governments of the Organization to send repre-sentatives tq the Conference.

PRELIMINARY SESSION

The Preliminary Session, at which the Chiefs of Delegations dis-cussed general matters and questions of protocol relating to the Con-ference, was held on 6 October 1954.

INAUGURAL SESSION

The Inaugural Session was held in the "Salón de Honor" of theNational Congress on Thursday, 7 October, at 11:00 a.m.

His Excellency Carlos Ibáñez del Campo, President of the Republicof Chile, delivered the opening address of the Conference. Dr. IgnacioMorones Prieto, Minister of Public Health and Welfare of Mexico, re-plied on behalf of the delegations. Addresses were also delivered byDr. M. G. Candau, Director-General of the World Health Organiza-tion, and Dr. Fred L. Soper, Director of the Pan American SanitaryBureau.

RULES OF PROCEDURE OF THE CONFERENCE

At the.First Plenary Session, held 8 October, the Proposed Rules ofProcedure suggested by the Executive Committee at its 22nd Meeting(Resolution VII), and appearing as Annex I of Document CE22/11,were adopted for the Conferenoe.

PRECEDENCE

The order of precedence of the delegations was determined by lot,as follows:

In accordance with Article 32 of the Rules of Procedure of the Con-ference, three delegates representing Mexico, Panama, and Chile wereappointed as the Committee on Credentials.

The Committee on Credentials chose Dr. Alberto Bissot, Jr.(Panama) as Chairman and Dr. Jorge Torreblanca (Chile) as Rappor-teur, the remaining member being Dr. José Zozaya (Mexico).

The Committee met on 8 and 11 October to examine the creden-tials presented by the delegations and considered as duly accreditedto the XIV Pan American Sanitary Conference the following:

ESTABLISHMENT OF THE MAIN COMMITEES

At the Second Plenary Session, held 8 October, the following maincommittees were established: (a) Committee I, on Technical Matters;(b) Committee II, on Administration, Finance, and Legal Matters;and (c) the General Committee.

The Conference agreed, at the Tenth Plenary Session, not to adoptany resolution on Topic 25, Unification of Action in Public HealthPrograms in the Region of the Americas (Document CSP14/34), or onTopic 35, Technical Assistance Program for 1955 (Document CSP14/21).It decided that the, draft resolution on this last topic (DocumentCSP14/90), presented by the Working Par.ty appointed at the NinthPlenary Session and composed of the Delegates of the United States,Uruguay, Ecuador, and Cuba, should be included in the Proceedingsof the Conference.

PROGRAM OF SESSIONS

The program of sessions was approved, with such changes as theGeneral Committee considered necessary for the coordination of thework of the Conference.

The Director of the Pan American Sanitary Bureau, in compllancewith Resolution IV, adopted by the Executive Committee.at.its.22nd

PAN AMERICAN SANITARY ORGANIZATION

Meeting, organized the Secretariat as provided in the draft programof sessions (Document CSP14/2). The Secretariat comprised seven serv-ices, under the Secretary of the Conference, Dr. Miguel E. Bustaman-te, and his assistant, Mr. Guillermo A Suro: minutes, Spanish trans-lation, and Journal of the Conference; documents and English trans-lation; simultaneous interpretation; library; information; press; andadministrative services.

TECHNICAL DISCUSSIONS

Committee I established five Working Parties.Working Party A was charged with the study of methods of im-

proving the reliability of raw statistical data required for health pro-grams. Dr. Darlo Curiel (Venezuela) was named Moderator, and Dr.Hugo Behm (Chile), Rapporteur; Dr. Ruth R. Puffer (Pan AmericanSanitary Bureau) served as Secretary. The introductory statement wasby Dr. Enrique Pereda, Chief, Subdepartment of Statisties, NationalHealth Service of Chile.

Working 'Party B studied the control of infant diarrheas in thelight of recent scilentific progress. Dr. Juan Allwood Paredes (El Sal-vador) was named Moderator; Dr. Adalberto Steeger (Chile), Rappor-teur; and Dr. Myron E. Wegman (Pan American Sanitary Bureau).Secretary. The introductory statement was by Dr. Albert V. Hardy,Director, Bureau of Laboratories of the Florida State Board of Health,United States.

