Introduction

WRPS is planning to issue a Request for Proposal (RFP) in the third quarter of FY 2017 for construction services that include furnishing the design, materials, equipment, and labor to construct and test the new Low Active Waste Pretreatment System (LAWPS) Facility on the Department of Energy's (DOE) Hanford Site located in southeastern Washington State. This project is governed by DOE Order 413.3B, “Program and Project Management for the Acquisition of Capital Assets,” with stringent Quality and Earned Value Management System requirements.

Project Background

The DOE Office of River Protection (ORP) currently manages approximately 56 million gallons of highly radioactive mixed waste that is stored in underground tanks at the Hanford Site, located in southeastern Washington State. ORP is constructing a set of new facilities, collectively referred to as the Waste Treatment and Immobilization Plant (WTP), which will be used to treat and vitrify these nuclear wastes.

The LAWPS Project will separate High Level Waste (HLW) components from Low Activity Waste (LAW) components by filtration and ion exchange and stage the low activity waste. From the staging system, the waste will be transferred to Waste Treatment Plant (WTP) LAW facility where it will be immobilized through a vitrification process. Construction of the LAWPS Facility will enable the U.S. Department of Energy to treat and immobilize Hanford Tank Waste by 2022.

WRPS has formed an Engineering, Procurement and Construction (EPC) Projects group to execute the design and construction of the LAWPS Project. The construction phase of the project will be isolated

from other existing Hanford Facilities by executing the project within its own construction fence using WRPS EPC procedures specifically tailored to permit efficient (near greenfield) execution of this large complex project, including its design and construction. This Project including the construction is being carried out in accordance with DOE Order 413.3B.

The LAWPS Project has implemented an Integrated Project Team (IPT). WRPS manages and controls activities necessary to execute the Project. Typical examples of integration activities include participating in weekly status meetings, design reviews, risk workshops, Direct Feed LAW (DF LAW) Program strategy development, budget planning, project reviews, variance analysis, and project document development/maintenance. The LAWPS Project has engaged a design agent subcontractor to develop the preliminary and detailed design. The design agent will remain engaged throughout the project execution. WRPS Engineering is acting as the Design Authority for the design, procurement, construction, commissioning, and operation of the LAWPS Facility. WRPS has established the Construction Management Team (CMT), as a subset of the IPT. The selected construction subcontractor awarded the construction subcontract for the facility will be a key member of the CMT. The subcontractor must have experience and ability to engineer, procure and construct complex projects that include safety significant systems. The LAWPS has been evaluated per the methodology in DOE-STD-1027-92, “Hazard Categorization and Accident Analysis Techniques for Compliance with DOE Order 5480.23, Nuclear Safety Analysis Reports,” to be a Hazard Category 2 nuclear facility (i.e., hazard analysis shows the potential to release sufficient quantities of hazardous material and energy during a design basis accident to result in significant consequences to on-site facility workers). The facility documented safety analysis identifies the resulting selected nuclear safety controls that include safety-significant (SS) structures, systems, and components (SSCs) along with technical safety requirements and other defense-in-depth design and administrative features. Assurance that installed SSCs can be relied upon to perform their intended preventive or mitigating functions requires adherence to rigorous acquisition processes. The subcontractor must have an established Quality Assurance Program meeting ASME NQA-1 2008/2009 Parts I and II requirements, an approved Cost Accounting System, and have a certified Earned Value Management System. Additionally, the subcontractor and sub-tier subcontractors must have a Safety Experience Modification Rate (EMR) rating of 1.0 or below for the last three years.

WRPS will direct the commissioning for the project with support provided by the construction subcontractor. The WRPS Test Director will utilize resources provided by the Subcontractor to carry out system testing and acceptance prior to transfer of the facility to operations.

