In Wyndham we are faced with one of the biggest challenges in the country - how do we provide for a community that is the fastest growing in Australia? How do we continue to offer services and facilities for not only our existing community, but also for future generations?Wyndham City’s proposed 2013-14 Budget is a responsible and solid budget that maintains the City’s strong financial position.

The Budget includes a modest 5.5 per cent average rate rise, in line with neighbouring municipalities, and a major $91.9 million capital works program for new buildings, roads and open spaces in our growth areas and the renewal of existing facilities across our established suburbs.

There is $1.17 million for new initiatives in the Budget, highlighted by a campaign aimed at relieving Wyndham’s road and public transport congestion, which Council has been told is the highest concern for residents.

This campaign will include a combination of works to improve Wyndham’s traffic flow and ease congestion, studies, strategies and support so we can lobby the State Government to deliver the road improvements we need.

Councils from across Melbourne’s West along with advocacy group LeadWest are united in calling on both State and Federal Governments to urgently provide funding to ease the ever-increasing traffic congestion across our region.

Mayor’s Message

Stock chosen is an environmental responsible paper manufactured under the environmental management system ISO 14001 using Elemental Chlorine Free (ECF) pulp sourced from certified well managed forests and is FSC Mixed Sources Chain of Custody (CoC) certified.

An exciting new development under construction in the Tarneit Gardens Estate, the Penrose Promenade Community Hub, is expected to open its doors in late 2013.

The $9.4 million contract for the project was awarded to Dura Constructions in May 2012 with the hub, also known as Tarneit Gardens Ageing Well Facility, to feature: • Three community meeting rooms • Two kindergarten rooms • Two maternal and child health consulting rooms • Two planned activity group recreation rooms • Offices for Wyndham City’s resident support services staff • Dining room • Sensory gardens.

As well as providing family and aged and disability services, the facility will support the learning, recreation, health and wellbeing needs of the community.

From newborns to older residents, this centre will cater for the needs of all residents no matter what stage of life.

The hub will expand on the facilities currently available at Central Park Community Centre in Hoppers Crossing, which does not have adequate parking or space to run programs for our rapidly growing population.

The State Government, through the Department of Planning and Community Development, have provided $1 million towards the cost of the centre.

PENROSE PROMENADE COMMUNITY HUB COMING SOON

Planning Permits Register - Now OnlineWant to know what’s happening with that proposal to build units next door or the plans for a medical centre around the corner?

These details and more are now available around the clock with the launch of Wyndham City’s new Online Planning Permit Register.

Updated daily, the register contains details of all planning applications which have been lodged, advertised and decided on.

The register also has a search facility so applications can be found by using keywords such as the type of proposal or street address.

The register includes the street address for each application, a description of what is being proposed, the date it was lodged, when public submissions close and the date and details of Council’s decision.

Processing time for town planning applications can vary from as little as three weeks to as long as six months, so this register will provide residents with crucial information about progress.

Anyone who requires further information on a planning permit application can phone 9742 0777.

Planning documents relating to particular applications can be viewed in person between 8am and 5pm at the Wyndham Civic Centre, 45 Princes Highway, Werribee.

Wyndham Mayor, Cr Heather Marcus, said the capital works program struck the right balance.

“Wyndham City’s $91.9 million capital works program will deliver new roads and upgrades to key community and leisure facilities to cater for our rapidly expanding population. This includes $47.33 million for buildings, $27.6 million for roads and pavements and $6.3 million on open space and associated developments,” Cr Marcus said.

“In 2013-14, Wyndham City will spend $40.9 million on new assets and the remaining $51 million on upgrades, balancing the need to provide infrastructure to the City’s growth areas, with the need for renewal in our more established suburbs.”

“A proposed average rates increase of 5.5 per cent demonstrates Wyndham City’s commitment to limiting the burden on ratepayers, while allowing enough of an increase to fund vital projects and maintain financial sustainability.”

“Wyndham City is in a strong financial position and a strong position to use borrowings to fund major projects that will benefit both our current and future residents.”

“In the coming financial year, Wyndham City proposes to borrow $40 million to fund immediate building works, reserves, parks and ovals and for long-term projects, like the Wyndham Leisure and Events Centre and the Werribee Sports and Fitness Centre redevelopment. These two projects are vital to our City’s future.”

