collectively decided that we are going to consider these as acquisitions inste ad of otherwise .

The good news is that the review policy for LSJs going to LC will change to be restricted to those things under $100K1 but for now (a couple of weeks?), we will need an LSJ for each individuai SF182. We will need the Service Coding Sheets as well. I beHeve you have the

Matt, these are not new requirements, and are what we need to go through for all normal

procurements. My understand ing was that commercial training was exempt (for a host of

reasons), but apparently they are not. Vanessa can meet wlth us by telephonef since she's out.

But there really isn't much to tell you.

1. CFPB has a Policy requiring Legal Counsel review for any non-competitive action,

irrespective of dollar value (wh ich means ALL training requests, in addition to the normal TLMS review cycles). (If you need Josh's email1 I can send it.) That's at least a

10-day review, in addit ion t o as long as Josh takes to rev!ew and forward.

2. We also have an announcement requirement {FedBizOpps) that is for anything over

$-i5K, and where we post the LSJ for at least :5 days before we can issue the

solicitationicontract. So far, we have now at least 25 days before I ca n !ssue the Order.

3. What won't have much effect on the timing is the Service Coding Sheet and the Small

Business Sheet, since they are relatively internal, but again, we can't issue the Orders

until these are done.

Not good news, I know, but it is what it is . . . . So sorry. If you need help completing the LSJs1 let me know. After that, the review times are completely out of my control. (Kevin Rice is the

Elie-

As per our discussions, I have done further Market Research on multiple Executive

Education Programs from noted Institutions of Higher Learning, to compare competitive pricing

with the programs from Harvard Kennedy School of Government (HKSG} for Cf PB Senior

Managers/Executives on targeted topics [Senior Management, Senior Management in

Government, topics, etc.].

We have two ranges of programs from HKSG planned for Senior Managers and above at CFPB: • For select CFPB Senior Managers w HKSG - "Strategic Management of Regulatory and

Enforcement Agendes" - $6,900 [and similar HKSG course(s}, at similar costs]

e for select CFPB Executives • HKSG - "Senior leaders in Government " $17,400 [and simi!ar HKSG course(s), at simHar costs J

Please let me know if this will suffice for competitive pricing Market Research for the HLS