Working Party C dealt with the application of health educationmethods in rural areas in Latin America'. Dr. Carlos Grunauer Toledo(Ecuador) was named Moderator; Miss Graciela Carrillo Castro (Cos-ta Rica), Rapporteur; and Dr. Rigoberto Rios Castro (Pan AmericanSanitary Bureau), Secretary. The introductory statement was by MissMaria Zalduondo, of the Bureau of Health Education, Department ofHealth' of Puerto Rico.

Working Party D studied the topic concerning eradication of ma-laria in the Americas. Dr Nicolaas H. Swellengrebel (Netherlands)acted as Moderator, and Dr. Arnoldo Gabaldón (Venezuela), as-Rap-porteur. Dr. C. A. Alvarado (Pan American Sanitary Bureau) present-ed a report on the status of the antimalaria campaign n- the Amer-Icas. The Working Party established a Drafting Committee composedof Dr. Oscar Vargas Méndez (Costa Rica), Dr. Juan Montalván Cor-nejo (Ecuador), Dr. Hervé Floch (France), and the Rapporteur. Dr.E. J. Pampana, of the World Health Organization, and Dr. C. A. Al-varado .(Pan American Sanitary Bureau) cooperated in the work ofthis Committee.

Working Party E was established to study the treponematoses. Dr.Waldemar E. Coutts (Chile), who presented a paper on'the generalbasis for thé establishment of an epidemiological campaign, :was

named Moderator, and Dr. Alberto Bissot, Jr. (Panama), Rapporteur.Dr. Santiago Ruesta M. (Venezuela) and Dr. Francisco J. Martone(Argentina) were also members of the Working Party.

REVISION OF THE CONSTITUTION

Committee II established a Working Party to examine the Final Re-port of the Permanent Committee on Revision of the Constitution ofthe Pan American Sanitary Organization and the Revised Draft Cons-titution (Document CSP14/18 and Annex A) prepared by that Com-mittee. Dr. Gerardo Segura (Argentina) was elected Chairman of theWorking Party, and Dr. Freder.co C. Carnauba (Brazil), Rapporteur.Mr. Howard B. Calderwood (United States), Dr. Hipólito Sánchez,Báez(Dominican Republic), Dr. José Zozaya (Mexico), and Dr. AbrahamHorwitz B. (Chile) were also members of the Working Party.

FOUR-YEAR REPORTS OF THE MEMBER STATES

All the Member States presented four-year reports on public ,healthconditions and the progress achieved during the period between theXIII and XIV Pan American Sanitary Conferences. These reports weradistributed by the Pan American Sanitary Bureau prior to the Con-ference.

In addition, the Bureau prepared and included in the Conferencedocuments a summary of the statistical data that appeared in thosereports, with a view to facilitating the study of the main problemsof public health in the Americas.

Finally, the delegations presented at plenary sessions of the Con-ference summaries of the reports of their respective countries, in thefollowing order: Colombia, Costa Rica, Venezuela, the Dominican Re-public, Argentina, Uruguay, El Salvador, Ecuador, Haiti, France, theNetherlands, Panama, Chile, Guatemala, Peru, Bolivia, the UnitedKingdom, Paraguay, the United States, Cuba, and Nicaragua.

SESSIONS OF THE CONFERENCE

The Conference held an inaugural session and ten plenary sessions;there were two sessions of the Committee on Credentials, ten sessilonaof the General Committee, six sessions of Committee I, eight. sessionaof Committee II, and two joint sessions of Committees I and II.

The closing session was held on 22 October 1954.

STATISTICS REQUIRED IN HEALTH PROGRAMS

CONSIDERINO:

That health is in itself an indivisible whole, and, moreover, isclosely linked to the economic, social, and cultural development, ofthe community;

That public health encompasses all activities concerning thepromotion, protection, and preservation of health;

That the disproportion between the magnitude of health problemaand the resources usually made avallable for their solution makes itnecessary to classify these problems in proper order, so that theymay be dealt with according to their relative importance and theresources utilized in such a way as to yield the maximum returns;and

That basic statistical data are essential to health programs, toensure their proper planning, develop-ment, evaluation, and improve-ment,

RESOLVES:

To recommend that the Member States, to the extent that. theireconomic, social, and cultural development permits, extend andimprove the collection, processing, analysis, and timely publicationof statistics on population, vital statistics, morbidity statistics, sta-tistics on health resources and services, and socio-economic statisticsrelated to health.