“Wyndham City recently held a number of community workshops on learning about Council’s rating and budgeting process and feedback from these workshops will be provided to Council and a Rating Strategy Advisory Group, which will be set up over the coming months. This group will review Council’s Rating Strategy during 2013/2014 and provide advice to Council in time for the 2014/2015 Budget.”

Wyndham City Unveils Proposed 2013/14 BudgetA $91.9 million capital works program, $1.17 million for new initiatives and a modest 5.5% average rates rise. These are among the highlights of Wyndham City’s proposed 2013/14 budget.

The proposed budget, endorsed by Wyndham City last month, includes an increase in the municipal charge from $39.25 to $46.50 to cover a greater portion of Council’s administrative costs.

The garbage charge goes from $242 to $250, largely due to a rise in the State Government’s EPA Levy from $48.40 per tonne to $53.20 per tonne, along with increased service costs.

Among the new initiatives, Council will establish a $1 million campaign to tackle transport safety and congestion issues on the City’s arterial roads and public transport and increase walking and cycling.

Lets Get Moving During community consultation to develop the Draft Wyndham City Plan 2013-17, residents made it loud and clear that they want Council to address traffic and transport related issues. While responsibility for arterial roads, trains and buses are the responsibility of the State Government, Wyndham City’s new traffic congestion campaign will be a major focus for Council over the next 12 months.

This campaign will include a combination of works to improve Wyndham’s traffic flow and ease congestion across the City, studies and strategies on major improvements to transport infrastructure and will support a significant increase in community campaigning. The funding for this campaign will be used on works undertaken by Council and to lobby the State Government to provide transport infrastructure.

Events Centre The Events Centre is being fully refurbished with additional features that will benefit the whole community, great for concerts, theatre, banquets and performances: • Increased stage size • Upgraded lighting and sound system • Improved acoustics • Increased back of house functionality • Re-designed community rooms with operable wall systems.

The New Face of WLEC This redevelopment will create a vibrant and attractive hub that meets the needs of our burgeoning community. It will provide a place for people to connect through recreation and events. It is exciting to bring this project to life, the biggest ever infrastructure investment by Wyndham City, following a significant planning process. The facility will be the only one of its size in Melbourne’s West, providing a great asset to the community and a source of pride for Wyndham.

The redeveloped centres will cater for the rapid growth of Wyndham’s population and future needs.

A New, On-Site Café Centrally located, the new café will have indoor and outdoor access, adjacent to the AquaPlay pool area.

Ecologically Sustainable design The design includes sustainability initiatives to reduce water and energy consumption across the site, including: • New, more water efficient pool filters • Rain water collection used for irrigation and toilet flushing • A cogeneration plant that uses a mix of energy sources and reduces energy use, costs and environmental impacts • Energy efficient heating and cooling systems • More efficient indoor lighting • LED technology used for car park lighting • Native plants with lower water needs • Facilities for cyclists.

Business As Usual At the Gym The new gym in the Events Centre will remain open during construction on the new larger gym and health centre as part of the redeveloped Aquatics Centre.

This gym has been specially designed with current members in mind and accommodates all of the existing gym’s equipment as well as a dedicated stretch and circuit space. It is fully fitted out with cardio equipment, free weights, pin-loaded machines and a stretch area. Programs including COTA, Heartmoves, Wyndham Walkers, personal training and teen gym are still being offered at the new facility.

There is also dedicated parking close to the reception area for gym users. As a thank-you for the loyalty of members during the redevelopment, reduced price memberships providing access to the gym and the Werribee Olympic Outdoor Pool are available from $11.25 per week. Membership options are available for the pool and gym.

Swim At WOOP This Winter

IT’S WARM!

Werribee Olympic Outdoor Pool (WOOP) will be open all year so residents can continue to swim while the WLEC pool is closed for redevelopment (see page 6).

WOOP is currently open 20 hours per week, and will continue to operate with restricted hours until 31 October 2013. The hours currently are: • Monday - 5.30am to 7.30am and 5pm to 7pm • Tuesday - 5pm to 7pm • Wednesday - 5.30am to 7.30am and 5pm to 7pm • Thursday - 5pm to 7pm • Friday - 5.30am to 9.30am and 5pm to 7pm • Saturday - 8am to 10am.