Questionnaire Sections

This prequalification questionnaire / EOI have Sections A through L. Each section must be completed. Failure to complete each section may disqualify potential Subcontractor’s. Each section provides some of the key requirements anticipated to be in the request for proposal (RFP) for this Construction Service Subcontract, and asks related qualification questions. Responses should be limited to a few paragraphs unless directed otherwise. Responses that are unnecessarily excessive may be rejected in their entirety. A.) Facility Scope Definition

Overview

The LAWPS is a Category 2 nuclear facility which will be remotely operated. The project construction will be carried out under the DOE Order 413.3B. The main process vaults have multiple embedment depths with the deepest foundation 47 feet below grade with top of concrete elevation approximately equal to grade. The process vaults are enclosed within a 125 foot by 85 foot by 60 foot tall above grade structural steel building, housing a 30 ton overhead crane and truck airlock. Located immediately adjacent to this are support structures housing electrical, HVAC, and process equipment and spent process resin waste packaging system. Balance of plant equipment is installed on slabs placed on grade. Balance of plant equipment is primarily designed to be fabricated and delivered as sub-assemblies. There are also waste transfer lines that run from the Tank farms to LAWPS and from LAWPS to the Waste Treatment Plant which is currently under construction by others.

The construction site soils have been sampled and are anticipated to be free of any radiologically contaminated materials. The exception to this may be a section of the transfer lines running adjacent to the tank farm which also cross abandoned lines. These crossings will be exposed using a guzzler during the work activities near these lines. The crews performing this piece of work will require additional training.

The scope of this work will not include the introduction of nuclear wastes or chemicals required for the process into the facility, including the waste lines.

The WRPS Design Agent Subcontractor is designing a large percentage of the project on a build to print basis. However there will be certain design elements within the construction scope that will be procured by the Construction Subcontractor that requires design submittal approvals by the WRPS Design Agent. These designs may be executed by the Subcontractor’s NQA1 qualified vendors and/or sub-tiers, and may include a variety of equipment skids, control systems, and other engineered products and commodities.

Below are the anticipated phased construction subcontract scope descriptions based on each Project Critical Decisions CD-2, CD-3A, and CD-3. Each scope will require DOE funding authorizations.

• CD-2 Pre-planning including final estimate and target cost and schedule preparation – This will include final takeoffs using the approved for construction drawings, establishing the construction strategy, establishing ownership of risks, establishing the baseline schedule, preparing a detailed estimate and reaching agreement with WRPS on a final price.

• CD-3A Site Preparation – This is comprised of site preparation activities; fencing, temporary utilities, clearing and grubbing, excavation for the vault construction, procurement of rebar, embeds, and supporting materials, long lead equipment design, and placement of the mud mat. Installation of site infrastructure such as utilities, offices, and a warehouse may also be included in this scope.

• CD-3 Construction– This will be comprised of the completed procurement and construction activities including civil, architectural, mechanical (piping, equipment, HVAC, etc.), utilities, I&C,

CD 2 Scope Pre-Planning

Take off of final quantities from the issued for construction drawings. Development of the target schedule for the Construction Subcontract. Development of the target cost for the Construction Subcontract. Procurement and delivery of the design of critical Subcontractor furnished materials and

equipment as required to support the schedule such as:o Reinforcement fabrication drawings o Embedment fabrication drawings o Other equipment to be procured by the construction subcontractor (HVAC, Electrical

Equipment Building etc.). Submittal and approval of these designs to support the construction schedule. Negotiation of the final target price and schedule.

Note: There are a significant number of procurements that must be undertaken by the Subcontractor. It is critical that the Subcontractor has adequate staffing with procurement professionals including engineers to complete these procurements to the required procurement standards and quality levels to support the schedule.

