15 Years of the Information Technology Agreement
The Information and Technology Agreement (ITA) was finalized at the first WTO Ministerial Conference, in Singapore, in 1996, committing its participants to completely eliminate duties on certain information technology products. In its 15 years, the ITA has promoted affordable access to a wide range of technologies, encouraging closer cooperation between developed and developing countries. As production networks become increasingly global, the ITA will continue to facilitate the shift from products made in a specific country to “made in the world”.
To mark the 15th anniversary of the ITA, this publication charts the political and technical obstacles which were overcome during the creation of the Agreement and the issues which still need to be resolved. It details the establishment of the ITA Committee and how the Agreement is implemented, and investigates the impact the ITA has had on trade liberalization and innovation. The publication also examines the effect information technology has had on global production networks and what this means for developing countries and the ITA.

World Trade Report 2012 Trade and public policies: A closer look at non-tariff measures in the 21st century
The World Trade Report 2012 ventures beyond tariffs to examine other policy measures that can affect trade. Regulatory measures for trade in goods and services raise new and pressing challenges for international cooperation in the 21st century. More than many other measures, they reflect public policy goals (such as ensuring the health, safety and well-being of consumers) but they may also be designed and applied in a manner that unnecessarily frustrates trade. WTO Public Forum 2011
Seeking answers to global trade challenges
WTO Public Forum 2011
The 2011 WTO Public Forum publication provides an overview of the discussions held at this year’s event, which was entitled “Seeking answers to global trade challenges”. Representatives from civil society, academia, business, the media, governments, parliaments and inter-governmental organizations participated. The main discussion themes in this year’s Forum were food security, trade in natural resources, the “Made in the World” initiative and the challenges ahead for the multilateral trading system. Debates revolved around the responses of international trade to challenges of food security and climate change; how trade negotiations in the WTO reflect the fact that a single product is produced in many different countries and what this means for the “made in” label; and how measuring trade flows in value added terms can affect the ways in which international economics are analysed and trade policy is conducted.
The sessions held during the 2011 Public Forum triggered a frank and open debate on the principal global challenges for the multilateral trading system. The Forum also sought to identify practical and effective solutions and ways forward to enable the WTO to adapt and respond effectively to our fast-changing world. A chapter is devoted to each of the sessions held during the three-day programme.

A Handbook on Accession to the WTO Peter John Williams
The Handbook provides the first detailed explanation and analysis of how governments become members of the WTO. The steps in the detailed negotiations leading up to accession have evolved over the years through the actual process that governments have followed to become members of the WTO. This handbook provides a unique account of how the process has evolved and details exactly what is involved. A World Trade Organization and Cambridge University Press co-publication.

Reshaping the World Trading System – 2nd Edition John Croome
Take 120 governments and territories, each bent on vigorously seeking its own self-interest. Give them a mandate to reach agreement on new rules for more open markets – not only for goods but for services and intellectual property as well. And give them a time-limit – four years. It sounds impossible and it almost was. This is the story, told in frank, lively and non-technical terms, of how and why the Uruguay Round came about, what the participant countries sought, and the twists, turns, setbacks and successes of each stage and sector of the negotiations … and how, after seven years, the final achievement in many instances surpassed the original goals. A World Trade Organization and Kluwer Law co-publication.