From 1st November 2013, WOOP will open for the summer season with extended hours.

Wyndham City has spent $650,000 to improve WOOP to make the facility more comfortable during the cooler months with a new pool heating system and radiant heaters in the change facilities. There is also more spectator seating, wind breaks for spectators and new lighting around the pool area and car park.

Memberships providing entry to WOOP are available for purchase on site. If you are an existing member to the indoor pool and/or gym, you already have access all year round!

Do you want to improve your general fitness without having to do high intensity gym workouts?

Heartmoves is a gentle physical activity program suitable for anyone who hasn't done any exercise in a while.

The Heart Foundation program is open to everyone and allows people with stable, long-term conditions such as heart disease, diabetes and bone or joint problems to exercise at their own pace in a friendly, relaxed atmosphere.

Heartmoves is ideal if you can’t take part in regular gym activities but want to lower your blood pressure, improve your cholesterol and general wellbeing and improve balance, flexibility and your sleep.

Classes can also help with your bone mineral density and arthritis management and assist with preventing falls and injuries.

Heartmoves is co-ordinated by Wyndham City’s Healthy Communities, a Federal Government funded program which aims to improve healthy eating and physical activity and reduce smoking and harmful alcohol consumption.

Classes are held at the Wyndham Leisure and Events Centre, Victoria University’s Werribee campus, Domain Health Physiotherapy in Werribee as well as Featherbrook, Point Cook and Tarneit community centres.

Celebrating Wyndham’s outstanding Volunteers

Six outstanding individuals are being recognised by Wyndham City for their incredible contributions to the municipality as winners of the inaugural Wyndham Community Volunteer Awards.

From advocating for people with disabilities to running a children’s toy library, helping our newly arrived migrants gain skills and confidence to more than 40 years coaching athletes, the tireless commitment displayed by each of the award recipients is inspiring.

The 2013 Wyndham Community Volunteer Award winners are: • Kathryn Saunders Community Engagement Award • Christine Williams Community Health and Wellbeing Award • Barry Hopkins Culture, Arts and Tourism Award • John Forester Environment and Sustainability Award • Peter Burke Sports and Recreation Award • Korban Flowers Young Volunteer of the Year Award

Volunteers are the foundation of every community and these Awards provide a rare opportunity for Wyndham City to thank the people who work day in and day out to improve our City.

Wyndham’s volunteers are passionate and give freely of their time and energy, week after week, year after year, without ever seeking any recognition, go out of their way to help others and are the heartbeat of our society.

Each of the winners will receive a trophy, a $100 charity donation and go into the running to be named Wyndham’s Citizen of the Year, which will be decided by an independent judging panel and announced at a gala dinner on Friday, 28th June, 2013.

The Citizen of the Year will receive a commemorative medallion, a trophy, their name engraved on Wyndham City’s Citizen of the Year honour board and a $500 donation to the charity or not-for-profit organisation of their choice.

ENVIRONMENTAL WARRIOR Earns Wyndham Young Achiever of the Year

Scholarships awarded to local students Seventeen local students have been presented with $650 scholarships to help with their studies. The Wyndham Scholarship Fund grants went to students with strong academic records and potential to complete their secondary education and move on to further education.

Many of the students have overcome significant personal challenges to reach their goals and all are active participants in their school communities.

Kimberly Pellosis of Point Cook is the 2013 Wyndham Young Achiever of the Year and the 19-year-old was presented with the award at Wyndham City’s National Youth Week Dinner on Thursday 11th April 2013.

Eight-nine Wyndham Youth Services volunteers, including Ruth Mihelcic and Lizzy May, were also recognised with certificates of appreciation.

Now studying a Bachelor of Science at the University of Melbourne, Kimberly is a researcher with Earthwatch Australia and mentor for The Science Experience.

Kimberly is a Young Scientists of Australia committee member, a member of the Australian Youth Climate Coalition and Habitat for Humanity, and she recently

visited rural Victoria to help support families devastated by bushfires.

Outside of science and the environment, Kimberly won a gold medal as a member in

softball at the Australian University Games in Adelaide and she’s a member of the University of Melbourne’s Debating Society and Mathematics and Statistics Society.

