11. Project Cost

What is the total cost of the project? Provide a full breakdown of the project expenditure for the life of the project (ensure all costs are included i.e. utilities, security, insurance etc). Budgets should be constructed as accurately as possible as failure to do so can lead to underspends, especially in the first year of a project. Underspends cannot be carried forward from one financial year to the next except in exceptional circumstances and then, only with the explicit prior consent of the Welsh Assembly Government.

If the Project Management staff have not undertaken the Wales TUC’s accredited Project Management course and funding cannot be found from elsewhere (e.g. your employer, Union etc) to meet this cost then, please factor this into the bid (e.g. £250 per employee for the first and final year). Please seek further advice from Wales TUC Learning Services.

If successful your project may be invited to attend joint promotional events with other WULF projects. Therefore, please bear this in mind when preparing budgets for Marketing, Publicity, Dissemination and Travel and Subsistence. Please seek further advice from Wales TUC Learning Services.

If a high proportion of the cost of your project is for the purchase of IT equipment i.e. PC’s, laptops etc, please demonstrate here that they are linked directly to the delivery of learning. In the main, funding should centre on people and support systems rather than hardware and accommodation.

Please note that the Project Manager will be required to complete the Final Evaluation Report template. Therefore, if Evaluation costs are included in the project budget please explain what these costs are intended to cover.

The Wales Union Learning Fund gives priority to projects that widen access to lifelong learning for people in Wales irrespective of their background or current personal circumstances.

SECTION 5 – PROJECT PLANNING & MANAGEMENT*(Section 5 scores a maximum of 5 points)

22. Project Timetable

Please set out the detailed project timetable below including the key milestones and when they will be achieved. This must include the project start and completion dates and other key progress points such as, the appointment of project staff, launch, learning needs analyses, course dates, purchase of equipment, dissemination events, evaluation etc.

Forecasting outcomes provides the basis for planning your project and measuring its progress against objectives and targets. Forecasting outcomes should also link to the spending profile of the project.

The project timetable must be sufficiently detailed to enable the lead partner, all other partners and the Welsh Assembly Government to keep track of progress.

23. Project Management and DeliveryPlease show clearly how the project will be managed and how outcomes are going to be achieved. Refer for example to the role of Steering Groups, Project Managers and Project Workers. Provide information on risk management including contingency arrangements should project management staff leave during the life of the project. Applicants must also demonstrate how their project will be linked to and supported by their wider Union infrastructure and/or, linked to other project partners and schemes, All new Project Managers who haven't attended the accredited Project Management course run by the Wales TUC will be required to attend this course. Project Workers and key Union Learning Representatives may also be invited to attend this course (please seek further advice from Wales TUC Learning Services).

SECTION 6 – MONITORING AND EVALUATION ARRANGEMENTS

24. Monitoring and Evaluation*(Section 6 carries a maximum score of 5 points)

Monitoring is the process by which Project Managers assess progress against project aims, objectives and targets. All WULF projects are required to produce an Evaluation Report at the end of the life of the project which records how successful it has been in meeting its original aims, objectives and targets, and the main lessons that have been learned.

Please set out what arrangements you will put in place for the monitoring and evaluation of your project. You should include what information will be collected, who will collect it, how it will be collected, when it will be collected and how it will be reported back.

Please note that the Project Manager will be responsible for completing the project Evaluation Report. This report will replace the final project progress report and must be submitted within one month of the project completion date. (Please limit answer to box size)
