15 Years of the Information Technology Agreement

The Information and Technology Agreement (ITA) was finalized at the first WTO Ministerial Conference, in Singapore, in 1996, committing its participants to completely eliminate duties on certain information technology products. In its 15 years, the ITA has promoted affordable access to a wide range of technologies, encouraging closer cooperation between developed and developing countries. As production networks become increasingly global, the ITA will continue to facilitate the shift from products made in a specific country to “made in the world”.

To mark the 15th anniversary of the ITA, this publication charts the political and technical obstacles which were overcome during the creation of the Agreement and the issues which still need to be resolved. It details the establishment of the ITA Committee and how the Agreement is implemented, and investigates the impact the ITA has had on trade liberalization and innovation. The publication also examines the effect information technology has had on global production networks and what this means for developing countries and the ITA.

Seeking answers to global trade challenges

WTO Public Forum 2011

The 2011 WTO Public Forum publication provides an overview of the discussions held at this year’s event, which was entitled “Seeking answers to global trade challenges”. Representatives from civil society, academia, business, the media, governments, parliaments and inter-governmental organizations participated. The main discussion themes in this year’s Forum were food security, trade in natural resources, the “Made in the World” initiative and the challenges ahead for the multilateral trading system. Debates revolved around the responses of international trade to challenges of food security and climate change; how trade negotiations in the WTO reflect the fact that a single product is produced in many different countries and what this means for the “made in” label; and how measuring trade flows in value added terms can affect the ways in which international economics are analysed and trade policy is conducted.

The sessions held during the 2011 Public Forum triggered a frank and open debate on the principal global challenges for the multilateral trading system. The Forum also sought to identify practical and effective solutions and ways forward to enable the WTO to adapt and respond effectively to our fast-changing world. A chapter is devoted to each of the sessions held during the three-day programme.

This first edition of the Public Forum proceedings provides a summary of the many views and concerns raised at the 2006 WTO Public Forum, organized under the overall theme "What WTO for the XXIst Century?". World trade has expanded signifi cantly in recent years, making a major contribution to global growth. Economic growth has not led to a corresponding improvement in working conditions and living standards for many workers. In developing countries, job creation has largely taken place in the informal economy, where around 60 per cent of workers are employed. Most of the workers in the informal economy have almost no job security, low incomes and no social protection, with limited opportunities to benefi t from globalization.

This study focuses on the relationship between trade and the growth of the informal economy in developing countries. Based on existing academic literature, complemented with new empirical research by the ILO and the WTO, the study discusses how trade reform affects different aspects of the informal economy. It also examines how high rates of informal employment diminish the scope for developing countries to translate trade openness into sustainable long-term growth.

The report analyzes how well-designed trade and decent-work friendly policies can complement each other so as to promote sustainable development and growing prosperity in developing countries.

15 Years of the Information Technology Agreement

The Information and Technology Agreement (ITA) was finalized at the first WTO Ministerial Conference, in Singapore, in 1996, committing its participants to completely eliminate duties on certain information technology products. In its 15 years, the ITA has promoted affordable access to a wide range of technologies, encouraging closer cooperation between developed and developing countries. As production networks become increasingly global, the ITA will continue to facilitate the shift from products made in a specific country to “made in the world”.

To mark the 15th anniversary of the ITA, this publication charts the political and technical obstacles which were overcome during the creation of the Agreement and the issues which still need to be resolved. 15 Years of the Information Technology Agreement

The Information and Technology Agreement (ITA) was finalized at the first WTO Ministerial Conference, in Singapore, in 1996, committing its participants to completely eliminate duties on certain information technology products. In its 15 years, the ITA has promoted affordable access to a wide range of technologies, encouraging closer cooperation between developed and developing countries. As production networks become increasingly global, the ITA will continue to facilitate the shift from products made in a specific country to “made in the world”.

To mark the 15th anniversary of the ITA, this publication charts the political and technical obstacles which were overcome during the creation of the Agreement and the issues which still need to be resolved. It details the establishment of the ITA Committee and how the Agreement is implemented, and investigates the impact the ITA has had on trade liberalization and innovation.
