    Xchange Scotland Active Citizens Programme

    Xchange Scotland is seeking to recruit 20 young people (18-30) from across Scotland totake part in Active Citizens, a 4 day training programme aimed at developing Active GlobalCitizens in more than 35 countries across the world.

    Participants shall take part in 2 residential weekends in October and November, beforedesigning and carrying out a Social Action Project (either themselves or with others) to becarried out before March 2015 and then take part in an international Youth Exchange inSummer 2015.

    The programme aims to

    Bring together young people in Scotland passionate about making a difference intheir communities

    Help them understand their own cultural identity and give them skills for working withothers from different backgrounds

    Help them gain the skills, contacts and experience to create their own Social ActionProjects

    Support them with mentorship and pointers towards funding to help turn their ideasinto a reality

    Build their connections to other young people in communities across the world

    Xchange Scotland will work with a number of national and local partners in order to recruit agroup of 20 young change-makers from across Scotland. The group will take part in theprogramme together and then have the chance to take part in Social Action Projectsalongside the rest of the group.

    The main selection criteria used to determine who will take part in the programme shall be

    Their desire to take part in the programme Their commitment to taking part in the Social Action Projects Their existing involvement in volunteering and community activity

    Active Citizens is a social leadership programme that promotes community cohesion andimprovement through civic engagement or volunteering and promotes intercultural dialogueand social responsibility as key leadership competencies in the 21 st Century.

    It aims to increase the contribution of emerging community leaders towards achievingsustainable development both locally and globally. It also encourages peer-to-peer relationsacross cultural, geographic and political boundaries via a lively online social network ofparticipants, as well as international exchange visits.

    It began in 2009 and is delivered across Europe, the Middle East, Africa and South Asia, it isdelivered by the British Council in partnership with Civil Society organisations across theworld and has reached more than 100000 people so far.

    2014 represents the first time that the British Council has had a national partner in Scotland,Xchange Scotland, and Glasgow will be the first Scottish city to host an Active Citizensprogramme.

    What does the programme consist of?

    The Active Citizens programme consists of the delivery of 4 key modules designed toaddress the issues related to bringing together a diverse range of community members inorder to carry out social actions within their community.

    At the end of the programme Active Citizens participants are expected to design and delivera Social Action Project (SAP). SAPs are set up by Active Citizens, either individuals orgroups, who want to transform the lives of their communities for the better. SAP developerswill identify a community problem and design an action plan to help improve or overcomethat problem.

    The four key modules are:

    1. Identity and Culture2. Intercultural Dialogue3. Local and Global Communities4. Planning for Social Action

    How will the programme be delivered?

    The programme will be delivered over two residential weekends somewhere in Scotland,either in Glasgow, or a more central location such as Perthshire, depending on the locationsthat the participants are drawn from.

    These weekends will take place in late October and Mid-November with dates beingconfirmed by the end of the first week in September. Participants will be expected to attendboth weekends.

    There is no participation fee and Xchange Scotland shall cover the costs of participantsboard and lodging for the duration of the programme. We will also be able to provide some

    help for participants whose travel costs amount to more than 30 for the two weekends.

    What is a Social Action Project

    As well as participation in both residential weekends, participants will be expected to takepart in Social Action Projects, either as individuals or alongside others from the programme.Xchange Scotland shall not only help participants gain the skills but also signpost themtowards finding any necessary funding for their project.

    Projects can be anything from a Volunteer Action Day in your local community all the waythrough to founding a new social enterprise. Xchange Scotland will also help arrange 2

    Social Action Projects around the themes of Volunteering & Campaigning for those thatwould like to use their SAP as a chance to become more involved in the work of theorganisation.

    What else is expected of participants?

    Two participants from the course will be selected, by Xchange Scotland and the BritishCouncil, to take part in an International Study Visit (ISV.) ISVs are a chance for ActiveCitizens programmes around the world to come together and visit some of the partners andcommunities involved in the Active Citizens around the world. Costs involved in taking part inthe ISV will be met by Xchange Scotland, although participants will be expected to arrangetheir own travel insurance.

    The ISV will last around 7 days and shall take place in one of the following locations; the UK,

    Africa, South Asia or the Middle East

    Xchange Scotland shall also host an ISV here in Glasgow and it is hoped that some of the Active Participants group shall be able to take part in the hosting of the group.

    What happens after the programme?

    In order to ensure that all participants in the programme get the chance to take part in aninternational experience, Xchange Scotland shall arrange a number of Youth Exchangesprojects for Summer 2015. These will be of around 1-2 weeks in length with accommodationand activity costs being covered by means of a European grant, with a 70% contribution totravel costs also being reimbursed to participants.