CD-3A, Site Preparation

• Grading of site to include grubbing and clearing, erection of perimeter fencing, establishment of erosion control and maintenance of dust control/emissions as required +/- 12 acres

• Excavation required to support concrete vault construction. An excavated support system using soldier piles, lagging, and tiebacks will have been designed and provided by WRPS to the subcontractor. ~ 50,000 CY

• Installation of material storage and fabrication facilities ~20,000 sf• Fabrications of embedments, reinforcement and long lead equipment• Procurement of other temporary material require for initial concrete placement• Mobilization of personnel required to support the facility construction• Initial tie-ins and establishment of temporary power and utilities • Office facilities consisting of (trailer complex/temporary structure) for 80+/- work stations,

including meeting & conference rooms, change and lunch areas, storage trailers; estimated to be ~10 temporary structures

CD-3, Procurement, Construction & Installation

• Build to print drawings and specifications will be provided for the valve skids. There are 10 valve skids that the construction subcontractor will procure. See government furnished section for equipment provided by WRPS.

Schedule Objective – The schedule objective is to provide a facility that feeds low active waste (LAW) to the Waste Treatment Plant (WTP) LAW Facility by the target date of FY 2021. The project design is approximately 50% complete. The 60% design review is anticipated to be finalized with comments incorporated FY 2017 mid-year. Design completion is anticipated in early 2018 with DOE approval of Critical Decision 2/3 authorizing construction (CD-2/3) near the end of the third quarter of FY 2018. Early construction funding is being requested in a CD3A package which is targeted for late in the first quarter of FY18.

The construction schedule is very aggressive in order to meet DOE commitments to initiate tank waste treatment and disposal. The current construction schedule assumes working a rolling 4-10’s schedule for the construction in order to support the project completion dates.

The P6 schedule will be resource loaded including labor hours, equipment, and total cost of each activity. Critical path analysis, description of any variances and corrective action will be required as a monthly reporting requirement. Weekly updates to the target schedule will be required.

A key element of the LAWPS Project will be the fabrication, testing, and installation of pre-fabricated valve, equipment, tanks, and HVAC modules/skids that will be placed inside of below grade vaults. Figures 3 through provide model cut examples of several of these modules/skids. The NQA-1 fabrication of these modules/skids will require close tolerance fabrication, accurate positioning inside the vaults, and detailed as-built information to support installation/removal of remote connectors for maintenance and replacement.

B.) Type of Contract Discussion

Cost Range - The Construction Subcontract value is anticipated to be between $150 and $200 Million dollars.

Construction Contracting Strategy

The project anticipates an incentivized cost reimbursable subcontract to execute the facility construction. The Request for Proposal (RFP) will contain the 60% design media. The source selection board will evaluate the bids and recommend award based on the source selection evaluation criteria included in the RFP. The fixed fee will be established at this time. DOE approval will be required prior to awarding the subcontract. A preplanning line item included in the subcontract scope will be authorized upon DOE approval of the subcontract. The preplanning task scope will include the final target cost and schedule development utilizing the 100% design media.

The cost reimbursable contract will include incentives that are designed to ensure safe on time delivery and promote cost efficiencies. The incentives are currently visualized as affording opportunity for the constructor to increase his total fee by earning bonuses for early/on time completion, and for underrunning cost. Conversely, a significant proportion of the subcontractor’s fee established at award will be subject to forfeiture for poor safety, quality, schedule, or cost performance.

The contractor will also be authorized to negotiate and enter into agreements for preparation and submittal of detail design and shop drawings including tanks, embedments, concrete reinforcement drawings, HVAC, etc. as part of the preplanning task. The subcontractor will be authorized to initiate fabrications and other material procurements, mobilize to site, carry out site preparation activities and any other scope included in the CD3A package immediately after its approval by the DOE.

The subcontractor will be authorized to proceed with the balance of the facility construction immediately after approval of the CD2/3 package by the DOE. The WRPS contract currently expires in October of 2018. In the event the WRPS is not successful during the re-competition of the TOC contract, this subcontract for the construction of the LAWPS will be novated to the new TOC operator selected by the DOE.

This contracting strategy has been adopted to:

• Achieve the current completion date imposed by the DOE to meet the commitments to initiate tank waste treatment.

• Provide sufficient schedule for the construction subcontractor to preplan the work concurrent with DOE approval of the design package and Critical Decision Points.

