The WWEM conference is repeated on both days, this will give delegates the opportunityto plan their attendance in both the conference and workshop sessions, as well as meet with exhibiting companies. The price of the conference is £55 + VAT per person for a daypass or £75 + VAT for a 2 day pass.
Chairman: Stuart Newstead, Newstead Consulting & SWIG
The Environment Agency is modernising its approach to regulation. Modern regulation focuses on environmental outcomes and placesgreater responsibility on industry. Under this approach operators can look forward to lower levels of regulatory attention through goodmanagement of their sites to high environmental standards. To underpin this approach the Agency is specifying performance standardsand requiring the use of appropriate systems for monitoring waste water discharges and water quality. Assessments through its OperatorMonitoring Assessment scheme, OMA, of operators self-monitoring arrangements and MCERTS are fundamental building blocks of theAgency's modernising regulation agenda.
Commenting on MCERTS, EA Director of Operations, Dr Paul Leinster says,
"The Environment Agency is committed to protecting and improving the environment in England and Wales and our MonitoringCertification Scheme, MCERTS, helps us to achieve this by giving us confidence in monitoring data provided by operators. It makes clearwhat we expect, whether monitoring emissions to air, discharges to water or analysing soils. MCERTS covers monitoring equipment, laboratories carrying out testing, and effluent flow monitoring arrangements. MCERTS is already mandatory as a condition in many ofthe permits we issue and will be extended to others in the future as part of our commitment to modernising regulation."
The WWEM Conference is designed to inform and help process operators, consultants, equipment suppliers andend-users across all industries who monitor water and soil. The conference is repeated on both days to encouragedelegates to attend Workshop Sessions and to meet with exhibitors.
5th November 2008, repeated 6th November 2008
Conference Information Abstract
Modern regulation and operator self monitoring
10:00 - 10:30 • John Tipping - Environment Agency
The presentation provides an update on the Environment Agency's Modern Regulation programme and its impact on monitoring. It also outlines the role of MCERTS and OMA in delivering the programme.
MCERTS for the self-monitoring of effluent flow
10:40 - 11:10 • Bob Cooper - SIRA
MCERTS for the self monitoring of effluent flow was introduced in 2004 and applied to sewage treatment worksoperated by the 10 regional water utilities. The objective of the scheme is to achieve accurate flow measurement of effluent discharges. More recently, the scheme was extended to process operators regulated under the PPC regime. This presentation provides further information and guidance.
MCERTS: water monitoring equipment
11:20 - 11:50 • Paul Wiggins - Environment Agency
MCERTS standards cover automatic samplers, flow monitoring equipment, continuous and portable analysers and some test kits. An update on the present position including a summary of equipment with MCERTS certificates will be given.Future developments will also be outlined.
Facing Challenges in the Water Industry
12:00 - 12:30 • Andy Johns TUV NEL Ltd.
The water industry is facing a challenging period as the increase in population and climatic change puts greater strain on the UK's water resources and their management. To understand many of the issues thrown up by these changes, it is crucial to have confidence in the underlying measurements - in particular of water flow. This presentation takes abroad look by the WIFC (Water Industries Flow Club), a knowledge transfer and networking group for interested parties involved with flow measurement in the water sector. It covers some of the activities of the forum, its membership and shows how it can be used as a lobby for focussing R&D in the UK's Engineering and Flow National Measurement Programme.
New MCERTS scheme for water sampling & analysis
12:40 - 13:10 • Debbie Hudson - UKAS
Following successful MCERTS schemes for organisations conducting Stack Emissions monitoring and Contaminated Land Testing, this talk will look at the implementation of the MCERTS scheme in the Water monitoring and samplingsector. The requirements for and process of gaining accreditation for laboratories and sampling organisations operating in this sector will also be presented.
Lunch
Operator Monitoring Assessment for discharges to water
14:00 - 14:30 • Paul Wiggins - Environment Agency
OMA has been successfully applied to emissions to air from industrial installations since 2001. OMA is now beingextended to include discharges to the aquatic environment. An explanation of how OMA works and how it can lead to improvements in environmental monitoring will be summarised.
MCERTS soil scheme and the importance of sampling
14:40 - 15:10 • Jeff Ruddle - UKAS
The MCERTS Soil Scheme has been running for several years now, this presentation will provide an update on itsprogress and the benefits for regulators, laboratories and customers alike. The importance of sampling, its effects on the uncertainty of data and possibilities for reducing the uncertainty will be discussed.
How to minimise the effect of MCERTaintyleading to Uncertainty in soil analysis
15:20 - 15:50 • Colin Green - QROS
The non homogeneity of soil on contaminated sites creates difficulties when interpreting laboratory data for riskassessment and waste classification. Effective use of on site analysis can minimise this problem. This paper discusses the integration of on site analysis and soil sampling under an MCERTS umbrella in soil analysis.
Positive feedback from the MCERTS schemes
16:00 - 16:30 • John/Chris Corris Critical Flow Systems
Examples of MCERTS that have saved the client money. Examples of MCERTS that have not saved money. Whatever the result, a sound basis for future planning has been established.