Kimberly also volunteers with Amnesty International, Oxfam, UNICEF and the Australian Red Cross and is training to become an anxiety support group facilitator.

Nominations for the Mayoral Youth Award are open with quarterly winners receiving $500 to help pursue their goals.

The Young Achiever of the Year Award recognises young people

living in Wyndham aged between 12 and 25 for their potential in personal and community

development. All recipients of the Mayoral Youth Award over the

past 12 months were automatically nominated for the award.

Take An Amazing Adventure These School Holidays How would you like to dress up as a fairy, a prince or even a wicked witch and go on a treasure hunt through the Werribee CBD?

Well, you can, simply by taking part in Wyndham’s Amazing Adventure this July school holidays, where the theme is ‘Something Magical’.

Open to children in kindergarten and early primary school, you will be given a series of clues leading you to a treasure chest of goodies somewhere on Watton Street.

Every correct question answered and challenge completed earns a prize leading to a magic show at the Wyndham Cultural Centre, with face painting and a craft workshop.

Online registrations are open and bookings are essential, as last year’s event sold out in record time.

Eighty-five students from 11 secondary colleges across Wyndham had their say on issues affecting young people at the 2013 Wyndham Youth Forum. Drug and alcohol use, mental health issues, Wyndham’s lack of public transport and bullying were among their major concerns.

Students took part in small focus groups and panel discussion asking questions of Wyndham’s leaders, including Councillors and police and the results will help shape Council’s youth policies and programs.

The Forum was organised by Wyndham Youth Services with support from Wyndham’s Youth Task Force, which is a group of local 16 – 25 year olds who volunteer their time to run events and provide advice to Wyndham City on youth issues.

The Wyndham Combined School Student Representative Council allows secondary colleges to nominate two senior students to learn the role of local government and develop leadership and project management skills. This group will develop a research project based on the key issues discussed in the forum.

A police officer for more than 43 years, ten of which were at Werribee, Cr Gibbons was awarded an Australian Police Medal in 2009 for his distinguished service to Victoria Police. Now retired, Cr Gibbons

is focused on a number of areas including roads and transport, emergency management, community safety, crime prevention and social inclusion. Cr Gibbons is Council’s representative on a number of committees including the Roadsafe Westgate Community Road Safety Council, Municipal Fire Prevention Committee and Wyndham Community Education Centre.

Aside from your responsibilities as a Councillor, what other community causes are you involved in? I am strongly committed to crime prevention and ensuring community safety, which is an interest which stems from my career as a police officer. I am also a keenly involved in the protection and conservation of the natural environment and its flora and fauna and am an avid bird watcher.

You’re at a dinner party where no one knows anything about Wyndham. How do you describe it in one sentence? Wyndham is a vibrant, diverse and inclusive community which faces many challenges, especially the funding for, and provision of, adequate and appropriate infrastructure to meet the needs of its residents.

Fast forward to 2016, what will be this Council’s biggest legacy? The legacy of this current Council will be better communication and engagement with the community and the provision of the appropriate services for all in the community.

What’s your signature dish? Spaghetti Marinara.

Describe your typical Saturday morning? Eating breakfast and then checking my emails and reading the daily newspapers. I generally do some shopping and attend to Council commitments, as required.

Get to know your councillors Iramoo WardPeter and his wife, Lucie, have four children and four grandchildren and have lived in Iramoo Ward the area for the past 30 years. Peter has been involved with a number of community groups, including the Wyndham Transport Advisory Committee (WTAC), Regional Rail Link Community Reference Group, Iramoo Community Centre Committee of Management, Mambourin Enterprises, Wyndham Moto X Club and the Wyndham Vale Sports Club.

Cr Maynard is Council’s representative on a range of committees including the Western Region Environment Centre, the Werribee South Steering Committee and the Wyndham Transport Advisory Committee.

Aside from your responsibilities as a Councillor, what other community causes are you involved in? I have been involved in numerous groups over the years. Due to my role as a Councillor, I have had to stand down from a number of these committees. In the past, I have been a City Of Wyndham community representative on the Regional Rail Link Community Reference Group, a community member on the Wyndham Transport Advisory Committee, president of the Wyndham Vale Sports Club, chairman of the Iramoo Community Centre committee of management. I am also a life member and past president of the Wyndham Vale Football Club.