D.) Earned Value Management System

The subcontractor will be required to develop, implement and manage an Earned Value Management System (EVMS) in compliance with the Electronic Industries Alliance (EIA)-748 “Earned Value Management Systems.” Key aspects of this EVMS are to develop, implement and manage a baseline and forecast schedule with corresponding time-phased budget and forecast resources. The schedule shall include significant external and internal interfaces, be an integrated, logical network-based plan that correlates to the WBS, will be vertically traceable to the EVMS control accounts, and successfully aligned in summary activities to the WRPS schedule. The schedule shall be capable of summarizing from control accounts to higher WBS levels and support earned value reporting. A baseline change control process is also a key aspect. In addition to EIA-748, the DOE O 413.3B, “Program and Project Management for the Acquisition of Capital Assets,” provides further requirements for this size of contract, including but not limited to the certification and on-going surveillance of the subcontractor’s EVMS. WRPS may not require the full EVMS certification, in this event, specific EVMS requirements and controls may be flowed down to assure the subcontractors EVMS reporting, tracking, and controls in place are adequate to meet the overall requirements of the EVMS Program.

J.)[I.)] Health and Safety Program

The Subcontractor will be required to submit a site specific Environmental, Health, and Safety Plan for the project. This specific plan may be tailored from the Subcontractor’s corporate plan, however the site specific plan must be fully compliant with the applicable sections of Title 29 CFR Part 1926 (Construction)– Safety and Health Regulations for Construction and, Title 29 CFR Part 1910 (General Industry) – Occupational Safety and Health Standards. Where applicable, the site specific plan will also reference, due to Title 10 CFR Part 851, Worker Safety and Health Program, the safety standards enumerated in listed codes/regulations, such as the American National Standards Institute (ANSI), National Fire Protection Association (NFPA), and American Conference of Governmental Industrial Hygienists (ACGIH) and applicable DOE Hanford Site Specific Standards (Lock Out/Tag Out, Beryllium, Hoisting & Rigging, Fall Protection, Permit required confined space, etc.).

It is anticipated this project will start on a “Green Field” site, that is clear of any radiological and chemical contaminants, as a precaution, WRPS may provide health physics technicians during excavations to ensure no contamination is encountered within the soils. Recent soils explorations of the intended site boundary have recently been conducted and no contamination was found.

The waste transfer line installations included in the scope will be performed in the area between the existing tank farm fences the temporary construction fence boundary, and the boundary of the Waste Treatment Plant (WTP) site. The crews carrying out the construction and installation associated with portions of these lines that are close to existing facilities will be required to be Radiation Worker trained personnel, and may encounter soils that contain some contamination. This project will not require introduction of waste or chemicals into the systems installed by the subcontractor until after these systems have been transferred to the facility operator.

WRPS anticipates that the Subcontractor will be required to show evidence of meeting the following requirements if invited to submit a proposal. Failure to meet the requirements, at any time, may result in the Subcontractor being ineligible for award.

• Integrated Safety Management Program• Site Specific Health and Safety Plan (Manual)• Work Control Program/Procedure(s)• Safety Experience Factors, other key safety indicators • Subcontractor’s and team members must provide last 5 years of safety data (OSHA Recordable

Subcontractors must have a Quality Assurance Program (QAP) that conforms to the requirements ASME NQA-1 2008/2009 Parts I and II and the following:

Subcontractor will be required to have a robust commercial grade dedication process and procedures in place. Experience with commercial grade dedication is essential and will be included in the award criteria.

Subcontractor’s must have experience applying its QAP to the aspects of work to be performed under the Construction Services Subcontract Agreement, including procurement, fabrication, welding, construction, installation, testing services, design services, and software development.

The Subcontractor and their sub tier subcontractors shall flow down the Quality Assurance requirements to each Sub Tier Subcontractor in the form of a QA Implementing Document for the work being performed by the sub tier subcontractor.
