Matt, these are not new requirements, and are what we need to go through for all normal
procurements. My understand ing was that commercial training was exempt (for a host of
reasons), but apparently they are not. Vanessa can meet wlth us by telephonef since she's out.
But there really isn't much to tell you.
1. CFPB has a Policy requiring Legal Counsel review for any non-competitive action,
irrespective of dollar value (wh ich means ALL training requests, in addition to the normal TLMS review cycles). (If you need Josh's email1 I can send it.) That's at least a
10-day review, in addit ion t o as long as Josh takes to rev!ew and forward.

2. We also have an announcement requirement {FedBizOpps) that is for anything over
$-i5K, and where we post the LSJ for at least :5 days before we can issue the
solicitationicontract. So far, we have now at least 25 days before I ca n !ssue the Order.
3. What won't have much effect on the timing is the Service Coding Sheet and the Small
Business Sheet, since they are relatively internal, but again, we can't issue the Orders
until these are done.
Not good news, I know, but it is what it is . . . . So sorry. If you need help completing the LSJs1 let me know. After that, the review times are completely out of my control. (Kevin Rice is the
lead Counsel, and you're welcome to call him.)