You’re at a dinner party where no one knows anything about Wyndham. How do you describe it in one sentence? An untapped jewel in the crown of Melbourne’s west with passionate residents and enormous tourism potential. I would describe Wyndham as a great place to live, work and raise a family.

Describe your typical Saturday morning? If I am not involved in any official council duties, I watch my football club (Wyndhamvale Falcons) and catch up with friends.

Preserving Our Natural Environment Protecting significant natural and landscape features from development is the major objective of Wyndham City’s new Landscape Context Guidelines. Critical to the future planning of Wyndham’s growth fronts, they identify locally important landscapes which should not be lost.

Developed in consultation with the community, they aim to ensure features such as the Wyndham’s historic dry stone walls, Sugar Gums and natural grasslands are maintained for future generations.

Recommendations are also made for how to protect waterways and wetlands, diverse habitats, ‘special places’ and landscapes, habitat corridors and views, with Werribee River, Lollypop Creek, Skeleton Creek and the Truganina Hall and township among the sites of significance.

Born in Beaufort, Cr Marcus grew up on a sheep farm in Western Victoria and arrived in Werribee in 1969. Cr Marcus has two sons, Timothy and Andrew, daughters-in-laws Marisa and Caroline and two grandsons Cooper and Spencer. Since coming to Wyndham, she has owned a building company, a Fashion Business in Watton Street and is now an event co-ordinator. Cr Marcus worked with the Werribee Chamber of Commerce for the beautification of the Werribee CBD and was involved as sponsorship co-ordinator and artistic director of the Weerama Festival for 26 years. Cr Marcus is council’s representative on a number of committees including the National Growth Areas Alliance and Interface Councils Forum.

Aside from your responsibilities as a Councillor, what other community causes are you involved in? I am the Director of Fashion Awards Australia. We organize fashion awards for students in Victorian Secondary and TAFE Colleges who wish to pursue a career in fashion and design. We also organise Debutante Balls for three colleges in Wyndham working with the youth to raise money for their colleges and Fashion Awards Australia.

You’re at a dinner party where no one knows anything about Wyndham. How do you describe Wyndham in one sentence? A City steeped in history and a City full of opportunities for all who wish to work hard.

Fast forward to 2016, what will be this council’s greatest legacy? Our legacy will be the exciting redevelopments of the Wyndham Leisure and Centre and Werribee Sports and Fitness Centre, less congested roads and more tertiary education facilities.

Does your community group have a great idea for a project? Do you need funding to make it happen? Wyndham City might be able to help.

Wyndham City’s Community Grants of up to $10,000 are available to incorporated or auspiced not-for-profit associations for projects taking place in Wyndham.

Community grants are available for a range of purposes including encouraging involvement and participation in community activities and projects, promoting strong community networks, increasing opportunities for disadvantaged groups, increasing cultural awareness and celebrating diversity and developing community leaders.

Wyndham Responsive Grants are on offer to organisations and individuals requiring small amounts of funding quickly and simply. These grants are available to help establish incorporated associations, for individuals to represent Wyndham at national or international events and for projects that increase cultural awareness or opportunities for disadvantaged groups or develop community leaders.

Grants of $500 for individuals and $1000 for incorporated or auspiced associations are available.

Wyndham City staff were among the hundreds of people showing their support of cancer research at the Wyndham Relay for Life on Saturday, 20th April and Sunday, 21st April, 2013. Bringing communities together at hundreds of locations across Australia, dozens of teams take part in 24-hour run or walk to raise crucial funds to help the Cancer Council in its fight against Australia’s biggest killer.

Animals of all shapes and sizes were on hand at this year’s Wyndham Pet Expo on Sunday, 28th April. Hundreds of visitors packed the grounds of the Wyndham City Civic Centre to receive tips and advice from experts and see dog obedience and exotic cat displays, educational seminars and exhibitors showcasing the latest pet products and services.

Werribee Park Heritage Orchard Grafting and Pruning day Sunday, 21st July Werribee Park Heritage Orchard is a beautiful antique orchard dating from the 1870s. It was renowned for its peaches, grapes, apples, quinces, pears, a variety of plums and several other fruits, as well as walnuts and olives. Recently this historic treasure was rediscovered. Some of the old heritage fruit varieties including quince, pear and apple have survived.