Previous World Trade Reports 2011 The WTO and preferential trade agreements: From co-existence to coherence
The ever-growing number of preferential trade agreements (PTAs) is a prominent feature of international trade. The World Trade Report 2011 describes the historical development of PTAs and the current landscape of agreements. It examines why PTAs are established, their economic effects, and the contents of the agreements themselves. Finally it considers the interaction between PTAs and the multilateral trading system. Globalization and informal jobs in developing countries
This joint study by the International Labour Office and the Secretariat of the World Trade Organization focuses on the relationship between trade and the growth of the informal economy in developing countries. Based on existing academic literature, complemented with new empirical research by the ILO and the WTO, the study discusses how trade reform affects different aspects of the informal economy. It also examines how high rates of informal employment diminish the scope for developing countries to translate trade openness into sustainable long-term growth. Multilateralizing Regionalism : Challenges for the Global Trading System Edited by Richard Baldwin and Patrick Low
Regional trade agreements (RTAs) have proliferated around the world in the past two decades, and now nearly all members of the WTO are party to at least one. Besides tariffs and rules of origin regulating trade in goods, many RTA’s now include provisions on services, investments, technical barriers to trade and competition rules, as well as a host of issues not directly related to trade. The geographic reach of RTA’s is expanding, with transcontinental agreements spreading forcefully alongside intra-regional agreements. ‘Multilateralizing Regionalism’ was the title of a major conference held from 10–12 September 2007 at the WTO in Geneva. World trade has expanded signifi cantly in recent years, making a major contribution to global growth. Economic growth has not led to a corresponding improvement in working conditions and living standards for many workers. In developing countries, job creation has largely taken place in the informal economy, where around 60 per cent of workers are employed. Most of the workers in the informal economy have almost no job security, low incomes and no social protection, with limited opportunities to benefi t from globalization.
This study focuses on the relationship between trade and the growth of the informal economy in developing countries. Based on existing academic literature, complemented with new empirical research by the ILO and the WTO, the study discusses how trade reform affects different aspects of the informal economy. It also examines how high rates of informal employment diminish the scope for developing countries to translate trade openness into sustainable long-term growth.
The report analyzes how well-designed trade and decent-work friendly policies can complement each other so as to promote sustainable development and growing prosperity in developing countries.

Regional Rules in the Global Trading System Edited by Antoni Estevadeordal, Kati Suominen and Robert Teh
The proliferation of regional trade agreements (RTAs) over the past two decades has led to the relationships between regional and WTO rules or disciplines becoming increasingly complex. A major obstacle to advancing the understanding of RTAs is the absence of detailed information about their contents. Contributors provide analytical mappings of RTA rules in six key areas – market access, technical barriers to trade, contingent protection, investment, services and competition policy – across dozens of the main RTAs.A World Trade Organization and Cambridge University Press co-publication.

Managing the Challenges of WTO Participation – 45 Case Studies Edited by Peter Gallagher, Patrick Low and Andrew L. Stoler
This compilation of 45 case studies documents disparate experiences among economies in addressing the challenges of participating in the WTO. It demonstrates that success or failure is strongly influenced by how governments and private sector stakeholders organize themselves at home. These case studies demonstrate that the WTO creates a framework within which sovereign decision-making can unleash important opportunities or undermine the potential benefi ts flowing from a rules-based international environment that promotes open trade.A World Trade Organization and Cambridge University Press co-publication.

Trade and Poverty Reduction in the Asia-Pacific Region Case studies and lessons from low-income communitiesEdited by Andrew L. Stoler, Jim Redden and Lee Ann Jackson
This book explores the complex relationship between international trade and poverty reduction through a combination of research papers and contemporary case studies. Written mainly by developing-country authors in consultation with local businesses and communities, the case studies contribute to our understanding of the ways in which low-income communities are dealing with trade as a practical challenge, especially in the Asia-Pacific region where approximately two-thirds of the world’s poor live. While making it clear that there is no “one size fits all” formula, the research and stories highlight a number of necessary preconditions, such as political commitment and cooperation at all levels, if trade is to successfully reduce poverty. Trade and Climate Change
Climate change is one of the greatest challenges facing the international community. Mitigating global warming and adapting to its consequences will require major economic investment and, above all, unequivocal determination on the part of all policy-makers. This publication uniquely examines the intersection between trade and climate change from four different but correlated perspectives: the science of climate change, economic aspects, multilateral efforts to tackle climate change, and national climate change policies and their trade effect. A World Trade Organization and United Nations Environment Programme co-publication.

The Internationalization of Financial Services : Issues and Lessons for Developing Countries Stijn Claessens and Marion Jansen
The internationalization of financial services is an important issue for strengthening and liberalizing financial systems in developing countries. There has been considerable support for the view that internationalization can assist countries in building financial systems that are more stable and efficient by introducing international standards and practices. At the same time, there have been concerns about the risks that internationalization may carry for some countries, particularly in the absence of adequate regulatory structures. The chapters in this book examine different aspects of this debate. A World Trade Organization and Kluwer Law International co-publication.
