After UIS moved from Paris to Montreal in 2001, the first thing that the S&T team has done was a worldwide consultation (review). We have asked the countries (data producers and users) what they expected from us.
The result was the S&T strategy. Basically, most of the respondents expressed interest in continuing our time series in R&D as their first priority.
This questionnaire was created in 2004, to be launched every two years (lack of resources, respecting countries' capacity to produce data)
It’s the third survey since in Montreal and every time, we have a section on the availability of additional data (last Section). The evolution of the questionnaire depends on the availability and the pertinence of the data to be collected.
Capacity building activities like this workshop are aimed to have an impact on both the quality and the quantity of data we disseminate.
We do have plans to start innovation surveys in a later date but since our resources are limited, for the time being we are concentrating in improving the quality of the existing survey

Please note that the deadline shown here is kind of our ‘wish list’. We strongly invite you to complete and return the questionnaire prior to this date but if it’s not possible, please do fill it when you have data available, even if it’s after the deadline.
We prefer to receive electronically the filled questionnaire. It makes the processing quicker and more reliable. However, we do accept it in any other format (regular mail, fax, email attachment…)

We would like to receive one and only one questionnaire by country. Data should be aggregated to provide the national figures. If you don’t have the national figures, please provide information in the footnotes and, if possible, give estimated figures (please document it, footnotes).
You know your country better than anyone else in UIS so the quality of you estimates tends to be better.
If you do not have data, or if the category is not applicable, please use the provided symbols (a,m,n,x). These are our communication tools and should be used to improve the quality and comparability of our published data.

This section is very important for us: getting to know the S&T structure.
It is very important that you complete that section, even if there is no available data for a particular year. We need to know you and to be able to keep in touch with you.
It also gives a better understanding of the data and helps us to assure the comparability between countries.