POPULATION STATISTICS

THE XIV PAN AMERICAN SANITARY CONFERENCE,

Considering that a knowledge of the different groups making upthe population is of fundamental importance in health programs,

RESOLVES:

To recommend to the Member States that their health agencies:

<a) Promote and cooperate in the provision of timely and reliabledemcgraphlc statistics;

(b) Participate in the planning of population censuses, so as toensure that they include the maximum of data essential forhealth programs; and

(e) Make use of public health surveys, when necessary, to provideadditional data on population.

RESOLUTION XVIII

VITAL STATISTICS

THE XIV PAN AMERICAN SANITARY CONFERENCE,

CONSIDERING:

That it is a basic task of health agencies to know, at both thelocal and the national levels, the vital facts regarding the peoplewhose hEalth problems they wish to solve;

That, among these vital facts, it is particularly important in healthprograms to have the most thorough knowledge possible of the causesof deaths in the population;

That, for these purposes, there are available detalled internationalrecomrmendations of the World Health Organization and the UnitedNations; and

That, nevertheless, vital statistics are still subject to error incollection, inadequate analysis, and delays in publication, all of,which interfere with their proper use in the planning, development,evaluation, and improvement of health programs, and with thecomparability of data on a national and international scale,

RESOLVES:

1. To recommernd that the Member States, thr<ough their nationalagencies, improve the use of:

(a) '"Principles for a Vital Statistics System" of the United Nations,stressing the collection and processing of those data thatspecifically serve the alms of health; and

(b) Regulations N9 1 of the World Health Organization, regard-ing the use of the "International Statistical Classification ofDiseases, Injuries, and Causes of Death"'.

2. To recommend that, in the use of the above, special attentionbe given to improving the procedures for collection of basic statis-tioal information at the local level.

RESOLUTION XIX

MORBIDITY' STATISTICS

THE XIV PAN AMERICAN SANITARY CONFERENCE,

CONSIDERING:

That morbidity statistics are essential in the planning, development,evaluation, and improvement of health programs;

That the collection of this information is a complex process, andthe quantity and detall in which it can be obtained depends in largemeasure on the level of economic, social, and cultural d.evelopment;

That it is apparent that, in most of the countries, informationexists on diseases of certain population groups, such as hospitalstatistics, data on insurance against illness, accidents. industrialhazards, etc., wh!ch should be developed, standardized, and utilized;

That a thorough description of the importance. tyDe. sources anduses of morbidity statistics is contained in the Third Report of theExpert Committee on Health Statistics of the World Health Organ-Ization; and

That to cover the special group of communicable diseases -acomplete and ti;nely knowledge of which is of local. national. andinternational importance- there are legal provisions in the variouscountries and detailed international recommendaticns. in spite ofwhich these statistics still suffer from inaccuracy, and the provisionsregarding their transmittal and publication are not complied withfully,

RESOLVES:

1. To recommend that the Member States promote utilization ofgeneral morbidity statistics for the purposes of health programs,and that they take permanent measures te comply with therecommendations of the Third Report of the Expert Committee onHlealth Statistics of the World Health Organization.

2. To recommend that the Member States take immediate stepsto improve the reporting of communicable diseases, through theuse of:

STATISTICS ON RESOURCES AND SERVICES

CONSIDERINO:

That health programs require a knowledge of the economicresources and resources in personnel and equipment, both public andprivate, that the country provides specifically for such programs;

That an evaluation of the yield and cost of public health programsis of basic importance, and that, for this purpose, statistics onresources and on services provided are indispensable; and

That, in spite of their importance, statistics of this type have notbeen dtveloped sufficiently in the majority of the American countries,

RIWOLVES:

To recommend that the Member States take measures to obtainstatistics on the national resources devoted to health and on theservices rendered to the community, so that this information mayfacilitate the planning, development, evaluation, and improvement ofhealth programs.

SOCIO-ECONOMIC STATISTICS RELATED TO HEALTH

CONSIDERINO:

That there is a close interdependence between the economic,cultural, and social development of the community and its healthproblems;

That some of the basic statistical data required by health adminis-trations should be subject in those administrations to such asystem of collection, processing, and analysis as will ensure theirconstant and timely use in the planning, development, evaluation,and imp.rovement of health programs;

That, in addition to the statistical information mentioned above,use should be made of the statistical data produced by other nationaladministrations; and

That, if health programs are to make proper use of statisticaldata, statisticians having a basic knowledge of health must collaborateclosely with those who conduct such programs,

RECOMMEND6:

1. Tlhat the Member States create, or stimulate and strengthen,the statistical services in health administrations, providing themwith material facilities and adequately trained statistical personnel.

2. That, in order to coordinate the various administrations produc-ing statistics of health interest, the Member States promote theestablishment and development of National Committees on Vital andHealth Statistics, in accoraance with the Report of the First Inter-national Conference on National Committees on Vital and HealthStatistics.

3. That, in order to produce reliable basic data essential for vitalstatistics, local coordination be established between health services,.civil registration, and statistical services.

CONSIDERING:

That to improve the reliability of the statistical data needed inthe planning, development, evaluation, and improvement of healthprograms, it is necessary to train the professional workers for suchprograms (physicians, nurses, sanitary engineers, social workers,health educators, etc.) in statistical methods and their applicationto health;

That, to the same end, it is equally necessary that the technicalknowledge of statistical personnel be increased; and

That it is advisable to stimulate the progressive development ofa trained group of statisticians and statistical officials,

REOLVES:

1. To recommend that the Member States, with respect to profes-sional health workers:

(u) Include in the curriculum of the schools of medicine, nurs-ing, social work, etc., the teaching of statistical methodsapplicable to health; and

(b) Orient the teaching of statistics given in schools of publichealth toward their practical application in health programs.

2. To recommend to the Member States that, with respect toofficials in statistical services and according to national needs, theyearry out teaching programs on the following levels:

(a) University courses for education of statisticians, with afoundation in mathematics and specialization in variousf!elds, including health;

(b) Graduate courses for health statisticians who already havecompleted their undergraduate university education;

(e) Courses at an intermediate level in the schools of public healthfor employees in statistical services who have completedsecondary education; and

(d) In-service training for employees who work in local or centraloffices in the collection and utilization of original statisticaldata.

3. To recommend to the Member States that they establish aprofessiónal statistical career, in which there is provision for properclassification of positions and adequate salaries.

That it is evident that the data In these reports are not strictlycomparable, because of differences in definitions and proceduresfollowed by the various countries,

RESOLVES:

To recommend that the Member States:

(a) Immediately begin the improvement of these statistical data,in accordarce with the recommendations of internationalorganizations; and

(b) Agree to increase the statistical information that their reportsto the next Pan American Sanitary Conference should contain,and decide upon the procedures for obtaining such informa-tion and the methods for ensuring international compara-bility, with the active cooperation of the Pan American SanitaryBureau and through seminars and other activities for theexchange of ideas and procedures.

ORITERIA

1. The organization shall be concerried with matters falling, wlthlnthe competence of the Pan American Sanitary Organization.

2. The aims and purposes of the organization shall be in confor-mity with the spirit, purposes, and principles of the Pan AmericarSanitary Code and the Constitution of the Pan American SanitaryOrganization.

3. The organization shall be of recognized standing and shall repre-sent a substantial proportion of the persons organized for thepurpose of participating in the particular field of interest inwhich it operates. To meet this requirement, a group of organi-zations may form a joint committee or other body authorizedto act for the group as a whole.

4. The organization shall have a directing body and authority tospeak for its members through its authorized representatives;evidence of this authority shall be presented ii requested.

5. The organization shall normally be inter-American in Its struc-ture and scope, with members who exercise voting rights in rela-tion to its policies or action.

68. Save in exceptional cases, a national organization that is affili-ated to an inter-American nongovernmental organization cover-ing the same subject on an international basis shall presentits views through its govelrnment or through the inter-Americannongovernmental organization to which it is affiliated. A nationalorganization, however, may be included in the list after con-sultation with, and with the consent of, the Member Governmentconcerned, if the activities of the organization are not coveredby any international organization or if it offers experience uponwhich the Pan American Sanitary Organlzation wishes to 'draw.

CONSIDERING:

That the treponematoses are still important in many countries ofthe Continent as infecto-contagious diseas.es;

That many people in the Americas' are still suffering from someof the treponematoses in a contagious phase;

That the transmission of the treponematoses is effected only byhuman beings, and therefore the campaign against the propagationof these diseases is limited exclusively to man; and

That it is necessary to take all measures to encourage the prophy-laxis and control of the aforesaid diseases, through concrete andbasic preventive programs,

RESOLVES:

1. To recommend that the Member States, in accordance withtheir possibilities, resources, and conditions, develop medico-preventiveprograms, based on the use of penicillin or the application of methodsor techniques that science may recommend in the future for thecontrol and eradication of these diseases.

2. To recommend that, inasmuch as experiments in mass treatmentwith penicillin have proved successful in endemic areas of yaws,this procedure be applied to achieve eradication.

RESOLUTION XLHI

ERADICATION OF MALARIA IN THE AMERICAS

THE XIV PAN AMERICAN SANITARY CONFERENCE,

CONSIDERING:

That in the course of the technical discussions on the topic "Eradi-cation of Malaria in the Americas" it was made evident that:

(a) The experience of those countries that have achieved eradi-cation of malaria shows that, once transmission is inter-cepted, the infection in human beings disappears within afew years, as tíle result of the natural death of the parasite;

(b) Recent observations indicate the development of resistanceby some anopheline specie S to certain insecticides, a pheno-menon that, in time, may cause serious difficulties and evenfailures in antimalaria camTpaigns; and

(c) The eradication of malaria in some countries calls attentionto the international problem of preventing the importationof new cases into areas already free from infection.

RESOLVES:

1. To declare that it is of the utmost urgency to carry out theterms of Resolution XVIII of the XIII Pan American Sanitary Con-ference, which recommends that the Pan American Sanitary Bureaupromote the intensification and coordination of antimalaria work,with a view to achieving the eradication of this disease in the West-ern Hemisphere; and that the Member Governments should convertall control programs into eradication campaigns within the shortestpossible time, so as to achieve eradication before the appearance ofanopheline resistance to insecticides.

2. To instruct the Pan American Sanitary Bureau to take stepsto implement the aforesaid resolution and to study international'measures to ensure the protection of those countries or territoriesthat have achieved eradication of the disease.

3. To authorize the Director of the Pan American Sanitary Bureauto secure the financial participation of public or private organiza-tions, national or international, in order to further the aims setforth in this resolution.

RESOLUTION XLIII

UTILIZATION OF FUNDS FOR THE INTENSIFICATION OFANTIMALARIA ACTIVITIES

THE XIV PAN AMERICAN SANrTARY CONFERENOE,

Bearing in mind the resolution on eradication of malaria in theAmericas, approved at the present meeting; and

Considering that it is necessary to provide the Pan AmericanSanitary Bureau with the financial resources that will enable it tocarry out the functions assigned to it by the aforesaid resolution,

RESOLVES:

1. To authorize the Director of the Pan American Sanitary Bureauto obligate up to $ 100,000 of the surplus funds available as of 31December 1954 for the intensification of the antimalaria activities ofthe Bureau designed to eradicate this disease in the Western Hemis-phere.

2. Expresses its appreciation to His Excellency the President of theRepublic of Chile, to the President of the Senate, and to the nationalauthorities, particularly to the Ministers of Foreign Affairs andPublic Health, for the generous hospitality aceorded the delegationsand the staff of the Conference, and for the facilities provided tomake the meeting a success;

To the Municipalities of Santiago and Vifia del Mar, the Universityof Chile, the Chilean Public Health Society, and the other publicand private institutions that offered so many courtesies to all thedelegations;

To the members of the Chilean Organizlng Committee of the Con-ference for their valuable collaboration both before and during theConference, and to the Committee of Women for the attentions shownto the women members of the delegations;

To the press and radio of Chile for the excellent publicity given tothe activities of the Conference; and
